The events occurring in the country day after day increase the power of independent neutral Turkmenistan. President Serdar Berdimuhamedov, having designated overall objectives – prosperity of our fatherland, high standards of living of people, consistently carries out progressive social and economic reforms and democratic transformations.

On January 20, the head of the state held a working meeting with participation of the Minister of Agriculture and khyakims of velayats and considered the state of affairs in the agrarian sector and regions of the in country.

The President of Turkmenistan underlined importance of realisation of seasonal agricultural campaigns according to agro-technical standards and due preparation for the spring sowing campaign.

In the given context, the head of the state instructed to hold fulfilment of work in the fields to be sown with cotton, supply of agriculturalists with high-quality seeds of this crop, proper operational condition of agricultural machinery for the spring sowing campaign as well as activities to care of wheat under an unrelenting control.

A number of given instructions concerned observance of terms of harvest of sugar beet grown in Mary velayat as well as construction of different projects.

Besides it, the head of Turkmenistan instructed to clean regularly agricultural fields, irrigational and drainage systems, to supervise reliability of functioning of heating systems in apartment houses, schools and kindergartens of regions, uninterrupted supply of population with electric power, natural gas and drinking water.

Important events of the past week included the visit of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedova to the Principality of Monaco, in which he met with Prince of Monaco Albert II.

As known, diplomatic relations between Turkmenistan and the Principality of Monaco were established in 2015. This year will mark the 30th anniversary of neutrality of our fatherland, the 10th anniversary of their establishment. Throughout past years, Monaco has consistently supported the initiatives set forward by our country on the margins of the United Nations Organization in interests of global peace and sustainable development.

Meetings held both in the narrow and enlarged formats touched upon issues intensification of the humanitarian dialogue, in particular, spheres of culture, sports and tourism taking into account the potential of two countries. In this connection, importance of promotion of interaction in the field of circus art was underlined.

The National Leader of the Turkmen people invited Prince Albert II to take part in the upcoming forum in Ashgabat devoted to the International year of peace and trust.

Speaking of cooperation in the cultural-humanitarian area, the National Leader of the Turkmen people underlined prospects of adjustment of partnership between the Princess Grace Foundation and the Charitable Foundation for Assistance to Children in Need of Care named after Gurbanguly Berdimuhamedov.

At the same time, Hero-Arkadag emphasised that Turkmenistan is interested in consideration of possibility of joint work to launch the second satellite into space.

The National Leader of the Turkmen people visited the Oceanographic Museum of Monaco and acquainted with history of its creation, works of Prince Albert I on oceanography.

On completion of the excursion, Hero-Arkadag Gurbanguly Berdimuhamedov left for the International airport of Nice where he met and had a talk with members of national equestrian games group «Galkynyş», which participated in the International Festival of Circus Arts in Monte Carlo.

During the visit of the National Leader of the Turkmen people to Monaco, this group successfully performed at the Festival and was awarded the Gold Award and other special prizes.

On the sidelines of his visit to the Principality of Monaco, the National Leader of the Turkmen people met with head of French company «Bouygues» Martin Bouygues and discussed the current state and prospects of cooperation with the old and reliable business partner of Turkmenistan.

Turning to other events of the past week, it is necessary to note that on the instructions of President Serdar Berdimuhamedov on January 21, credentials from the newly appointed Ambassador Extraordinary and Plenipotentiary of Canada to Turkmenistan Christopher Duggan were received in the Mejlis.

The parties emphasized the need to intensify political-diplomatic, trade-economic, cultural and humanitarian relations, favourable conditions for the expansion of which are created by our country’s policy of «open doors» and broad international cooperation in the common interest.

As Christopher Duggan noted, Canada is deeply interested in establishing a multifaceted dialogue with the countries of the promising Central Asian region, including Turkmenistan, which has demonstrated impressive successes and achievements.

On January, 22, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country general Serdar Berdimuhamedov held the expanded meeting of the State Security Council, at which he summed up the activity of military and law enforcement bodies of the country for 2024 and priorities for immediate future were defined.

For discussion the questions, concerning maintenance of the world and safety in our independent Fatherland, consolidations of material and technical basis of security forces and further perfection of their work were also touched upon. 

Priority goals included maintenance of the Armed Forces of the country with the advanced military technology and means, training of officers according to realities of the time and qualified profile specialists who are skilled in innovative technologies.

The head of the state gave concrete instructions for improvement of activity of each department, having paid attention to necessity of strict observance of legality, maintenance of the law and order and public security.

An emphasis was made on importance of explanatory actions for observance of rules of road traffic and fire safety.

As President Serdar Berdimuhamedov underlined, according to the Military doctrine, which bears a fully defensive character, our independent neutral state realises relevant measures to maintain safety and integrity of our fatherland, to strengthen defensibility as well as improve social living conditions of military men and members of their families at high level. As was underlined, work will be continued to that end.

On January 22, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov held a telephone conversation with President of the Republic of Kazakhstan Kassym-Jomart Tokayev.

Prospects of traditional cooperation built on principles of mutual benefit and equal partnership were discussed.

The National Leader of the Turkmen people pointed out that basic coincidence of positions of Turkmenistan and Kazakhstan serves in water issues as a strong basis for joint work.

Developing upon the ecological topic, Hero-Arkadag expressed to the head of the friendly state his gratitude for effective chairmanship in the International Fund for Saving the Aral Sea and marked that Kazakhstan can count henceforth on complete support from Turkmenistan on the positions in issues of climatic and ecological challenges.

On January 23, President Serdar Berdimuhamedov received Director General of the Olympic Council of Asia, President of the World Aquatics Organization Husain Al-Musallam.

As the head of the state noted, development of physical culture and sports, as well as broad international cooperation in this area are among the priorities of the state policy of our country.

