Every day of the year “Happy Youth with Arkadag Serdar” is filled with important events. As a result of successfully implemented programs, which are based on the principles of the President of Turkmenistan, “The Motherland is a Motherland only with the people! The state is a state only with the people!”, the standard of living of the people of Turkmenistan is constantly rising. In accordance with the adopted programs, our country is confidently moving towards the set clear goals.

On January 16th, President Serdar Berdimuhamedov held a working meeting via the digital system, which reviewed the progress of seasonal agricultural work in the regions.

The head of state focused on the significant role of the agro-industrial complex in the national economy, and gave a number of instructions to prepare machinery and equipment for spring sowing, to provide cotton producers with high-quality seed material.

It was also noted the need to comply with the norms of agricultural technology when caring for wheat crops, harvesting sugar beets without loss, proper preparation for planting potatoes and other vegetable and melon crops.

Along with this, the President of the country ordered to control the proper functioning of heating systems in residential buildings, schools and kindergartens, uninterrupted supply of electricity, water and natural gas to the population.

The importance of successfully solving the tasks outlined in the framework of the Program for the socio-economic development of the country in 2022-2028 and the National Rural Program was emphasized.

On January 17th, a telephone conversation took place between President of Turkmenistan Serdar Berdimuhamedov and President of the Russian Federation Vladimir Putin.

The interlocutors reaffirmed the commitment of the two countries to the traditional relations of friendship, good neighborliness and mutually beneficial cooperation, paying special attention to the forthcoming visit to our country of the Chairman of the Government of the Russian Federation Mikhail Mishustin.

It was noted that high-level talks, the signing of a number of documents, a major business forum and numerous bilateral meetings are planned during this visit.

On January 19, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers on the digital system, at which draft documents were considered and a number of important issues of state life were discussed.

Among them are the activities of the working group under the Constitutional Commission on the development and generalization of proposals in connection with the introduction of amendments and additions to the Constitution of Turkmenistan, strengthening the industrial and export potential of the fuel and energy complex and the national economy as a whole, further development of the textile industry, holding an international tender for the selection of a consulting company to confirm the available iron ore reserves of the Çagyl deposit, the modernization of the electronic system of public services.

Information was provided on the preparations for holding the Days of Culture of the Islamic Republic of Iran in Turkmenistan in February this year, the organization of international scientific and practical online conferences in a number of universities in the country.

A separate topic of the meeting was the preparation for the official visit to Turkmenistan of the Prime Minister of the Russian Federation Mikhail Mishustin, and in general for the events scheduled during the stay of the Russian delegation in our country.

At the meeting, the head of state signed Resolutions on ensuring the successful implementation of state and national programs aimed at further socio-economic development of the Motherland, as well as regulating the activities of the country's transport and communication complex.

In addition, last week the President of Turkmenistan signed a Resolution approving the procedure for registering hazardous production facilities in the relevant state register, the procedure for developing action plans for localizing accidents at hazardous production facilities and eliminating their consequences, as well as the requirements for the content of these plans.

On January 19th, President Serdar Berdimuhamedov made a working trip to Mary velayat, where he visited the largest gas field “Galkynyş”, inquired about the work being done here, the introduction of innovative methods in the processing industry.

Focusing on the importance of strengthening the raw material base of the industry, discovering and industrial development of new deposits in various parts of the country, the head of state ordered to continue work in this direction. The need was emphasized to provide domestic consumers with natural gas in full and to increase the country's export potential.

From the helicopter, the President of Turkmenistan examined the channel of the Karakum River, which was covered with ice sheets these winter days, and instructed to take a responsible approach to strengthening its banks.

Prospects for the development of Turkmen-Tatarstan relations in various areas were discussed during the meeting of the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov on January 19 with the President of the Republic of Tatarstan of the Russian Federation Rustam Minnikhanov, who arrived in our country on a working visit.

The next significant step in establishing fruitful cooperation between Turkmenistan and the Russian Federation was the Turkmen-Russian business forum held on January 19-20.

A representative delegation of the Russian Federation headed by Prime Minister of Russia Mikhail Mishustin arrived in the Turkmen capital to participate in the business meeting.

Among the high-ranking guests are the President of the Republic of Tatarstan of the Russian Federation Rustam Minnikhanov, who is in our country on a working visit, and the heads of a number of other constituent entities of the Russian Federation. The delegation includes heads and leading specialists of government agencies, sectoral ministries, government agencies and non-profit organizations, higher educational institutions, large companies and enterprises specializing in various areas of economic activity.

The Turkmen side was represented by some vice-premiers, heads of ministries and sectoral departments, state concerns, associations, committees, banks, the Union of Industrialists and Entrepreneurs, a number of universities of the country, etc.

During the past meetings at the round table and the plenary session, an interested exchange of views took place on new opportunities for cooperation in the field of industrial cooperation and construction production, innovation and information technologies, as well as on trends and ways of bilateral cooperation in the transport and logistics sector. The subject of a detailed discussion was the issues of Turkmen-Russian cooperation through educational institutions.

Within the framework of the Turkmen-Russian business forum, a number of events were held aimed at expanding contacts between the business circles of the two countries.

