Turkmenistan makes its contribution to consolidation of global efforts

During his visit to the Austrian Republic, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag participated in the International Vienna Energy and Climate Forum.

The given Forum based in 2008 under the aegis of UNIDO and the Government of Austria, in recent years, has turned into a base global platform for implementation of initiatives in the field of ecology.

If such political summits as UN Climate Change Conference (COP), put overall aims, then the Vienna forum focuses attention on technological and financial mechanisms for their achievement. The given Forum is a unique bridge between state structures, scientific community and business circles, promoting transformation of global obligations on environment in concrete investment projects and industrial solutions.

Its agenda includes the issues connected with acceleration of power transition, introduction of "green" hydrogen and digitalization of energy system. The special attention at the Forum is given to the topic of maintenance of inclusive access to clean energy in developing countries, whose economy depends on energy resources. In the centre of the interested discussion - the issues, concerning reductions of emissions of methane in the environment in the industrial complex and creations of steady chains of deliveries of resources, important for "green" energy.

Turkmenistan actively participates in the international climatic agenda, giving particular attention to decrease in carbon emissions in the industrial sector. Joining of our country the Global Methane Pledge became a significant step in this area. At present, within the given pledge, a systematic work is carried out to decrease emissions of methane in environment by 30 percent by 2030. In the national oil and gas complex innovative solutions are introduced.

Along with it, our country actively develops renewed energy sources as a basis of energy security. Construction of combined solar and wind power station with a capacity of 10 megawatts in Balkan velayat and realisation of the GIZ program «European Union for green development of Turkmenistan: Political dialogue and climatic actions for 2024-2028» are important stages in the given sphere.

In issues of combat against desertification, Turkmenistan applies a complex approach including creation of wood zones and introduction of digital monitoring of ground and water resources. Implementation of the national strategy for preservation of biodiversity envisages expansion of especially protected natural territories.

In the modern world, ecological safety remains to be one of the key global problems. In this sphere, Turkmenistan puts forward important initiatives on coordination of efforts of the world community. Aspiring to use its gained wide experience and creative potential for the benefit of entire humanity, our country invariably supports consideration of arising environmental problems on the basis of conventional norms of the international law and active participation of international organisations.

Definite proposals of Turkmenistan are directly connected with priority goals and objectives of the United Nations, first of all, maintenance of universal peace, stability, security and achievement of the Goals of sustainable development. Participation of Hero-Arkadag in the International Vienna Energy and Climate Forum also clearly attests to the fact.

... The Hofburg palace served venue for the Forum. There, Director-General of the United Nations Industrial Development Organization (UNIDO) Gerd Müller and Federal Minister warmly welcomed the National Leader of the Turkmen people for European and International Affairs of the Republic of Austria Ms. Beate Meinl-Reisinger.

The issues connected with possibilities of transition to "green" economy, maintenance of energy security in modern geopolitical conditions and decarbonization were included in the agenda of the Forum.

At the Forum, the floor was given to Hero-Arkadag.

Having warmly greeted the gathered, the National Leader of the Turkmen people expressed his profound gratitude to Federal President of Austrian Republic Alexander Van der Bellen, Director-General of UNIDO Gerd Müller and Federal Minister for European and International Affairs of the Republic of Austria Ms. Beate Meinl-Reisinger for the invitation to take part in the International Vienna Energy and Climate Forum.

Hero-Arkadag pointed out that such representative structure of the present Forum testifies to the high interest of states of the world in the solution of topical issues of the climate and energy agenda. As the National Leader of the Turkmen people underlined, Turkmenistan, as an active member of the international community, brings its contribution to realisation of large-scale and long-term strategy and programs of the United Nations Organization in the field of energy stability and maintenance of climatic well-being.

It was noticed that the present Forum is held in the difficult time for the world. And one of the most vulnerable segments of the global agenda are energy and climate.

- Being one of the world leaders in reserves of hydrocarbons, the large manufacturer and the exporter of energy, Turkmenistan pursues the responsible and consistent policy for of creation of reliable political, international legal and practical preconditions and guarantees for mutually beneficial and multilateral and equal partnership in this sphere, - Hero-Arkadag said. Based on the serious previous experience and objective analysis of current processes, the National Leader of the Turkmen people stated a number of the practical measures proposed by our country to improve and stabilize energy realities, transition to the well-thought and far-sighted dialogue.

As Hero-Arkadag marked, Turkmenistan again draws attention to the initiative put forward by it on development of the Strategy of global security. Its main substantial concept is indivisibility and coherence of various aspects of security, among which energy security acts as one of the key ones.

- Turkmenistan calls to full and guaranteed depoliticization of energy space. It goes without saying that the imposition of political conditions hinders sustainable development and, certainly, has nothing to do with economic expediency, - Hero-Arkadag noted. – In this connection, Turkmenistan proposes to consider the issue of development «Energy Code” that would clearly reflect the rejection and renunciation of the politicization of relations in this field under the aegis of the United Nations.

