The events of the past week clearly show the course pursued by President Serdar Berdimuhamedov, which is aimed at developing a constructive dialogue with the international community, expanding trade and economic partnership, strengthening good neighborly ties for the sake of global peace and prosperity, the triumph of high ideas of the era of might and happiness of our Motherland, and the steady growth of the quality of life of the population.
The state of affairs in the agro-industrial complex, as well as the comprehensive measures being taken to organize seasonal agricultural work in the regions, were discussed at a working meeting held by the head of state via a digital system on September 5th.
Focusing on the proper sowing of wheat in agrotechnical terms, the President of the country ordered to increase the pace of relevant work. An important requirement of the day is also to provide farmers with high-quality seeds and mineral fertilizers, necessary agricultural equipment.
Paramount importance should be given to the issues of holding the cotton harvest on schedule and in accordance with established standards, proper preparation of collection points and agricultural machinery involved in the campaign.
At the same time, it was noted that the planting of winter potatoes, rice, sugar beet and other vegetables must be carried out in accordance with the norms of agricultural technology, and the harvesting of the grown crop should be organized quickly and without losses.
Particular emphasis was placed on the organization of high-level ceremonial events on the occasion of significant dates widely celebrated in September.
On September 5th, President Serdar Berdimuhamedov received the Secretary General of the Organization of Turkic States Baghdad Amreyev.
An exchange of views took place on the prospects for cooperation in various fields and the implementation of joint projects in such strategic areas as energy, the transport and communications sector and infrastructure, as well as in the humanitarian field.
Good opportunities for interaction are opening up taking into account the Turkic Investment Fund being created in the structure of the Organization.
During the meeting, Baghdad Amreyev noted the positive impact of the participation in the Summit of the Organization of the Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan, a member of the Council of Elders of the Organization of Turkic States Gurbanguly Berdimuhamedov on the activities of the Organization of Turkic States, and the constructive initiatives put forward by him last year.
It was also emphasized that the adoption at the aforementioned Summit of the decision on entry of Turkmenistan into this Organization as an observer became a historic event.
On September 7th, President Serdar Berdimuhamedov received Li Hui, Special Representative of the Government of the People's Republic of China for Eurasian Affairs.
The interlocutors emphasized the progressive nature of the development of modern interstate relations and the solid experience of joint work accumulated over 30 years of effective partnership. The head of state and his guest noted high productivity of interaction in the political sphere, which is initially built on a solid platform of political will of the top leadership of our countries and is successfully carried out both in bilateral and multilateral formats, including within the framework of the Central Asia + China dialogue.
Speaking about the prospects for expanding trade and economic ties, President Serdar Berdimuhamedov noted that at present the People's Republic of China is a major trade and economic partner of Turkmenistan. A great deal of work in the implementation of the plans was entrusted to the Turkmen-Chinese Committee for Cooperation.
The priority areas included the fuel and energy complex, transport and communications, chemical and textile industries, high technologies and investments, as well as many other areas where the application of common efforts is seen as the most effective.
The results of the work of military and law enforcement agencies for eight months of this year, as well as urgent tasks for the near future related to ensuring security and tranquility in our independent state, strengthening the material and technical base of law enforcement agencies, improving their activities, were put on the agenda of the visiting meeting of the State Security Council, which the President of Turkmenistan, Supreme Commander of the Armed Forces of the country Serdar Berdimuhamedov held on September 8th in Ak Bugday etrap.
The heads of law enforcement agencies reported on strengthening the country's defense capability, strengthening human resources, introducing best practices, modern working methods and digital technologies, creating proper conditions for the service and life of military personnel.
Reports were also given about crime prevention, ensuring fire safety in all corners of the country, ongoing work within the framework of the month “Road Safety - Calmness of Our Life”, preparations for a military parade on the occasion of a significant date - the 31st anniversary of the independence of the Fatherland.
Summing up the results of the meeting, President Serdar Berdimuhamedov noted that Turkmenistan steadily maintains relations of friendship and good neighborliness with the countries and peoples of the world.
Based on peace-loving principles, the Military Doctrine of the Turkmen state is purely defensive in nature, in accordance with which the structure of military and law enforcement agencies will continue to be systematically improved, and the defense capability of the Motherland will be strengthened.
Particular emphasis was placed on the continuation of work to improve the social and living conditions of the service of military personnel and their families, and the creation of broad opportunities for the effective work of officers.
