Today, via the digital system, President Serdar Berdimuhamedov held an enlarged session of the Cabinet of Ministers of Turkmenistan with the participation of members of the State Security Council, the khyakims of velayats and Ashgabat city to consider drafts of a number of documents, and discuss topical issues of socio-economic development of the country, as well as some other issues of the state’s vital activity.

Turning to the agenda, the head of state gave the floor to Deputy Chairman of the Cabinet of Ministers A.Yazmyradov, who announced the good news about the successful fulfillment by the country’s grain growers of contractual obligations on wheat harvesting.

It was noted that thanks to large-scale state support, hardworking farmers of the country, having stored about 1,500 thousand tons of grain in the Motherland’s bins, honorably fulfilled their contractual obligations.

Congratulating the head of Turkmenistan on the labor victory of daikhans, the Deputy Prime Minister expressed sincere gratitude for the conditions created for fruitful work.

Having received the good news with satisfaction, President Serdar Berdimuhamedov cordially congratulated the courageous grain growers on the successful fulfillment of contractual obligations for harvesting wheat.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R.Meredov began his report with the good news received on July 28 from the headquarters of the United Nations. As reported, at the initiative of our country, a Resolution “Central Asia – a zone of peace, trust and cooperation” was unanimously adopted at the 97th plenary session of the 76th session of the UN General Assembly. It was co-sponsored by 19 states.

The Deputy Prime Minister, the head of the Ministry of Foreign Affairs warmly congratulated the President of Turkmenistan on this foreign policy victory, which is a clear evidence of the effectiveness of the constructive strategy implemented by the head of state aimed at maintaining political and economic stability, strengthening the culture of peace and trust in the regional and global dimension, searching for optimal solutions to pressing issues of our time.

Having cordially congratulated all compatriots on the adoption by the UN General Assembly of the Resolution “Central Asia – a zone of peace, trust and cooperation” initiated by Turkmenistan, President Serdar Berdimuhamedov emphasized that this important document clearly reflects the strategic and fruitful nature of the partnership of an independent neutral Motherland with the United Nations.

In continuation of the report, the Deputy Chairman of the Cabinet of Ministers, the Minister of Foreign Affairs reported on the preparations for the International Conference at the Level of Ministers of Transport of Landlocked Developing Countries.

In this regard, it is planned to hold the above-mentioned Forum in Avaza National Tourist Zone on August 15-16. Currently. Currently, as a result of consultations with relevant UN structures, a preliminary draft of its Program has been prepared. Proper work is being carried out to tackle all relevant issues. With this view, it is proposed to create a working commission at the government level and hold its first meeting on July 30.

To date, representatives of 25 states and 16 international organizations confirmed their participation in the upcoming Forum.

Summarizing the report, President Serdar Berdimuhamedov approved the proposals submitted and assigned the Deputy Prime Minister, the head of the Ministry of Foreign Affairs to prepare documents on holding the International Conference at the Level of Ministers of Transport of Landlocked Developing Countries in Turkmenistan and to create an appropriate working commission.

Then the Deputy Prime Minister, the head of the Ministry of Foreign Affairs reported on the steps being taken to increase fruitful cooperation with foreign partners, including with specialized international organizations in the sphere of food security.

Currently, in accordance with the Concept of the Foreign Policy Course of neutral Turkmenistan for 2022-2028, our country is consistently developing cooperation with such major structures as the Food and Agriculture Organization of the United Nations (FAO), the United Nations Development Program (UNDP), the United Nations Children’s Fund (UNICEF), the World Health Organization (WHO), and the World Food Program (WFP).

In this context, proposals have been prepared to promote effective partnership in this direction.

In order to expand participation in the activities of reputable specialized structures, it is proposed that Turkmenistan joins the International Fund for Agricultural Development (IFAD) as a member and the Islamic Organization for Food Security (IOFS) as an observer, which are, respectively, specialized agencies of the United Nations and the OIC.

