Today, President Serdar Berdimuhamedov held the next online meeting of the Cabinet of Ministers to discuss key issues of social and economic development of the country and consider drafts of some documents as well as some other issues.

The first floor was given to Chairwoman of the Mejlis D.Gulmanova, who informed on the activity carried out to further perfect the legislation of the country.

As she marked, the Mejlis takes measures on strengthening of the national legal system within the large-scale transformations and develops new laws corresponding to conventional norms of the international law.

In the given context, she informed on preparation of the new draft of the Civil Code of Turkmenistan, amendments and additions to operating acts, in particular, regulating civil-law relations, the issues connected with administrative offences, taxes, development of motor transport, state and diplomatic service.

With a view of promotion of interaction with international organisations, deputies of the Mejlis together with profile state structures took part in the educational seminar organised by the Centre of the Organization for Security and Cooperation in Europe (OSCE) in Ashgabat, in the conference organised by the German Society for International Cooperation, in Astana city of the Republic of Kazakhstan. Besides it, a representative of the Mejlis of Turkmenistan visited the United States of America on an educational business trip for participation in the meeting «Reduction of emissions of methane».

She also informed that elected representatives appear in the mass media and popularise the national heritage in the year «The Fount of wisdom of Magtymguly Fragi» in actions for explanation to various strata of society key purposes of the state policy, essence and maintenance of adopted legal acts.

Having heard the information, the head of the state directed attention to importance of continuation of development of new bills, amendment and additions to operating acts by deputies of the Mejlis.

Then Deputy Chairman of the Cabinet Kh.Geldimyradov reported on the work carried out at the instructions of the President of the country to prepare the draft of the state budget of Turkmenistan for 2025.

Drafts of the state budget for the forthcoming year, basic areas of social and economic development of the country and the Investment program were developed on the basis of the «Program of social and economic development of the country of the President of Turkmenistan for 2022-2028» and the corresponding Resolution adopted in May of this year.

As he marked, the main financial document of the state is aimed at further successful realisation of large-scale reforms and strengthening of the power of national economy.

As key goals for the next year - preservation of macroeconomic stability, continuation of dynamical development of branches of economy and regions of the country, investment of the basic part of investments into radical modernisation of manufactures, further increase of standard of living of population were outlined.

During the report, the Deputy Chairman of the Cabinet submitted the draft of the corresponding document for the consideration of the head of Turkmenistan.

Summing up the report, President Serdar Berdimuhamedov underlined importance of development of the state budget of Turkmenistan for 2025, basic areas of social and economic development of the country and the Investment program.

He noted that increase in sizes of salaries, pensions, scholarships, welfare payments and other benefits are provided in the state budget project for the next year.

It was stated that the next year it is planned to invest 40,1 billion manats in the economy branch at the expense  of all sources of financing.

In this connection, President Serdar Berdimuhamedov signed the corresponding document and informed that the draft of the state budget of Turkmenistan for 2025 is sent for consideration of the Mejlis of Turkmenistan.

Further, Deputy Chairman of the Cabinet B.Amanov reported on measures realized to modernise the material and technical basis of enterprises of "Türkmennebit" State Concern.

As he informed, with a view of ensuring of trouble-free work of the "Körpeje" gas compressor station, the State Concern takes necessary steps. In the given context, for consideration of the head of the state the draft of the corresponding Resolution was submitted.

Having heard the report, President Serdar Berdimuhamedov emphasised that the material and technical basis of "Türkmennebit" State Concern is constantly improved. With a view of successful realisation of the goals put before the national oil and gas branch, the head of the state signed the Resolution, sent it online to the Deputy Chairman of the Cabinet, and gave him concrete instructions to that end.

Deputy Chairman of the Cabinet T.Atahallyev reported on measures implemented in the agro-industrial sector and the course of seasonal agricultural campaigns in regions of the country.

He informed that with a view of gathering of rich harvest of grain for the next year and further strengthening of food security, they take proper care of wheat according to agro-technical standards. In particular, irrigation of new shoots, top-dressing with mineral fertilizers and control of weeds.

