Relying on the richest historical experience and national traditions, our country under the leadership of the head of state Serdar Berdimuhamedov pursues the policy aimed at strengthening of sovereignty, steady socioeconomic development, growth in the people’s prosperity, intensification of the constructive international relations. Fast horse racer embodies today the past, present and future of sovereign Motherland. Right in this triunity is the great fate of the people, able to cherish and rate highly its heritage, build the present day, and stride confidently towards achievements and heights of the era of Revival of New Epoch of the Powerful State.

On April 18, President Serdar Berdimuhamedov held an online working session with the participation of Deputy Chairman of the Cabinet of Ministers in charge of the agri-industrial complex, khyakims of velayats and Ashgabat city to broach for discussion the important issues of the country’s socioeconomic development and implementation progress of seasonal agri-works in the regions.

Noting that the works ongoing in Ashgabat are to be exemplary in all respects, the head of state has exhorted to intensify construction of objects in the city and modernization of roads. A number of presidential assignments were centered on raising the qualitative and cultural level of servicing people at the sale outlets.

The Government’s main focus of attention President of Turkmenistan has switched to efficient organizing of the seed-production activity, effective exploiting of bio-enterprises possibilities in farming the land areas under crop, providing of food abundance in the country and successful implementation of the cocoon-production plans – a valuable raw material for the textile industry.

Not the least important is to complete construction works within the time limit and at a high quality level. In this regard, the head of state gave a number of assignments on speeding up construction of the multifield hospital in Akhal velayat, similar hospital and oncology center – in Dashoguz velayat.

Late that same day, in tune with traditions of our people, President Serdar Berdimuhamedov together with Hero-Arkadag gave the funeral sadaqat-agzachar in the capital’s mosque “Hezreti Omar” (built with the blessing of Hadji Arkadag) on the occasion of Myalikguly aga commemoration day, which in the running year fell on the blessed month of Ramazan.

Addressing the people assembled, the head of state has stressed that all conditions are being created in the state for our citizens to follow the national traditions, make pilgrimage to the holy places of the country, and observe our spiritual rites and customs.

On April 20, President of Turkmenistan Serdar Berdimuhamedov presided over the XII session of the International Akhalteke Horse-Breeding Association in the capital’s hotel “Oguzkent”.

In the online format, foreign members of this reputable organization attended the session, too.

In his speech the head of Turkmenistan has noted that in the running year the Association will celebrate its 12th anniversary. Nowadays, this authoritative international structure unites 188 members from our country and representatives of over 30 states of the planet.

Among the Association’s tasks of primary importance, President Serdar Berdimuhamedov has spotlighted on: expansion of cooperation with foreign horse-breeding associations in organizing of centralized registering procedure of the Akhalteke horse pedigree stock; advancement of the selection-pedigree work and formation of new pedigree lines; organizing in our country and abroad of various cultural measures and horse races and showcases; creating of the international “pedigree book” (Studbook) of purebred Akhalteke horses of the world; preparation of the book and advertizing of the Akhalteke horse-breeding culture and art.

“Now and in the long term we would continue to carry out the work on increasing the herd of Akhalteke horses and their global name recognition, on preservation and enrichment of ancient traditions of the national horse-breeding school. We would gain weighty success in the intergenerational continuity of the horse-breeding craft, in increasing love of youths for the “heavenly” horses”- President Serdar Berdimuhamedov stressed in conclusion of his speech.

Taking advantage of the online-format opportunity members of Association have extended to the head of Turkmenistan wishes of inspiration, able and energetic effort procedures for the productive work at the highest state post, for realization of the plans on increasing this organization’s authority in the world and preservation of the wonderful Akhalteke horse breed.

In the course of session, the President Serdar Berdimuhamedov signed the Ukases on conferring honorary title “Türkmenistanyň at gazanan atşynasy” on Turkmen horse-breeders and foreign citizens (members of the International Akhalteke Horse-Breeding Association) and the Resolution on conducting in Ashgabat in the next year’s April of XIII session of the Association, as well as approved the Resolution on acceding to the Association of new national and foreign members.

The exhibition, which was timed to the Association’s session, included the works of fine, decorative and applied arts, carpet-making and jewelry handicrafts, photo works dedicated to “heavenly” race horses.

The National Turkmen Horse Racer Holiday was countrywide celebrated in a big way.

The start-up to festive events in honor of legendary horses was given at the Balkan Equestrian Complex. Concerts of masters of art, theme exhibitions of fine art, decorative and applied arts dedicated to “heavenly” horses were in the holiday program.