A proposal was also made to deepen cooperation with the FAO, carried out on the basis of the bilateral Framework Program for 2021-2025. In particular, this concerns the development, with the assistance of specialists of this organization, of technical cooperation projects focused on the digitalization of agriculture.

In addition, guided by the constructive initiatives of the President of Turkmenistan, it is proposed to organize an International Conference on Food Security in our country in October 2022.

Summing up the report, President Serdar Berdimuhamedov highlighted that Turkmenistan has always taken an active and responsible position in matters of regional and global cooperation, the development of balanced solutions to urgent problems of our time. Among them is ensuring food security, which is one of the integral factors in achieving the Sustainable Development Goals.

Having approved the voiced proposals, President Serdar Berdimuhamedov instructed the Deputy Prime Minister, the head of the Ministry of Foreign Affairs to continue the relevant work in this direction.

Then the Chairwoman of the Mejlis of the Milli Gengesh G.Mammedova informed about the ongoing work to strengthen the legal foundations of the state aimed at the prosperity of the Homeland, the well-being of Turkmen people.

Taking into account the proposals received from ministries and industry structures, a number of draft laws have been developed, some of them were considered and adopted at the nineteenth meeting of the Mejlis held on July 16. New legislative documents have been sent for consideration to the Halk Maslakhaty of the Milli Gengesh of Turkmenistan.

Currently, according to the plan of legislative activity, draft laws continue the development aimed at strengthening the rule of law, protecting human rights and freedoms, advancing the economy, supporting business, improving the welfare of our people, refining of the state youth policy, etc.

Mejlis deputies took part in a number of events of international importance. In accordance with the main directions of the state policy aimed at protecting the rights of children, ensuring their safe and happy life, the deputies of the Mejlis, together with representatives of the United Nations Children’s Fund (UNICEF) in Turkmenistan, local governments conducted training sessions on children’s rights in the regions of the country.

Then Deputy Chairman of the Halk Maslakhaty of the Milli Gengesh K.Babaev informed about the planned work carried out in order to further improve the country’s legal system.

On July 23, it was held the seventh session of the Halk Maslakhaty of the first convocation, at which the laws previously adopted at the nineteenth session of the Mejlis were approved. All the documents were previously discussed and analyzed in the committees of the Halk Maslakhaty.

Members of the Halk Maslakhaty participate in conferences and speak in the media to explain new legislative documents, the importance of implementing state programs, as well as popularization of national heritage, family values, promotion of a healthy lifestyle, especially among young people.

Then Deputy Chairman of the Cabinet of Ministers H.Geldimyradov reported on the measures being implemented to improve the system of countering the legalization of proceeds from crime and the financing of terrorism.

Currently, in accordance with a special Decree of the President of Turkmenistan, a coordinating interdepartmental working commission is operating under the Ministry of Finance and Economy in order to carry out comprehensive work in this direction.

According to the new version of the relevant Law of Turkmenistan adopted in 2021 and for the proper fulfillment of obligations arising from international treaties of our country, it is proposed to create an appropriate coordinating Interdepartmental commission.

In accordance with the prepared draft Resolution on Education, this structure will include the heads of a number of ministries and sectoral departments, as well as military and law enforcement agencies.

After hearing the report, President Serdar Berdimuhamedov focused on the priority tasks facing the Commission. Its activities should be aimed at improving the effectiveness of the national system for countering the legalization of proceeds from crime and the financing of terrorism.

Having signed the submitted Resolution and sent it online to the Deputy Prime Minister, the head of Turkmenistan ordered to keep under control the progress of work in this direction.

Then Deputy Chairman of the Cabinet of Ministers Sh.Abdrakhmanov reported on the work carried out by the oil and gas complex to increase the volume of oil and natural gas production, as well as the timely development of national investments in the coming years.

The Deputy Prime Minister reported on the measures being implemented in accordance with the Decree of the head of state on providing financial support to “Türkmennebit” State Concern, “Türkmengaz” State Concern, and “Türkmengeologiýa” State Corporation to finance the production of additional volumes of oil in the next two years.