They also take due steps to gather the grown cotton to the last box, to store properly and process raw materials. At the same time, farmers gather rice in Dashoguz and Lebap velayats, sugar beet in Mary region and carry out necessary work for storage and processing of the received crops.

Regions of the country prepare fields for the spring sowing campaign. In this connection, the fields cleaned from crops are treated with mineral fertilizers and ploughed, all necessary work is carried out for effective involvement of agricultural machinery in the process. 

They also take due measures to gather agricultural crops grown in velayats and to supply markets of the country with them for full maintenance of the population with vegetables and gourds, fruit and other food products and transportation of the crops received from manufacturers to refrigerating warehouses and their appropriate storage.

Summing up the report, President Serdar Berdimuhamedov underlined necessity of further complex development of the agro-industrial sector of the country, perfection of its work, strengthening of the material and technical basis of the branch.

Along with importance of ensuring due care of wheat fields according to agro-technical standards, gathering of cotton harvest to the last box and appropriate storage of «white gold», the head of the state instructed to hold their processing under strict control.

President Serdar Berdimuhamedov emphasised significance of work on operative gathering of the grown harvest of rice and sugar beet, preparation of the fields for the spring sowing campaign and gave the Deputy Chairman of the Cabinet a number of concrete instructions to that cause. 

Then, Deputy Chairman of the Cabinet B.Annamammedov reported on the steps taken to further strengthen and modernise the material and technical basis of the national chemical industry, in particular, maintenance of uninterrupted functioning of the enterprises of "Türkmenhimiýa" State Concern. 

So, with a view of further reliable work of factory "Garabogazkarbamid" it is required to supply the given manufacture with necessary raw materials and to carry out its maintenance service.

In this regard, he made proposals on adjustment of direct partnership relations with foreign companies-manufacturers.

Summing up the report, President Serdar Berdimuhamedov underlined importance of full involvement of capacities of the enterprises of the chemical industry operating in the country, in particular, uninterrupted functioning of the factory "Garabogazkarbamid" of "Türkmenhimiýa" State Concern. 

Having approved the proposal on rendering of complex maintenance service at this factory, the head of the state gave the Deputy Chairman of the Cabinet corresponding instructions.

Then, Deputy Chairman of the Cabinet B.Atdayev reported on preparation for Second the Turkmen-Uzbek inter-regional forum and national exhibition of the Uzbek goods to be held on November 20-21 of the current year in Turkmenabat city of Lebap velayat.

As he informed, on November 20 of this year, an opening ceremony of the above-named actions is planned. That very day it is proposed to organise a concert of workers of art and culture of two friendly countries at the State Music-Drama Theatre named after Seyitnazar Seydi. On November 21, consultations concerning development of cooperation in trading and tourist spheres, strengthening of cultural-humanitarian relations are planned. Within the action, bilateral meetings and signing of documents are also planned.

Having heard the report, President Serdar Berdimuhamedov made video call to minister of trade and foreign economic relations B.Gochmollaev and informed on his dismissal from the post for serious shortcomings made in his work.

Then, having addressed Deputy Chairman of the Cabinet B.Atdayev, the President of Turkmenistan underlined that he made a number of shortcomings in the work of the trading complex of the country and informed that he releases him of the post of Deputy Chairman of the Cabinet of Turkmenistan for as not coping with his duties assigned to him.

Further, the head of the state made video call to the head of the Board of the Union of Industrialists and Entrepreneurs N.Atagulyev and informed on his appointment to the post of the Deputy Chairman of the Cabinet for the trading complex with a trial period of 6 months.

N.Atagulyev expressed gratitude to the head of the state for the big trust, assured that he will assiduously work at this post, and wished President Serdar Berdimuhamedov and Hero-Arkadag sound health, longevity and further successes in their noble activity.

The President of the country assigned temporary performance of the duties of the minister of trade and foreign economic relations to deputy minister of trade and foreign economic relations K.Kurbanov.

Then, the head of the state, having addressed the newly appointed Deputy Chairman of the Cabinet, pointed out that Turkmenistan attaches a great significance to development of trade and economic relations with neighbouring countries and carries out effective cooperation with the Republic of Uzbekistan in this direction.

In this connection, the President of the country, having underlined importance of the organisation of the national exhibition of the Republic of Uzbekistan and the Second Turkmen-Uzbek inter-regional forum, which are planned to be held on November 20-21 in Turkmenabat city of Lebap velayat, gave the Deputy Chairman of the Cabinet a number of corresponding instructions.

Further, Deputy Chairwoman of the Cabinet M.Mammedova reported on  results of archaeological excavations and the restoration works conducted during spring and autumn seasons of the current year at historical and cultural monuments of the country.

She informed that, having inspired by remarkable work of the President of Turkmenistan «Anau - culture from depths of millennia», scientists and experts of the National Department of Turkmenistan for the Protection, Study and Restoration of Historical and Cultural Monuments of Turkmenistan and Institute of History and Archaeology of the Academy of Sciences of the country, according to the Government program for 2022-2028 on careful preservation of objects of national historical and cultural heritage, their protection and study, attraction of tourists», in the spring and autumn of the year «The Fount of wisdom of Magtymguly Fragi»  archaeological researches and restoration work at a number of historical and cultural monuments were carried on successfully. In particular, at the monument of Paryzdepe in Gokdepe etrap of Akhal velayat, Gokdepe fortress, the territory of the mausoleum of Abu-Seyit in Kaka etrap, medieval mosque of Juma of the fortress of Abiverd, east caravan-sarai of the medieval city of Dehistan in Balkan velayat, architectural monument of XIV century «Kerwensaraý», located in the historical and cultural National park «Koneurgench», a medieval caravan-sarai of Dayahatyn in Lebap velayat, a medieval fortress of Dandanakan in Mary velayat.

Along with it, according to Agreements between the Ministry of Culture of Turkmenistan and famous centres of science of foreign countries, a number of the international expeditions continued archaeological excavations at historical and cultural monuments during spring and autumn seasons of 2024.

Thanks to efforts of the head of the state for the timely publication of the information collected during scientific researches, and acquaintance of the world scientific community, the edition of the specialised international scientific collection «Asyrlaryň yzlary» was adjusted in the country.

Having heard the report, President Serdar Berdimuhamedov noted that one of the priority goals is close study, preservation, restoration and popularisation of the rich cultural heritage of our people.

Having underlined importance of continuation of archaeological excavations and restoration work at historical and cultural monuments of the country, scientific analysis of the data collected during researches, the head of the state gave the Deputy Chairwoman of the Cabinet a number of concrete instructions.

Then, Deputy Chairwoman of the Cabinet of Turkmenistan B.Orazdurdyeva informed on preparation for the International scientific-practical conference «Smart city: technologies of management, digital, smart and AI-technology, security, economy».

As she marked, in the Era of Revival of the new epoch of the powerful state our people enjoy happy life and Arkadag city, which has no analogue in the region, can serve the best example for it. 

In this connection, she informed that at the international exhibition «World Smart City Expo 2024», held on September 4 of this year in the Republic of Korea, Arkadag city received three awards: Grand prix «For outstanding achievements in area «smart «city", "Foreign" smart "city", «For a big contribution to the world's fair« World Smart Сity Expo 2024».

Now together with foreign IT Experts, scientific, professors and teachers they constantly study the modern solutions connected with development of technologies of the "smart" house, city and the Internet of things, by their management, cyber security maintenance.

With a view of work in this area on a systematic basis, and  sharing of national experience and consecutive introduction of the concept "smart city" it is proposed to hold on December 18 at the Oguz khan engineering-technological university of  Turkmenistan the International scientific-practical conference «Smart city: technologies of management, digital, smart and AI-technology, security, economy».

Summing up the report, President Serdar Berdimuhamedov noted a great significance attached to introduction of digital systems and innovative technologies in all branches of national economy, creation of possibilities for development of cooperation with foreign scientists and experts in this area.

In this connection, the head of the state supported the proposal on conduction of the international scientific-practical conference and instructed the Deputy Chairwoman of the Cabinet to carry out corresponding work on its organisation.

Further, the Deputy Chairwoman of the Cabinet reported on preparation for the awarding ceremony of winners of the Youth Award of Turkmenistan.

She noted that today in the country, the state youth policy is successfully realised and an exemplary system of comprehensive support of young citizens is created.

The Main Board of the Magtymguly Youth Organisation declared competition among young men showing an active position in advancement of state policy and grandiose reforms and achieved successes in education, science and various branches.

In the year «The Fount of wisdom of Magtymguly Fragi», ministries and departments, higher educational establishments of the country, cities of Ashgabat and Arkadag, velayats for this competition 506 young men from whom 135 were selected. In this connection, on November 16 of the current year it is planned to declare winners of the Youth Award of Turkmenistan and to hold the awarding ceremony.

Summing up the report, the head of the state noted that in the country effective activity on formation of the well-educated, erudite youth esteeming the national heritage is carried out.

We will continue to create necessary conditions for young men who reach successes in various areas and in all show their creative approach, President Serdar Berdimuhamedov said.

In that regard, the head of the state instructed the Deputy Chairwoman of the Cabinet to prepare well and hold the awarding ceremony of winners of the Youth Award of Turkmenistan at high level.

Further, the floor was given to Deputy Chairman of the Cabinet, minister of foreign affairs R.Meredov who reported on measures adopted to perfect information support of the foreign policy activity.

As he informed, aspiration to improve work of diplomatic service under the far-sighted leadership of President Serdar Berdimuhamedov is expressed in new target goals. It fully proves to be a true start of work of the department of foreign policy information and digital diplomacy in the structure of the Ministry of Foreign Affairs since August 1 of this year.

The Department’s main objective consists in increase of efficiency of use of facilities in the international information field in the context of realisation of foreign policy of the country and knowledge of the international community of Turkmenistan by means of modern technologies and methods, public diplomacy and new information-communication means.

For its successful achievement, corresponding proposals were prepared.

Throughout many years of data of the internal and foreign policy of Turkmenistan in a certain measure are shined through embassies of our country abroad. For strengthening of information activity, it is proposed to set up a post of the press attaché in diplomatic representative offices in some countries.

Today, cooperation of Turkmenistan with international organisations, first of all with the United Nations, extends in key areas and in this plan it was proposed to adjust interaction with the Department of Global Communications of the United Nations.

Besides it, with a view of coordination of scientific-practical magazine «Foreign policy and diplomacy of Turkmenistan» and profile foreign editions are proposed  to conclude bilateral agreements on cooperation and to accredit correspondents of the magazine abroad.

Measures are taken for application of digital information technology in the context of international interaction of Turkmenistan. For increasing and centralisation of work and development in the digital system taking into account that our country possesses the capable youth, which specialises in the field, it is proposed to form on the basis of world practice a special zone - Digital integration.

At the same time, a number of other proposals sounded.

Having heard the report and having emphasised the peaceful and humane foreign policy of neutral Turkmenistan, President Serdar Berdimuhamedov underlined importance of consecutive perfection of information support of foreign policy activity in the context of wide use of modern methods and maintenance of interaction with foreign information services. Having approved proposals, the head of the state instructed to take appropriate measures.

Then, general director of the Agency of Transport and Communications under the Cabinet of Ministers of Turkmenistan M.Chakyev reported on the work carried out to develop the supervised branch, in particular, to strengthen the material and technical basis of railway transportation and creation of more favourable working conditions of employees.

As he marked, according to the Program of the President of Turkmenistan for social and economic development of the country for 2022-2028, the next year it is planned to construct modern buildings of railway stations in etraps and cities, and necessary work is in this connection carried out.

For consideration of the head of the state, the corresponding proposal was presented.

Summing up the report, President Serdar Berdimuhamedov noted that the country carries out an effective work for creation of more favourable conditions for passengers and workers of the branch of railway transportation, modern railway stations are put into operation.

Having supported the proposal on construction railway stations of Dushak and Bamy in Akhal velayat, Jebel in Balkan region, Bayramaly in Mary velayat according to the adopted program, the head of the state instructed the head of the Agency to carry out work in this area.

At the meeting of the Government a number of other issues of state life, at which corresponding decisions were made, were also considered.

Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished all sound health, family well-being and big successes in their work for further prosperity of our sovereign fatherland.
