The past eventful week was yet another evidence of systematical and successful realization under the leadership of President Serdar Berdimuhamedov of the country’s foreign and domestic policy aimed at further economic progress of the country, provision of welfare and prosperous life of the people in the new historical epoch.

On May 3, President of Turkmenistan conducted an online working session with the participation of Deputy Chairman of the Cabinet of Ministers in charge f the AIC and khyakims of velayats to discuss the issues related to the implementation progress of agri-campaigns in velayats and solution of the tasks set in front of the AIC.

The head of state has concentrated attention on the important aspect of this year’s agri-season – intensification and completion of the cotton-seeding campaign within the proper agri-technical time frames.

Having demanded to speed up the works on taking serious care of the fields planted to cereal crops, President Serdar Berdimuhamedov has exhorted to begin preparation of powerful combine harvesters and other agri-machinery for the grain harvesting campaign, as well as the grain-collecting centers.

To fully saturate the country’s markets with agri-products, not the least important is to raise the level of yields of potato and other vegetable-cucurbitaceous crops, the head of state stressed.

The issues of silkworm caterpillars and cocoon production are to be taken under permanent control.

President Serdar Berdimuhamedov has also gave a number of concrete assignments related to construction of social objects, residential houses, roads, water-purification and sewerage facilities – all the projects enshrined in the National Rural Redevelopment Program and the Program of the country’s socioeconomic development in 2019-2025.

In the course of session, khyakims of velayats have avowed the people’s wish concerning construction of mosques and premises for sadaqat in: the town of Anau – administrative center of Akhal velayat; the town of Hazar – Balkan velayat; Ruhubelent etrap – Dashoguz velayat; Dovletli etrap – Lebap velayat; the town of Shatlyk, Oguzkhan etrap – Mary velayat.

Regarding construction of mosques and sadaqat premises as a noble cause, the head of state has entrusted the officials concerned with a task to do the relevant work.

On May 3, in the course of a telephone talk between President of Turkmenistan Serdar Berdimuhamedov and President of the Islamic Republic of Iran Seyed Ebrahim Raisi, the leaders of two countries exchanged congratulations on the occasion of Oraza Bairamy.

The sides have particularly highlighted that over the past 30 years, since the day of establishing diplomatic relations, the Turkmen-Iranian partnership developed actively in a broad spectrum of directions, including in the political-diplomatic, trade-economic, cultural-humanitarian, and other spheres.

Presidents Serdar Berdimuhamedov and Seyed Ebrahim Raisi have stated likeliness or coincidence of views on the issues of international life and situation in the region, especially pertaining to interaction in safeguarding peace and security, to ensuring sustainable development.

The heads of states gave consideration to the opportunity of increasing the bilateral trade-economic contacts, having stressed thereto great importance of effective activity of the joint Intergovernmental Commission for Economic Cooperation.

The sides have also expressed themselves in favor of enhancement partnership in the sphere of science and education, culture and arts, in sports.

That same day, in the course of a telephone talk between President of Turkmenistan Serdar Berdimuhamedov and President of the Turkish Republic Recep Tayyip Erdogan, the leaders of two countries exchanged congratulations and best wishes on the occasion of Oraza Bairamy, as well as exchanged opinions on the priority directions of multifield bilateral cooperation based on the principles of reciprocal respect, trust, long-term and close cooperation.

It was noted that over the past 30 years, since the day of establishing diplomatic relations between Turkmenistan and the Turkish Republic, the constructive political-diplomatic, trade-economic and cultural-humanitarian ties have been established.

Our countries cooperate successfully in the multilateral format with reputable international and regional organizations, including in the frames of the UN, ECO and TURKSOY.

As for the trade-economic interaction advancement, President Serdar Berdimuhamedov has noted that Turkey is one of Turkmenistan’s strategic partners. In this regard, the necessity was stressed of setting in motion the Intergovernmental Turkmen-Turkish Commission for Economic Cooperation and Business Center as key instrumentalities of strengthening effective partnership and realization of joint large-scale projects.

The sides have also confirmed their willingness to continue productive contacts in science, education, culture, arts and sports.

Different aspects of strengthening Turkmen-Turkish inter-parliamentary ties were discussed in the course of the telephone talks of Chairman of Halk Maslakhaty of Milli Genegsh of Turkmenistan Gurbanguly Berdimuhamedov and Chairman of the Grand National Assembly of the Turkish Republic Mustafa Shentop.

Special accent was placed on the availability of vast untapped potential for further enhancement and strengthening of inter-parliamentary ties, intensification of interaction between the legislative structures of the two countries, as well as for experience exchange in the frames of reciprocal consultations.

On May 4, President Serdar Berdimuhamedov received the European Union Special Representative for Central Asia Ms. Teri Hakala.

In the course of meeting, the interest was evinced in steady increasing of the established productive interaction; the sides’ have confirmed their readiness to search for effective and new directions of partnership, as well as for its intensification in the political, economic, humanitarian and ecological spheres.