Horse races were a landmark event of the holiday, a good opportunity for the best representatives of the breed to demonstrate unrepeatable beauty, points and speed of horses in the eight rounds of races among the participation of young and adult riders, jockey-trainers from all velayats and Ashgabat city.

In the final eighth race, jockey-trainers astride the settled-by-lot racers competed for the major prize of the President of Turkmenistan – a motor car.

In the solemn atmosphere, winners of horse races were presented with valuable prizes and gifts.

On April 23, the Akhalteke Equestrian Complex of President of Turkmenistan with the participation of the head of state Serdar Berdimuhamedov hosted the festive events in honor of the National Turkmen Horse Racer Holiday.

From every velayat of the country, on behalf of the country’s horse-breeders, military and law-enforcement agencies of the state, in honor of the remarkable date, – wonderful Akhalteke horses were donated to the head of state.

The President of Turkmenistan has expressed gratitude to the elders of velayats, all horse-breeders who invest considerably to continuation of the glorious history of “heavenly” horses.

The final of the international contest «Ýylyň iň owadan ahalteke bedewi» was one of the brightest moments of festive events in the Akhalteke Equestrian Complex of President of Turkmenistan.

The horse Melebash from the Akhalteke Equestrian Complex of President of Turkmenistan (born in 2015, an offspring of Gerden and Elgamak of the glorious line Gyrsakar) was recognized the most splendid Akhalteke race horse of 2022. On behalf of President Serdar Berdimuhamedov, the horse’s seyis was presented with keys to “Lexus” car, Challenger Cup, and Diploma.

On behalf of the President of Turkmenistan, the prizes were also given to the winners of the creative contest – for the best artistic replication of the Turkmen horse racer image in the works of fine art, decorative and applied arts, in printed and photo products, TV channels.

Major events in honor of National Turkmen Horse Racer Holiday with the participation of President Serdar Berdimuhamedov were held on April 24 in the International Akhalteke Equestrian Complex.

President of the Republic of Tatarstan (The Russian Feredration) Rustam Minnikhanov, who paid a special visit to our country on these days, was a distinguished guest of the festivities.

In the course of meeting, the heads of Turkmenistan and Tatarstan exchanged opinions on the priority directions of future-orientated constructive cooperation.

The FEC, transport-communication sector, trade-economic sphere, agriculture and high technologies, intensification of bilateral business contacts were sorted out among the major vectors of interest-based cooperation. Not the least promising is the bilateral partnership in the machine-building industry, power engineering, oil-processing and gas-chemical industries.

Nowadays, interaction-favored prospects open in Turkmenistan due to comprehensive reforms ongoing in the country aimed at industrialization of the national economy, radical modernization of the relevant infrastructure, and creation of new high-tech industries oriented to production of a wide gamut of high-quality competitive produce.

In the course of meeting, the head of Tatarstan has evinced particular attention in the Turkmen people’s national asset and pride – Alabay dog-breed, which preserved its primordial image, salient features, character, and devotion to the master. In this regard, the guest told the President of Turkmenistan about general state of Ak Dostu – Alabay dog, which was donated to the head of Tatarstan by Arkadag Gurbanguly Berdimuhameov.

In the territory of the Akhalteke Equestrian Complex, the two countries’ leaders have visited the exhibitions of works of fine and decorative-applied arts devoted to main heroes of the event – incomparable Akhalteke horses.

The performances of variety soloists, dance and folklore ensembles, various sport competitions, including the national goresh wrestling, added a bright coloring to the festivity.

The guests were pleased to see the performance of the national equestrian games team «Galkynyş». Its breath-taking attractions with acrobatic and gymnastic tricks, fancy riding and equestrian vaulting skills won the audience.

The hymn to “heavenly” horses’ speed were the most prestigious contents of the season – the races on different distances, which were an opportunity for horse racers to demonstrate their best sporting qualities in the contest for the prizes of the country’s leading economic complexes.

In the final (seventh) round, the riders competed seriously and hard for the major prize of President Serdar Berdimuhamedov – “Akhan” prize and Challenger Cup.

In the frames of festivities, the awarding ceremony was held – on behalf of the head of Turkmenistan, winners of the holiday competitions, last week’s marathon and show jumping contest were presented with valuable prizes and gifts.

In the International Akhalteke Equestrian Complex, the President of Turkmenistan conducted a number of bilateral meetings with foreign businessmen, who arrived in our country to take part in the festivities on the occasion of National Turkmen Horse Racer Holiday.