At the meeting, the President of Turkmenistan, the Supreme Commander of the Armed Forces of the country signed the Resolution on the appointment and dismissal of prosecutors.
On the same day, the head of state visited a new equestrian complex, which is being built in one of the picturesque corners of the Kopetdag foothills.
Barracks, an open arena, stables for horses and foals, a veterinary service building, barns and sheds for storing fodder, training and walking grounds for horses, a race track, a quarantine facility, water pools, an object for special equipment, a checkpoint and other facilities are being built here.
Having familiarized himself with the presented projects, the Supreme Commander-in-Chief of the Armed Forces of the country noted that modern engineering and technical solutions and the traditions of national architecture should find an organic combination in their implementation.
At the same time, all opportunities should be created for the proper maintenance of the famous Akhal-Teke horses, the increase in their livestock and the development of the art of breeding. Equipment of specialized facilities with advanced technologies, work on the improvement of the adjacent territory must be carried out taking into account environmental factors.
On September 9th, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system, during which the results of work for eight months of the year were summed up, and the current tasks of the country's socio-economic development were discussed.
As reported, macroeconomic indicators for the period under review indicate a steady rate of GDP growth. The volume of manufactured products increased by 11.4 percent compared to the same period last year. Positive indicators have been achieved in all sectors of the economy.
The volume of retail trade turnover in January-August increased by 10.5 percent compared to the corresponding period in 2021. The volume of foreign trade turnover increased by 38.6 percent compared to the same period last year.
Execution of the revenue part of the State budget for eight months amounted to 106.3 percent, expenditure - 97.5 percent. 80.9 percent of the State budget funds were directed to finance the social sphere.
In large and medium-sized enterprises, the average monthly salary increased by 10.4 percent compared to the same indicator of the previous year. Wages, pensions, state benefits and student scholarships have been financed in a timely manner.
Compared to the same period in 2021, the volume of investments disbursed from all sources of financing increased by 7.5 percent.
As part of the implementation of the National Rural Program, the country is building social facilities, residential buildings, engineering and technical systems.
President Serdar Berdimuhamedov, while identifying a number of priorities for various sectors of the economy, stressed that urgent measures should be taken to maintain stable GDP growth rates. It is necessary to develop the State Budget and the Investment Program for 2023 within the scheduled time frame, as well as conduct an appropriate analysis in order to increase production capacity and profits in the oil and gas, chemical, textile and construction industries.
The head of state focused on the importance of increasing the efficiency of investments by creating new industries, as well as speeding up program work aimed at increasing the output of import-substituting and export-oriented products.
It is necessary to increase the volume of sales of cotton yarn and fabrics through exchange trading and, at the same time, expand the production of finished garments. Having introduced a digital system into the work of the State Commodity and Raw Materials Exchange, it is necessary to establish an electronic document flow in order to verify and approve drafts of registered contracts.
Along with this, the President of Turkmenistan ordered to organize electronic auctions of carpets and rugs, as well as to continue the digitalization of the process of placing orders, manufacturing and selling these products. The Chamber of Commerce and Industry should strengthen methodological assistance to increase the volume of exports of domestic goods and provide support to private producers in finding new markets and ways of marketing.
The relevance of the effective use of the capacities of the industrial sector and chemical enterprises was noted. The commissioning of new facilities, along with an increase in the country's production potential, will create additional jobs.
The priority should be given to the issues of improving the activities of the Ministry of Energy and the State Concern “Türkmenhimiýa” in accordance with the requirements of the time, as well as introducing the latest technologies and advanced achievements of world practice into production.
The head of state emphasized the importance of taking measures for effective management and increasing production volumes at the Türkmenturba plant, transferred under the jurisdiction of the Türkmenhimiýa State Concern.
The progress of construction and timely commissioning of large facilities planned for opening this year, in particular, the first stage of the new administrative center of Akhal velayat, should be kept under strict control.
It is necessary to properly organize the activities of the State Agency for Management of the Construction of Highways and speed up the laying of a new highway Turkmenbashi-Garabogaz-border of Kazakhstan.
Work should continue to increase the volume of reservoirs to create additional water reserves, take measures to improve the reclamation condition of lands, and prepare proposals for installing water meters on irrigation canals and using water-saving technologies on agricultural land.
In accordance with the Program for the socio-economic development of the country for 2022-2028, state and private structures should create new food industry production facilities.