Meetings held at the Yyldyz Hotel in various formats, as well as a joint meeting of the Turkmen-Russian and Russian-Turkmen Business Councils, were devoted to discussing issues of bilateral cooperation and concretizing partnership plans.

An exchange of views and proposals took place on new opportunities for interaction in the field of industrial cooperation, construction production, innovative and information technologies, transport and logistics, agriculture, food exports, etc.

They also discussed measures to diversify the established fruitful partnership in such important areas as industry, including electronics, as well as medicine, transport and communications, and entrepreneurship. The need to create favorable conditions for entrepreneurial activity, development of all types of business, trade, economic, scientific and technical ties between the business circles of the two countries was emphasized.

As a result of the meeting of business councils in various formats, including the digital system, more than 20 documents were signed. Among them are contracts for export-import operations, cooperation in the service sector, as well as agreements and memorandums of understanding aimed at achieving concrete results and designed to contribute to the optimal implementation of the existing impressive potential of bilateral partnership.

On January 20, President Serdar Berdimuhamedov held talks with Prime Minister of the Russian Federation Mikhail Mishustin, who arrived in Turkmenistan on an official visit at the head of the Russian delegation.

Reaffirming their commitment to the further development of the strategic Turkmen-Russian partnership across its entire spectrum, the parties paid priority attention to the issues of building up trade and economic cooperation, the volume of mutual trade, expanding cooperation in engineering, energy, oil and gas, construction, agriculture, and digital technologies as well as in the humanitarian field.

During the official visit of the Chairman of the Government of the Russian Federation to Turkmenistan, a number of bilateral documents were signed. Among them: Agreement between the State Migration Service of Turkmenistan and the Ministry of Internal Affairs of the Russian Federation on cooperation in the field of migration; Memorandum between the State Customs Service of Turkmenistan and the Federal Customs Service (Russian Federation) on cooperation in the field of personnel training; Protocol on interaction between the State Customs Service of Turkmenistan and the Federal Customs Service (Russian Federation) in the field of combating customs offenses for 2023-2025; Memorandum of Understanding between the Ministry of Finance and Economy of Turkmenistan and the Federal Agency for Fisheries (Russian Federation); Protocol between the State Plant Quarantine Service of the Ministry of Agriculture and Environmental Protection of Turkmenistan and the Federal Service for Veterinary and Phytosanitary Surveillance (Russian Federation) on the transition to the integration of information systems in the field of plant quarantine; Action Plan ("Roadmap") on Turkmen-Russian cooperation in the field of water use and ecology; Agreement on cooperation between the Open Joint Stock Company "Transport and Logistics Center of Turkmenistan" and Joint Stock Company "Special Economic Zone" Lotos "(Russian Federation); Memorandum of intent between the Open Joint Stock Company "Transport and Logistics Center of Turkmenistan" and the Joint Stock Company "Special Economic Zone "Lotos" (Russian Federation) on the implementation of an investment project to create a logistics center of Turkmenistan in the port special economic zone of the Astrakhan region; Memorandum of Understanding in the field of youth policy between the Ministry of Education of Turkmenistan and the Federal Agency for Youth Affairs (Russian Federation).

A solid package of bilateral documents was also supplemented by the Cooperation Agreement between the Magtymguly Turkmen State University and the Lomonosov Moscow State University (Russian Federation).

On the same day, President Serdar Berdimuhamedov met with President of the Republic of Tatarstan of the Russian Federation Rustam Minnikhanov, who arrived in our country on a working visit.

During the conversation, an exchange of views took place on the current state and priorities of the Turkmen-Tatarstan cooperation, in particular, in the fuel and energy complex, transport, textile industry, agriculture, machine and shipbuilding.

Expressing satisfaction with the high dynamics of the development of trade and economic ties, the head of state and his guest also noted the need for a steady increase in contacts in the cultural and humanitarian field, in the field of science, education and sports.

Priority directions for the development of Turkmen-Russian interstate relations were discussed during the meeting of the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov with the Chairman of the Government of the Russian Federation Mikhail Mishustin.

Hero-Arkadag noted the fruitful nature of bilateral cooperation in the field of healthcare. Solidarity and mutual support between our countries was especially pronounced during the period of joint struggle against the coronavirus pandemic.

In addition, an exchange of views took place on issues of expanding cooperation in the trade and economic sector, energy, industry, digitalization, transport, and the cultural and humanitarian field.

As noted, along with the political, diplomatic, trade, economic, cultural and humanitarian spheres, Turkmen-Russian relations are complemented by active inter-parliamentary contacts, which also contribute to the strengthening and expansion of bilateral partnership.

On January 20, a telephone conversation was held between the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov and the State Counselor of the Republic of Tatarstan of the Russian Federation Mintimer Shaimiev.

Arkadag congratulated the State Councilor of the Republic of Tatarstan on his birthday, wishing him good health, long life, inexhaustible energy and family well-being.

As emphasized, the fruitful contacts that currently exist between Turkmenistan and Tatarstan are a vivid example of long-term constructive cooperation in trade, economic, investment, cultural and humanitarian spheres.