Having stressed that Turkmenistan rates high interaction with the European Union, President Serdar Berdimuhamedov was pleased to note the sides’ willingness to further promote strengthening and enhancement of the productive partnership.

That same day, President Serdar Berdimuhamedov received credentials from the newly appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to Turkmenistan Askar Tajibayev.

The head of state and the Ambassador exchanged opinions on the prospects for advancement of the interstate cooperation based on the principles of reciprocal respect and support. Considered were also the issues of implementing the agreements achieved during the last year’s state visit of President of Kazakhstan Kassym-Jomart Tokayev to Turkmenistan and the meeting of the two countries’ leaders in the frames of the Third Consultative Forum of the heads of Central Asian states.

The sides have also demonstrated all-out readiness toward bilateral intensification of the traditional cooperation and realization of new joint projects, which will promote yet greater rapprochement between the friendly nations.

On May 5, President of Turkmenistan, Supreme Commander-in-Chief of the country’s Armed Forces Serdar Berdimuhamedov conducted a session of the State Security Council to draw together conclusions from the four-month actitivity of security structures and identify the priority vectors of their near-term activity.

The agenda of session implied the following issues – provision of security and tranquility in our independent state; further strengthening of the logistics base of the military and law enforcement bodies; improvement and upgrading of their work.

Besides, information was presented about the results of prosecutor’s checkup in the Ministry of Trade and Foreign Economic Relations on the crimes related to corruption and bribetaking.

The people, guilty in criminal acts, wishing to become rich at the expense of overprice reselling of flour and vegetable oil (on which reduced prices were established), were made criminally liable for the crimes and suffered deserved punishment by way of deprivation of liberty for lengthy period.

In our society, there should be no place for such crimes. No one has the right to steal the property of people and state, - President Serdar Berdimuhamedov said. Dishonestly made property and money of criminals will be confiscated and used for construction of social objects.

Having emphasized that in the years ahead the state will wage relentless struggle against the people who make criminal acts, the head of state has exhorted to develop the proposals on improving the national legislation.

The Supreme Commander-in-Chief of the country’s Armed Forces has also assigned within a short space of time to work out the draft 7-year plans (2022-2028) on upgrading and advancement of the relevant departments.

The 4-month activity outcomes of branches of the national economy were in the focus of regular online session of the Cabinet of Ministers, which President Serdar Berdimuhamedov held on May 6.

The January-April-2022 indicators demonstrate sustainable development of all branches of economy and regions and increase of the population’s social-and-living level.

In comparison with the last year’s similar period, volume of retail trade turnover increased by 10.5 percent; foreign trade turnover – by 42.5 percent, due to an increase of export and import.

4-month execution of the revenue side of the State Budget – 104.7 percent; expenditure – 98 percent; funding of the social sphere – 79.7 percent of State Budget.

As for the large and medium-sized enterprises, average monthly wage rate increased by 10.4 percent; wages, pensions, state allowances, student scholarships were funded in due time.

In the accounting period, the volume of investments expended at the expense of all financial sources is 6.2 billion manats.

Over the reporting period, in the frames of realization of the redrafted National Rural Redevelopment Program, countrywide construction was kept going of social objects, residential houses, water-purification facilities, and engineering systems.

Besides, the reports were presented on implementation of the presidential assignments given at the previous session of the Cabinet of Ministers and on studying the possibilities of organizing recreation season in the National Tourist Zone “Avaza” in the incoming summer period.

It was noted that according to the WHO reports, the pandemic-tempted global situation now falls down and many countries mitigate the disease prevention measures. On this basis, the State Sanitary-Epidemiological Service of the Ministry of Health and Medical Industry proposes to hold the meetings of the Disease Prevention Extraordinary Commission once a week and from June 1to cancel mandatory wearing of masks, let along all types of transport and enclosed spaces.

Besides, given the considerable anti-COVID-19 vaccination coverage in the world, it is proposed to renew weekly air communication with the UAE and Frankfurt (FRG), like it was prior to pandemic.

Moreover, since May 15, it is proposed to launch functioning of the National Tourist Zone “Avaza” in the summer season.

On approval of the proposals submitted, the head of state has exhorted – as of May 25 to open inland flights and organize regular flights from all velayat centers to the town of Turkmenbashy.

In this regard, worth of noting is the fact that to create favorable conditions for making holidays interesting and useful for the holidaymakers in the National Tourist Zone “Avaza”, ensure their high-level security, increase quality of services rendered to holidaymakers, last week the President of Turkmenistan signed the Resolution on establishing of the Management Center on organizing recreation holidays in the National Tourist Zone “Avaza” throughout May 15-September 1, 2022.

Summing up the running year’s four-month outcomes of work, President Serdar Berdimuhamedov has noted that they speak in favor of the progressive development of our independent state in tune with the programs adopted.

