Grandiose and important goals, which are implemented under the leadership of President Serdar Berdimuhamedov for maintenance of further progressive development of our state and society, including continuation of reforms in all branches of the national economy, expansion of modern industrial infrastructure and increase in the economic potential of our fatherland, found their reflection in the events of the past week.
On January 22, the head of the state held an online working meeting, which considered the course of work in the agro-industrial complex and in velayats of the country.
As was marked, care of wheat fields is taken according to agro-technical standards. Ploughing and levelling of the fields to be sown with cotton are carried out.
Processing of raw materials with a view of maintenance of agriculturists with high-quality seeds proceeds at ginneries.
Necessary steps are taken to prepare machinery and equipment for the sowing season and fields for the spring sowing of potato and other agricultural crops.
In addition to it, measures for improvement of ameliorative conditions of agricultural fields, including cleaning of irrigation and collector-drainage systems are taken.
President Serdar Berdimuhamedov instructed relevant authorities to hold under unrelenting control observance of agro-technical standards when caring for wheat fields, treatment of the fields under cotton as well as preparation of high quality seeds for farmers and preparation for the sowing of potato and other crops.
At the same time, the head of the state emphasised importance of fulfilment of the goals outlined in the national rural redevelopment program for the current year and regular supply of population with electricity, natural gas and water.
On January 26, President Serdar Berdimuhamedov held the next online meeting of the Cabinet of Ministers, which considered priority issues of state life.
Among them – further improvement of foundations of the national legislation, further development of the financial and economic system, preparation of the label of the national trade mark “Made in Turkmenistan”, intensification of work of trade houses of Turkmenistan in foreign countries, course of seasonal agricultural campaigns and rational use of water.
Preparation for events on the occasion of announcement of the motto of 2024 “The Fount of Wisdom of Magtymguly Fragi” and celebration of the 300th birthday anniversary of the great Turkmen poet, opening of social projects as well as forthcoming reconstruction of the square with an area of 50 hectares “15 years of independence of Turkmenistan” were informed.
The information on manufacture of new types of petroleum products at oil refineries of "Türkmennebit" State Concern was also delivered.
So, an assortment of the goods manufactured in the country and enjoying a high demand in local and world markets, will be filled up with diesel fuel “Hydro Plus”, intended for jet diesel engines under the conditions of extreme cold. Besides it, TORC started to produce the engine oil of mark “SAE 50 API CF-4” for powerful diesel engines of cars and installations operating under the conditions of high temperatures.
Realisation of programs on preservation of the flora and fauna of the country for future generations, their scientific study and restoration were also informed.
In this connection, experiments in cultivation of the Turkmen juniper, tree dagdan and pistachio trees as well as rare and valuable species of the plants found in especially protected natural territories are made at scientific-experimental centres of state natural reserves of the Ministry of Environmental Protection.
Besides it, state natural reserves and state reserves carry out research work on preservation of wild animals, birds migrating and wintering in our country and register of the number of representatives of rare species of the fauna.
Cost effective proposals, analysed by the Intersectoral commission to ensure the effectiveness of scientific research in Turkmenistan and which will promote innovative development of our fatherland were submitted for consideration of the head of the state.
As was pointed out, proceeding from the goals outlined in the Resolution of the President of Turkmenistan on creation of the given commission, technologies on expansion of manufacture of competitive, import replacing production and further development of the industry based on local raw materials are developed in the country.
President Serdar Berdimuhamedov underlined importance of widespread introduction of modern technologies, in particular, the digital system, in the main sectors of the national economy and conducting relevant research in this direction and gave a number of concrete instructions.
The activities for modernisation of transport infrastructure of the Turkmen sector of the Caspian Sea, expansion of marine fleet, increase in goods traffic at the Turkmenbashi international seaport and realised measures for accession of Turkmenistan to the Convention on Facilitation of International Maritime Traffic of the International Maritime Organization (IMO) were informed.
The meeting of the Government also considered the outcome of the working visit of the delegation of Turkmenistan to Japan on January 21-24 made at the instructions of the head of the state.
Within the margins of the visit, they held meetings and negotiations with heads of the Government, Parliament, large financial and trade organisations and companies of the friendly country.
During meetings the issues, concerning the present state and further development of bilateral cooperation in political-diplomatic, trade and economic, cultural and humanitarian spheres were considered.
The special attention was given to such topics as organization of the first Summit of Heads of State of the Central Asia+ Japan Dialogue this year, joint realisation of the initiative of Hero-Arkadag on organisation of an inter-parliamentary forum in the format “Central Asia +Japan” in Ashgabat.