At present, the Turkmen-Tatarstan interaction is becoming more dynamic and progressive, which is facilitated by regular bilateral meetings and mutual visits.

On January 20, in the city of Arkadag, with the blessing of the Hero-Arkadag, on a blessed Friday, the foundation was laid for the Main Mosque of the Akhal velayat.

The ceremony was attended by honorary elders, members of the Milli Gengesh, heads of ministries and sectoral departments, khyakims of velayats, President of the Republic of Tatarstan of the Russian Federation Rustam Minnikhanov, who is in Ashgabat on a working visit, and heads of diplomatic missions of Islamic states accredited in Turkmenistan, as well as creative figures, masters of arts, media representatives of our country.

The total area of the Main Mosque of Akhal velayat will be 34.5 hectares, which will allow over 15,000 believers to pray at the same time. The garden hall is designed for 1500 people.

The construction of the spiritual temple will be carried out by the economic society “Altyn” - a member of the Union of Industrialists and Entrepreneurs of Turkmenistan, which became the winner in a recent international tender.

Charitable funds from citizens from the corresponding Fund will go to the construction of the mosque. For those who want to contribute their savings to this noble cause, special bank accounts have been opened.

Last week, a regular meeting of the Central Commission for holding elections and referendums in Turkmenistan was held, dedicated to the issues of preparation for the upcoming elections of deputies of the Mejlis of the seventh convocation, members of the velayat, etrap and city halk maslahaty of the fifth convocation, members of the Gengeshes of the ninth convocation.

On January 21, a joint meeting of the Milli Gengesh of Turkmenistan and representatives of the country's public was held in the capital's "Maslahat köşgi" under the chairmanship of the Chairman of the Halk Maslakhaty Gurbanguly Berdimuhamedov.

During the forum, significant issues of state and socio-political life were considered, including those related to the creation of the Halk Maslakhaty of Turkmenistan, the reorganization of the bicameral Milli Gengesh of Turkmenistan into the Mejlis of Turkmenistan, consisting of one chamber.

Speakers at the meeting expressed their full support for the historically important initiatives of the Hero-Arkadag put forward at the joint meeting of the chambers of the Milli Gengesh of Turkmenistan on January 11 this year on the modernization of the Basic Law of the country, the establishment of the Halk Maslakhaty of Turkmenistan.

As noted, the participation of representatives of various strata of society, the older generation, especially young people, in the work of this body, which will be given broad powers, is designed to play a big role in decision-making on the most important issues of state and public life.

A proposal was also put forward to elect Arkadag Gurbanguly Berdimuhamedov as the head of the Khalk Maslakhaty being created, given his great merits and large-scale state activities, entirely dedicated to ensuring a happy and prosperous life for the people, the prosperity of his native Fatherland and increasing its international authority.

Wishes and proposals to legally recognize the Hero-Arkadag as the National Leader of the Turkmen people received universal support.

At the joint meeting of the chambers of the Milli Gengesh, which took place during the break, the draft Constitutional Laws of Turkmenistan “On Amendments and Additions to the Constitution of Turkmenistan” and “On the Halk Maslakhaty of Turkmenistan”, as well as the Constitutional Law “On the National Leader of the Turkmen People” developed taking into account the wishes of the people, were discussed . They were unanimously adopted, approved and submitted for consideration by the President of Turkmenistan. Having approved these Laws, the head of state signed them.

Sincerely thanking for the recognition of the National Leader of the Turkmen people and his appointment as the Chairman of the Halk Maslakhaty of Turkmenistan, Hero-Arkadag emphasized that this is a great trust of his compatriots, which even more obliges him to further selfless work in the name of the prosperity of the Fatherland, the prosperous and happy life of his native people.

- I rely on the strength of my people, - said Arkadag Gurbanguly Berdimuhamedov, expressing his conviction that each of the Turkmen citizens will make a worthy contribution to the achievement of an independent neutral Motherland.

On the occasion of the successful holding of the joint meeting of the Milli Gengesh of Turkmenistan, representatives of the public of the country, a solemn concert was held in Ashgabat with the participation of masters of culture and arts. The honorary spectator of the concert was the President of Turkmenistan Serdar Berdimuhamedov.

“We are moving forward with Arkadagly Serdar!” - the leitmotif of the concert, which became an ode to the Revival of the new era of powerful state, the happy and prosperous life of the people. 

The powerful final chord of the celebration, which reflected the richest potential of national art, was the song “Dowam bolsun!”, which became the anthem of the new era, a heartfelt call for new victories and achievements in the name of the well-being of the people and the prosperity of our Motherland, where dreams come true and great deeds are carried out.

Summarizing the review, we note that in the Epoch of the Revival of the new era of powerful state, the scale of transformations is expanding, where a special place is given to the comprehensive democratization of state and public life, and further improvement of the political system.

The past week was full of important events that once again confirmed the effectiveness of the constructive initiatives and ongoing programs of President Serdar Berdimuhamedov for the comprehensive development of the Motherland, creating a solid foundation for further improving the social and living conditions of the people of Turkmenistan. The purpose of this huge work is the well-being of present and future generations.
