Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system to review priority issues of state activity.
Chairwoman of the Mejlis D. Gulmanova was first to speak, who informed about the work ongoing to improve the national legal framework.
As was reported, currently the Working Groups, together with representatives of ministries and sectoral departments, are preparing draft laws “On Energy Saving and Efficient Energy Use”, “On Hydrometeorological Activities in Turkmenistan”, on amendments and addenda to the Family and Civil Procedure Codes, the Land Code and the Law of Turkmenistan “On Veterinary Business”. Work is also carried out to provide legislative support to international initiatives of the President of Turkmenistan.
The report included information on specific measures being taken to build up partnerships with reputable international organizations and parliaments of foreign countries. In this regard, the report highlighted a meeting with the OSCE Secretary General, during which issues of further development of inter-parliamentary relations and cooperation in law making were discussed. Along with this, Mejlis deputies took participation in a seminar organized by the OSCE Center in Ashgabat and the Regional Center for Asia of the Food and Agriculture Organization of the United Nations jointly with the relevant institutions of Turkmenistan, and in the 18th Conference of the Parliamentary Union of the Organization of Islamic Cooperation.
In addition, the report covered the participation of people’s representatives in events to explain to the general public the key aspects of the domestic and foreign policy of the independent Homeland, the goals of the adopted legal regulations, as well as to popularize the literary heritage of great Turkmen poet and thinker Magtymguly Pyragy.
Summing up the information presented, President Serdar Berdimuhamedov said that special attention must be paid to the preparation of new draft laws that fully meet the present-day requirements. The need to continue the work ongoing in this area was also emphasized.
Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on the measures being taken to ensure the dynamic development of economic sectors and improve the supply of high-quality food products to the population.
As was reported, practical steps are currently taken to improve the management of joint stock companies producing foodstuffs and change their organizational and legal form. In this regard, proposals on transferring a number of joint-stock companies to the jurisdiction of the State Association of Food Industry and establishing on their basis dairy and butter plants were submitted for consideration by the President of Turkmenistan.
Having heard the report, President Serdar Berdimuhamedov emphasized that one of the key goals is to constantly analyze the financial and economic situation of all sectors of the country’s economy. In this context, emphasis was placed on the need to improve the performance of open joint-stock companies producing foodstuffs. The appropriate measures will contribute to a significant increase in the output of high-quality food products made in Turkmenistan, the head of state said, gibing specific instructions to the deputy prime minister.
Further, Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the work being carried out by the State Concern “Türkmennebit” on the exploration of deep wells and production of hydrocarbon resources.
The report included information that complex measures are implemented in the fuel and energy sector in order to explore and produce oil and natural gas. In particular, the State Concern, using international practice, carries out exploration of productive formations in deep unconventional wells.
In this regard, all conditions are created for increasing the productivity of wells and the deep drilling of new underground wells in oil and gas fields, including the provision thereof with cutting-edge specialized equipment and technical installations.
Summing up the report, President Serdar Berdimuhamedov highlighted that in order to further increase oil production in the country, it is necessary to regularly improve the material and technical resources of the “Türkmennebit” State Concern. In this context, the deputy prime minister was instructed to continue the implementation of measures to provide the industry with new equipment and instruments that will make it possible to carry out appropriate work at wells located in oil and gas fields with a depth of more than 7 thousand meters.
Then Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the progress of seasonal agricultural work in the agro-industrial complex and regions of the country.
As was reported, the treatment of wheat fields continues in accordance with agro-technical standards in order to gather a bountiful harvest and strengthen food abundance in the Homeland, including the application of mineral fertilizers and vegetative irrigation. At the same time, proper work is underway in the cotton fields in view of the upcoming cotton sowing such as plowing, leveling and planning of lands, and agricultural machinery and equipment are brought to readiness.
The report included information on preparations for a nationwide trees planting campaign to be conducted on March 16 throughout the country, including in the cities of Arkadag and Ashgabat. Every effort is made to create additional water reserves for sufficient irrigation of farmlands, rational and efficient use of water resources, and improving the land reclamation condition. In addition, irrigation canals and drainage networks are cleaned.