The National Leader of the Turkmen people also proposed to unite efforts in practical realisation of the proposal of our country on creation of the universal international legal framework of the United Nations aimed at global cooperation in the energy sphere on new principles, including production regulating issues, transit and consumption of energy carriers. In the given context, Turkmenistan acted as the author of already three resolutions of the General Assembly of the United Nations on reliable delivery of energy carriers and got unanimous support of member states with a great number of co-sponsors. It is a good basis for the further teamwork. Developing the activity in the given field, our country will submit the General Assembly of the United Nations a draft resolution «The key role of reliable and stable energy connectivity in ensuring sustainable development», Hero-Arkadag said.

- We urge to provide free, stable and not discrimination access to energy. It is not a privilege, but natural and legitimate right of any people and state without dependence from its size, political system, economic potential, and current geopolitical circumstances, - the National Leader of the Turkmen people underlined.

As Hero-Arkadag noted, for the first time having acted as the initiator of wide multilateral dialogue on problematics of energy security almost two decades ago, Turkmenistan started with the necessity of attaching a regular long-term character to this process with a focus on the international legal framework. The time has shown the well-groundedness and rightness of the given approaches.

- The proposes presented today are extremely concrete, aimed at practical result and return, - the National Leader of the Turkmen people continued his speech and underlined that our country is open for the closest and comprehensive cooperation in them with all interested parties and is ready to take up an initiative role in the United Nations to hold corresponding consultations and negotiations.

Hero-Arkadag also noticed that Turkmenistan takes very practical and structural approaches to climatic subjects. In the given context, full and unconditional adherence of our country to achievement of goals of the Paris agreement on climate was confirmed. It was thus underlined that Turkmenistan supports the start of realisation of joint projects in the sphere of "green" energy for use of wind and solar energy.

- Starting the beginning of practical development of hydrogen energy in Turkmenistan on the basis of natural gas, we are ready to work in this sphere in the widest range and with all interested international partners, - the National Leader of the Turkmen people said. – In this regard, we propose the initiative of creation of the Global program of transition to hydrogen energy for ten years' period. We are open to discuss with the United Nations modalities of development of such document.

As Hero-Arkadag underlined, our country starts with the necessity of strengthening regional cooperation, activization of scientific researches and introduction of new technologies. In the near future, in Ashgabat, the Regional centre of the United Nations for technologies connected with climate change in Central Asia will start to function. The government of Turkmenistan will render maximum assistance to this new structure and will provide the most favourable conditions for its effective fulfilment of the goals and objectives.

As to one more theme of the present Forum - supports of vulnerable regions, in particular, the land-locked developing countries, here the position of Turkmenistan is extremely clear and basic. This category of the states should be provided equal access and equal rights to water and, in a more comprehensive sense, to water resources, and waterways should be guaranteed. The given postulate acts as a solving condition not only for the political-legal, but also moral order, responsibility for present and future generations.

- In August 2025, our country hosted the major global event - the Third Conference of the United Nations on the land-locked developing countries. The Avaza declaration adopted on it received the status of the official document of the United Nations, basic principles and approaches, which should be realised for maintenance of legitimate rights and requirements of tens millions of people living in 44 states, are reflected in its basis. Turkmenistan will resolutely and persistently achieve fulfilment of all provisions of this major document, - Hero-Arkadag said in his speech and pointed out that in the given work our country counts on wide international support and understanding.

Along with it, Turkmenistan jointly with the United Nations works over realisation of the goals of sustainable development.

- With a focus on the resolutions of the General Assembly adopted at the initiative of our country in the field of energy and ecological safety, transport coherence, protection of interests of the land-locked developing countries, on a number of other major themes Turkmenistan will continue to promote association of multilateral efforts, effective coordination of practical actions of the states with the United Nations, it specialized agencies, in particular, with UNIDO, for solution of the declared problems. Under such point of view we consider an orientation of the present Forum and it is expected from it adoption of effective practical results, - Hero-Arkadag underlined.

At the end of his speech, the National Leader of the Turkmen people expressed to organizers of the International Vienna Forum gratitude for the created favourable conditions for work and wished participants successful and fruitful work for realisation of high ideals and values of the United Nations Organization.

Having thanked Hero-Arkadag for the deeply substantial speech, the moderator of the Forum noted a great significance of the proposals and initiatives made therewith.

Thus, the initiatives made by the National Leader of the Turkmen people at the Vienna Forum, defined new vectors in solution of global environmental problems and confirmed reputation of Turkmenistan as reliable partner on the global energy space. Our country has shown again adherence to the creative approach to formation of new architecture of the international energy security, organically combining national interests with efforts on maintenance of general ecological well-being.

… On completion of the program of his visit to the Austrian Republic, the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag headed towards the international airport of Vienna, from where he left home.

... In few hours, the airliner of Hero-Arkadag landed at the international airport of the Turkmen capital. There, officials warmly welcomed the National Leader of the Turkmen people.

The present visit of Hero-Arkadag has opened a new page in the history of mutual relations and has confirmed the position of Turkmenistan as reliable partner on the international scene. The strengthening of relations with the Austrian Republic, based on principles of mutual respect and trust, creates a strong basis for realisation of mutually beneficial long-term projects.
