The adoption of the Main law of Turkmenistan 25 years ago became one of the important historical events of the period when the strong foundation of our independent state was laid, - the Head of the State says in his message. The Constitution of the country plays the key role in improvement of the laws regulating the state policy in different spheres. For improvement of democratic and legal basis, the constitutional reforms were made in 1995, 1999, 2003, 2005, 2006, 2008 and 2016 and our Main Law reflects positive world’s practice and fundamental ideas of national and universal values. As the result, not only the content part of the Constitution was amended but the structure itself was fundamentally changed. The adoption of new edition of the Main Law means the consolidation of our democratic, legal and temporal state. The new edition guarantees the equal rights for all citizens, supremacy of law, right for protection of honour and dignity. The statement of the provisions on recognition of the political diversity and pluralism of the society in the Constitution is an important step to further democratization. Turkmenistan is a state providing social protection of every individual. In the current period, social policy is aimed first of all on the citizens requiring support and protection. The government gives additional support to families with many children, orphans, war veterans, those lost health protecting government and social interests. This policy provides the unity of the society, its political and social stability. The assertion of the political course, which main principle is invariable observance of the human and citizen rights and freedoms, became our greatest achievement, - the message highlights. According to the standards of our Constitution, political, economic and legal reforms, which promoted the consolidation of the independence and rapid development of the economy, further improvement of the wellbeing of the population, were successfully carried out for the short historical period. The work in this direction is successfully continued today. The Constitution of Turkmenistan has key importance in consolidation of political, economic, cultural and legal base of our state, in comprehensive protection and observance of human rights and successful implementation of social and economic reforms. Special importance is attached to development of new regulatory and legal documents on the governmental level. Improved laws stipulate rapid solution of administrative and economy development issues, further consolidation of the state, development of humane society and first of all, provision of comprehensive protection of every individual. We are strictly committed to the policy of positive neutrality in international relations. The legal status of permanent neutrality was twice approved by the relative Resolutions of the UN General Assembly. Turkmenistan is the only state in the world that included these two Resolutions in the Main Law. The Constitution makes special mention that permanent neutrality of Turkmenistan is recognized by the world community and is the foundation of internal and foreign policy of our independent state, - the message says.
