Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system to discuss topical issues of the country’s socio-economic development and a number of draft documents.
The floor was first given to Chairwoman of the Mejlis D. Gulmanova, who informed about the activities of the national parliament.
At present, in order to further improve standards of family and civil relations in the country, amendments and addenda are made to the current codes of Turkmenistan. Along with this, work is underway to prepare draft laws that will contribute to improving the socio-economic condition of the population.
As was reported, the parliament regularly analyzes the proper performance of duties by local executive authorities, gengeshes, as well as economic development of administrative-territorial units and their composition, and studies data from populated areas. In addition, deputies are taking interest in the wellbeing and life of citizens, and consider their proposals and wishes.
People’s representatives are also actively participating in awareness-raising events, and appearing in the media in order to inform the general public on the key goals of reforms ongoing in the country and the laws adopted, the socio-political content of the motto of 2024 “The fount of wisdom of Magtymguly Fragi”.
Having heard the information, President Serdar Berdimuhamedov pointed out the need to continue activities to improve the country’s legislation to meet the present-day requirements.
Then Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on the work in progress to expand multilateral sectoral cooperation within the major international organizations and authoritative regional associations, in particular, the Commonwealth of Independent States.
As was reported, Ashgabat will host the regular 37th meeting of the Advisory Council on Labor, Employment and Social Protection of the Population of the CIS Member States in the second half of 2024.
Turkmenistan, as an associated member of the Commonwealth by virtue of its neutral status, actively participates in the work of this Council.
Having heard the report, President Serdar Berdimuhamedov emphasized that Independent Neutral Turkmenistan is steadily strengthening trade, economic, cultural and humanitarian cooperation with the Commonwealth of Independent States and expanding relations with its individual bodies.
Specifying the need for thoroughly preparing for the upcoming meeting of the above-mentioned Advisory Council in the Turkmen capital, the head of Turkmen state instructed the deputy prime minister to ensure that this important event is held at a high organizational level.
Further, Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the measures being taken to further strengthen the material and equipment resources of the industries under his supervision.
The report included information that production facilities are regularly supplied with the necessary stocks in order to ensure the trouble-free operation thereof. Favorable conditions are also created for the stable efficient performance of the complex, directly related to modernizing the infrastructure and increasing production capacity, upgrading machinery and equipment, as well as the introduction of innovative technologies.
Summing up the report, President Serdar Berdimuhamedov emphasized that the fuel and energy complex is one of the important sectors of the national economy. In view of this, the head of state drew attention to the need for continuing the work ongoing to further improve the performance of the fuel and energy complex, having given the deputy prime minister a number of instructions in this regard.
Then Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the progress of seasonal agricultural campaigns in the regions of the country.
As was reported, preparations for cotton sowing are under way in the velayats, lands are plowed and planned, agricultural machinery and high-quality seeds are prepared. Along with this, wheat fields are treated appropriately.
The report included information that measures are taken to ensure the well-organized completion of the spring sowing of potatoes and other fruits and vegetables in order to ensure food abundance in the country.
The information also covered the steps taken for rational and effective use of water resources, irrigation of lands, improving the land reclamation condition, and creating additional water reserves. Irrigation canals and drainage networks are cleaned in the regions of the country.
Summing up the report, President Serdar Berdimuhamedov emphasized that great attention in the current critical season must be paid to agricultural campaigns ongoing in the regions of the country. At the same time, the importance of complying with agro-technical standards when treating wheat fields was highlighted.
The head of state ordered to thoroughly prepare for the spring sowing season, and instructed the deputy prime minister to keep the proper organization of work in this area under strict control.
Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the measures being taken to further improve the performance of the domestic construction and industrial complex.
As was reported, pursuant to the instructions given by the head of state, consistent work is in progress to increase the production of import-substituting and export-oriented goods in an active association with the representatives of domestic business entities.
In this context, information was provided on work to establish a modern enterprise with advanced technologies and equipment for the production of goods in demand on the domestic and foreign markets, in particular, steel pipes of various diameters.
Having heard the report, President Serdar Berdimuhamedov highlighted the importance attached to the production of import-substituting goods. In this regard, the head of state approved the proposal to establish a public-private partnership based manufacturing enterprise and gave the deputy prime minister a number of related instructions.
Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the steps being taken to implement state programs aimed at further developing entrepreneurship in the country.
As was reported, favorable conditions are created under the “Program of the President of Turkmenistan on the Socio-Economic Development of the Country for 2022–2028” for the effective activities of domestic entrepreneurs in all areas, which result in their significant contribution to progressive socio-economic development of the country.
Having heard the report, President Serdar Berdimuhamedov, specifying that the private sector of the national economy is regularly provided with state support in order to stimulate entrepreneurial activity, and favorable conditions are created in the country for the development of small and medium-sized businesses, gave relevant instructions to the deputy prime minister.
Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on the work in progress to improve circus art in the country.
The report included information that a document has been prepared in accordance with the laws of Turkmenistan “On Culture” and “On Circus and Circus Art”, describing the procedure and conditions for awarding the legal status “National” to state circuses and individual professional creative circus groups.
In this regard, a relevant draft Decree was submitted to the head of state for consideration.
Having heard the report, President Serdar Berdimuhamedov emphasized the importance of further development and improvement of circus art in the country.
