In the Address of President Serdar Berdimuhamedov to the people of the country on the occasion of the celebration of this significant date, it is emphasized that the Constitution of independent neutral Turkmenistan is a document that defines the foundations of the social and state system, the ancient sacred concepts of the Motherland, the people and the state, the principles of neutrality, the status of which is delegated to the world community at the level of the United Nations. The Constitution is a reliable support for our achievements, prosperity and sovereignty. Man is the highest value of society and the state, says the constitutional principle, which is the basis of our policy and motto «The state is for man»! and «The Motherland is the Motherland only with the people! The state is a state only with the people». At the same time, this principle is the source of our strength in promoting an independent Fatherland along the path of progress and prosperity, indestructible unity and cohesion.