According to the Work Plan on natural gas and oil volume increase, due to the search and development of oil and gas deposits in the coming years, works on drilling operational evaluation wells at a number of oil and gas fields and laying the necessary gas pipelines, including the operation of the “Bagaja” gas processing plant at full capacity, are underway.

In this regard, at the expense of the above-mentioned financial resources, an international tender was held for the purchase of the necessary specialized equipment and funds. It was also reported on the results of the relevant tender announced by “Türkmengaz” State Concern with the participation of foreign companies. Based on its results, the most favorable commercial offer was chosen and it is planned to conclude a contract.

After hearing the report, President Serdar Berdimuhamedov focused on the importance of developing the fuel and energy sector through diversification, attracting investments, and building productive cooperation with large profile companies interested in participating in industry projects implemented in the country.

Then the Deputy head of the Government reported on the sale of new types of petroleum products manufactured at Turkmenbashi Complex of Oil Refineries.

There was an information that the processing of crude oil and the production of high-quality products is carried out at the TCOR, as well as the sale of the first volumes of A-98 gasoline that fully meets the quality requirements of EURO-5, EURO-6 standards on the world market and is the most environmentally friendly.

After hearing the report, President Serdar Berdimuhamedov noted that our country has the largest oil and gas fields, in this regard, all conditions should be created for the further development of the fuel and energy sector.

Deputy Chairman of the Cabinet of Ministerd Ch.Purchekov reported on the preparations for the events in honor of the Day of the Construction and Industrial Complex Workers, which, according to the relevant Decree, will be celebrated on August 6 of this year.

On the occasion of this holiday, it is planned to hold an international exhibition “Construction, Industry, Energy of Turkmenistan-2022”, a scientific and practical conference “Development of the Construction, Industrial, Energy Sectors of Turkmenistan”.

Then the Deputy Chairman of the Cabinet of Ministers also reported on the measures being implemented to bring activities in line with the requirements of the time in the field of cargo and passenger transportation, improving road construction, modernization and increasing the transport and transit potential of the country through the widespread introduction of advanced world technologies into this sector.

As it is known, on June 16, 2022, the President of Turkmenistan signed a Decree on the construction of a road bridge across the Garabogazgol Bay.

In this regard, the Deputy Prime Minister presented to the President of the state a draft of the solemn laying ceremony of this infrastructure facility.

Having approved the submitted draft, the head of Turkmenistan instructed the Deputy Prime Minister to ensure a high level of organization of the planned event.

In continuation of the report, the Deputy Chairman of the Cabinet of Ministers reported on the practical steps being taken to establish production facilities focused on the production of import-substituting and export-oriented products.

In this regard, the Deputy Chairman of the Cabinet of Ministers presented to the President of the country a draft resolution on construction of a workshop for the production of glass products in Geoktepe etrap of Akhal velayat.

Having signed and sent the document online to the Deputy Prime Minister, the head of state Serdar Berdimuhamedov ordered to keep under strict control the timing of the planned work.

The President of Turkmenistan also reprimanded the Deputy Chairman of the Cabinet of Ministers Ch.Purchekov for deficiencies in his work and signed the corresponding Order.

Deputy Chairman of the Cabinet of Ministers B.Atdaev reported on measures to improve the activities of the State Commodity Exchange of Turkmenistan.

It was noted that thanks to the efforts of the head of state, trade and economic cooperation of our country with foreign countries is expanding, and export-import exchange operations are being modernized.

In this regard, proposals have been developed to improve the work of the State Security Service. These include the provision of information services and the creation of an electronic price database; analysis of external and internal trade agreements based on the price database; training of stock exchange participants, determination of powers and responsibilities under current legislation; inclusion of intangible assets (including computer programs) in the list of contracts not subject to registration.

Summarizing the report, President Serdar Berdimuhamedov emphasized the importance of modernizing the activities of the State Commodity Exchange as the main body regulating export-import operations in the country.

