Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system. The agenda included current objectives of the country’s socio-economic development, a number of draft documents, as well as other issues.
The first to speak was Chairwoman of the Mejlis D. Gulmanova, who informed about the outcomes of the fourth session of the seventh convocation of the National Parliament, during which the Law of Turkmenistan “On the State Budget of Turkmenistan for 2024”, the Mejlis Resolution “On the execution of the State Budget of Turkmenistan for 2022”, laws on introducing amendments and addenda to the Civil, Arbitration, Criminal Procedure, Criminal, Customs, Tax Codes and a number of other legal regulations were adopted.
As was reported, meetings were held on the instructions of the President of Turkmenistan with the Ambassadors Extraordinary and Plenipotentiary of the People’s Democratic Republic of Algeria and the Kingdom of the Netherlands, who presented their credentials, as well as with the Plenipotentiary Representative of Japan to discuss the prospects for expanding bilateral cooperation.
Mejlis deputies took participation in forums organized by the relevant government agencies jointly with the representatives of UNDP, UNICEF and OSCE on issues related to climate change, protecting the children’s rights, improving the national trade policy, and gender equality.
People’s representatives are actively conducting awareness-raising work to explain the population the goals and objectives of the state strategy of the Independent Homeland, the importance of international initiatives put forward by Turkmenistan based on its neutral status, as well as the laws adopted.
Summing up the information, President Serdar Berdimuhamedov highlighted the necessity to consistently improve the legislation of our independent country. As was emphasized, when developing new draft laws that must meet the present-day realities, it is critical to proceed from the international rule-making practice.
Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on practical steps being taken to increase funds in the country’s main financial plan. In particular, information was provided on proposals prepared with the aim to ensure the successful execution of the State Budget for 2024 approved by Mejlis deputies at the fourth session of the seventh convocation, as well as the rational assimilation of the expenditures provided for therein and increasing revenues.
In this regard, a relevant draft Decree was submitted to the head of Turkmen state for consideration.
Having heard the report, President Serdar Berdimuhamedov noted with satisfaction the successful implementation of the objectives specified in the Program of the Socio-Economic Development of the Country for 2022-2028. As was emphasized, special importance is attached to increasing the revenues of the State Budget.
The presented document was signed in order to further increase revenues and timely execute the budget. Having sent it by the digital system to the deputy prime minister, the head of Turkmen state ordered to keep this issue under strict control.
Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the steps being undertaken to overhaul equipment at the gas compressor stations of the State Concern “Türkmengaz”. Carrying out this work at the relevant facilities is to contribute to an uninterrupted and reliable supply of natural gas to consumers.
Summing up the report, President Serdar Berdimuhamedov emphasized the importance of improving the material and equipment resources of gas compressor plants of the State Concern “Türkmengaz”. In this context, the deputy prime minister was instructed to keep the progress of overhauling facilities under strict control.
Then Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the progress of seasonal agricultural campaigns in the velayats.
Currently, wheat fields in the regions of the country are treated in accordance with agro-technical standards in order to grow a bountiful harvest. Along with this, steps are taken to gather cotton crop without loss, transport it to collection points and process at specialized enterprises, and timely payments are made to tenants for the delivered seed cotton. Land plowing continues in the velayats to prepare sowing areas for next year.
The report included information that farmers in the Dashoguz and Lebap Velayats have fulfilled their contractual obligations to harvest rice.
Sugar beets are harvested in the Mary Region, and the necessary measures are taken for the proper storage and processing of the gathered crop.
Every effort is made to create conditions for a warm and well-fed wintering of livestock. Currently, forage is transported to livestock farms.
Having heard the report, Head of State Serdar Berdimuhamedov highlighted that the agro-industrial complex is one of the major sectors of the national economy. Having focused on the importance of ensuring proper organization and implementation of agricultural work in the velayats within the specified agro-technical periods to gather bountiful harvests, the President of Turkmenistan instructed the deputy prime minister to keep implementation thereof under constant control.
Further, Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the large-scale activities ongoing for the successful implementation of programs aimed at further development of Ashgabat and improving the people’s living standards.
As was reported, the Turkmen capital is constantly extending its boundaries through the construction of new facilities and buildings of the social and industrial infrastructure. Much attention is paid to improving the architectural look of the capital city of the country, rightfully recognized as the “pearl” of Central Asia.
In this regard, the deputy prime minister presented proposals prepared regarding the new Ashgabat City Development Master Plan for consideration by the head of state.
