Turkmenistan - the initiator of peacekeeping ideas in achieving the Sustainable Development Goals

Strategic partnership for the sake of global peace, progress and prosperity - this fundamental principle of the policy of positive neutrality pursued by the President of Turkmenistan Serdar Berdimuhamedov is more relevant than ever for world politics today. Our Fatherland is making a significant contribution to the creation of new formats of relations that are in line with the spirit of the times and global development trends in the 21st century.

This was clearly demonstrated by the past week, marked by the upcoming celebration of the International Day of Neutrality and the 27th anniversary of our country's neutral status. In business meetings, major forums and other important events, the achievements and successes of modern Turkmenistan, a dynamically developing, politically stable state with a steadily growing level of well-being of the people, were visibly reflected.

On December 5th, President Serdar Berdimuhamedov held a working meeting on the digital system, at which issues related to the course of agricultural campaigns in the regions were considered countries.

The head of state focused on the tasks facing agriculture and noted the need to carry out seasonal work in accordance with agricultural standards and with high quality.

In addition, President Serdar Berdimuhamedov ordered to keep under strict control the pace of construction of social and industrial facilities, the commissioning of which is scheduled for this year.

A number of instructions were given regarding the organization of events in honor of the International Day of Neutrality and the provision of an abundance of food products on the holidays in the markets and in the shops of the regions.

On the same day, President Serdar Berdimuhamedov received Turkmen-American Business Council Executive Director Eric Stewart, Nicklaus Companies CEO John Reese, UGT Renewables Founder and Chairman Goran Raisic, and Climate Compass CEO Kevin James.

The head of state and his guests, who arrived in our country to participate in the next Turkmen-American business forum, exchanged views on the main areas of cooperation, focusing on such vectors as trade, investment, and the intensification of business contacts. Green energy was designated as one of the topical areas of cooperation.

The American businessmen confirmed the desire of the US business circles to strengthen their positions in the promising Turkmen market and to participate in new joint projects.

The discussion of the development of partnership in the economic sphere continued during the Turkmen-American business forum held at the Chamber of Commerce and Industry on the same day, to which leaders and leading specialists of government and business structures of the two friendly countries were invited.

Trade and investment activities in the fields of industry, agriculture, as well as the supply of equipment for the national agro-industry and water management were named priority areas of interaction. In addition, good prospects for cooperation in the fuel and energy sector, in the field of transport, communications, construction, innovative technologies, healthcare, ecology, etc., were noted.

Within the framework of the forum, meetings were held between representatives of ministries, departments and private companies of our country with business circles in America. A Memorandum of Understanding was signed between the Union of Industrialists and Entrepreneurs of Turkmenistan and the American company Niklaus Companies on the creation of a golf club.

Approaches to further building business cooperation with large American companies that are members of the Business Council, successfully operating in the Turkmen market in strategically important sectors, were specified during the meeting of the Chairman of the Halk Maslakhaty Milli Gengesh Gurbanguly Berdimuhamedov, with the Executive Director of the Turkmen-American Business Council, Eric Stewart.

On December 7th, President Serdar Berdimuhamedov received the Chairwoman of the Milli Majlis of the Republic of Azerbaijan, Sahiba Gafarova, who arrived in our country at the head of a parliamentary delegation.

During the meeting, the importance of inter-parliamentary contacts in the framework of multifaceted cooperation was emphasized. In this context, the conviction was expressed that the intensification of relations between the legislative bodies of Turkmenistan and the Republic of Azerbaijan, meetings and consultations of the Parliaments of both countries will make a significant contribution to the further expansion of traditional interaction.

The role of the inter-parliamentary dialogue in strengthening the multifaceted strategic partnership between the two states was also the topic of the meeting between Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov and Chairwoman of the Milli Majlis of the Republic of Azerbaijan Sahiba Gafarova.

As a result of the meeting, a Memorandum of Understanding on cooperation between the Halk Maslakhaty Milli Gengesh of Turkmenistan and the Milli Majlis of the Republic of Azerbaijan was signed.

On behalf of President Serdar Berdimuhamedov, Chairman of the Halk Maslakhaty Milli Gengesh solemnly presented the Head of the Azerbaijani Parliament with the Order of Turkmenistan “Hyzmatdaşlygy ösdürmäge goşandy üçin”, which she was awarded for her great personal contribution to the comprehensive development of bilateral relations.

The state and prospects of inter-parliamentary cooperation, the possibility of intensifying the exchange of experience in the field of lawmaking were also discussed during a meeting held in the Mejlis of the Milli Gengesh of Turkmenistan with the Azerbaijani parliamentary delegation headed by the Chairwoman of the Milli Majlis of the Republic of Azerbaijan Sahiba Gafarova.

On December 8th, the President of Turkmenistan, Supreme Commander of the Armed Forces of the country Serdar Berdimuhamedov held a regular meeting of the State Security Council. The agenda included the results of the work of the military and law enforcement agencies for eleven months of the current year. The issues of ensuring security and tranquility in our independent state, strengthening the material and technical base of law enforcement agencies and further improving their activities were also considered.

