Today, President Serdar Berdimuhamedov held an online meeting of the Cabinet of Ministers to sum up the work fulfilled in the country for nine months of the current year.

Chairwoman of the Mejlis D.Gulmanova, who informed on results of the activity of the national parliament for the January-September period of this year, was the first to take the floor at the meeting.

As she was informed, in the accounting period 8 legal acts, including Laws of Turkmenistan «On establishment of the anniversary medal of Turkmenistan «Türkmenistanyň Garaşsyzlygynyň 35 ýyllygyna bagyşlanyp geçirilen dabaraly harby ýörişe gatnaşyja" and "On state protection of Akhal-teke horses» as well as 14 resolutions of the Mejlis were adopted. In addition, related amendments and additions were made to the laws in force connected with protection of the rights and legitimate interests of citizens, maintenance of industrial safety of industrial objects, perfection of accounting and financial reporting, licensing of separate kinds of activity, highways and road activity, preservation of the environment, preservation of water biological resources, increase of efficiency of migration policy.

Besides it, in the Mejlis 7 credentials from Ambassadors Extraordinary and Plenipotentiary of several countries accredited in Turkmenistan were received.

In the specified period, 37 meetings with representatives of parliaments of different states, diplomatic missions of foreign countries in Turkmenistan and international organisations, in which course, prospects of development of bilateral cooperation were discussed, took place. Deputies and specialists of the Mejlis took part in 93 seminars organised by corresponding ministries and branch departments of the country together with international structures. For the purpose of exchange of experience in law-making, representatives of the national parliament made 20 business trips to foreign countries.

Summing up the information, President Serdar Berdimuhamedov pointed out a great significance of further development of our sovereign fatherland and modernisation of the legal framework of the country and emphasised the necessity of perfection of the legislation of Turkmenistan.

Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on macroeconomic indicators of national economy for nine months of the current year.

As he reported, the rate of increase of GDP for the specified period made up 6,3 percent, including in the industrial complex, this indicator reached 3 percent, construction - 6,7 percent, transport-communication sector - 10,4 percent, trade - 8,4 percent, agriculture - 4,1 percent and in the sphere of services - 8,4 percent.

As compared with the similar period of the past year, for the January-September period of the current year as a whole the output increased by 9,9 percent. In sectors of economy, positive industrial indicators were gained.

During the considered period, as compared with the same period of 2025, the volume of retail trade grew by 10,5 percent, and foreign trade turnover - 8,3 percent.

For the January-September period, the plan of revenues part of the State budget was executed by 100,1 percent, and expenditures - 97,2 percent.

In the specified period, in state institutions financed at the expense of the budget and self-financing, salaries, pensions, welfare payments and scholarships of students were paid timely.

The volume of capital investments made at the expense of all sources of financing, as compared with the similar period of the past year was higher than 3,5 percent.

He also reported on the work executed for the January-September period of 2026 within implementation of the National rural redevelopment program, including the course of construction of different projects.

Summing up the report, the head of Turkmenistan underlined that one should improve further the activity of economic, financial and bank complexes. At the same time, the importance of analysis of the project of the State budget for the forthcoming year and activization of work conducted in this area was stated. President Serdar Berdimuhamedov also instructed the Deputy-Chairman of the Cabinet to take the measures aimed at maintenance of stable dynamics of growth of GDP and harmonious development of branches of economy.

Further, Deputy-Chairman of the Cabinet G.Agajanov reported on results of the work carried out for the January-September period of 2026 in increase of oil and gas production, expansion of routes of their export to world markets.

As he informed, in the specified period, the plan for oil production was fulfilled by "Türkmennebit" State Concern by 109,1 percent and its refining by profile factories - 106,8 percent.

The plan for gasoline manufacture was fulfilled by 119,3 percent, diesel fuel - 114,7 percent, lubricant oils - 100 percent, liquefied gas - 112 percent, extraction of natural and passing gas - 109,1 percent.

