The 12th of December of 1995 is forever inscribed in gold letters in the history of independent Turkmenistan. On that day, a very important event in the history of the sovereign Fatherland took place, which determined the long-term foreign policy course of the young Turkmen state. With the unanimous support of 185 states, the United Nations General Assembly adopted a historic resolution on the status of permanent neutrality of Turkmenistan. The status of permanent neutrality, three times recognised by the international community, has become the basis of the domestic and foreign policy of our sovereign state. Independent Turkmenistan, which today occupies a respectable position among the rapidly developing countries of the world, is widely celebrating the 30th anniversary of its permanent neutrality with gratifying achievements in all areas and grand celebrations at the international level.
Independence and neutrality are the two wings of our Motherland and the national treasure of our courageous people. They embody the centuries-old aspirations of our ancestors. They also form a reliable guarantee of the confident advancement of a sovereign state towards a peaceful, happy and prosperous life for its people. And therefore our brave people, whose glorious history is steeped in heroism, have every right to be proud of our independent, neutral Fatherland, whose peaceful policy of goodwill has become the banner that has ensured its wide recognition in the world and prosperity.
In a short period of time, by historical standards, our country, pursuing a policy of permanent neutrality, has become one of the strongest nations of the world, rapidly developing in all spheres. And every citizen of our country has made a worthy contribution to these remarkable achievements.
Taking into account the great personal contribution to strengthening the state independence and the status of permanent neutrality of Turkmenistan, its economic power, maintaining the international authority of the Fatherland on the world stage, following the principles of permanent neutrality, achievements in the implementation of developed programs for the development of science, education, culture and art, the healthcare system and other sectors in our country, merits in the education of the younger generation in the spirit of love and loyalty to the Motherland, courage, honesty and inspiration, fruitful state and public activities, conscientious work over many years, and also on the occasion of the glorious 30th anniversary of Turkmenistan acquiring the status of permanent neutrality, I decree:
