Today, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov, held a regular meeting of the State Security Council. The agenda included the results of the work of military and law enforcement agencies over the six months of the current year, as well as issues of ensuring security and tranquility in our sovereign Homeland, strengthening the material and technical base of law enforcement agencies, and further improving their activities.
The first speaker was the Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the practical steps taken since the beginning of the year to successfully complete the priority tasks facing the institutions under his supervision, including the re-equipment of the National Army, increasing the theoretical knowledge and combat skills of military personnel of all branches troops. At the same time, a report was made on the results of the spring conscription campaign and the ongoing preparations for the military parade on the occasion of the next anniversary of the sacred independence of the Homeland.
After listening to the report, President Serdar Berdimuhamedov emphasized that in accordance with the Military Doctrine, which is exclusively defensive in nature, and the requirements of the time, measures should continue to be implemented to increase the readiness to carry out defense tasks of the Armed Forces and the professionalism of army personnel. Along with this, the Secretary of the State Security Council and the Minister of Defense were instructed to properly prepare for the military parade in honor of the 33rd anniversary of the country’s independence and ensure a high organizational level of the planned events.
Prosecutor General B. Muhamedov reported on the results of activities carried out for the first half of this year, and comprehensive steps taken to monitor compliance with legislative acts. It was also reported on the implementation of the instructions previously given by the head of Turkmenistan, including on the introduction of advanced technologies and resolving social issues.
After hearing the report, the Supreme Commander-in-Chief of the country’s Armed Forces noted the role and importance of the prosecutor’s office as a government agency that protects the rights of citizens, the interests of society and the state. At the same time, special emphasis was placed on the need to ensure strict control over the precise implementation of laws and legal acts by all sectors. President Serdar Berdimuhamedov also instructed the Prosecutor General to strengthen crime prevention measures and actively conduct propaganda and educational activities in this direction.
Minister of Internal Affairs M. Hydyrov, who then spoke, reported on the results of the work done in January–June 2024, as well as practical steps taken to ensure public order and prevent crime. Along with this, a report was made on the measures being taken to improve the activities of road and fire supervision units and create appropriate conditions for effective service and living conditions for employees.
Focusing on the main functions of the Ministry of Internal Affairs, the head of Turkmenistan stated the need to maintain law and order and legality, as well as public order, at a high level. In connection with the summer season and rising air temperatures, the minister was assigned to monitor compliance with the fire safety regime.
Chairman of the Supreme Court B.Hojamgulyev reported on the results of the activities of the headed structure for six months of the current year, practical steps taken for the proper organization of legal proceedings. It was also reported on the implementation by subordinate structures of the relevant Development Program, the implementation of a digital system and the study of best practices in this area.
After listening to the report, President Serdar Berdimuhamedov noted that one of the key tasks of this body is to ensure the rule of law, justice and order. Particular attention should be paid to personnel issues, the head of state continued, instructing judges to provide explanations on the application of legislation. The head of the Supreme Court was also instructed to systematically improve the qualifications of employees.
Minister of National Security N. Atagaraev, who then spoke, reported on the results of the activities carried out during the period under review and the comprehensive measures taken to protect the national interests of the state, maintain stability and a favorable social climate. There was also a report on the implementation of instructions previously given by the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan, and the corresponding Development Program of the Ministry.
Summarizing the report, President Serdar Berdimuhamedov emphasized that the great successes achieved and high milestones are inextricably linked with ensuring security in the country. Having focused on the special mission entrusted to the Ministry of National Security and the enormous responsibility of employees in solving the tasks, the head of state gave the head of the Ministry the appropriate instructions.
Head of the State Border Service Ya. Nuryev reported on the results of the work carried out during the reporting period, concrete steps implemented to ensure reliable protection of the sacred borders of the Homeland, modernization of border posts, improving the professionalism of military personnel, as well as organized events for military-patriotic education among young soldiers.
After listening to the report, the Supreme Commander-in-Chief of the Armed Forces of the country noted that the border of independent neutral Turkmenistan should be a stronghold of friendly relations with neighboring and other states, and act as a symbol of the triumph of domestic and foreign policy. Moreover, in the future, conditions will be created for the effective service and life of the defenders of the Homeland, modern buildings and structures of border connections and social facilities will be erected, President Serdar Berdimuhamedov said, ordering the implementation of proper work to ensure the peaceful and prosperous life of the people.
Next, Minister of Adalat M.Taganov reported on the results of activities for January–June of this year, including the modernization of the national legal framework. It was also reported on the progress of implementation of the relevant Development Program.
Summarizing the report, the head of state emphasized that work should be carried out to clarify the legislation among the population, in institutions and enterprises. Along with this, it was commissioned to organize educational events about the large-scale transformations being implemented for the benefit of the people and the prosperity of the Homeland, as well as about the successes being achieved.
Then the Chairman of the State Customs Service M.Hudaykulyev reported on the practical steps taken since the beginning of the year to technically re-equip the reporting agency and ensure the coordinated activities of structural divisions.
After hearing the report, the Supreme Commander-in-Chief of the country’s Armed Forces emphasized the importance of systematically improving the qualifications of military personnel in order to effectively use specialized equipment. Focusing on the need to study global innovative technologies in the field of customs control, President Serdar Berdimuhamedov addressed specific instructions to the head of the department.
Next, the Chairman of the State Migration Service A.Sazakov reported on the work carried out during the indicated period, the measures implemented in order to ensure the proper execution by employees of the powers assigned to them, the successful solution of the tasks defined in the Development Program of the headed body.
Summarizing the report, the head of Turkmenistan noted that organizing the effective activities of this department requires a constant increase in the level of professionalism of employees, creating conditions for conducting migration procedures in accordance with generally accepted standards in world practice. In this regard, an order was given to keep under control the compliance of Turkmen citizens and foreign citizens with the norms of migration legislation.
Summing up the meeting, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized that in accordance with the defensive Military Doctrine of Turkmenistan, measures are being taken to ensure a high level of security and integrity of an independent, permanently neutral Homeland. Much attention is paid to strengthening the defense capability of the Homeland, improving the social and living conditions of its defenders and members of their families, the head of state continued, noting that work in this direction will be continued.
At the meeting of the State Security Council, a number of other issues were also considered, on which appropriate decisions were made.