Along with this, the head of state instructed to speed up the creation of a digital database of the land cadastre, as well as to establish an effective system for quick and simplified land registration for those who are interested in using them for agricultural purposes.
Specific instructions were given regarding the organization of work in the fields of education, science, healthcare and sports in accordance with the requirements of the time.
Thus, it is necessary to create all conditions for the young people of Turkmenistan to realize their potential and display their personal abilities.
Effective work must be carried out to attract young people to physical culture and sports. It is also necessary to continue the training of international class masters in various sports.
The need was noted to keep under strict control the free and timely distribution of high-quality medicines to citizens in the fight against various diseases, an increase in the range of pharmaceutical products, vaccines and other medical supplies manufactured in the country.
Special attention was paid to the need to further expand cooperation with foreign partners in the transport sector. In particular, they discussed the implementation of measures to implement in the areas of cooperation discussed within the framework of the International Conference of Ministers of Transport of Landlocked Developing Countries, held recently in Avaza, as well as the preparation of proposals to increase the routes and number of flights of international air traffic.
Relevant instructions were given regarding the preparation at a high level of festive celebrations in honor of the 31st anniversary of the sacred independence of the Motherland, the holding of major international events to be held by the end of the year, including visits of heads of state, conferences, Turkmenistan's Neutrality Day.
Summing up the meeting, President Serdar Berdimuhamedov stated with satisfaction that, as the results of eight months show, our country is developing intensively. GDP growth remains at the level of 6.2 percent. The construction of large industrial and social facilities continues. Among them are new settlements, residential buildings, health and recreation centers, schools, kindergartens and many other facilities.
In this regard, it was emphasized that, effectively using the huge potential of industries, it is necessary to further diversify the economy, expand the range of domestic goods and their export directions.
Noting that, at the initiative of the Hero-Arkadag, a good tradition has been laid in Turkmenistan to choose a motto every year, President Serdar Berdimuhamedov instructed the relevant structures to carefully study the proposals coming from different parts of the country, from public organizations, citizens and youth to choose a worthy motto for 2023.
At the meeting, the President of Turkmenistan signed a Resolution approving the State Program for the Comprehensive Development of Seismological Science in Turkmenistan for 2022–2028 and the Action Plan for its implementation.
On September 10th, President Serdar Berdimuhamedov made a working trip to Akhal velayat, during which he inspected the construction of a new administrative center of the region and held an off-site meeting of the Cabinet of Ministers.
The head of state got acquainted with the progress of construction work, improvement of the territories adjacent to the facilities, projects of buildings, work performed in the rehabilitation building of the Akhal Velayat Children's Health and Rehabilitation Center.
Then the President of Turkmenistan held an off-site meeting of the Government here with the participation of the Deputy Chairmen of the Cabinet of Ministers, heads of ministries and departments, the hyakim of the Akhal velayat, at which issues of the construction of a new modern administrative center of the Akhal velayat and drafts of some documents were discussed.
The head of state stressed the importance of constant control over the progress of the construction of facilities, and also demanded to ensure the high quality of work and put them into operation on schedule, i.e. at the end of this year.
At an off-site meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov signed Resolutions on the issues of residential buildings being built in the new modern administrative center of the Akhal velayat residential buildings, on the issues of the State Committee for the construction of the center of the Akhal velayat, as well as on issues of the hyakimlik of the new modern city - the administrative center of the Akhal velayat. The adoption of these documents will help accelerate the pace of construction of the facilities of the new velayat center, and is also intended to regulate the work of the city hyakimlik.
Other events of the past week include the international conference “Independent Turkmenistan in the international information space” held in Ashgabat, timed to coincide with the 31st anniversary of the country's independence.
The audience was greatly interested in the review at the beginning of the forum about the progressive policy successfully pursued in the era of the Revival of the new era of a powerful state under the leadership of President Serdar Berdimuhamedov, the most important priority of which is mutually interested cooperation with the international community on topical issues.

A cotton harvest campaign has started in the fields of the country. On September 7th, the first caravans of “white gold” arrived at the collection points and cotton gins of Akhal, Lebap, Mary and Balkan velayats. Taking into account the soil and climatic conditions, a little later, on September 14th, farmers from the Dashoguz velayat will join them.
Thus, the events of the past week have become another evidence that the well-considered economic strategy of President Serdar Berdimuhamedov and the progressiveness of the reforms launched in the country are aimed at achieving the main goal - further prosperity of Turkmenistan based on the creative potential of the people.