Summing up the report, President Serdar Berdimuhamedov underlined the significance of consecutive perfection of the activity of oil and gas sector, release of high-quality production with exploitation of the total power of the enterprises of the given complex. The head of the state also instructed the Deputy-Chairman of the Cabinet to continue work to discover new oil and gas deposits.

Further, Deputy-Chairman of the Cabinet T.Atahallyev reported on results of the activity of the supervised complex for nine months of the current year as well as the course of seasonal agricultural campaigns in velayats.

As he informed, the rate of increase of volumes of output of production in the agricultural branch as compared to the similar period of the past year, made up 124,2 percent. By the Ministry of Agriculture this indicator was equal to 113,3 percent, by the Ministry of Environmental Protection - 103,4 percent, by the State Water Economy Committee - 105,1 percent, by "Türkmenpagta" State Concern - 140,3 percent, by «Türkmengallaönümleri» State Association - 125,8 percent, by «Türkmenobahyzmat» State Association - 100,2 percent, by State Association of Food-Processing Industry - 120,3 percent, by State Association of Cattle-Breeding and Poultry-Farming Industry - 102,5 percent and by «Türkmen atlary» State Association - 104,3 percent. The plan for investments was executed by 144,2 percent.

At the same time, he reported that the sowing of winter wheat and cotton gathering now proceeds. Necessary measures are taken to gather the grown crop in deadlines, and its processing in ginneries.

Having heard the report, President Serdar Berdimuhamedov emphasised the importance of strict control over agricultural work carried out in the country, including acceleration of rates of cotton-picking season. The head of the state also instructed the Deputy-Chairman of the Cabinet to complete the winter wheat sowing in accordance with the established agro-technical terms.

Deputy-Chairman of the Cabinet B.Annamammedov reported on results of the activity of the subordinate complex for the January-September period of 2026.

As he informed, the plan for production and work fulfilled in the given sector in the specified period, made up 120,9 percent. The same indicator by the Ministry of Construction and Architecture was implemented by 102,8 percent, by the Ministry of Industry and Construction Production - 128,3 percent and by the Ministry of Energy - 107 percent.

By the Ministry of Motor Roads the plan for the planned work was implemented by 107,1 percent, by "Türkmenhimiýa" State Concern - 127,7 percent, by the khyakimlik of Ashgabat city - 130,9 percent.

Having heard the report, President Serdar Berdimuhamedov drew the attention to the importance of adoption of complex measures to increase in the volumes of production made by the construction and industrial complex. In that connection, the head of the state gave the Deputy-Chairman of the Cabinet the instruction to carry out the work aimed at full involvement of chemical enterprises, consecutive development of the energy sector and construction and reconstruction of highways.

Then, Deputy-Chairman of the Cabinet N.Atagulyev reported on results of the work of subordinate ministries and sectoral departments, as well as the private sector for the January-September period of this year.

As he informed, by the Ministry of Trade and Foreign Economic Relations, the rate of increase of goods turnover for the considered period as compared with the similar period of the past year, made up 113,2 percent.

By the Ministry of Textile Industry, the rate of increase of production as compared to the same period of the past year, was fulfilled by 106,4 percent. The production of cotton yarn reached 102,3 percent, cotton fabric - 100,9 percent, sewing and knitted products - 102,6 percent, tanning production - 100,5 percent.

The rate of increase of gained revenues by enterprises of «Türkmenhaly» State Association reached 107,6 percent.

For the accounting period, the State Commodity and Raw Materials Exchange held 222 exchange auctions, at which 23460 contracts were registered.

For the January-September period of 2026, the rate of increase of the work fulfilled by the Chamber of Commerce and Industry made up 107,3 percent. For the specified period, 18 exhibitions and 10 conferences were held.

By the Union of Industrialists and Entrepreneurs, the rate of increase of manufacture of agricultural and food production was fulfilled by 110,4 percent, industrial goods - 109,2 percent.

Having heard the report, President Serdar Berdimuhamedov marked that one should keep control over effective utilisation of industrial complexes of the sphere of trade, maintenance of markets and shops with food and other demanded production. The head of the state also instructed the Deputy-Chairman of the Cabinet to continue modernisation of activity of textile enterprises.

