Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system, the agenda of which included a number of issues of state life.

The first speaker was the Chairwoman of the Mejlis D.Gulmanova, who informed about the ongoing activities to strengthen the country’s legislative framework.

Having announced the adoption of the Law of Turkmenistan “On the Cultural Heritage of Magtymguly Fragi”, the head of the national Parliament expressed heartfelt gratitude to the President of Turkmenistan for the approval of this significant legal act.

There was also information about the development of a new edition of the Civil Code, amendments and additions to a number of laws, including the Budget Code of the country.

At the same time, it was reported about preparations for the elections of deputies to replace those who retired, which are scheduled for July 7 of the current year. As noted, work in this direction is carried out jointly with the Central Election Commission, the Ashgabat khyakimlik and public associations in accordance with the electoral legislation.

Information was also provided on measures being taken to build up inter-parliamentary relations and interaction with international organizations. In particular, during the period under review, on behalf of the President of Turkmenistan, a letter of credence was accepted from the Ambassador Extraordinary and Plenipotentiary of the Czech Republic to our country.

At the same time, a meeting was held with a delegation led by the Deputy Minister of Foreign Affairs of the Republic of Iraq, during which the prospects for further development of bilateral cooperation through parliamentary diplomacy were discussed. Representatives of the Mejlis went on official trips to the Republic of Kazakhstan, Estonia and the Republic of Tajikistan in order to study best practices in legislative activities.

Summarizing the information, President Serdar Berdimuhamedov noted the need to further improve the country’s legal framework and carry out effective work to prepare new bills that meet modern requirements.

Continuing the meeting, the head of state emphasized the importance of proper preparation for the elections of deputies of the Mejlis of Turkmenistan scheduled for July 7 of this year to replace those who retired.

Deputy Chairman of the Cabinet of Ministers H.Geldimyradov, who spoke further, reported on the practical steps being taken to bring the work in the field of standardization and metrology into line with the realities of the time.

In particular, information was presented about the comparative verification of measuring instruments used in industry departments carried out by the Türkmenstandartlary Main State Service. Having reported that work in this direction is being carried out in accordance with the provisions of the Law of Turkmenistan “On Ensuring the Uniformity of Measuring Instruments”, and the Vice-Premier submitted a corresponding proposal for consideration by the President of the country.

After listening to the report, Head of State Serdar Berdimuhamedov emphasized that the activities of the Turkmenstandartlary Main State Service should be consistently improved. Having approved the proposal of the Vice-Premier to conduct periodic comparative verifications in order to confirm the compliance of samples of measuring instruments with the metrological requirements of international standards, the President of Turkmenistan ordered to take appropriate measures to solve the problems identified in this area.

Next, Deputy Chairman of the Cabinet of Ministers B.Amanov reported on the progress of the implementation of the Action Plan for the implementation of work at the production facilities of the Türkmengaz State Concern.

In accordance with this Plan, practical steps are being taken to modernize production facilities subordinate to the State Concern and maintain their specialized equipment in good condition. In particular, phased and major repairs of technical equipment are carried out at gas compressor stations.

In addition, to increase the reliability of gas pipelines and operate gas facilities at full capacity, work continues on their logistics and supply of spare parts.

Summarizing the report, President Serdar Berdimuhamedov noted that for the smooth functioning of the production facilities of the Türkmengaz State Concern, it is necessary to carry out the planned activities in a timely manner. It is also necessary to establish direct cooperation with foreign companies for the purchase, repair and maintenance of equipment, the head of state said, giving the Deputy Prime Minister a number of instructions.

Deputy Chairman of the Cabinet of Ministers T.Atahalliyev reported on the ongoing work in the agro-industrial sector, as well as on the progress of seasonal agricultural campaigns in the regions of the country.

It was reported that in order to further strengthen food abundance in Turkmenistan, in Ahal, Lebap and Mary velayats, practical steps are being taken to organize the harvest season, including harvesting wheat in the shortest possible time and delivering them to the storehouse of the Homeland. In addition, today farmers from Balkan and Dashoguz velayats have started mowing.

Along with this, thinning, weeding, replenishment with mineral fertilizers and vegetation irrigation are carried out in fields sown with cotton.

Currently, rice sowing has been completed in Dashoguz velayat, and preparations are underway for the start of sowing this crop in Lebap velayat. At the same time, areas for sugar beets are being prepared in Mary velayat, and in particular, land is being plowed and leveled.

Livestock farms in the velayats are taking the necessary measures to create stocks of feed for livestock. Efforts are being made to strengthen the material and technical base of the country's water sector, and irrigation and drainage networks are being cleaned.

After listening to the report, President Serdar Berdimuhamedov noted the importance of further comprehensive development of the agricultural sector. Instructions were also given to exercise strict control over the organized grain harvesting and delivery of the harvest to the warehouse of the Homeland.

It is necessary to continue caring for fields sown with cotton in compliance with agro-technical standards, and keep this issue in the center of constant attention, the head of Turkmenistan emphasized, assigning the Vice-Premier to carry out proper work to obtain generous harvests of other seasonal agricultural crops.

