On July 30, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country Serdar Berdimuhamedov held a regular meeting of the State Security Council, during which the work results of the military and law enforcement agencies for seven months of this year were discussed, and urgent objectives for the near future were identified. The agenda also included issues related to maintaining security and tranquility in our independent state, enhancing the material and technical resources of law enforcement agencies, and improving their performance.
Opening the meeting, the President of Turkmenistan gave the floor to Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the work done in January-July this year, the measures taken to strengthen the country’s defense capability, improve the professionalism of military personnel, and create proper conditions for the service and life of soldiers and officers. The specific topics of the report were the improvement of performance of all units of the National Army, the adoption of the best world experience in the military practice.
Summing up the report, President Serdar Berdimuhamedov stressed that one of the priorities of the fundamental reforms being carried out as part of the Military Doctrine of our Homeland, which is purely defensive in nature, is the organization of the activity of the defense department in accordance with the realities of the time. At the same time, the upgrading of the material and resource base of all military branches remains an important requirement, the head of state continued, ordering to keep this issue in the center of constant attention.
The Supreme Commander-in-Chief of the Armed Forces of the country specified the improvement of the system of professional training for officers at specialized higher educational institutions among the urgent objectives. Speaking about the importance of educating young people serving in the military and law enforcement agencies in the spirit of boundless love for the Homeland, the President of Turkmenistan charged the minister with a number of instructions on holding educational events and sports competitions among young soldiers.
Emphasizing the importance of starting right now proper preparations for the solemn military parade on the occasion of the 31st anniversary of the sacred independence of the Homeland, and ensuring its high organizational level, the head of state gave a number of specific instructions to the relevant leaders.
Prosecutor General S. Myalikgulyev reported on the work done by the supervised institutions since the beginning of this year, the fulfillment of instructions given earlier by the President of Turkmenistan to oversee the implementation of regulatory legal instruments in the country. The report also covered the practical steps being taken to introduce a digital system and enhance the human resources potential of the prosecution authorities.
Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized that the activity of this system is aimed at maintaining the rule of law in all areas of life of the state and society. Particular attention must be paid to the organization of work in accordance with the present-day requirements, the head of state said, having given the Prosecutor General specific instructions.
Addressing the members of the State Security Council, President Serdar Berdimuhamedov announced the decision to appoint O. Shyhmammedov to the position of Ashgabat City Prosecutor, releasing him from the post of prosecutor of Bagtyyarlyk etrap, Ashgabat city.
The new head of the prosecutor’s office of the capital expressing heartfelt gratitude to the Supreme Commander-in-Chief of the Armed Forces of the country for the high trust, and assured that he would devote all his knowledge and experience to the further prosperity of the Homeland, maintaining law and order in the country, creating conditions for the people of Turkmenistan to carry out efficient work and live a happy life.
The assumption of office by the new Ashgabat City Prosecutor was accompanied by a traditional ceremony. Kneeling down, he kissed the edge of the sacred State Flag of Turkmenistan as a sign of fidelity to the military oath and took a solemn oath of allegiance to the people, the Homeland, and the President of the country.
Then the relevant documents on the appointment and dismissal of prosecutors were signed.
Further, Minister of Internal Affairs M. Hydyrov reported on the performance of supervised institutions over the past seven months of this year to maintain public order in the country, prevent offenses, including the prevention of traffic accidents on highways. The report included information on the ongoing measures to improve the activity of the Fire Safety Service, ensure the compliance with fire regulations throughout the Homeland in the summer season.
Focusing on the promising areas of activity of the Ministry of Internal Affairs, President Serdar Berdimuhamedov stressed that the internal affairs agencies have to keep law enforcement issues under constant control. The head of state specified the re-equipment of the units of this agency with modern technical facilities, as well as digitalization, among the basic aspects of work for the coming period.
One of the primary duties of the Fire Service is to organize the appropriate guidance activities on a regular basis and the learning of the fire-technical minimum at all institutions, enterprises and among the population, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan said.
Highlighting the particular relevance of improving the personnel training system at specialized higher educational institutions of the country, the head of state instructed to revise the teaching methods in accordance with the realities of the time and gave appropriate instructions on this matter.
Further at the meeting, the President of Turkmenistan, having reprimanded Minister of Internal Affairs M. Hydyrov for improper performance of official duties, signed the relevant Order.
Chairman of the Supreme Court G. Ussanepesov reported on the performance of the institutions supervised by him in January-July 2022, the measures taken to properly conduct legal proceedings, as well as to improve the professionalism of personnel, and introduce digital technologies into the work of the judiciary.
Having heard the report, the head of state noted that the main goal of this department is focused on ensuring lawfulness, justice and order, and eliminating the causes and conditions that led to the offense. In this regard, further improvement of the performance of the courts is aimed primarily at enhancing the role of the courts and the quality of the administration of justice.
Each adopted judicial decision, as a result of the responsible work carried out by the courts, is mandatory for execution inside Turkmenistan. And the correctness and accuracy of this process must be fully justified and strictly comply with the law, President Serdar Berdimuhamedov emphasized. Organization of the activities of the judicial system in accordance with the requirements of the modern time is among the topical issues, the Supreme Commander-in-Chief of the Armed Forces of the country said, ordering to keep the legitimacy of decisions under strict control.