Deputy-Chairwoman of the Cabinet B.Seyidova reported on results of the activity of the subordinate sphere for the January-September period of the current year.

As she informed, in the specified period, various cultural events and celebrations on the occasion of the motto of 2026 «Independent neutral Turkmenistan - the homeland of purposeful winged horses», the 35^th anniversary of independence of our fatherland were held. At the same time, final rounds of TV competition «Ýaňlan, Diýarym!», the song and musical event «Arkadagly Gahryman Serdarymyzyň belent maksatlarynyň aýdyň ýollary» were also held.

On the occasion of the opening ceremony of the Akhal-teke horse complex of the President of Turkmenistan, performances of workers of culture and art were organized in accordance with traditions of the Turkmen toy. In addition, workers of culture and art, creative specialists of Turkmenistan were awarded state honours and prizes and the results of the competition for the award of the President of Turkmenistan «Türkmeniň Altyn asyry» was held.

During the considered period, Days of culture of Turkmenistan in the Republic of Korea were successfully held.

Within the championship in equestrian sport and beauty contest of Akhal-teke horses held in the Kingdom of the Netherlands, the international review of artistic realisation of beauty of Akhal-teke horses «Akhal-teke racer - a beauty standard», exhibition of products of arts and crafts, a concert of workers of culture and art of our country and famous foreign singers were also organized.

Guided by instructions of Hero Arkadag and President Serdar Berdimuhamedov on the further glorification of Akhal-teke horses in the world, the new telecast «Bedew» of the TV channel "Sport" started widely popularization of the national heritage in the field of horse breeding.

She also reported on results of the activity of mass media, Turkmen state publishing service.

Summing up the report, President Serdar Berdimuhamedov focused attention on the importance of perfection of work of the sphere of culture, adoption of measures on the further popularisation of national heritage. The head of Turkmenistan instructed the Deputy-Chairwoman of the Cabinet to carry out consistently necessary steps on careful preservation of historical and cultural monuments.

Then, Deputy-Chairman of the Cabinet B.Mammedov reported on results of the activity of subordinated structures for the January-September period of the current year.

Further, he informed that within nine months of the year the transformations aimed at education of intellectually developed generation and advanced methods of education were introduced in the educational activity widely. Schoolchildren and students took part in the international subject Olympiads and won a total of 1040 medals.

On the occasion of Day of Knowledge and Student Youth, in all establishments of education sphere, solemn actions, first lessons on the theme «Independent neutral Turkmenistan - the homeland of purposeful winged horses» were organised. First-formers on behalf of Hero-Arkadag and the President of Turkmenistan were presented with laptops.

With participation of the head of the state, the opening of a new complex of buildings of Turkmen state architecture and construction institute and Turkmen state teacher training institute named after Seyitnazar Seydi, new educational institutions in Akhal and Lebap velayats took place, and it increased the significance of festive events.

In the specified period, the work on increase of efficiency of scientific research, introduction of new technologies was carried out. In honour of the 35^th anniversary of sacred independence of our fatherland, scientists of the country were granted with academic statuses of professor, senior lecturer, senior research assistant.

For the January-September period of 2026, in treatment-and-prophylactic activity advanced methods of applied medicine were introduced. At the expense of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship, operations and treatment of sick children were carried out. In September the monthly event «Safety of traffic - calmness of our life» was held.

In addition, the work on development of physical culture and sports was conducted. Turkmen athletes displayed good results at large competitions and won a total of 554 medals.

Having heard the report, President Serdar Berdimuhamedov emphasised the significance of consecutive perfection of activity in the science and education sphere, in the area of public health services and sports. At the same time, it was noticed that one should give particular attention to the organisation of the process of training of the younger generation in educational institutions according to realities of the time. The head of the state also instructed the Deputy-Chairman of the Cabinet to prepare properly for opening ceremonies of modern medical institutions on the occasion of Day of workers of public health services and medical industry and provide a high level of their organization.

