On awarding the honorary title “Turkmenistanyň at gazanan arhitektory” to the President of Turkmenistan, Serdar Gurbangulyevich Berdimuhamedov

Under the leadership of the highly respected President of Turkmenistan, Serdar Berdimuhamedov, our independent, permanently neutral country is carrying out colossal work to implement the “Saglyk” State Program, developed on the initiative and under the direct supervision of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, and the national programs adopted in this area.

Following the adoption of the “Saglyk” State Program, efforts to improve human health – the highest value for society and the state – instill healthy lifestyle principles, prevent and treat diseases, extend life expectancy, render the population with high-quality medical services, and improve the industry’s material and technical infrastructure have resulted in the creation of a scientifically sound, modern healthcare system and medical industry based on national medicine and global experience. To develop international cooperation in this area, exemplary work has been carried out, recognized by the international community, and particularly the World Health Organization. Considerable attention is paid to addressing public health issues, particularly maternal and child health, through funding from the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship.

The implemented activities and achievements in protecting human health and preventing disease have been recognized by a number of international certificates. To develop healthcare in line with international standards, a comprehensive complex of modern healthcare facilities, treatment centers, and sports venues, featuring innovative technologies, advanced medical science, and expertise, has been built and commissioned in our country’s capital, Arkadag, the region’s first “smart” city, and in the velayats.

These include the International Scientific and Clinical Center for Physiology and the International Health and Rehabilitation Center in Ashgabat, the Maternal and Child Health Center and a multidisciplinary Hospital in Arkadag, two Multidisciplinary hospitals in the Balkan velayat, a Multidisciplinary Hospital and Oncology Hospital in Dashoguz of the Dashoguz velayat, and numerous other healthcare institutions. The production complexes of the medical cluster being built in Arkadag are taking our country’s healthcare system and medical industry to a new level. 

The International Pediatrics Center, the International Scientific and Clinical Oncology Center, and the Dental Center in Ashgabat, whose construction is currently progressing at a rapid pace, as well as the new additional buildings of the Archman Sanatorium, will expand the material and technical resources of our country's healthcare system. Construction has also begun on a multidisciplinary hospital in Ashgabat, an inter-etrap multidisciplinary hospital in Tejen, Ahal velayat, and a Maternal and Child Health Center in Dashoguz, further demonstrating that caring for people and their health is a priority for our country’s state policy. 

Considering the extensive work being carried out to ensure that healthcare facilities being built in our country meet high architectural standards, reflect national character, elevate urban development to a high level, actively utilize positive experience, innovative technologies, advanced engineering, architectural, and decorative developments in the preparation of architectural and construction projects for healthcare facilities, and train highly qualified specialists in design and architectural activities, attracting young people to these actions, utilizing the achievements of scientific thought and technical development, as well as taking into account special services to society and the state in the field of healthcare, based on proposals received from people’s representatives, large public associations of our country, work collectives, and citizens, on the occasion of Healthcare and Medical Industry Workers’ Day, in accordance with Article 81 of the Constitution of Turkmenistan, the Mejlis of Turkmenistan resolves:

To award the President of Turkmenistan, Serdar Gurbangulyyevich Berdimuhamedov, the honorary title “Türkmenistanyň at gazanan arhitektory”.