Having heard the report, President Serdar Berdimuhamedov said that our capital is transforming every day, and the latest technological advances are widely introduced into the city infrastructure. In this context, the deputy prime minister was instructed to be guided by new developments in science and technology, and best international practices in urban planning, when preparing the Master Plan of Ashgabat for the period up to 2045. The President of Turkmenistan emphasized that it is the basic requirement in the development of our white marble capital.
Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the work under way in the shopping complex on the occasion of the upcoming International Neutrality Day and the New Year’s Holiday.
In particular, the report included information that in order to meet the population’s demand for a variety of products, measures are taken to organize holiday trade from December 5 in Ashgabat and Arkadag cities, and in the velayats, as well as to provide trade and other services as part of the scheduled events.
Summing up the report, the head of Turkmen state focused on the importance of organizing mobile retail outlets on the eve of the International Day of Neutrality and the New Year’s Holiday. Our citizens should have various products on their holiday tables, President Serdar Berdimuhamedov said, giving the deputy prime minister a number of specific instructions.
Further at the meeting, a report was made on preparations for the Exhibition of Export Goods of the Republic of Turkiye and the Turkmen-Turkish business forum to be held as part thereof, as well as for the seventh meeting of the Intergovernmental Turkmen-Turkish Commission on Economic Cooperation, scheduled for December 6–8 this year in Ashgabat.
As was reported, it is expected that the exhibition would be attended by about 100 companies from the fraternal country, specializing in various areas, including the production of technological equipment for industrial enterprises, construction and agricultural machinery, water treatment and supply, heating, ventilation, cooling and electrical protection systems, various types of household appliances, detergents, consumer goods, as well as those offering their services in the banking sector, healthcare, equipping educational institutions, etc.
Having heard the report, President Serdar Berdimuhamedov emphasized that the Republic of Turkiye is our close partner, charging the deputy prime minister with properly preparing for the exhibition of export goods and business forum.
Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on the work ongoing in the field of publishing the international scientific collection “Asyrlaryň yzlary”.
As was reported, currently specialized institutions are closely collaborating with leading scientific centers of foreign countries under the existing agreements in order to conduct an in-depth study of the historical and cultural monuments of the Homeland, and preserve them for future generations. A complex of works in this area is carried out under the “State Program for 2022-2028 for the careful preservation of objects of the National historical and cultural heritage, their protection and study, attracting tourists to them”, approved by the Decree of the President of Turkmenistan of April 8, 2022.
In order to widely publicize in the world the scientific information collected in recent years during the research at the historical and cultural monuments of the country, it is planned to publish the international scientific collection “Asyrlaryň yzlary” in Turkmen, English and Russian from the own funds of the state nature reserves of the National Directorate for the Protection, Study and Restoration of Historical and Cultural Monuments.
The book is intended for a wide readership, including foreign readers. At the same time, it is planned to send the collection to the libraries of major scientific centers in Asia, Europe and America, and post it in electronic format on the relevant web sites.
The report included information that the editorial board of the new publication has, along with Turkmen specialists, well-known experts and scientists from France, Italy, Great Britain and Russia.
Having heard the report, President Serdar Berdimuhamedov emphasized that our people have rich spiritual values. An important goal in this respect is the collection, preservation, study and popularization of national cultural heritage in the world, the head of Turkmen state said, instructing the deputy prime minister to take appropriate measures to publish the international scientific collection “Asyrlaryň yzlary”.
Deputy Chairman of the Cabinet of Ministers N. Amannepesov reported on the work ongoing to introduce state accreditation in the field of education for further improvement of specialized institutions.
Pursuant to the goals defined in the National and Presidential programs for the socio-economic development of the country, it is planned to establish a national accreditation system for education institutions, as well as carry out organizational work to include higher vocational education institutions in the world ranking.
According to Article 15 of the Law of Turkmenistan “On Education”, the Ministry of Education is preparing a draft “Regulations on State Accreditation of Educational Activities”, which will contribute to the inclusion of general education institutions in the relevant list, bringing the domestic education system to a new level.
Currently, as a result of activities carried out in this area, 9 higher vocational education institutions in the country are members of the International Association of Universities.
Having heard the report, the head of Turkmen state specified that modern reforms aimed at educating scientific youth with a broad worldview are carried out at higher and secondary vocational education institutions of our independent country. In this regard, it is important to prepare the Regulations on state accreditation of educational activities up to the mark, President Serdar Berdimuhamedov said, charging the deputy prime minister with undertaking the appropriate steps in this area.
Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on preparations for the working visit of the President of Turkmenistan to the United Arab Emirates scheduled for December 1-2 to participate in the 28th Conference of the Parties to the UN Framework Convention on Climate Change (COP28).