Then, the floor was given to Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on results of the work held by the foreign affairs department of the country for the January-September period of the current year.

As he marked, in the specified period, the Ministry of Foreign Affairs realised concrete steps with a view of implementation of the foreign policy of the President of Turkmenistan, fulfilment of goals on expansion of bilateral and multilateral relations of our permanently neutral fatherland with foreign states and authoritative organisations.

As known, in development of international cooperation, a special role is attached to visits and summits. It was in that connection informed that within nine months of the current year, visits of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag to the United States of America, China, Austria, the Russian Federation, Great Britain, Iran, Afghanistan and Kingdom of the Netherlands were organised.

In the specified period, visits of the President of Turkmenistan to Kazakhstan, Azerbaijan, Georgia, Kyrgyzstan and the Republic of Korea took place.

The strengthening of interaction with authoritative international organisations acts as one of the key aspects of the foreign policy strategy of our country. It was in that connection reported that within the visit of Hero-Arkadag to the Austrian Republic, meetings with the Director General of the International Atomic Energy Agency (IAEA), Director General of the United Nations Industrial Development Organization (UNIDO), the UN Under-Secretary-General took place.

Besides it, during the considered period, the Director-General of the Food and Agriculture Organization of the United Nations, Secretary General of the Conference on Interaction and Confidence Building Measures in Asia, the Swiss Vice President, Chairperson-in-Office of the Organization for Security and Co-operation in Europe and Head of the Federal Department of Foreign Affairs and the Secretary General of the Commonwealth of Independent States visited our country.

Within the presidency of Turkmenistan in the CIS in 2026, meetings of various councils, commissions, other meetings and events are held. In that connection, on May 22 in the capital, meetings of heads of governments of the Commonwealth of Independent States took place.

During the considered period, through the Ministry of Foreign Affairs our state was visited in general by 608 foreign delegations, 1011 delegations were sent from Turkmenistan abroad.

For the January-September period of this year, by the digital system, 355 meetings of various levels took place. In the specified period in Turkmenistan 1682 official negotiations and meetings together with foreign states and international organisations were organized.

The strengthening of contract-legal basis of international relations also acts among important goals. From the beginning of the year, 187 international documents were concluded.

As he reported, the corresponding work is carried out for political consultations between the Ministry of Foreign Affairs of our country and foreign policy departments of other states. In the specified period, political consultations of the head the Ministry of Foreign Affairs of Turkmenistan with heads of foreign policy departments of Austria, the United Arab Emirates, Great Britain, China, Kazakhstan, Republic of Seychelles, Uzbekistan, Tajikistan, Japan, with the State Secretary of the United States of America and the Minister of Foreign Affairs of the Kingdom of the Netherlands took place.

In addition, for the January-September period of 2026, consultations of foreign policy departments of India, Kingdom of Morocco, the Russian Federation, Germany, Zimbabwe, Azerbaijan, Uganda, Republics of Koreas, Armenia, Byelorussia, Kingdom of Cambodia, Ukraine, Turkey, New Zealand, Indonesia, Japan and Bangladesh were held.

Besides it, during the considered period, the Minister of Foreign Affairs of Turkmenistan carried on negotiations with the Secretary General of the United Nations, the Chairman of the 80^th session of the General Assembly of the United Nations, the General Director of the Food and Agricultural Organisation of the United Nations, the President of the European Bank for Reconstruction and Development, the Secretary General of International Maritime Organization and the Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organization.

As he reported, development of diplomatic relations through embassies of foreign countries acts as one of the important vectors of the foreign policy activity of our neutral fatherland. For the January-September period of 2026, credentials from newly appointed Ambassadors of Republic of Chads, Indonesia, Italy, Republic of Koreas, Argentina, the Arabian Republic of Egypt, Finland, Kenya, Algeria, Germany, Turkey, France, the European Union, and Resident Co-ordinator of the United Nations in our country are received in Turkmenistan.

In addition, credentials of Ambassadors of Turkmenistan in the Kingdom of Thailand, the United States of America, Ireland, Republic of Maldives, and permanent representatives of Turkmenistan at the United Nations and the Organization of Islamic cooperation were received to start officially execution of their duties.