Summing up the report, President Serdar Berdimuhamedov emphasized the importance of conducting cotton sowing at a high level and within the agro-technical time limit, as well as the need to pay special attention to treating areas sown to wheat.
The head of state instructed the deputy prime minister to properly prepare for other seasonal agricultural work planned in the velayats, as well as for the nationwide trees planting campaign.
Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the planned construction of a new motorway bridge in Ashgabat.
As was reported, during the Revival of the New Epoch of the Powerful State, under the wise leadership of President Serdar Berdimuhamedov, roads and bridges are built and reconstructed using advanced world technologies in the capital and in all regions of the country. All these facilities meet international standards.
In this regard, an international tender was held for the construction of a new motorway bridge at the intersection of G. Kuliev Street with a street leading to the “Täze zaman” residential complex in the city of Ashgabat.
Having heard the report, President Serdar Berdimuhamedov pointed out with satisfaction that work in the field of building and reconstruction of road transport infrastructure facilities that meet high quality criteria and international standards is carried out at an accelerated pace in our country.
Stressing that when constructing new motorway bridges in the Turkmen capital it is critical to be guided by modern architectural and construction requirements, the head of state gave the deputy prime minister relevant instructions.
Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on preparations for the exhibition and conference on the 16th anniversary of establishing the Union of Industrialists and Entrepreneurs of the country.
According to the Decree of the President of Turkmenistan of December 20, 2023, proper work is carried out in order to organize the scheduled events at a high level.
In this regard, the report included information that an exhibition is scheduled for March 17–19, at which more than 200 UIET members, doing business in various fields, will present their products and achievements over the specified period.
At the conference, to be held as part of this event, the successes and new objectives set for domestic entrepreneurs will be discussed, including those related to the implementation of measures to make an optimal use of the private sector capacity, outlined in the Program for the Socio-Economic Development of the Country in 2022–2028 and the Program for Socio-Economic Development of Turkmenistan and Investments in 2024.
Summing up the report, President Serdar Berdimuhamedov specified that due to reforms aimed at further development of entrepreneurship, the private sector’s role in the national economy is enhancing.
In this context, emphasizing that the exhibition and conference scheduled for the 16th anniversary of establishing the Union of Industrialists and Entrepreneurs of Turkmenistan must be held at a high organizational level, the head of state gave specific instructions to the deputy prime minister.
Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on preparations for events to celebrate the National Spring Holiday, International Nowruz Day.
As was reported, measures are taken to organize the major festive events in the Akhal Velayat and the city of Ashgabat at the proper level. These will take place on March 21 in the “Nowruz ýaýlasy” site, located in Ak bugday etrap, Akhal Velayat. According to special plan, it is provided for holding an exhibition of books by the National Leader of the Turkmen people, our Hero Arkadag, and mass cultural celebrations prepared on the basis of the book “Nowruznama”. An improvised Turkmen village will also be set in this location, where the national traditions and customs of our people will be reproduced in all their diversity. Along with this, it is planned to organize an exhibition of decorative and applied arts, a concert of creative groups, national games, and a performance by the “Galkynyş” National Equestrian Games Group.
At the same time, celebrations are to take place in the grounds in front of the “Türkmeniň ak öýi” buildings in the administrative centers of the Balkan, Dashoguz, Lebap and Mary Velayats, as well as in the festive square of Arkadag city. All festive events to celebrate the spring holiday are designed to reflect the rich range of cultural heritage of the Turkmen people.
Having heard the report, President Serdar Berdimuhamedov ordered to hold high-level celebrations on International Nowruz Day on March 21. The deputy prime minister was also instructed to ensure the proper organization of cultural events on the occasion of National Spring Day to be held in the velayats, and the cities of Ashgabat and Arkadag.
Deputy Chairman of the Cabinet of Ministers N. Amannepesov reported on preparations for the International Scientific and Practical Conference “The Ancient Fortress of Amul: Depository of the Secrets of the Past”.