Next, Deputy Chairman of the Cabinet of Ministers B.Annamammedov reported on the state of affairs in the area under his supervision, in particular in the Türkmenhimiýa State Concern.

As noted, for the effective functioning of the Tejenkarbamid, Marykarbamid and Garabogazkarbamid plants, subordinate to the Concern, effective measures are being taken to ensure an uninterrupted supply of raw materials to production facilities. In this regard, a draft relevant Resolution was submitted to the head of Turkmenistan for consideration.

After listening to the report, President Serdar Berdimuhamedov emphasized the importance of ensuring stable operation of the country’s chemical industry enterprises and taking practical steps to increase their production capacity.

It is necessary to continue to carry out appropriate work on the purchase of raw materials for specialized industrial complexes, the head of state noted. Having signed the Resolution “On the purchase of urea-formaldehyde concentrate required for urea production plants of the Türkmenhimiýa State Concern, the President of Turkmenistan sent the document to the Deputy Prime Minister via the digital system and addressed him with a number of specific instructions.

Then Deputy Chairman of the Cabinet of Ministers B.Atdayev reported on the measures being taken to solve the tasks set in the “Concept for the development of international exhibition activities of Turkmenistan for 2024–2025.”

As reported, within the framework of this work, it is planned for our country to participate in the International Exhibition “China-Eurasia EXPO”, which will be held in the city of Urumqi (PRC).

The international show includes mainly three areas: cooperation in the investment field, national pavilions, and specialized industry sections. During the exhibition, it is planned to organize trade and investment forums, exchange of experience, and various economic and cultural events.

As the Deputy Prime Minister noted, the presentation of the National Pavilion of our country at this large-scale exhibition, the promotion of goods and services of various industries, as well as private manufacturers, will expand the presence of Turkmen export-oriented products in the Chinese market, and strengthen trade, economic and business interaction.

Having noted with satisfaction that our independent Fatherland takes an active part in major international events, exhibitions and conferences, President Serdar Berdimuhamedov ordered the participation of the National Pavilion in the International Exhibition “China-Eurasia EXPO”, which will be held from June 26 to 30 of the current year.

Participation in this large-scale show, which will be held in the People’s Republic of China, will expand trade, economic and business relations, the head of state emphasized, addressing the Deputy Prime Minister relevant commissions.

Next, Deputy Chairwoman of the Cabinet of Ministers M.Mammedova reported on organizational issues related to the holding of the 2nd Theater Festival of the member countries of the International Organization of Turkic Culture (TURKSOY) in Ashgabat.

This creative event, in accordance with the relevant Resolutions of the President of Turkmenistan, is scheduled for October of this year. The participation of theater groups from Azerbaijan, Kazakhstan, Kyrgyzstan, Türkiye and Uzbekistan is expected. It is also planned to hold a regular meeting of the Council of Heads of State Theaters of the TURKSOY member countries.

Noting that our country has launched celebrations and events on the occasion of declaring Anau city as the cultural capital of the Turkic world in 2024, the head of state Serdar Berdimuhamedov ordered to properly prepare for the high-level holding of the 2nd Theater Festival of the member countries of International Organization of Turkic Culture (TURKSOY) in October of the current year in Ashgabat.

Continuing the meeting, the Deputy Prime Minister reported on the ongoing work to museumify the finds discovered along the ancient caravan route that passed through the northern region of the country.

As reported, near the gengeshlik of Dovkesen etrap named after Saparmurat Turkmenbashi, Dashoguz velayat, local residents found 18 gold and 3 silver coins, as well as 61 fragments of gold coins and 8 multi-colored objects. As a result of a preliminary analysis carried out by scientists and specialists of the National Department of Turkmenistan for the protection, study and restoration of historical and cultural monuments together with numismatists of the country’s Academy of Sciences, it was established that some gold coins bear the names of Sultan Allaaddin Muhammad – the ruler of the Khorezmshah state and his father Sultan Tekesh.

According to scientists, these coins date back to the 12th–13th centuries, in particular, dating back to the heyday of the powerful state founded by the Kunyaurgench Turkmens. During this period, as noted in the book “Turkmenistan – the Heart of the Great Silk Road” by Hero-Arkadag, Kunyaurgench city was located at an important crossroads of the transcontinental route between the West and the East. These artifacts complement the historical information described in the work of the National Leader of the Turkmen people.

Having reported that these valuables have now been transferred to the fund of the museum of the Köneürgenç State Historical and Cultural Reserve, the Deputy Prime Minister submitted for consideration to the head of Turkmenistan a proposal to transfer the finds to the Museum of History and Local Lore of Arkadag city on June 22 of the current year. As part of the celebration, it is planned to hold a working meeting “Possibilities of world practice in recording and preserving museum valuables,” an exhibition of museum valuables and works of decorative and applied art, as well as the presentation of incentive gifts to citizens who discovered these artifacts and took part in transferring them to the state.

After listening to the report, President Serdar Berdimuhamedov emphasized that the protection of historical and cultural heritage, its scientific study and preservation for future generations are among the key tasks of national importance. The head of Turkmenistan instructed the Deputy Prime Minister to carry out appropriate work in order to popularize the finds discovered on the territory of Dashoguz velayat among the general population, replenish the museum fund and transfer these values to the museum.