Among the guests were – Chairman of the financial-industrial group “Altkom” Aleksandr Tislenko, Chairman of the Board of the Ukrainian Construction Association “Interbudmontazh” Vladimir Petruk, and Director of “Yugneftegaz” Company Igor Burkinsky. In the frames of business meetings, consideration was given to the priority directions of the future-orientated cooperation advancement.

On completion of festivities in the International Akhalteke Equestrian Complex, a meeting was held between Chairman of the Halk Maslakhaty of Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Tatarstan of the Russian Federation Rustam Minnikhanov.

The guest conveyed to the Hero-Arkadag heartfelt greetings and congratulations of the Russian Federation President Vladimir Putin, as well as extended his own congratulations on the National Turkmen Horse Racer Holiday.

It was stressed that in the light of modern realities of great importance was advancement of the parliamentary diplomacy in promoting peace and sustainable development, strengthening of relations of friendship and cooperation between the states and nations.

Being confident that the meeting will become yet another step toward strengthening of the Turkmen-Tatar friendship and cooperation, President Rustam Minnikhanov has invited Chairman of the Halk Maslakhaty of Milli Gengesh Gurbanguly Berdimuhamedov to pay a visit to the Republic of Tatarstan to take part in different socio-cultural measures.

A regular online session of the Cabinet of Ministers convened by President Serdar Berdimuhamedov was held on April 22.

The agenda of session implied – further improvement of the national legislation; advancement of securities market; strengthening of institutional basics of the national system of combating money laundering and terrorism funding; revamping of licensing processes in the transport complex; increasing of the Turkmenbashy Refinery Complex production capacities; modernization of the AIC’s material-technical base; formation of the powerful construction industry.

Besides, information was presented about: conducting of the contest for developing of the national brand of the “Made in Turkmenistan” trade mark; the May Program of cultural measures and ceremonies of launching of socio-cultural objects; preparation of National Teams of Turkmenistan to XXXIII Summer Olympics and XVII Paralympics, which will be held in 2024 in Paris (the French Republic).

At the session it was also informed about granting to Ashgabat of the International certificate for encouraging and investing into the UN European Economic Commission’s initiative “Trees in towns” by means of tree-planting and reforestation actions.

Extending congratulations on this foreign-policy achievement, President Serdar Berdimuhamedov has highlighted that throughout many years, Turkmenistan and the UN applied joint efforts to successfully realize the programs and projects aimed at the sustainable development on the planet. Provision of the high-level ecological safety is one of the key vectors of their partnership.

Transformation of urban and rural territories into forest zones is one of the ingredients of this many-faceted and comprehensive activity. In compliance with the National Reforestation Program, Turkmenistan at the country level keeps systemic work going in the within-named sphere.

On the initiative of the Hero-Arkadag, over the many-year period, more than 145 million of seedlings were planted in the country, which resulted in formation of special climate zones.

By well-established tradition, at the session, the President of Turkmenistan signed the Ukase on pardoning of 514 citizens of the country on the occasion of the blessed Gadyr gijesi.

The head of state has approved the composition of the Interdepartmental Commission on execution of Turkmenistan’s international commitments in the sphere of human rights and international humanitarian law, signed the Resolution on purchasing of aluminum produce from the Open Joint-Stock Society “Tajik Aluminum Company”, and agri-machinery, equipment and spare parts – from German Company “John Deere”, as well as the Resolution, which recognizes the financial markets management (let alone the activity of Stock Exchanges) to be subject to licensing.

On April 23, on the invitation of the Prime Minister of Japan Fumio Kishida, President Serdar Berdimuhamedov took part in the online fourth Asian-Pacific Water Summit (APWS) on the subject – “Water for the sustainable development – advanced experience and the next generation”.

In his speech at the Summit, President Serdar Berdimuhamedov has highlighted that the Asian-Pacific region is today one of the most powerful poles of global development and progress, and in this regard serious responsibility rests with the countries of the region in their approaches to the problem of preservation and use of water resources of the planet as an integral part of safeguarding of general international stability and security.

Being a convinced believer that unconditional adherence to the principle of equitable and just access to water resources is a key condition of joint activity in this direction. Recognizing it as a fundamental human right, President Serdar Berdimuhamedov has stressed that, as things go, this principle is of particular importance under existing conditions, when coronavirus pandemic inflicted serious damage on the world economy and global food security, made a negative impact on implementation of the Sustainable Development Goals.

President of Turkmenistan has also noted that our country cooperates closely and consistently with the global community, first of the first with the United Nations Organization. The Turkmen side’s initiatives are extremely concrete; they are tied to the real demands of the people and goals of regional development and interaction.