Then the Deputy Prime Minister reported on the preparations for the opening of a complex of cottages for vacationers in Avaza National Tourist Zone, as well as an exhibition of various dishes.

Preparations are underway for the opening ceremony of the “Rowaç” cottage complex in the Avaza NTZ, which is included in the list of large industrial and social facilities and structures to be completed and put into operation this year.

In this regard, a draft of the grand opening ceremony of the “Rowaç| cottage complex was presented to the head of state for consideration.

The head of state noted that taking care of people is a key priority of Turkmenistan’s state policy, instructing the Deputy Prime Minister to conduct the opening of a new facility and an exhibition of national dishes at a high organizational level.

Deputy Chairwoman of the Cabinet of Ministers M.Mammedova reported on a draft Resolution “On establishment of Organizing Committee to hold celebration festivities and events on the occasion of the 31st anniversary of Independence of Turkmenistan at a high-level”, as well as a Program of events scheduled in August.

Currently, preparations have begun for the main holiday of the country – the Independence Day of Turkmenistan. In order to organize state events on the occasion of the 31st anniversary of the Independence of the Homeland at a high-level, a corresponding draft Resolution has been prepared.

Then the Deputy Prime Minister reported on the plan of events scheduled to be held in August this year on the occasion of significant dates and the opening of social and cultural facilities.

Various conferences, creative meetings and briefings, as well as propaganda and explanatory events are planned in honor of the motto of 2022 “The Epoch of the People with Arkadag”.

In August, Avaza National Tourist Zone will host a conference and other events on the occasion of the Caspian Sea Day.

“Ashgabat” song-and-music center will host the final round of the “Ýaňlan, Diýarym!” television contest.

Cultural events are also planned on the occasion of the opening of a number of facilities in the country’s regions.

After hearing the report and emphasizing the importance of the upcoming celebrations in August in the public life of the country, the patriotic education of young people, the head of state addressed specific instructions to the Deputy Prime Minister.

President Serdar Berdimuhamedov announced the decision to release Sh.Ishangulyev from the post Chief of the “Turkmenistan” TV channel of the State Committee for Television, Radio Broadcasting and Cinematography for serious shortcomings in his work. By appointing Ya.Nuryev to this post, the head of state dismissed him from the previous post Editor-in-chief of “Diyar” magazine.

In connection with the transition to another job, J.Geldymamedova was released from the post of Deputy Hyakim of Lebap velayat. O.Berdilieva was appointed to this position.

For the shortcomings in the work of subordinate agencies, the President of Turkmenistan reprimanded the Deputy Chairwoman of the Cabinet of ministers M.Mammedova.

Having signed the Resolution “On establishment of Organizing Committee to hold celebration festivities and events on the occasion of the 31st anniversary of Independence of Turkmenistan at a high-level”, the head of state sent it online to the Deputy Prime Minister, giving specific instructions on this matter.

Then Deputy Chairman of the Cabinet of Ministers N.Amannepesov reported on the steps taken to improve the activities of the State Sanitary and Epidemiological Service of the Ministry of Health and Medical Industry of Turkmenistan.

In order to maintain the cleanliness of the environment and protect public health, to ensure a safe sanitary and epidemiological situation in the country, taking into account the strengthening of measures to control the turnover of polymer and plastic materials, to prevent the negative impact of climate change on human health, to counteract the risks associated with the spread of infectious and other diseases, appropriate work is being carried out. In this regard, the Ministry of Health and Medical Industry has prepared a draft Regulation on the above-mentioned Service, which was submitted to the head of state for consideration.

According to the document, guided by the Sanitary Code of Turkmenistan, the Law of Turkmenistan “On the Prevention of Infectious Diseases” and International Health Regulations, it provides for the implementation of a set of preventive and other appropriate measures aimed at successfully solving the tasks set, as well as work on the implementation of the WHO “Unified Health” Program.