Separate topics of the reports were the introduction of advanced technologies in subordinate structures, strengthening of human resources, identification of specific measures aimed at eliminating the causes and conditions conducive to corruption and eliminating its consequences, crime prevention, compliance with fire safety rules and prevention of accidents on the highways of the capital and regions, progress in the implementation of the Development Program of the country's Border Troops for 2022-2028, improving the legal literacy of the population.

At the meeting, the head of state also signed the Decree “On the appointment and dismissal of judges of the courts of Turkmenistan and the assignment of class ranks to them.”

On December 9th, President Serdar Berdimuhamedov held an expanded meeting of the Cabinet of Ministers with the participation of the heads of diplomatic missions and consular offices of Turkmenistan in foreign countries and representatives of Turkmenistan to international organizations, at which priority issues of the foreign policy of the Motherland were considered.

Opening the meeting, the head of state congratulated everyone on the upcoming holiday - the International Day of Neutrality.

Stressing that on December 6, at the 45th plenary meeting of the 77th session of the UN General Assembly, the Resolution “2023 - International Year of Dialogue as a Guarantee of Peace” initiated by Turkmenistan received full support, the President of the country warmly congratulated the audience and the entire Turkmen people on this significant the success of our country.

In his speech, President Serdar Berdimuhamedov also noted that in international relations Turkmenistan is guided by the basic principles laid down in the basis of the national strategy based on the policy of neutrality and “open doors”. These principles are to protect the long-term interests of the country, ensure its closer integration into the world community, help resolve important global issues, maintain stability and security.

In its foreign policy activities, Turkmenistan prioritizes the strengthening and expansion of cooperation with international structures, provides constant assistance in the implementation of decisions and agreements adopted by organizations of which it is a member. Our country is also taking appropriate steps to implement long-term programs and plans adopted jointly with them at the national level.

As for bilateral relations, guided by national interests and a neutral foreign policy course, our Fatherland carries out mutually beneficial and equal political, economic and cultural cooperation with all states.

Focusing the attention of the meeting participants on the development of parliamentary diplomacy, President Serdar Berdimuhamedov stressed the need to intensify relations through legislative bodies with various countries of the world.

As the head of state emphasized, Turkmenistan is always open for cooperation with all interested partners both in bilateral and multilateral formats within the framework of leading international organizations on the basis of mutual respect and trust.

At the meeting, a ceremony was held to present President Serdar Berdimuhamedov with the insignia "Türkmenistanyň ussat diplomacy", which, in accordance with the Resolution of the Mejlis Milli Gengesh of Turkmenistan, was awarded to the head of state for his great personal contribution to strengthening the independence and neutrality of the Motherland, increasing its authority on the world stage, and implementing a peaceful foreign policy , in the successful implementation of global programs, the development of effective relations with foreign countries and major international organizations, given the special merits in improving the activities of the domestic diplomatic service, as well as in honor of the International Day of Neutrality.

The head of the Ministry of Foreign Affairs of the country was awarded the same distinction by the Decree of the President of Turkmenistan for success in strengthening the state independence and neutrality of Turkmenistan, the implementation of its foreign policy, as well as many years of conscientious work.

At the meeting, President Serdar Berdimuhamedov signed Decrees “On Pardon on the occasion of the International Day of Neutrality of Convicted Persons”, releasing the pardoned citizens of our country from further serving the main sentence of imprisonment, and “On the opening of the Embassy of Turkmenistan in the State of Qatar (Doha city)”.

In addition, the head of state signed a number of Resolutions: “On financial issues of the diplomatic service of Turkmenistan”; “On the construction of a 12-apartment residential building for employees of the Embassy of Turkmenistan in Uzbekistan (Tashkent city)”; “On the construction of a complex of buildings of a secondary school named after Magtymguly for 540 places in the Republic of Tajikistan”; “On improving the activities of the State Committee of Turkmenistan on Television, Radio Broadcasting and Cinematography”, providing for the opening of the International Information Center; “On approval of the Plan of measures planned for implementation to improve the activities of the Humanitarian Association of Turkmens of the World and the development of relations with compatriots living in foreign countries.”

A Resolution was also signed, in accordance with which a working commission was created to develop the Concept for the formation of the National Digital Network and the implementation of the project to create the National Digital Network, and its composition was approved.

On December 9th, President Serdar Berdimuhamedov received a delegation from the United Arab Emirates led by Minister of Industry and Advanced Technologies Sultan Al Jaber.

The parties paid great attention to the agreements reached during the recent official visit of the President of Turkmenistan to the UAE.

The fuel and energy sector, the chemical industry, the transport and communications sector, and the financial and banking system were identified as significant vectors for effective cooperation. The expediency of expanding the legal framework, including in the field of investment, was also noted.

On the same day, members of the UAE delegation headed by the Minister of Industry and Advanced Technologies Sultan Al Jaber held meetings with the Deputy Chairmen of the Cabinet of Ministers of Turkmenistan in charge of the oil and gas sector, construction, electricity, road construction, the chemical industry and the financial and economic complex.

