Today, in Avaza national tourist zone, the Youth forum was held on the margins of the Third UN Conference on Landlocked Developing Countries.

Turkmenistan, being attached to the legal status of permanent neutrality, consistently develops relations with world states and authoritative international organisations. The strengthening of multiplane strategic cooperation with the United Nations Organization and its specialised establishments acts as one of the priority vectors of the foreign policy of our state.

Declaration of the year 2025 by the General Assembly of the United Nations at the initiative of Turkmenistan as the «International year of peace and trust» - clearly attests to the broad support of the proposals put forward by our country for global peace and sustainable development by the world community.

This proposal of Turkmenistan is the invitation and call to all states to the start of the joint work including political, ideological aspects of promotion of idea of peace and trust as a basic principle of peace-making. Our country, which was given a leading role in adoption of the given Resolution of the General Assembly, makes a weighty contribution in its practical implementation.

Organization of the present Forum, which entirely answers to goals of the Strategy of the United Nations Organization «Youth - 2030» in Turkmenistan serves as one of the visual examples for it.

The main objectives of the given event were defined as: creation of a platform for effective dialogue between the youth and structures of the United Nations and other interested parties, expansion of possibilities of the youth as one of the key participants of realisation of the Avaza program of actions for LLDCs, exchange of experience saved during realisation of the Viennese program of actions for these countries, representation of innovative solutions and the initiatives, new ideas for advancement of goals of sustainable development and embodiment of the Avaza program of actions on the basis of national, regional and world experience as well as establishment of cooperation between the youth and interested representatives of member states of the United Nations, structures of the United Nations, civil society and the private sector.

Representatives of the youth of the land-lacked developing countries, heads and representatives of corresponding state structures of Turkmenistan as well as international organisations took part in this large scale Forum.

In the modern world of the youth, a special role is given, in particular, to achievement of goals of sustainable development adopted by the United Nations Organization, which cover a wide spectrum of areas, including ensuring of high quality education, preservation of the environment and assistance to economic growth.

New ideas and innovative solutions of young men, their ability to use high technologies promote development of effective approaches to the solution of social and environmental issues.

The youth agenda of the United Nations is based on the corresponding World program of actions adopted by the General Assembly in 1995. The document including 15 priority areas, ensures a political basis and supervising principles for national actions and the international support with a view of strengthening the role of the youth all over the world.

The United Nations Organization places an emphasis on the crucial importance of creative potential, ideas and enthusiasm of young men for further development of society. Proceeding from it, in 1965, member states of the United Nations adopted the «Declaration on the Promotion among Youth of the Ideals of Peace, Mutual Respect and Understanding between Peoples», and 1985 was declared by the General Assembly of the United Nations as «International Year of Youth».

In the given context, one should note, education of the spiritually rich, well-read, patriotic younger generation is also included in important vectors of the state policy. Creation of worthy conditions for development of both physical and moral qualities in young Turkmen nationals, use of their intellectual, creative and spiritual potential for the benefit of society and country are an overall objective of the youth policy initiated by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag Gurbanguly Berdimuhamedov and successfully realised today under the leadership of the head of Turkmenistan.

In the book by President Serdar Berdimuhamedov «Youth is the support of the Motherland», the role of representatives of the younger generation in the life of the country and society, their successes and reached boundaries are widely reflected.

As representatives of Turkmenistan at the opening ceremony of the Forum pointed out, under the wise leadership of the President of the country our state system provides a comprehensive support to the youth. So, the year 2023 was marked with the motto «Happy youth with Arkadag Serdar». In this connection, Turkmenistan hosted a number of events, including the International youth forum in Ashgabat.

According to the Law of Turkmenistan «On the state youth policy» and «Strategy of the international cooperation of the youth of Turkmenistan for 2023-2030» in the country the policy aimed at expansion of possibilities of the youth, their intellectual, creative and spiritual potential in interests of society and the state as well as support of young specialists, businessmen and their families is pursued.

As an example of concrete work in this area can serve the «Dialogue of the youth of the countries of Central Asia», which was created at the initiative of Turkmenistan and the first meeting of which was held in October, 2023 in Arkadag city. In the second meeting, held in April, 2025 in the headquarters of the United Nations in New York City, representatives of 45 countries of the world took part. Speeches of participants of the Dialogue were published as documents of 78th and 79th sessions of the General Assembly of the United Nations.

Then for discussion was brought out the Youth Declaration on "Building Bridges for the Future of Landlocked Developing Countries” developed by the International Committee of Youth Organizations and Major Group for Children and Youth. The document prepared after all-round consultations of young people from 32 land-locked countries, with assistance of the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States and the LLDC3 Youth Advisory Group was approved by participants of the Forum.

The given Declaration aimed at maintenance of participation of the youth in decision-making in LLDCs, expansion of the rights and possibilities of young people for achievement of the goals and objectives of the new Program of action for the land-locked developing countries, reflects vision of representatives of the younger generation of the better future.

As was marked in speeches, young people are an integral part of society and their participation in development of effective approaches on present vital issues plays a crucial importance for achievement of sustainable development. Accordingly, the present Declaration is urged to become a guideline in formation of the strategy of further development of their countries.

By the mutual opinion of delegates, only joint efforts and cooperation can create favourable conditions for development of the youth. In this connection, they hoped that the ideas and proposals stated by participants will be considered by the international community and will be urged to promote construction of the better future for all.