After hearing the report, President Serdar Berdimuhamedov underlined that taking care of the health of the people is one of the key priorities of the state policy of the Motherland. As a result of the cardinal transformations carried out in this area, the profile infrastructure is being systematically modernized, innovative technologies and methods, advanced scientific achievements, and the best world experience are being actively introduced into medical practice.

President Serdar Berdimuhamedov noted that from August 1, the all heads of the ministries, governmental departments and agencies of the country are allowed to go on vacation and improve their health in any of the domestic sanatoriums. In this regard, the Deputy Prime Minister was instructed to prepare an appropriate list.

At the same time, the head of state instructed to organize in Avaza the presentation of valuable gifts on behalf of the country’s head to Turkmen athletes who won prizes in the international motorsport competition – the “Silk Road-2022” rally raid held in the Russian Federation, as well as at the Asian Youth and Junior Weightlifting Championships held in the Uzbek capital – the city of Tashkent.

Director General of the Agency for Transport and Communications under the Cabinet of Ministers M.Chakyev reported on the creation of a Digital Technology Service at “Türkmenaragatnaşyk’ Agency.

In accordance with the Law “On Electronic Document, Electronic Document Management and Digital Services”, the authorized state body in this area is the Cabinet of Ministers of Turkmenistan, whose functions include: the implementation of key areas of state policy in this area, the development of state programs and monitoring their implementation, the realization of state registration and confirmation of electronic digital signature, the creation of electronic systems for interdepartmental information exchange, unified identification and authentication system and ID cards of users of the e-government system, etc.

According to international experience, in order to fulfill the tasks set, a proposal to create a Digital Technology Service under the “Türkmenaragatnaşyk” Agency was put forward for consideration by the head of state.

After hearing the information, President Serdar Berdimuhamedov stated that “Türkmenaragatnaşyk” Agency plays important role to promote digitalization. To ensure the success of digital transformation, it is necessary to study world best practices and develop national human, scientific, technical and infrastructural potential.

The President of Turkmenistan announced the decision to dismiss the head of “Türkmendeňizderýaýollary” Agency A.Haiytmuradov due to the transition to another job, and to appoint A.Kosyaev to this post, having approved the decision of the General Meeting of Shareholders of this agency.

Then, the enlarged session of the Cabinet of Ministers heard reports of Ashgabat city and velayats’ khyakims.

Ashgabat city khyakim R.Gandymov reported on the measures taken for the improvement of the capital, maintaining cleanliness and a high ecological level of the city.

Then Akhal velayat khyakim Ya.Gurbanov reported that seasonal agricultural work on storing the harvested grain harvest in the region and its transportation from grain receiving points to warehouses and elevators are in the final stage, as well as on carrying out plowing and leveling of fields freed from harvest in accordance with the norms of agricultural technology.

In turn, the khyakim of Balkan velayat T.Atakhallyev reported on the state of affairs in the western region, uninterrupted transportation of harvested grain to elevators and warehouses, plowing and leveling of the lands freed from harvest according to agrotechnical requirements, preparation of land for the next year’s sowing season.

The next, Dashoguz velayat khyakim, N.Nazarmyradov, reported on the progress of seasonal field campaigns in the northern region, the efforts made to grow rich harvests of agricultural crops, proper storage and processing of the harvested wheat crop, its purification for seed material, work carried out on the vacated lands.

Khyakim of Lebap velayat Sh.Amangeldiev reported on the progress of seasonal field work in the country’s eastern region, including the transportation and placement of the harvested wheat crop in elevators. It was reported that plowing is being carried out on the vacated lands with the help of powerful high-performance agricultural machinery, which is being used in full force.

Further, the khyakim of Mary velayat D.Annaberdiyev reported on the progress of seasonal field campaigns, which are conducted properly thanks to the comprehensive support of farmers from the state. Transportation, placement of the grown wheat crop and its processing at elevators and reception points are carried out.

Then the President of Turkmenistan gave the floor to Deputy Chairman of the Cabinet of Ministers A.Yazmyradov.

