In order to successfully implement the tasks defined in the "Program of the President of Turkmenistan for the socio-economic development of the country in 2022–2028," the "National Program of the President of Turkmenistan for the Transformation of Social and Living Conditions of the Population of Villages, Towns, Etrap Cities and Etrap Centers for the Period up to 2028" in its new edition, to ensure the necessary social and living conditions for the people, and in connection with the establishment of the Altyn Asyr etrap in Ahal velayat, Garashsyzlyk and Gubadag etraps in Dashoguz velayat, Farap, Dovletli, and Garabekevul etraps in Lebap velayat, and Oguzhan etrap in Mary velayat, the President of Turkmenistan signed a Decree establishing the hakimlik of the Altyn Asyr etrap of Ahal velayat, the hakimliks of Garashsyzlyk and Gubadag etraps of Dashoguz velayat, the hakimliks of Farap, Dovletli, and Garabekevul etraps of Lebap velayat, and the hakimlik of Oguzhan etrap of Mary velayat. 

The hakimliks of the Ahal, Dashoguz, Lebap, and Mary velayats are instructed to jointly prepare and submit to the Cabinet of Ministers projects for the organizational structures and staffing schedules of the mentioned hakimliks, in cooperation with the Ministry of Finance and Economy, Ministry of Labor and Social Protection of the Population, and Ministry of Adalat, respectively.