Summing up the report, President Serdar Berdimuhamedov underlined the importance of the further consecutive strengthening of interaction with world states in trade and economic, cultural-humanitarian and scientific-educational spheres, and with authoritative international organisations. In the given context, the head of Turkmenistan instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to prepare properly for the organisation of international actions planned till the end of the year and forums as well as the holiday of neutrality of our independent state at high level.

Then, Deputy-Chairman of the Cabinet B.Annayev reported on results of the activity carried out by accountable structures for the January-September period of 2026.

As he informed, the rate of increase of the executed work and rendered services in the transport-communication complex made up 114,7 percent.

As compared to the similar period of the past year, all types of transport the plan for cargo transportation was fulfilled by 108 percent, and passenger transportation - 102 percent.

For the considered period, the rate of increase of rendering of services by the Ministry of Railway Transport reached 107,4 percent, by the Ministry of Motor Transport - 115,8 percent, by Public Service «Türkmenhowaýollary» - 121,8 percent, by Public Service of Marine and River Transport - 105 percent and by the Ministry of Communications - 115,3 percent.

Having heard the report, President Serdar Berdimuhamedov emphasised the significance of the further perfection of activity of the complex for fulfilment of goals facing the transport-communication sector, and on the necessity of increase in volumes of passenger and cargo transportation. Besides it, the head of the state also instructed the Deputy-Chairman of the Cabinet to take measures for increase of throughput of the sphere of railway transportation.

Then, addressing participants of the meeting, President Serdar Berdimuhamedov pointed out that results of the work executed for nine months of the current year, show success of realised programs.

Having stated with satisfaction that in the specified period, the rate of increase of GDP kept stable by 6,3 percent, the head of the state underlined that transformations in sectors of economy are successfully carried out, industrial branches are consistently modernised.

As President Serdar Berdimuhamedov noted, in the country construction of large industrial targets, new settlements, apartment houses, schools, kindergartens and other constructions proceeds.

In that regard, the head of the state focused attention on the importance of further development of our fatherland and increase of social standards of living of citizens.

Further, President Serdar Berdimuhamedov underlined that for organization of events in the country and abroad in the year «Independent neutral Turkmenistan - the homeland of purposeful winged horses» on horse breeding and equestrian sports the Organizational state committee, which within the year under the leadership of Hero-Arkadag spent big work on glorification of "heavenly " horses in the world , was set up.

In this connection, the head of Turkmenistan addressed the Organizational state committee to hold corresponding work on the organisation of creative competitions aimed at glorification and popularisation of Akhal-teke horses in the world and to award citizens who distinguished at the end of the current year.

Using the possibility, President Serdar Berdimuhamedov thanked all for maintenance of a high level of actions of the year «Independent neutral Turkmenistan - the homeland of purposeful winged horses» and the celebrations timed to the 35^th anniversary of sacred independence of our fatherland.

Then, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs marked the significance of the events, which were held in our country in September of the current year.

As he underlined, in the past month under the chairmanship of President Serdar Berdimuhamedov and Hero-Arkadag large actions of national and international significance took place. Among them - the next meeting of the Khalk Maslakhaty of Turkmenistan and the 35^th anniversary of independence of our fatherland.

At the same time, in the year «Independent neutral Turkmenistan - the homeland of purposeful winged horses» in the country numerous forums of national and international level on horse breeding and equestrian sport were also organised abroad. They also included the opening of the modernised Akhal-teke horse complex of the President of Turkmenistan, festive horse races among instructors-jockeys. The victory of National Leader of the Turkmen people Hero-Arkadag in the races, showed a great skill.

The Deputy-Chairman of the Cabinet, Minister of Foreign Affairs expressed to President Serdar Berdimuhamedov and Hero-Arkadag warm gratitude for the created conditions and the given support to hold important events in September at high level.

At the meeting, a number of other important issues of state life, on which corresponding decisions were made, were also considered.