The Deputy Prime Minister reported that at present, crops are being processed in the cotton fields of the country in accordance with the rules of agricultural technology, at the same time, preparations are being made for next year’s harvest, namely, plowing and land planning, on wheat-free plots. The preparation of equipment and aggregates that will be used during the sowing of winter wheat, as well as seed material, continues.

Steps are being taken to improve the land reclamation condition, provide fields with water for irrigation, and water is being collected in reservoirs for this purpose.

President Serdar Berdimuhamedov has been proposed draft Resolutions “On growing a rich wheat crop in Turkmenistan in 2023” and “On handing over the state the wheat crop produced in excess of the 2022 plan”, a draft Order on approving the Work Plan of the Government Commission on Water Supply for 2022.

The President of Turkmenistan instructed to keep under strict control the issues of providing arable land with water, its rational and efficient use. Having signed the proposed documents, the country’s President sent them to the Deputy Prime Minister online, instructing him to clearly carry out the tasks arising from them.

Then the head of state, addressing Deputy Prime Minister A.Yazmyradov and the velayats’ khyakims, pointed out the need for systematic work to increase grain yields, emphasizing that this is the key to success.

The head of Turkmenistan also drew attention to the importance of observing agrotechnical norms when sowing winter wheat, ordering these works to be carried out efficiently and on time.

In addition, President Serdar Berdimuhamedov highlighted that grain growers should be provided with high-quality seeds and the care of grain crops should be carried out in full compliance with the norms of agricultural technology.

Having continued the meeting, addressing the Minister of Defense, Secretary of the State Security Council B.Gundogdyev and heads of military and law enforcement agencies, President Serdar Berdimuhamedov noted the importance of the signed Resolution “On holding celebration festivities and events on the occasion of the 31st anniversary of Independence of Turkmenistan at a high-level”. In this regard, it was assigned to ensure proper preparation and the establishment of activities dedicated to the next significant date of the national calendar.

Further, addressing the meeting participants, the head of state said that from August 1, all the heads of the ministries, governmental departments and agencies of the country are allowed to go on vacation, still a number of important events are scheduled for August.

In accordance with the adopted programs to improve the social conditions of the country’s citizens and strengthen their health, on August 1, the opening ceremony of the next complex of cottages for vacationers will take place in the Avaza NTZ, the head of state stated.

Addressing Deputy Prime Minister N.Amannepesov, the President of Turkmenistan instructed him, on behalf of the head of country, to hold on August 3, at the Avaza NTZ, the award ceremony for the won prizes of the “Silk Road- 2022” rally raid and the Asian Youth and Junior Weightlifting Championships .

On August 5, the Chairwoman of the Mejlis Milli Gengesh G.Mammedova will take part in the opening ceremony of the modern recreation center for children “Arkadagyň nesilleri” built in Esenguli etrap of Balkan velayat.

Further, the head of state noted that on August 8, along the important North-South transport route, the laying of a new large bridge across the Garabogazgol Bay in Balkan velayat will take place. The International Conference at the level of Ministers of Transport of Landlocked Developing Countries is scheduled for August 15-16.

As you can see, there are many events ahead - the head of state noted - pointing out the need to prepare them for holding at a high level.

The participants of the enlarged session of the Cabinet of Ministers warmly congratulated President Serdar Berdimuhamedov on the successful fulfillment of contractual obligations by skilled grain growers of our country, as well as on important event for independent neutral Turkmenistan – the unanimous adoption of the Resolution “Central Asia –a zone of peace, trust and cooperation” that was initiated by Turkmenistan and unanimously adopted by all UN member states at the 97th plenary session of the 76th session of the UN General Assembly on July 28 and wished the head of state good health, long life and great success in his work for the happiness of the people and the well-being of the country.

The meeting also considered other topical issues of public life and took the appropriate decisions.

Concluding the enlarged online session of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants good health, family well-being and great success in their work for the sake of further prosperity of the sovereign Homeland.