The guests confirmed the high interest of the UAE business circles in participating in infrastructure projects being implemented in our country.

On December 10th, President Serdar Berdimuhamedov received the Secretary General of the Organization of Turkic States Kubanychbek Omuraliev.

During the meeting, an exchange of views took place on the strategic areas of cooperation, in particular, in the energy, transport and communications sector and trade. In addition, the importance of expanding the range of programs and projects in the field of education, science and culture was emphasized, which will serve to successfully promote mutually beneficial interstate partnership, filling it with new concrete content.

Prospects for cooperation based on the principles of mutual interest and benefit were considered at meetings held on December 11th by President Serdar Berdimuhamedov with the head of the Vozrozhdeniye Group of design and construction companies (Russian Federation) Igor Bukato, as well as with the head of the Turkish company Polimeks Inşaat Taahhüt we Sanaýi Tijaret A.Ş. Erol Tabanju.

Last week, a joint meeting of the Halk Maslakhaty and the Mejlis Milli Gengesh of Turkmenistan was held in Ashgabat. The main issue on the agenda was the draft Law “On the State Budget of Turkmenistan for 2023”.

All proposals and recommendations of the Chairman of the Halk Maslakhaty Milli Gengesh Gurbanguly Berdimuhamedov, expressed regarding the draft Law “On the State Budget of Turkmenistan for 2023” at the meeting of the Halk Maslakhaty Milli Gengesh on November 23rd this year, were taken into account and included in the relevant bill.

The meeting also discussed the draft Laws “On Amendments to the Tax Code of Turkmenistan” and “On Amendments and Modifications to the Land Code of Turkmenistan”.

The draft legislative acts submitted for consideration by the joint session of the Halk Maslakhaty and the Mejlis Milli Gengesh were unanimously adopted and approved by the relevant resolutions.

Last week, Ambassadors Extraordinary and Plenipotentiary of a number of foreign states were accredited in Turkmenistan - the Republic of Sierra Leone, the Kingdom of Norway, the Republic of Finland, the Republic of Estonia, the Republic of Indonesia, the Republic of Ghana, the Democratic Socialist Republic of Sri Lanka, Hungary, the Republic of Latvia and the Hellenic Republic, as well as the Apostolic Nuncio.

As part of the trip on behalf of President Serdar Berdimuhamedov of the Turkmen delegation to the Russian Federation, the heads of the foreign ministries of the two countries signed the Program of Cooperation between the Ministries of Foreign Affairs of Turkmenistan and the Russian Federation for 2023-2024.

A significant place in the negotiations was occupied by issues of trade and economic cooperation, expansion of cultural and humanitarian dialogue.

Prospects for the further development of inter-parliamentary relations between Turkmenistan and the French Republic were discussed at the meetings of the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov, as well as the Chairwoman of the Mejlis Milli Gengesh with the Chairman of the inter-parliamentary friendship group "France-Central Asia" of the Senate of the French Republic Herve Morey.

The prospects for Turkmen-Russian cooperation, built on the foundation of the centuries-old historical, spiritual and cultural community of the two fraternal peoples, were discussed during the meeting of the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov with the Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation Konstantin Kosachev.

Hero-Arkadag confirmed the readiness of Turkmenistan to further promote the development of humanitarian, social, cultural ties, the establishment of women's and youth channels of communication between our countries.

On December 10, Chairman of the Halk Maslakhaty Milli Gengesh, Honorary Elder of Turkmenistan Gurbanguly Berdimuhamedov made a working trip to Ahal Velayat, during which he got acquainted with the state of affairs at the facilities of the new modern administrative center, and also held a working meeting with the participation of relevant leaders.

On the eve of the International Day of Neutrality and the 27th anniversary of Turkmenistan's permanent neutral status in Ashgabat, the annual final meeting of the Dialogue of Women of the Central Asian States, the international conference “Dialogue is a Guarantee of Peace”, the annual meeting of the Deputy Foreign Ministers of the countries of the Central Asian Asia, Fifth Central Asian Expert Forum “Actual aspects of regional cooperation on climate change, water use, food security and information and communication technologies in the Central Asian region”. Their productive work has become clear evidence of the growing authority of Turkmenistan as one of the recognized centers for promoting peace.

According to the established good tradition, a parade of construction premieres was timed to coincide with the significant date of the national calendar. Thus, celebrations on the occasion of the commissioning of six four-story 48-apartment buildings were held in the Magtymguly daikhan association of Ak Bugday etrap, Akhal velayat.

The commissioning ceremony of new residential buildings was also held in the Lebap velayat, where a large residential complex of 40 four-story residential buildings was erected along the road leading to the International Airport of the city of Turkmenabat. Another residential building was commissioned in the city of Seydi.

Thus, the events of the past week serve as clear evidence of the success of the course of broad international cooperation being pursued under the leadership of President Serdar Berdimuhamedov based on the principles of peacefulness and friendship. Turkmenistan, now widely known as a peacemaker, builds harmonious relations with neighboring countries, takes initiatives that contribute to strengthening peace and security, and also confidently moves to new heights of progress for the sake of the prosperous life of its citizens.