Having heard the report, President Serdar Berdimuhamedov emphasized the importance of the World Climate Forum, the agenda of which will include issues of great significance for maintaining global sustainable development, and for the future of all humanity. Turkmenistan demonstrates in practice a responsible and proactive position in addressing current environmental challenges, which is evidenced by the upcoming participation of the delegation of our country in the COP28 Conference.
Then the deputy prime minister, head of the Ministry of Foreign Affairs reported on the celebrations scheduled for the 28th anniversary of Turkmenistan’s Neutrality.
As was emphasized, the permanently neutral status of our country, enshrined in the Resolution of the United Nations General Assembly of December 12, 1995, is the fundamental principle of the foreign policy strategy of the Homeland. On the initiative of Turkmenistan, the UN declared December 12 the International Day of Neutrality.
On this significant occasion, a number of events are scheduled such as the International Forum “Dialogue is the Guarantee of Peace”, a meeting of the Group of Friends of Neutrality for Peace, Security and Sustainable Development, a round table timed to coincide with the 75th anniversary of the Universal Declaration of Human Rights and the International Day of Neutrality. It is also planned to organize competitions in various sports with the participation of the Ministry of Foreign Affairs, diplomatic missions accredited in Turkmenistan and representative offices of international organizations.
Summing up the report, President Serdar Berdimuhamedov emphasized that the neutral foreign policy of our independent Homeland had been broadly supported by the world community. Having focused on the upcoming important holiday, the International Day of Neutrality, which will be grandly celebrated in our country, the head of Turkmen state ordered to ensure a high level of preparation for all scheduled events.
Director General of the Transport and Communications Agency under the Cabinet of Ministers M. Chakyev reported on the practical steps being taken to approve the State Program for Ensuring Aviation Safety of Civil Aviation of Turkmenistan and the creation of the Interdepartmental Commission for Aviation Safety in the country’s civil aviation.
As was reported, the work in progress is aimed at providing a high level safety, stability and efficiency of flights in accordance with standards, experience and practices of the International Civil Aviation Organization (ICAO).
Having heard the report, President Serdar Berdimuhamedov focused on the importance of taking the necessary measures to improve the transport and communications complex to the highest standards. In this context, providing safety in civil aviation is a crucial issue, the head of Turkmen state continued, ordering to take into account the requirements of international aviation activities when preparing the State program in this area. The Agency head was instructed to carry out appropriate work to set up an Interdepartmental Commission for Aviation Safety in the country’s civil aviation.
Then, addressing members of the Cabinet of Ministers, President Serdar Berdimuhamedov reminded that many events have been held in the country this year that became unforgettable in the lives of young people. Our athletes performed successfully, achieved good results, won prizes and were awarded a number of medals at the World Kurash Championship that has taken place recently at the highest level.
Young people had a great role to play in the historical successes achieved during the Revival of the New Epoch of the Powerful State. Happy youth make a considerable contribution to enhancing the prestige of their native land.
According to the Hero Arkadag “Our prosperous future is inextricably linked with the happy life of young people”. The head of Turkmen state said with satisfaction that this year representatives of the younger generation have achieved great success in education, science, sports, culture, industry, agriculture and other sectors of the economy, and won victories not only in our country, but also in international level competitions and contests, raising high the Flag of our Homeland.
Our state is provide ample opportunities to support young people, assist them in showing their abilities and talents, President Serdar Berdimuhamedov said, emphasizing that work in this area will be continued.
At the end of the year, a Youth Forum and exhibition will be held. As part of the events, we will sum up the successes of our young people, who during the year became winners of international sports competitions, school contests, competitions among students that were held in our country and abroad, as well as those who work in various sectors of the economy and make a ponderable contribution to the Homeland’s prosperity, the head of Turkmen state said.
Representatives of the younger generation, who have made a significant contribution to the development of their native land and increasing its prestige, will take part in the forum and multi-type exhibition. Foreign coaches, athletes, who became winners of international competitions held in our country, and young people who won victories in other areas, should also be invited to this celebration.
The upcoming forum and exhibition must reflect the successes and scientific discoveries of our youth, President Serdar Berdimuhamedov ordered, emphasizing that during the conference a worthy assessment will be given to the activities of youth during the year, and their awarding will open up the way for future successes.
In this regard, N. Amannepesov and other deputy chairpersons of the Cabinet of Ministers were instructed to prepare appropriate proposals after considering in the organizing committee the issue of awarding young people for their performance and successes achieved. An instruction was also given to carry out the necessary work to hold the forum and exhibition at a high organizational level.
A number of other issues of public life were also considered at the meeting, on which appropriate decisions were taken.