Minister of National Security G. Annaev, who then spoke, reported on the activity results for seven months, the comprehensive measures being taken to protect state interests, maintain stability in society, as well as to implement the Development Program for the agency headed by him for 2022-2028.
Having the report, the head of state focused on the priority problems facing this department in the context of protecting the constitutional order and territorial integrity of the country. Priority must be given to ensuring coordinated activities with the relevant law enforcement agencies in the fight against various threats and challenges of the time, President Serdar Berdimuhamedov emphasized.
Particular emphasis was placed on the importance of strengthening the human resources of the Ministry of National Security, the active application of advanced work methods and digital technologies. In this regard, the Supreme Commander-in-Chief of the Armed Forces of the country gave the minister a number of specific instructions.
Head of the State Border Service Y. Nuryev reported on the practical steps taken over the past seven months to ensure the protection of the sacred borders of the Homeland and improve the service and life conditions for military personnel. The report also covered the modernization progress by equipping the Frontier Troops with advanced technical facilities, strengthening the material and resource base of departments and improving the professional skills of young border guards and serving military officers.
Summing up the report, the President of Turkmenistan highlighted that the border of the independent neutral Homeland must be a stronghold of friendly relations with neighboring and other states, as well as a symbol of the triumph of the country’s domestic and foreign policy. In this regard, special attention must be paid to the necessary measures in this area, President Serdar Berdimuhamedov emphasized.
The state will continue to systematically build new, modern buildings and structures of border formations and outposts, residential houses for military personnel and other service and social facilities, purchase modern military equipment and machinery, the Supreme Commander-in-Chief of the Armed Forces of the country said, instructing to undertake and implement comprehensive steps in order to maintain a peaceful and prosperous life of the people, so that the borders of our state always remain the frontiers of friendship and good neighborliness.
Further, Minister of Adalat M. Taganov reported on performance in January-July this year to improve the domestic legislative framework, introduce a digital system in structural units, as well as on the implementation of instructions given earlier by the President of Turkmenistan.
Summing up the report, President Serdar Berdimuhamedov stressed that important goals were set before the employees of the Adalat agencies related to bringing national legal instruments in line with the provisions contained in world regulations, establishing a system of interstate exchange of juridical information, developing draft international agreements and legal justifications for them. In this context, instructions were given to actively study the best practices of jurisprudence and prepare proposals for the implementation of generally accepted regulations in the country’s legislation, taking into account the priorities of the state policy being pursued.
Then Chairman of the State Customs Service M. Hudaygulyev reported on the results of work done over the seven months of this year, the measures taken to comply with the provisions of the relevant legal instruments, the implementation of instructions given earlier by the President of Turkmenistan to improve the performance of this department.
Having heard the report, the President of the country highlighted that an integral part of the work being carried out to implement the customs policy is the widespread use of modern information technologies in this area. In this regard, emphasis was placed on the need for a more active introduction of advanced international experience and digital systems in all divisions of the Service.
Particular attention must be paid to compliance with the procedure for the movement of goods and vehicles across the customs border of the country, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan continued, ordering to keep under constant control the conduct of relevant procedures in accordance with generally accepted standards.
During the meeting, President Serdar Berdimuhamedov severely reprimanded Chairman of the State Customs Service M. Hudaygulyev for improper performance of official duties and shortcomings in his work, with a final warning to correct the shortcomings as soon as possible, and signed the relevant Order.
Further, Chairman of the State Migration Service N. Atagaraev reported on the work carried out since the beginning of the year, the measures undertaken over the specified period aimed at effectively achieving the priority goals set before the department.
Having heard the report, the President of Turkmenistan pointed out that the policy of the state in this area is aimed at meeting the interests and maintaining security of the people of Turkmenistan, the observance of their rights to movement inside the country and beyond in accordance with the generally recognized provisions of international law. Important conditions for the successful performance of the duties assigned to the Service are a combination of the positive international experience and the fundamental principles of national legislation, the adoption of innovative methods of work, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan said, instructing to use advanced information technologies in the management system of units, and train young competent professionals.
Summing up the meeting, President Serdar Berdimuhamedov highlighted the firm commitment of our independent neutral state to the legal neutrality status. In this regard, it was emphasized that Turkmenistan steadily maintains relations of friendship and good neighborliness with the states and peoples around the world.
Based on these principles, the Military Doctrine is purely defensive in nature, in accordance with which the structure of military and law enforcement agencies will continue to be systematically improved and the defense capability of the Homeland will be strengthened, the head of state said.
The Supreme Commander-in-Chief of the Armed Forces of the country also emphasized that in the future a lot of work will be carried out to systematically improve the social, living and service conditions of military personnel and their families, and ample opportunities will be created for the effective work of officers.
Some other issues were also considered at the meeting of the State Security Council, on which appropriate decisions were made.
At the end of the meeting, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country Serdar Berdimuhamedov wished all its participants sound health, prosperity, and great success in responsible service for the peaceful and happy life of the people.
