The policy of neutrality of the sovereign Fatherland ensures the development of friendly and brotherly relations with all countries of the globe, as well as a peaceful, prosperous, and happy life for our people. Turkmenistan, based on its legal status of neutrality, consistently expands mutually beneficial cooperation with countries around the world and major international organisations. It implements joint projects in various areas.

Our ongoing international cooperation provides a significant impetus to the development of economic sectors, scientific and educational spheres, healthcare, and sports, enriching our national culture, and attracting foreign investment. The policy of positive neutrality we pursue contributes to the steady growth of the authority of our sovereign state on the planet. Foreign citizens also make a significant contribution to the tremendous successes of our independent country, strengthening international peace and trust, developing economic sectors, and expanding mutually beneficial cooperation.

Considering the great merits in strengthening the independence and legal status of permanent neutrality of Turkmenistan, maintaining and promoting the policy of international peace and trust in the world, and also on the occasion of the glorious 30^th anniversary of Turkmenistan acquiring the status of permanent neutrality, I decree:
