Meeting of the Mejlis of Turkmenistan

Today, the seventh session of the Mejlis of the seventh convocation took place, during which a number of new laws and regulatory acts were adopted, aimed at the intensive socio-economic development of Turkmenistan in accordance with the state policy priorities of President Serdar Berdimuhamedov.

The main agenda item was the consideration of the draft Law of Turkmenistan "On the State Budget of Turkmenistan for 2025" and the draft Resolution of the Mejlis "On the Execution of the State Budget for 2023". Members of the Government, heads of relevant ministries and departments, and media representatives were invited to participate. The preliminary discussion of these drafts took place in all committees of the national Parliament, as well as in the country's ministries and departments.

President of Turkmenistan Serdar Berdimuhamedov provided specific recommendations regarding the draft Law "On the State Budget of Turkmenistan for 2025" during the meetings of the Cabinet of Ministers held on May 31 and November 15. 

The budget projects for the next year, along with the main directions for socio-economic development and the Investment Program, are based on the "Revival of a New Era of a Powerful State: National Program for Socio-Economic Development of Turkmenistan in 2022–2052" and "The Program of the President of Turkmenistan for the Socio-Economic Development in 2022–2028," as well as a corresponding Resolution adopted in May this year.

The Law "On the State Budget of Turkmenistan for 2025" is intended to determine the dynamics of further economic and social development of the Fatherland. It focuses on maintaining sustainable economic growth across sectors and regions, realizing Turkmenistan's vast potential, ensuring high efficiency in public spending, and continuously improving the welfare and living standards of every family in Turkmenistan.

During the meeting, parliamentarians discussed the achievements in state and public life, key approaches and principles for drafting the State Budget for 2025, revenue formation features, and other related issues. 

It was noted that the main financial document of the state aims at further successful implementation of large-scale reforms and strengthening national economic power.

Deputies unanimously voted to adopt the draft Law "On the State Budget of Turkmenistan for 2025," noting that it is based on sound calculations supported by state and societal resources and will undoubtedly contribute to improving people's living standards, as envisioned by the President.

The Mejlis also unanimously adopted a Resolution "On the Execution of the State Budget for 2023." 

Then, the deputies considered the draft laws "On the ratification of the Agreement between the Government of Turkmenistan and the Government of the Republic of Kazakhstan on mutual promotion and protection of investments" and "On the ratification of the Agreement between the Government of Turkmenistan and the Government of Mongolia on international road transport." 

As is known, these Agreements were signed during the official visit to our country by President of the Republic of Kazakhstan Kassym-Jomart Tokayev and during the first state visit by President of Mongolia Ukhnaagiin Khurelsukh, which took place in October this year. 

The ratification of these documents, which will enhance the legal framework of interstate relations with these countries, is a clear confirmation of Turkmenistan's firm intention to actively develop cooperation in various areas, including investments and road transport, and to strengthen bonds of friendship and good neighborliness that have long connected our fraternal peoples. 

Subsequently, drafts of the Law of Turkmenistan "On Accession to the Convention on Transit Trade of Landlocked States" and "On Accession to the Multilateral Agreement on the Establishment of the International Think Tank for Landlocked Developing Countries" were presented for discussion. As noted, legislative confirmation of accession to these documents would create additional opportunities for effective cooperation in trade and transport in accordance with international legal norms. 

In this context, special emphasis was placed on Turkmenistan's initiatives and proposals in these areas, which have received broad international support and are crucial for countries without access to the sea.


The deputies also reviewed draft laws "On Amendments and Additions to the Code of Turkmenistan on Administrative Offenses," "On Amendments and Additions to Certain Legislative Acts of Turkmenistan," "On Amendments and Additions to the Law of Turkmenistan 'On Currency Regulation and Currency Control in Foreign Economic Relations,'" "On Amendments to the Labor Code of Turkmenistan," "On Amendments and Additions to the Law of Turkmenistan 'On Diplomatic Service,'" "On Amendments to the Law of Turkmenistan 'On Extraordinary and Plenipotentiary Ambassador,'" "On Amendments and Additions to the Law of Turkmenistan 'On International Treaties.'"

Additionally, a number of other issues were discussed. 

The legislative acts submitted for consideration at the seventh session of the Mejlis were unanimously approved and adopted. 

In conclusion, the deputies expressed confidence that implementing these legal documents, developed in strict accordance with the provisions of Turkmenistan's Constitution, and ratified international conventions by our country, will provide a reliable platform for long-term progress and prosperity of our Motherland, as well as contribute to further strengthening socio-economic and democratic transformations.