Having addressed participants, UN Under-Secretary-General and High Representative for the Least Developed Countries, Landlocked Developing Countries, and Small Island Developing States Rabab Fatima underlined that young men are a driving force of modern reforms and innovations, and their ideas and aspiration to peace play a key role in overcoming difficulties which their countries face. She also urged the youth to use possibilities of the Forum with a view of exchange of experience and development of advanced solutions.

Then, President of the 79th session of the UN General Assembly Philemon Young who noted that the United Nations attach a great significance to expansion of the rights and youth possibilities, maintenance of its access to quality education, technologies and worthy workplaces as well as its active participation in decision-making at all levels, spoke and expressed confidence that with joint efforts the more better future will be built.

Further in the Forum, Secretary-General of the Third UN Conference on Landlocked Developing Countries Rabab Fatima solemnly handed representatives of the Turkmen party the Youth Declaration.

During the session «Youth in the attention centre: building bridges for the future of land-locked developing countries», which was held then, it was marked that the present Forum is one of the significant events spent on the sidelines of the UN Third Conference on land-locked developing countries. Thus, an emphasis was made on the major role of the youth in shaping the future, advancement of innovative ideas, strengthening of partnership relations and maintenance of the growth necessary for achievement of sustainable development and realisation of the following 10-year Program of action in land-locked developing countries.

Speaking of the necessity of expansion of the rights and possibilities of the youth covering several areas, speakers pointed out that one of them – ensuring of access to high quality education, which meets the requirements of the present day. It is a significant step on the way to inclusive development that in turn promotes development of skills of young people and improves the economic situation in their countries.

At the same time, an emphasis was made on the importance of creation of conditions for participation of the youth in political and social processes as well as in organisation of forums for them, multilateral meetings where young men could express their opinion and makes their proposals. It will serve the strengthening of democratic institutes, and will promote more effective consideration of requirements and interests of the youth by development of the strategy of development.

Speakers noted an essential role of modern technologies in obtaining high quality education and significance of the online teaching, educational platforms and mobile applications in creation of the inclusive educational environment. Importance of maintenance of equal access for all to them was thus stated. 

Using social networks and other platforms, young men not only receive knowledge, but also actively participate in their distribution, exchange experience and the information. In this connection, for creation of the inclusive and high-quality environment of training necessity of association of efforts of all interested parties - the governments, educational institutions, the public and youth organisations was stated.

The special attention at the Forum was given to one of the vital topics of the 21st century - climate change. This problem, which touches upon all aspects of life - from ecosystems to economy, demands urgent and effective actions at global level.

In the given context, a considerable contribution of the youth by means of science, education and technologies in achievement of SDGs «Combat of climate change» was marked. Its innovative solutions help to find new approaches for solution of this problem.

Having underlined that high quality education corresponding to the goals of sustainable development, is a basis of education of ecologically conscious younger generation, speakers emphasised necessity of inclusion of issues of sustainable development, climate change, ecology in basic educational programs of schools and higher educational institutions.

It is known that as key aspect of preservation of sustainable economic development advancement of innovative activity as well as realisation of digital modernisation of economy act. All over the world the main driving force of innovative growth is youth business as young talents create most ground breaking technologies capable further to become competitive at world level.

In this regard, development of youth business became one of the central themes of the present Forum. In the given context, young people from the land-locked developing countries were given a possibility to exchange experience and to come into contacts with representatives of international organisations, investors, experts and to get necessary support for realisation of their ideas and projects.

An Active participation of young businessmen in development and introduction of the start-ups focused on creation of sustainable technologies, including renewed energy sources, systems of processing of waste and non-polluting products was especially underlined. This tendency reflects global change in search of innovative solutions to mitigate the impact of the environment and promotion of sustainability in various sectors of economy.

In this connection, young businessmen representing various regions, presented scientific works displaying key aspects of impact on the working environment in developing countries at the Forum.

Their research articles captured a wide spectrum: from the analysis of cycles of  development of the market and innovative working models before studying impact of the state policy on youth business. In reports they highlighted not only issues, which young businessmen face in their countries, but also specific proposals on improvement of the working environment.

Participants of the Forum noted that the youth, being the most active part of society, possesses high enterprise potential and is capable to bring a contribution to further social and economic and sustainable development. Youth business is now more adaptive and capable to react faster to changes of dynamical environment and promotes development of innovative potential of economy, scientific researches and introduction of new technologies. Therefore support of young businessmen will promote creation of new workplaces, improvement of quality of life and development of society.

In their reports young businessmen also presented concrete ideas for achievement of inclusive growth and strengthening of positions of the land-locked developing countries in world economy.

Thus, the present event underlined an important role of the youth in construction of the bright future, having noted that investments into its ideas and initiatives will promote prosperity of people.

Within the framework of the Forum opening ceremonies of the exhibition Landlinked Fellowship and celebration of grant holders of the Landlinked took place.

At the exhibition one could see innovative solutions aimed at support of digital business among young and projects for solution of important problems, which young businessmen worldwide face.

Grant holders of Landlinked Fellowship drew attention of participants of the Forum to digital technologies that act as an effective mechanism in development of business and creation of new workplaces. Young men, actively using possibilities of the Internet and digital platforms for advancement of the ideas and achievement of results in the international markets, despite the geographical location and economic barriers, created fascinating video clips.

The exhibition became a unique platform for exchange of ideas and experience, and for development of joint solutions promoting development of digital business in land-locked developing countries.

The themes connected with involvement of creative energy of young people from land-locked developing countries in solution of topical issues, will also become the subject of detailed discussion in forthcoming days, in particular, within the event «Dialogue between generations» and a number of others.
