The 12th meeting of the Mejlis of Turkmenistan of the 7th convocation was held today. Representatives of several ministries and departments, as well as the media, were invited to participate. The meeting considered and adopted a number of draft laws developed based on the valuable advice and objectives for further improving national legislation in accordance with the requirements of the time, as set by President Serdar Berdimuhamedov and the National Leader of the Turkmen People, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov. These laws are aimed at modernizing the legal framework of our country and promoting its intensive socio-economic development.
The adopted laws were developed following preliminary discussions in all committees of the Mejlis with the participation of specialists from the relevant ministries and departments.
Among the first drafts submitted for consideration by the deputies was the draft Mejlis Resolution “On Recognizing the Authority of Deputies of the Mejlis of Turkmenistan Elected in Individual Electoral Districts”.
As reported, on March 29, elections for deputies of the Mejlis of Turkmenistan were held in an open and transparent atmosphere in individual constituencies – # 74 “Amyderýa”, # 79 “Darganata” in Lebap velayat, # 102 “Jemgyýet”, # 104 “Peşanaly”, and # 106 “Wekil” in Mary velayat – replacing those who withdrew early. This marked another significant step toward implementing the progressive policies of President Serdar Berdimuhamedov and strengthening the democratic foundations of Turkmen society. This important socio-political event clearly demonstrated the active participation of Turkmen citizens in state affairs for the sake of a happy future for the country and its people.
The meeting also adopted draft resolutions of the Mejlis of Turkmenistan: “On Amending the Resolution of the Mejlis of Turkmenistan ‘On the Composition of the Committees of the Mejlis of Turkmenistan’” and “On the Chairman of the Committee of the Mejlis of Turkmenistan for the Protection of Human Rights and Freedoms”.
Next, the Mejlis deputies reviewed the draft Law of Turkmenistan “On Amending and Supplementing the Code of Turkmenistan on Administrative Offenses”. This draft law was prepared to further improve legislation on administrative-legal relations. Specifically, it strengthens established administrative liability for certain administrative offenses.
The deputies also reviewed the draft laws of Turkmenistan: “On Amending the Law of Turkmenistan ‘On Industrial Safety of Hazardous Industrial Facilities’”, “On Amending and Supplementing the Law of Turkmenistan ‘On Accounting and Financial Reporting’”, and “On Amending Certain Legislative Acts of Turkmenistan”. These draft laws modernize a number of terms used in certain articles of existing laws.
Next, the deputies discussed the draft Law of Turkmenistan “On Amendments and Supplements to the Law of Turkmenistan “On Fisheries and Conservation of Aquatic Biological Resources’”.
It clarified and improved the content of certain terms and concepts used in the Law.
The adoption of this law will have a significant impact on the conservation of our country’s aquatic biological resources.
The meeting also considered the draft law “On Amendments and Supplements to the Law of Turkmenistan ‘On Migration’”. This bill modernizes provisions related to the registration, renewal, and deregistration of foreign citizens and stateless persons, requiring these procedures to be carried out electronically in the information system of the State Migration Service of Turkmenistan. Adoption of this law will improve the efficiency of the migration service in our country and ensure that its activities are organized in accordance with modern requirements.
The Law “On the Ombudsman” provides for an annual address by the Ombudsman to the Mejlis deputies. In this regard, a report by the Commissioner for Human Rights in Turkmenistan – Ombudswoman Ya. Gurbannazarova was submitted to the deputies for consideration.
The draft laws and resolutions submitted for consideration at the regular meeting of the Mejlis of Turkmenistan of the seventh convocation were unanimously approved and adopted.
The Mejlis deputies noted that the adopted laws, supplementing Turkmenistan’s existing legislative system, will serve as a reliable legal foundation for the progress and prosperity of the Fatherland and will also play a vital role in the continued successful implementation of large-scale socio-economic and democratic reforms under the leadership of President Serdar Berdimuhamedov.
At the meeting, it was emphasized that the implementation of the upcoming tasks of holding high-level events planned for the current year to mark the glorious 35th anniversary of Turkmenistan’s sacred independence, communicating to the international community and popularizing the socio-political significance of the year “Independent Neutral Turkmenistan – Homeland of Purposeful Winged Steeds”, international initiatives put forward by our country, and explaining the contents of current laws to the public are priority areas of activity for the Mejlis deputies.