The head of state has also told about the efforts undertaken by Turkmenistan at the national level. The talk is about Code of Turkmenistan “On Water” adopted in 2014 and construction in the Karakum Desert of the unique artificial lake “Altyn Asyr”. In reality, the Lake – a complicated hydro-technical object, is an opportunity to resolve the urgent ecological, economic and social issues, to effectively work over provision of the long-term ecological wealth in Turkmenistan, as well as in the entire region of Central Asia.

President Serdar Berdimuhamedov has highlighted that while realizing the large-scale undertakings of the kind, we proceed from the position that the effective international interaction on water problematics would have to be strongly buttressed by the relevant criteria of work at the national level.

Turkmenistan supports completely the goals and tasks of the Summit agenda, the head of state noted, having expressed confidence that adoption of the final Declaration would become one of the platforms for the subsequent earmarked and contentious international interaction.

On the past week, the State Museum of Turkmenistan’s State Culture Center hosted the international scientific meeting “Historical-cultural monuments of Turkmenistan are in the focus of world community’s attention”, which was organized by the country’s Ministry of Culture on behalf of President Serdar Berdimuhamedov.

In the course of forum it was noted that in the country over 1,400 objects of history and culture (major of them are monuments of archeology) are included in the State Register. Over the years of independence, a set of normative-legal documents was adopted aimed at preservation of cultural values, including the Laws: “On protection of monuments of history and culture of Turkmenistan”, “On museums and museology”, “On protection and removal of movable values of culture”, and others.

The speakers concentrated attention on the “State Program for 2022-2028 on careful preservation of objects of the National Historical-Cultural Heritage, their protection and study, attraction to them of tourists”, which was signed by the President of Turkmenistan in the course of the April-8 session of the Cabinet of Ministers.

In the frames of Program the work will be kept going on taking stock of and issuing passports to the objects of the national historical-cultural heritage, on including them into the Public Register. Preparation of the within-named document is the first step toward creating of the multivolume”Code of monuments of history and culture of Turkmenistan”.

At the meeting, presentation was held of a new handsomely designed and illustrated edition “Antiquities of Turkmenistan: scientific studies and restoration of monuments” prepared by the National Department of Turkmenistan for Protection, Study and Restoration of Monuments of History and Culture.

The book implied the articles of specialists who took part in the archeological expeditions and projects on conservation and restoration of the monuments of history and culture of Turkmenistan during 10 years (2011-2021). On the whole, the materials of the book are a wide panorama of history of Turkmenistan’s material culture from the Eneolithic epoch to Middle Ages.

Major authors of articles delivered their online speeches at the plenary session of the international forum. The speakers have concentrated attention on such subjects as widespread adoption of the latest technologies and equipment capable to protect the monuments, including modern methods of investigations in the sphere of map-making, creation of the 3D-model objects.

The forum attendees exchanged experience in the sphere of protection of Turkmenistan’s unique archeological objects. They have also stressed that not all museums of the world may boast of unique findings of scientific archeological expeditions, which are today kept in the museums of our country.

On April 23, the Ministry of Foreign Affairs hosted a regular session of the National Commission of Turkmenistan on the UNESCO Affairs with the participation of some Deputy Chairmen of the Cabinet of Ministers, chief leaders and representatives of core ministries and departments, social organizations.

At the session, consideration was given to the issues of strengthening our country’s role in the UNESCO’s large structural subdivisions, expanding of international scientific interaction and cooperation in the digital projects.

Endorsement of the UNESCO Convention on measures aimed at prohibiting and preventing of illicit import, export and transfer right of ownership of the cultural values was ranked among the primary tasks in the running year.

Besides, in the frames of the UNESCO Program “Man and Biosphere”, the work is kept going with the participation of Turkmenistan, Kazakhstan and Uzbekistan on initiating proceedings for including in 2023 of the nominative multilateral dossier “Turan deserts of the temperate zone” into the UNESCO Representative List of Immaterial Human Heritage and of the transnational project “Akhalteke horse-breeding art and traditions of decorating horses”.

The issues of including Ashgabat into the Global Network of UNESCO Creative Towns in the “Design” category and instituting of the UNESCO departments in a number of high education schools of Turkmenistan were broached for discussion.

Thus, the past week’s events have demonstrated that modern Turkmenistan under the leadership of President Serdar Berdimuhamedov is the forward-looking country, strongly committed to its deep and wise national traditions, moral values, and intergenerational continuity retained through millenniums of lofty spiritual culture.
