During the enlarged meeting of the Cabinet of Ministers on July 8, which was held to sum up the performance of the sectors of the national economic complex for the first half of 2022, President Serdar Berdimuhamedov noted, in particular, that over the past six months, 30 large facilities and housing with a total area of 322.000 square meters have been built and put into operation in the country, including luxury residential buildings, in the total value of about 900 million manats.
In accordance with the National Rural Program, more than 1 billion 300 million manats of investments have been assimilated.
Large-scale construction of industrial and social facilities is under way. Thus, about 2 thousand 900 facilities in the total cost of over 38 billion US dollars are currently being built.
A significant role is attached to development of the construction and industrial complex in large-scale government programs, including the Program “Revival of the New Epoch of the Powerful State: the National Program for Socio-Economic Development of Turkmenistan in 2022-2052”.
The new National Program for the next 30 years is a progressive political strategy, the essence of which is extensively expressed in its fundamental principle “State for People!”.
It is appropriate to note in this respect that only in 2021, which marked the 30th anniversary of the sacred independence of Turkmenistan, 73 large facilities in the total value of 13 billion manats were put into operation instead of the planned 30 projects.
These include the most important industrial, infrastructure and social facilities built in Ashgabat and in all regions of the country.
In order to maintain high rates of development of the national economy and continue the active investment policy, implement measures to strengthen the economic power of our state, further improve the social and living conditions of the population, the Investment Program of Turkmenistan for the current year of 2022 was approved.
According to the Program, the amount of investments from all sources of funding will be about 40 billion manats. The construction and reconstruction of plants and factories, hospitals, health centers and houses, preschool institutions, schools, culture centers, an administrative center, new settlements and residential buildings are envisaged.
The development of Ashgabat, the improvement of its infrastructure on a long-term basis is one of the priorities of the urban policy being pursued.
The modern look of the transforming capital city reflects the progressive dynamics of the socio-economic progress of our country, its wide-ranging potential, rich history and cultural traditions of the Turkmen people.
Every year, the magnificent architectural landscape of the capital city of the country, which celebrated its 140th anniversary last year, extends being supplemented with new original buildings and facilities, which become a kind of “visiting cards” of modern Turkmenistan.
In the regions and etraps, as part of the implementation of the National Rural Program, conditions are created for the population to have the opportunity to work fruitfully, study, relax, be engaged in sports and creative act5ivity, and enjoy the shopping, entertainment and health services.
In accordance with the objectives set by President Serdar Berdimuhamedov, new villages are being built throughout our country, which have become an illustration of the creative spirit of the current epoch.
A vivid example in this respect is the large-scale projects that are under construction at full pace today in the new modern administrative center of Akhal velayat.
This innovative Smart City project embodies all the best practices in world and national architecture, design, and technological support.
The urban infrastructure includes a complex of social and other facilities, including kindergartens, schools and other specialized educational institutions, healthcare, cultural, trade and service institutions, sports facilities, government and office buildings, etc.
Taking into consideration that the new modern center of Akhal velayat is being built in the foothills of the Kopetdag Mountains, “green” technologies are widely applied there to preserve the natural beauty of this picturesque area.
Regularly making working trips to the velayats of the country, the head of state, directly on site, gets acquainted with the progress of reforms, targeted measures undertaken to improve the population’s wellbeing.
Thus, during a trip to Balkan velayat in April this year, President Serdar Berdimuhamedov took participation in the opening ceremony of a multi-type hospital with 400 beds in the city of Turkmenbashy, which replenished the constantly improving infrastructure of domestic healthcare.
In May 2022, the head of state visited Dashoguz velayat, where he participated in the opening ceremony of two significant medical facilities at once, multi-type and oncological hospitals built in the administrative center of the northern region of the country.
These events have become another illustration of the great attention paid by the President of Turkmenistan to the work being carried out under the motto “A healthy society is the basis of a healthy state” for the protection and promotion of human health, the establishment of a healthy lifestyle, the prevention and timely treatment of diseases.