Possibilities of opening the representative office of JETRO in Turkmenistan and adjustments of activity of trading houses in both countries were considered.
Issues of cooperation in digitization and cyber security, training of profile experts, telemedicine and healthcare, construction of "smart" cities and new enterprises of gas chemistry industry, reconstruction of a number of projects, purchase of Japanese machinery and vehicles as well as adjustment of partnership in the field of hydrogen power and others were discussed.
A number of documents were signed following the results of the working visit.
Having noted that results of the visit will allow intensifying considerably long-term fruitful interaction between Turkmenistan and Japan, the head of the state gave corresponding instructions.
On January 27, our country marked Day of Defenders of the Fatherland solemnly.
As was underlined in the congratulatory message of President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, army general Serdar Berdimuhamedov, this holiday symbolises huge trust, high respect and boundless care of military and law enforcement bodies, which protect sacred independence of our fatherland, its sovereignty, territorial integrity, constitutional system, inviolability of its borders, providing safety of the country, public peace, observance of national legislation and the law.
The head of the state also marked that for years of independence the Armed Forces of Turkmenistan have improved and have turned into a powerful army. At present, issues of improvement of social and work conditions of military men and members of their families are in the centre of attention of the state. The national army on a constant basis is equipped with combat weapons, military technologies and the digital system is introduced into the service.
Among other events of the past week – reception of credentials from the newly appointed Ambassador Extraordinary and Plenipotentiary of the Swiss Confederation Thomas Stähli at the instructions of President Serdar Berdimuhamedov in the Mejlis of Turkmenistan.
The diplomat was introduced to our country’s peaceful foreign policy invariably built upon the status of positive neutrality.
As was marked, general views and the vigorous activity of Turkmenistan and the Swiss Confederation in interests of peace, universal security and sustainable development have predetermined their successful interaction both in the bilateral and multilateral formats, first of all on the platform of the largest international organisations.
A special emphasis was made on the socially oriented state policy pursued by President Serdar Berdimuhamedov and most significant projects of national and international significance successfully realised in Turkmenistan. Intensification of inter-parliamentary relations became a separate topic of discussion.
The past week, the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan, Honoured elder Hero-Arkadag held a working meeting with participation of Vice-President of the Charitable Foundation for Assistance to Children in Need of Care named after Gurbanguly Berdimuhamedov R. Bazarov and Manager of the Office of the Halk Maslakhaty of Turkmenistan K. Babayev.
During the meeting, issues of the harmonious development of the younger generation and strengthening their place in society in the year of “The Fount of wisdom of Magtymguly Fragi”, the tasks of the Khalk Maslakhaty of Turkmenistan and the Charitable Foundation for assisting children in need of care named after Gurbanguly Berdimuhamedov were discussed.
A special attention was attached to issues of organisation of meetings with elders, as well as topics, which will be discussed on its sidelines in the near future. In this connection, Hero-Arkadag pointed out importance of creation of optimum conditions for education, development and personal growth of young Turkmen nationals and the role of elders in strengthening positive beginnings in society.
Besides it, National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov met with the leaders of the consulting company Goetzpartners Emerging Markets GmbH, which became the winner of the international tender for the provision of consulting services for the creation of a medical cluster in the city of Arkadag - with managing director of the company Vladimir Mathias and senior consultant of this company Hans Gerd Prödel.
The medical cluster of international level plans to make various kinds of non-polluting, qualitative medical production not only for home market, but also for export.
At the end of the meeting, the Memorandum of mutual understanding between the State Committee for the Construction of the City of Arkadag under the President of Turkmenistan and the German consulting company Goetzpartners Emerging Markets GmbH was signed.
The Ministry of Foreign Affairs of Turkmenistan hosted a regular meeting of the Interdepartmental Commission to ensure the implementation of Turkmenistan’s international obligations in the field of human rights and international humanitarian law, which was attended by representatives of the Mejlis of Turkmenistan, a number of ministries, departments and public organizations of the country.
Participants of the meeting summed up the work for the past year, discussed the actions planned for 2024, touched upon issues of further perfection of activity of state bodies and public organisations in the field of maintenance of human rights and realisation of provisions of international humanitarian right. As was marked, the system of legislation of Turkmenistan consistently develops, proceeding from national experience and traditions as well as for harmonisation of conventional norms in the given sphere.
Thus, events of the past week attested to reflection of major priorities of the state policy of President Serdar Berdimuhamedov aimed at successful realisation of long-term transformation programs, dynamic development of our fatherland, which steadily goes forward - on its chosen path of peace, creation and progress.