Deputy Chairman of the Cabinet of Ministers N.Amannepesov reported on the draft Procedure for organizing and implementing state accounting of scientific programs, plans and reports on scientific activities.

Guided by the assignments of the President of Turkmenistan to ensure the development of regulatory documents arising from the country’s legislation, appropriate measures are currently being taken to monitor the development of domestic scientific and technical potential. In this regard, the Academy of Sciences, together with ministries and industry departments, on the basis of the Law of Turkmenistan “On State Scientific and Technical Policy”, prepared the above-mentioned document.

The project provides for the regulation of relations in this area, the improvement of the domestic system of scientific and technical information, the creation of a reliable database of scientific research works, the preparation and implementation of specialized programs.

Summarizing the report, President Serdar Berdimuhamedov noted that Turkmenistan pays great attention to strengthening scientific potential and the widespread introduction of innovative technologies into production. In this context, emphasizing the importance of taking into account scientific programs, plans and reports on scientific activities carried out in the Homeland, the head of state instructed to carry out relevant work in this area.

Then Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R.Meredov reported on the implemented activities to develop cooperation between our country and the Eurasian Patent Organization (EAPO).

One of the priority directions of the state policy of Turkmenistan is the introduction of modern technologies and innovations into all sectors of the national economy. An important role in solving the tasks set in this area is given to constructive interaction with specialized international and regional organizations, including the EAPO.

In this regard, it was noted that in 2013 the State Service for Intellectual Property was created under the Ministry of Finance and Economy of Turkmenistan. The Programme for the Development of the Country’s Intellectual Property System for 2021–2025 is aimed at the comprehensive implementation of the work of this Service. In order to protect and comprehensively guarantee copyright, cooperation with international organizations is strengthened on its basis.

In this context, a number of relevant proposals were submitted to the head of state for consideration, including the accession of Turkmenistan to the Protocol on the Protection of Industrial Designs to the Eurasian Patent Convention, which is a key document of the EAPO. In this regard, the Deputy Prime Minister and the head of the Ministry of Foreign Affairs informed about the possible benefits for our country resulting from joining the above-mentioned Protocol.

A proposal was also voiced to expand the representation of Turkmenistan in authoritative international organizations, in particular in the Eurasian Patent Office of the EAPO.

In addition, it is proposed to hold a regional forum on the legal protection of industrial designs in Ashgabat this October, and a regular meeting of the Administrative Council of the Eurasian Patent Organization in 2025.

After listening to the report, President Serdar Berdimuhamedov emphasized that our country is taking consistent steps to develop and expand fruitful cooperation with authoritative international structures. Having approved the proposals voiced, the head of state instructed the Deputy Prime Minister and the head of the Ministry of Foreign Affairs to continue the relevant work to strengthen the constructive interaction of Turkmenistan with the Eurasian Patent Organization.

Next, the Director General of the Agency for Transport and Communications under the Cabinet of Ministers, M.Chakyyev, reported on the progress of implementation and modernization of digital technologies in the country.

As reported, the introduction of innovative technologies and digital solutions in Arkadag city, built in the foothills of Kopetdag on the initiative of the National Leader of the Turkmen people and as a result of the unprecedented efforts of President Serdar Berdimuhamedov, promoted the creation of smart city and smart home systems, remote control of these services, increasing reliability from cyber threats. It was also noted that the use of innovations and modern technologies is envisaged during the construction of Ashgabat City.

In view of the advisability of studying international experience, features and technical characteristics of 5G technology, which, in comparison with 4G, increases high data transmission capacity, reliability and stability of the connection by 10 times, the head of the Agency submitted a corresponding proposal from the Türkmenaragatnaşyk agency to the head of state for consideration.

After listening to the report, President Serdar Berdimuhamedov emphasized that advanced digital technologies are being introduced in the country and effective measures are being taken to transition to the digital economy and its development. These works require constant improvement. Currently, modern 5G technologies are widely used abroad, and the head of state noted, having approved the proposal presented, instructed the head of the Agency to study the possibilities and advantages of this technology. 

Then, addressing members of the Cabinet of Ministers and compatriots, President Serdar Berdimuhamedov emphasized that Eid al-Adha will be celebrated in our country for three days, in particular on June 16-17-18. In this regard, the head of Turkmenistan announced that he had signed a Decree on the celebration of Eid al-Adha and moving the day off on June 16 to Wednesday – June 19.

May the sadaqah given on the days of Eid al-Adha and the prayers offered be accepted by the Almighty, Kabul Bolsun, said the President of the country, cordially congratulating everyone on this sacred holiday. 

During the meeting, members of the Cabinet of Ministers cordially congratulated the Head of Turkmenistan and the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Hero-Arkadag on Eid al-Adha.

Concluding the meeting of the Cabinet of Ministers via the digital system, President Serdar Berdimuhamedov wished everyone sound health, family well-being and great success in the work being carried out for the sake of the prosperity of the sovereign Homeland.