The largest new hospitals in the region with advanced equipment from well-known world manufacturers are designed to become the country’s leading centers in the field of improving health and increasing life expectancy of the population through the provision of qualified and diversified medical care services on locally.
In view of the close proximity to the Aral zone, the issues of environmental wellbeing and public health protection in the northern region are included in the state policy priorities.
Thus, the National Program for the Aral Sea for 2021-2025, approved on October 22 last year, outlines specific measures, including the construction of three multi-type, seven water treatment facilities in Dashoguz velayat, the designing and putting onto operation a gas turbine power plant with a capacity of 120 megawatts in the city of Dashoguz.
President Serdar Berdimuhamedov got acquainted with the implementation of the State Program for Socio-Economic Development of the Regions, the progress of seasonal work ongoing in agricultural lands, and the modernization of industrial infrastructure during a trip to Mary velayat in June this year.
As part of it, the head of state took participation in the opening ceremony of a hall with 3 thousand seats for public events, which was located next to the “Türkmeniň ak öýi” building, forming a single complex with it.
During a trip to Lebap velayat, the President of Turkmenistan attended the ceremony of putting into operation the “Gadyn” gas collection station located in Farab etrap.
Thus, today, in the period of the Revival of the New Epoch of the Powerful State, grandiose transformations are taking place in all regions of the Homeland.
Large plants and factories, schools, kindergartens, hospitals, residential complexes of superior comfort, livestock and poultry complexes, greenhouses and other facilities are being built at an accelerated pace.
The construction of infrastructure facilities, motor and rail roads, gas pipelines, power transmission lines, and communication systems is carried out on a large scale.
It should be especially noted that the number of private firms, members of the Union of Industrialists and Entrepreneurs, taking participation in large-scale development projects in cities and villages of Turkmenistan, is growing every year.
Actively participating in the implementation of comprehensive reform programs, representatives of the domestic business community are making a significant contribution to strengthening the economic power of their native land.
Much attention is also paid to other important aspects such as increasing the competitiveness and expanding the range of products of the construction industry, enhancing its production, scientific and technological potential, and introducing effective patterns of management.
It is noteworthy that the facilities under construction throughout the country organically combine the original national traditions of architecture and modern trends in world urban planning, indicating that the domestic construction industry is keeping pace with the times, taking into account the best world experience.
According to the requirements for the construction and decoration of buildings, only high-quality materials are used. When selecting them, the climatic conditions of our country, compliance with environmental standards, features of national design, durability and usability are necessarily taken into consideration.
All the above predetermined the need for comprehensive development of the domestic construction industry, expanding the production of building materials from local raw materials.
Currently, the country is successfully dealing with problems related to upgrading the construction industry, the creation of new capacities for the production of building materials and new jobs, an increase in the production of import-substituting and export-focused goods, expanding their range, and introducing innovative technologies into production.
To fully meet the demands within the country, industrial enterprises have launched the production of a wide variety of materials, including wall panels and reinforced blocks, which are characterized by strength, seismic resistance and enhanced performance, facing slabs, cement, brick, expanded clay, non-metallic building materials, metalware, precast concrete units and etc.
A lot of work is done aimed at the technical and economic stabilization of operating industries, their overhaul and reconstruction, and upgrading the out-of-date enterprises.
In accordance with the instructions of President Serdar Berdimuhamedov, active geological surveys are under way to detect new mineral deposits necessary to increase the raw material stock of the industry.
The effectiveness of these works directly contribute to an increase in the potential of the production complex, expanding the range of high-quality building materials and other industrial products that are in demand in the country and abroad.
Thus, the wide scope of building industrial and social facilities, the emergence of new industrial giants and high-tech enterprises, the active development of the natural resources of the Turkmen land testify to the significant role attached to the construction and industrial sector in the successful implementation of the large-scale transformation strategy of President of Turkmenistan Serdar Berdimuhamedov, aimed at further growth of the national economy, wellbeing and prosperity of the Homeland and the people.