Over the period under review, the GDP growth rate remained at the level of 6.2 percent. In all corners of the country construction is ongoing of numerous objects of social and industrial purpose. In the frames of economy diversification, the state programs aimed at increasing of import-substitution and export-orientated goods production are successfully ongoing; the work is also kept going on digitization and industrialization of the country.

The steps are also undertaken for reforming the systems of science and education; the industrial facilities are modernized, market-style economy is being formed; construction is in progress of the Turkmenistan-Afghanistan-Pakistan power transmission and communications lines and of the Turkmenistan-Afghanistan-Pakistan-India transnational gas pipeline; other international projects are under development.

The strategy of motivating private sector and wide attraction of entrepreneurs to putting into life the economic reforms is being realized, President Serdar Berdimuhamedov stressed.

Concentrating attention on the incoming great holiday – Day of Victory in the Great Patriotic War, the head of state has noted that on May 9 social organizations will take part in the ceremony of laying flowers to the monuments of the memorial complex “Halk hakydasy” and in remembrance of all our countrymen who didn’t come back from the War.

In this context, the President of the country signed the Ukase on presenting the War veterans and widows of soldiers, who sacrificed their lives in the War, with the gifts in honor of the 77th anniversary of Victory in the Great Patriotic War 1941-1945.

On the past week, Chairman of Halk Maslakhaty of Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov and Chairperson of Mejlis of Milli Gengesh of Turkmenistan G. Mammedova had meetings with the European Union Special Representative for Central Asia Ms. Teri Hakala. The sides evinced interest in activating the interparliamentary dialogue in the frames of the workable partnership mechanisms, of the Joint Committee “European Union – Turkmenistan” in particular.

At the 18th session of Mejlis of Milli Gengesh of the sixth convocation (in the online format), consideration and adoption was given to a number of laws developed in compliance with the priorities of state policy pursued by President of Turkmenistan Serdar Berdimuhamedov and comprehensive program of the country’s legislative-legal base modernization.

In particular, amendments and addendums have been introduced to the Code of Turkmenistan of Administrative Offenses, Code of Civil Procedure, Code of Criminal Procedure, Laws “On Traffic Safety”, “On Customs Service”, “On quarantine of plants”.

Developed in compliance with the priorities of socially-orientated policy of President Serdar Berdimuhamedov and comprehensive program of the country’s legislative-legal base modernization, the within-named normative-legal acts were also included into the agenda of the sixth session of Halk Maslakhaty of Milli Gengesh of the first convocation. Being unanimously approved, they took shape in the relevant Resolutions.

To get in-site acquainted with the work on preparation to the summer season of the National Tourist Zone “Avaza”, Chairman of Halk Maslakhaty of Milli Gengesh, Honorable Elder of Turkmenistan Gurbanguly Berdimuhamedov paid a working trip to Balkan velayat.

Chairman of Halk Maslakhaty of Milli Gengesh got acquainted with the construction progress of the cottage complex project (which is now in its final stage) realized by the members of the Industrialists and Entrepreneurs Union of the country and gave a number of recommendations on ensuring high quality and timely commissioning of the object, its neighborhoods landscaping and improvement with a glance to the ecological conditions of this picturesque corner of nature.

In the talk with Turkmen entrepreneurs, the Hero-Arkadag has approved their proposal to name the new complex as «Rowaç», which is well attuned with the times.

Then Gurbanguly Berdimuhamedov together with khyakim of Avaza etrap of Turkmenbashy got acquainted with the works ongoing in the sea coast, evinced interest in the recreation conditions created there for the summer season.

Besides, Hadji-Arkadag – the founder of the Charitable Foundation for rendering assistance to the children in need of tutelage, visited the pediatric department of the new multifield hospital.

Intended for examination of children, diagnostics and treatment of diseases, the equipment of hospital is ranked as one of the advanced and sophisticated in the world.

The Hero-Arkadag has also inquired about the medical services rendered by the hospital, health condition of small patients, and stressed that the Charitable Foundation will render every kind of necessary assistance in conducting treatment procedures.

Chairman of Halk Maslakhaty of Milli Gengesh of Turkmenistan has also visited the sanatorium “Archman” in Baherden etrap to familiarize with the work pertaining to the conditions created for promotion of the people’s health.

In the talk with holidaymakers and medical staffers of the sanatorium, Arkadag Gurbanguly Berdimuhamedov (a long-term leader of the country’s health sphere) told them in detail about health-promoting impact of mineral water of the sanatorium together with favorable environment of this unique corner of the country.

Given the ever-growing number of the people coming to “Archman” to improve their health and undergo a course of treatment, the Hero-Arkadag has noted that the possibilities of sanatorium and its mineral waters will be carefully studied. On the basis of results of studies, a proposal on construction there of the 200- or 400-bed building will be developed and submitted to President Serdar Berdimuhamedov for consideration.

Thus, the past eventful week has become illustrative evidence that all measures to be implemented in the Year “Epoch of the people with Arkadag” meet the spirit of era of Revival of New Epoch of the Powerful State.