Having signed the Decree “On approving the procedure and conditions for awarding the legal status “National” to state circuses and individual professional creative circus groups,” the head of state sent it to the deputy prime minister by a digital system and gave a number of specific instructions.
Deputy Chairman of the Cabinet of Ministers of Turkmenistan N. Amannepesov reported on issues related to the enrollment in 2024 to postgraduate and doctoral studies and clinical residency, as well as for academic degrees.
As is known, special importance in the period of the Revival of the New Epoch of the Powerful State is attached at the state level to the development and improvement of the domestic scientific system, and the training of scientists and high-level specialists in priority fields of science.
In order to foster a new generation of young scientists in the field of managing the digital economy, training engineers, technologists, qualified medical professionals and other specialists well-versed in innovative technologies, work had been carried out jointly with the relevant ministries and departmental institutions of the country.
In 2024, ongoing under the motto “The fount of wisdom of Magtymguly Fragi”, pursuant to proposals from applicants, a project has been prepared regarding the number of candidates who will be admitted to postgraduate and doctoral studies at research institutes and higher education institutions of the country, and to clinical residency, as well as applicants for academic degrees.
Having heard the report, President Serdar Berdimuhamedov placed special emphasis on the importance attached to the steady improvement of the scientific and educational sectors, for which development a large-scale work is under way in the country.
In this regard, the deputy prime minister was given a number of instructions on the organized admission of best candidates to postgraduate and doctoral studies, and clinical residency in 2024.
Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the draft Work Plan of the Ministry of Foreign Affairs for 2024.
As was reported, the draft Work Plan was prepared pursuant to the Program “Revival of the New Epoch of the Powerful State: The National Program for the Socio-Economic Development of Turkmenistan in 2022-2052”, the Concept of the foreign policy course of neutral Turkmenistan for 2022-2028, as well as regulatory and legal instruments related to foreign political and economic issues, adopted at the state and government levels.
The document is aimed at further implementation of the legal status of the country’s permanent neutrality, expansion of foreign political and economic relations, comprehensive promotion of sustainable development, and further humanization of the system of international relations.
The Plan provides for a number of events to be held by the diplomatic service on the occasion of the 33rd anniversary of the independence of Turkmenistan, the 29th anniversary of the country’s permanent neutral status, the declaration of 2024 the year “The fount of wisdom of Magtymguly Fragi” and etc.
It also outlines the steps to develop cooperation between Turkmenistan and foreign countries in various areas. In particular, bilateral visits and political consultations are to be organized.
According to the Work Plan, several joint conferences, seminars, exhibitions and other events are scheduled in the fields of culture, science, education, sports, healthcare and tourism.
Much attention is paid to joint actions with international organizations, information activities and the development of digital diplomacy.
Taking into consideration the importance of international economic partnership, measures are provided to step up the activities of bilateral intergovernmental commissions, to regularly develop cooperation with relevant foreign government agencies, companies and banks, as well as to strengthen relations with international economic and financial institutions in order to arouse greater interest in the export capacity and investment attractiveness of the Homeland.
There are also plans for developing draft bilateral and multilateral documents as part of cooperation between Turkmenistan, foreign countries and international organizations.
Summing up the report, President Serdar Berdimuhamedov emphasized that our independent state, firmly adhering to its legal status of positive neutrality, is actively pursuing the foreign policy for universal wellbeing.
“We will further adhere to the chosen foreign policy course, develop peaceful and good-neighborly relations, continuing to successfully carry out the open door policy”, the head of state said and gave the deputy prime minister, foreign minister of the country a number of specific instructions.
Director General of the Transport and Communications Agency under the Cabinet of Ministers M. Chakyev reported on the progress of preparing Work Plans of supervised institutions for 2024.
As was reported, the plans provide for the steps to increase cargo flows and transit opportunities in the region through the efficient operation of a transport infrastructure. In this regard, the introduction of a digital system, the creation of favorable conditions for investment and the development of international cooperation are identified as priority areas to achieve the goals set.
Particular attention will be paid to strengthening the material and equipment resources of the complex, the construction of modern railway and motor stations and airports, steel trunks, cargo terminals, sea vessels, residential houses, industrial and social facilities, digital systems, telephone exchanges. There are also plans for carrying out a number of large investment projects.
Having heard the report, President Serdar Berdimuhamedov focused on the important role of the country’s transport and communications complex in the progressive development of the national economy and gave the Agency head a number of specific instructions in this regard.
Then information was provided on preparations for the participation of the Turkmen delegation in the “Global Gateway” Investment Forum on sustainable transport EU-Central Asia to be held in Brussels (Kingdom of Belgium) on January 29-30 this year.
It is expected that the event will include negotiations and business meetings with a number of European companies, aimed at strengthening cooperation and implementing joint projects in the transport sector.
Summing up the report, President Serdar Berdimuhamedov specified that all conditions for the development of the transport complex are created in the country, and joint activities with international organizations are carried out in this area.
In this regard, the head of state ordered to ensure the participation of the Turkmen delegation in the upcoming “Global Gateway” Investment Forum in Brussels, instructing to hold a plenary meeting on the topic “Investment opportunities in the transport complex of Turkmenistan”, scheduled as part of the above-mentioned forum, at a high organizational level.
A number of other issues of state activity were also discussed at the meeting, on which appropriate decisions were made.