As was emphasized, thanks to the support from President Serdar Berdimuhamedov, cooperation with the United Nations Educational, Scientific and Cultural Organization (UNESCO) is further strengthened.
Thus, on the occasion of inscribing the Amul Fortress as the site of “The Great Silk Road: Zarafshan-Karakum Corridor” on the UNESCO’s World Heritage List, the above-mentioned International Scientific and Practical Conference will be held on April 25-26 of the year “The Fount of Wisdom of Magtymguly Pyragy”, which will be organized by joint efforts of the Academy of Sciences of Turkmenistan, the National Commission of Turkmenistan for UNESCO and the Lebap Velayat Khyakimlik.
The main goal of the forum to be held for the first time is to attract the attention of the world scientific community to the ancient Amul Fortress, which is a strategically important station on the route of the Great Silk Road, establish a scientific platform through excavations and research activities, develop cultural diplomacy and widely popularize this information in the international space.
The conference will be attended by prominent Turkmen and foreign historians, archaeologists, orientalists, young scientists and international UNESCO experts.
Summing up the report, President Serdar Berdimuhamedov emphasized that the careful preservation and popularization of our national heritage and historical monuments in the world is one of the priorities of the current state policy.
The Amul Fortress, located along the Great Silk Road, is the home of the ancient culture in the Turkmen land, the head of state emphasized, instructing the deputy prime minister to hold the International Scientific and Practical Conference at a high level and ensure the wide participation of scientists.
Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the Strategic Consultative Council “Turkmenistan-United Nations”.
In this context, it was highlighted that our country constructively cooperates with UN in the economic, environmental, humanitarian and other fields pursuant to the signed bilateral documents. In order to bring the national programs and international undertakings of the Homeland in line with the present-day requirements, establish a systemic partnership under the projects being carried out jointly with UN and its specialized bodies, it is proposed to set up a Consultative Council “Turkmenistan-United Nations”.
The activities of this Council will be focused on addressing topical problems. These include coordinating steps for the preparation, selection and approval of projects jointly with specialized UN bodies and developing proposals in this regard for the Government of Turkmenistan. It is also planned to study international initiatives put forward within the Community of Nations and, based on feasibility, to prepare proposals for the Turkmen party to join and support them.
At the same time, it is proposed to monitor the implementation of objectives arising from provisions outlined in the Program “Revival of the New Epoch of the Powerful State: The National Program for the Socio-Economic Development of Turkmenistan in 2022–2052” and the adopted national action plans, as well as discuss ways of their practical implementation.
Having heard the report, President Serdar Berdimuhamedov specified that the development of cooperation with the United Nations is one of the key directions of the foreign policy of neutral Turkmenistan. Therefore, special attention must be paid to further stepping up a fruitful partnership with UN.
Throughout the topic, pointing out the need for active participation in the work of the Strategic Consultative Council “Turkmenistan-United Nations”, the head of state instructed the deputy prime minister, foreign minister to carry out proper work in this area.
Director General of the Transport and Communications Agency under the Cabinet of Ministers M. Chakyev reported on the state of affairs in the areas under his supervision, in particular, on strengthening the material and technical resources of the “Türkmendemirýollary” Agency.
The report included information that in order to ensure the safety of the movement of passenger and freight trains the “Demirýollary” OJSC is carrying out relevant work to overhaul operating railways in accordance with the requirements of the time.
Summing up the report, President Serdar Berdimuhamedov specified that our country attaches great importance to the systematic improvement of the material and technical resources of the railway transport sector.
Stressing that in order to ensure the safety of passenger and freight trains, an overhaul of domestic steel trunks must be carried out, the President of Turkmenistan gave the Agency head relevant instructions.
Then, addressing the meeting participants, President Serdar Berdimuhamedov reminded that International Women’s Day will be stately celebrated in our country tomorrow.
As the head of state emphasized, in the current happy epoch, our women work fruitfully, helping to carry out reforms launched in various sectors of the economy, and making a significant contribution to development of their Homeland.