Interlocutors also discussed issues of development of water sports in Turkmenistan, which are widespread throughout the world and contribute to the education of physically strong and healthy young people.

The agenda of the regular online meeting of the Cabinet of Ministers held by President Serdar Berdimuhamedov on January 24 a number of priority issues of state life.

They informed on the activity carried out by the Mejlis, development of the bills aimed at legal support of various branches of economy, social policy, protection of the rights, freedom and legitimate interests of the individual, perfection of electoral system.

The special attention was given to the draft of the Program of social and economic development and investments of Turkmenistan in 2025, in which macroeconomic indicators, production plans by all branches of economy, the works planned to fulfil  this year, indicators of social and economic development of velayats and Ashgabat and Arkadag cities were defined.

According to the document, it is planned to ensure dynamical development of branches, to raise the level of industrial-innovative development, to achieve full involvement of capacities of industrial enterprises and to create new workplaces in regions.

Its priorities goals included increase of competitiveness of national economy at the expense of growth of volumes of release export-focused and import replacing goods, rise of manufacture of non-polluting, high-quality agricultural and other production, realisation of measures for maintenance of food security and preservation of the environment, further introduction of digital technologies and "green" economy, improvement of quality of services rendered to the population in various spheres.

Along with it, it is planned to create the favourable business environment by means of further development of small and medium size businesses and perfection of state-private partnership, intensification of investment policy, modernisation of legislative basis for attraction of investments and support of investors in the country. It is also envisaged to take measures to maintain social security of the population, increase in incomes and improve social standards of living of citizens.

It was also pointed out in the meeting that the developed draft includes the work on development of the next stage of Galkynysh gas deposit, construction of the gas compressing station «Şatlyk-1», Serhetabat-Herat section of the gas pipeline called    «Arkadagyň ak ýoly» and an important link of Turkmenistan-Afghanistan-Pakistan-India  gas pipeline, combined-cycle power plant with a capacity of 1,574 MW, a new international airport in the settlement of Jebel, Ashgabat-Turkmenabat international high-speed highway, a bridge over the gulf of Garabogazkol and projects of the second turn of the «smart» city of Arkadag.

Great volumes of investments will be made into construction, establishments of public health services, high schools and kindergartens, highways, systems of water, gas and power supply and communication, water-purifying constructions.

President Serdar Berdimuhamedov noted that in the country large-scale activity is carried out to maintain stable development of economy, creation of modern manufactures in all branches and to increase social standards of living of population. He also underlined necessity of successful continuation of these transformations in the International year of peace and trust.

For consideration of the President of the country, the proposal with a view to supply internal consumers and foreign markets with oil products in sufficient volumes was submitted.

The head of the state, having approved the submitted proposal, underlined that in the country a great significance is given to development of petrochemical industry and modernisation of oil refining factories according to realities of the present time and gave the Deputy-Chairman of the Cabinet corresponding instructions.

Other topics discussed in the meeting included preparation of the fields for the sowing campaign, development of animal industries, improvement of water supply of agricultural fields and ameliorative condition of cultivated areas  and effective utilisation of water resources, continuation of purposeful work for preservation and scientific study of the plant and animal life of the country.

The information on the draft of the Government program of development of the library sphere of Turkmenistan for 2025-2029, developed according to laws of Turkmenistan «On culture» and «On libraries and library science» and other standard legal acts was also delivered.

Realisation of the measures planned by the State program, are called to promote improvement of quality of the services rendered to the population by libraries, expansion of possibilities for education, development of library activity of Turkmenistan at international level and strengthening of the role of culture in prosperity of our independent fatherland.

Having noted importance of further development of national library sphere, introductions of innovations, the head of the state signed the Resolution «On approval of the Government program of development of the library sphere of Turkmenistan for 2025-2029».

Speaking of successful realisation of reforms in the sphere of education in the country, President Serdar Berdimuhamedov noted necessity of introduction of innovative methods and technologies, further perfection of teaching of foreign languages in educational institutions, their supply with new textbooks.

The work carried out to improve the legal basis of national diplomatic service and further strengthening of contract-legal basis of international cooperation of Turkmenistan became a separate topic of the meeting.

For consideration of the head of the state proposals  on development  of Provisions «On permanent missions of Turkmenistan at international organisations» and «On the press attaché at diplomatic representatives of Turkmenistan abroad» and «Regulations of practice of the State protocol of Turkmenistan» were submitted.

It was informed that this year it is planned to carry out work on joining of Turkmenistan a number of international documents, in particular, the Global Convention on the Recognition of Qualifications concerning Higher Education of 2019 and the International Plant Protection Convention of 1952.

At the same time, it is planned to prepare drafts of documents for signing within of visits of the President of Turkmenistan abroad and visits of heads of foreign states to our country and to intensify development of drafts of bilateral and multilateral documents at interstate, intergovernmental and interdepartmental levels in various areas.

President Serdar Berdimuhamedov, having noted importance of work on strengthening of contract-legal basis of international cooperation of Turkmenistan, approved the prepared proposals in this area.

At the meeting, it was also informed on undertaken measures to promote partnership with international organisations for development of digitalization in the communications sphere.

So, for consideration of the head of the state the proposals to join «Türkmenpoçta» mail service company of "Türkmenaragatnaşyk" agency the international digital system of the World Postal Union was submitted.

President Serdar Berdimuhamedov, having approved the proposal, marked importance of use of possibilities of digital system for conformity with the international requirements of post services, increases of professionalism of experts.

Thus, events of the past week has once again reflected clearly major priorities of the state policy which is carried out under the leadership of the President of Turkmenistan which is aimed at successful implementation of long-term transformation programs for transformation of our fatherland into a developed prosperous state and increase of well-being of its people.
