The next issue of “Democracy and Law” quarterly journal, prepared for publication by the Institute of State, Law and Democracy of Turkmenistan, has been published. The materials of the issue are dedicated to a significant date – the 27th anniversary of the neutrality of the Homeland.

A speech by President Serdar Berdimuhamedov at an expanded meeting of the Cabinet of Ministers held on December 9 – on the eve of the celebration of the International Day of Neutrality opens a series of publications.

In his speech, the head of state emphasized that in international relations our country is guided by the basic principles laid down in the basis of the national strategy based on the policy of neutrality and “open doors”. They consist in protecting the long-term interests of the Homeland, its closer integration into the world community, in helping to solve important global issues, maintaining stability and security.

As the President of Turkmenistan noted, our country is making major international initiatives that promote ensuring peace, security and sustainable development at the national, regional and global levels, and is making great efforts to implement them in practice.

On December 6, 2022, at the 45th plenary session of the 77th session of the United Nations General Assembly, the Resolution “2023 – the International Year of Dialogue as a Guarantee of Peace” initiated by Turkmenistan was unanimously adopted. Also, at the session, our country took the initiative to proclaim 2025 the “Year of Peace and Trust”.

In his speech, President Serdar Berdimuhamedov also highlighted that the development and expansion of cooperation with international organizations are identified as priority issues of Turkmenistan’s foreign policy.

In this context, it was noted that the Turkmen state provides constant assistance in the implementation of decisions and agreements adopted by organizations a member of which it is, as well as in the implementation of appropriate steps to implement long-term programs and plans adopted jointly with international structures at the national level.

In its relations with the Community of Nations, our country always highlights such strategically important areas as the use of political and diplomatic instruments, the expansion of the role of preventive diplomacy, energy security, the development of international transport corridors, ecology and environmental protection, as well as the humanitarian sphere.

For many years, Turkmenistan has been elected as a member of the specialized institutions and structures of reputable organizations, having accumulated significant positive experience in this area. In order to use it in national and international interests, relevant activities should be continued, President Serdar Berdimuhamedov emphasized in his speech.

As the head of Turkmenistan noted, our country and the Government will continue to make every effort to implement a constructive and balanced foreign policy at a high level, increase the authority of the Homeland on the world stage and build mutually beneficial and equal partnership relations with various states and international organizations.

A separate place in the journal is given to the Resolutions of the United Nations adopted on the initiative of Turkmenistan.

Among them are Resolutions “Permanent neutrality of Turkmenistan”, “Reliable and stable transit of energy carriers and its role in ensuring sustainable development and international cooperation”, “The role of transit corridors in ensuring international cooperation for sustainable development”, “On the way to ensuring comprehensive interaction between all modes of transport in order to promote the creation of sustainable multimodal transit corridors”, “International Neutrality Day”, “The role of the United Nations Regional Center for Preventive Diplomacy for Central Asia”, “World Bicycle Day”, “On cooperation between the United Nations and the International Fund for Saving the Aral Sea”, and etc.

The article by the Permanent Coordinator of the United Nations in our country Dmitry Shlapachenko “Thirty years of strategic cooperation in sustainable development and human rights between the Government of Turkmenistan and the United Nations” will also attract the attention of readers.

“It is gratifying to note that Turkmenistan and the UN are committed to a sustainable, long-term partnership in achieving Sustainable Development Goals, promoting and protecting human rights, and implementing the state’s international obligations in the field of human rights,” the author writes.

Special emphasis in the material is placed on the results achieved within the framework of the Joint Program “Improvement of the social protection system through the introduction of social services at the local level”, launched in 2020.

The UN Permanent Coordinator in Turkmenistan also emphasizes the importance of continuing bilateral productive cooperation and dialogue with our country in order to achieve the Agenda for the period up to 2030.

The provisions of the new version of the Law “On State Youth Policy” became the subject of the publication “Neutrality of Turkmenistan: youth policy and development of the education system”.

The main goal of the youth policy conducted under the leadership of President Serdar Berdimuhamedov is to create favorable conditions for the successful moral and physical formation of youth, personal development, realization of intellectual, creative and spiritual potential of young people in the interests of society and the state.

It is an indisputable fact that the socio-economic and scientific-technical development of the Homeland is closely interrelated with the modernization of science and education systems, the active introduction of digital technologies. Based on this, comprehensive measures for the consistent development of these areas are being implemented at the state level.

The article “Improvement of legislation in the field of culture” is devoted to Turkmenistan’s cooperation with the UN Specialized Agency for Education, Science and Culture (UNESCO), one of the aspects of which is to assess the significance of objects proposed for inclusion in the World Cultural Heritage List, as well as in the Representative List of the Intangible Cultural Heritage of Mankind.

The publication highlights the importance of the state programs adopted and the modernization of the relevant legislation for the formation of a harmonious legal framework in this area, in particular, the protection of historical and cultural heritage.

Materials on legal topics will also attract readers’ attention: “Protection of human rights in criminal proceedings” and “Customs legislation of Turkmenistan and protection of human rights”, which deal with the normative legal acts prevailing in our country in these areas, based on the principles of legality, priority, justice and openness.

It should be noted that as part of the implementation of the state policy of Turkmenistan, the norms of international law are successfully implemented into national legislation. This contributes to ensuring the legal framework for the socio-economic development of the country, as well as in the field of strict compliance with international obligations and human rights standards.

On the pages of the magazine, it is published an announcement about holding a contest of scientific and practical articles “Creative work and human rights” in 2023, and its results for the past year are summed up.

The purpose of the annual competition is to bring to the general public the trends in the development of national legislation and the importance of the legal status of permanent neutrality of Turkmenistan, as well as the triumph of freedoms and rights of citizens reflected in the laws being in force in the country.

The publication, published in Turkmen, English and Russian, is concluded with the traditional column “Chronicle”, which offers a reader an overview of meetings, conferences, seminars and other events held in Ashgabat with the participation of representatives of reputable international organizations.
