Today, President Serdar Berdimuhamedov, who is on a holiday trip to the Balkan velayat, held an field meeting of the Cabinet of Ministers, where issues of socio-economic development of the western region of the country were discussed, relevant reports were heard, and drafts of a number of documents were considered.
Turning to the agenda, the head of state gave the floor to the chairwoman of the Mejlis Milli Gengesh G. Mammedova, who informed about the activities to further improve national legislation.
At the 17th session of the Mejlis, held on April 2nd this year, a number of bills were adopted, which were sent for consideration to the Halk Maslakhaty Milli Gengesh of Turkmenistan.
On April 6-8 this year, representatives of Milli Gengesh, law enforcement agencies, public associations and other organizations jointly visited the Balkan velayat on a working trip to hold meetings and awareness raising events among girls and women dedicated to national Turkmen traditions, the sanctity of the family, etiquette and education.
Deputy Chairman of the Halk Maslakhaty Milli Gengesh K. Babayev reported on the comprehensive work to modernize the country's legal framework, carried out in accordance with the tasks set for the National Parliament.
Members of the Halk Maslakhaty, together with deputies of the Mejlis, sectoral ministries and departments, are also working on draft laws aimed at strengthening law and order in the country, social protection of the population, support for families, and labor relations.
President Serdar Berdimuhamedov stressed the importance of careful study of the adopted legislative documents, taking into account the needs of the present, national experience in lawmaking and international law enforcement practice.
Further, Deputy Chairman of the Cabinet of Ministers M. Mukhammedov reported on the practical steps taken by the structures under his supervision in order to fulfill the instructions of the head of Turkmenistan to determine the directions of the socio-economic development of the Balkan velayat as part of the preparation of the Presidential Development Program for the state for the next 7 years.
A number of priority tasks also include the effective use of the potential of the Kazakhstan-Turkmenistan-Iran international railway, the International Seaport in Turkmenbashi, the transport and logistics system, an increase in the volume of transit and multimodal cargo transportation, the construction and commissioning of an international air harbor in the village of Jebel.
It is also proposed to further develop the sanatorium and tourism sectors, improving the quality of services. Particular attention will be paid to the social sphere, construction of modern kindergartens, schools, health centers, housing, engineering structures and the reconstruction of existing facilities. At the same time, the goal was set to fully utilize internal resources in all planned areas, including labor reserves, create new jobs and achieve active participation of the private sector in these works, attract domestic and foreign investments.
Then Deputy Chairman of the Cabinet of Ministers Sh. Abdrakhmanov reported on the state of affairs in the supervised fuel and energy sector, the implementation of the instructions of the President of Turkmenistan and the solution of tasks for timely development of national investments allocated to the oil and gas complex.
Information was also provided on the measures being taken in accordance with the Decree of the head of state on providing financial support to the State Concern “Turkmennebit” to finance the production of additional volumes of oil in the coming two years.
In this context, the results of the international tender announced by the State Concern “Turkmennebit” with the participation of foreign companies were reported. Based on its results, the most profitable commercial offers were determined and it is planned to conclude relevant contracts.
Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on the project of the cultural program planned on the occasion of the National Holiday of the Turkmen Horse, which also includes events in the Equestrian Sports Complex of the Balkan Velayat.
In general, approving the presented program, the head of state addressed the vice-premier with a number of instructions on organizing high-level celebrations dedicated to the National Day of the Turkmen Horse, which is widely celebrated in our country on the last Sunday of April.
Deputy Chairman of the Cabinet of Ministers Ch. Purchekov reported on the state of affairs in the areas under his supervision, including the chemical industry.
Taking into account the rich potential of the Balkan velayat, in particular, the hydro-mineral resources of the Garabogazgol Bay, targeted measures are being taken to comprehensively develop the production of new types of chemical products that replace imported iodine, bromine and bromine products, caustic soda, chlorine and chlorine products.
In addition, at the polymer plant in Kiyanly, work is underway to establish the production of chemicals used in production.
Taking into account the fact that many of the specialists working in production come from other parts of Turkmenistan, the Deputy Prime Minister submitted a proposal to the head of state for the construction of a complex of residential buildings for 472 families in the village of Guvlymayak, Turkmenbashi etrap, Balkan velayat.
The head of state also instructed to fill the domestic market with import-substituting industrial and construction products, ensure the opening of new industries based on innovative technologies and the latest achievements of science and technology, and continue the production of modern electronic products.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the ongoing work to create abundance in the domestic consumer market and further support for production initiatives of the country's private sector.
The National Program for Socio-Economic Development of Turkmenistan in 2022-2052 sets tasks for small and medium-sized businesses in such important areas as creating new jobs and increasing the volume of products manufactured in the regions.
According to the Deputy Prime Minister, members of the Union of Industrialists and Entrepreneurs of the country have developed proposals for the implementation of investment projects to create agricultural, food and industrial enterprises, in particular, in the Balkan velayat. Among them are 14 projects in areas such as growing vegetables, grapes and orchards using water-saving technology, building livestock and poultry farms, modern greenhouses and refrigerated warehouses for storing food products.
In this regard, an appropriate list of new facilities scheduled for construction in the Balkan velayat in 2022-2028 was submitted for consideration by the head of state.
The Vice Premier was also instructed to speed up program work to increase the country's production of export-oriented and import-substituting products. The President of Turkmenistan ordered to analyze in detail and revise the proposals of the country's entrepreneurs for the implementation of investment projects in the Balkan velayat.
Deputy Chairman of the Cabinet of Ministers M. Mammedova reported on the preparations for holding a scientific and practical conference in the historical and cultural complex of monuments “Dehistan”, as well as on the organization of an international scientific meeting “Historical and cultural monuments of Turkmenistan in the center of attention of the world community.”
It was reported that this meeting is scheduled for April 19, 2022 in the city of Ashgabat. Within its framework, it is planned to organize an exhibition of archaeological finds, consider the results of research carried out by international and national expeditions on the territory of our country, as well as hold a presentation ceremony for a new book “Türkmenistanyň gadymyýeti: ylmy barlaglar we ýadygärlikleriň rejelenişi”. According to the digital system, speeches by representatives, scientists and archaeologists of foreign scientific centers will be organized.
Further, the Deputy Prime Minister reported on the preparations for holding a scientific and practical field conference on April 16th this year at Dehistan historical and cultural monument.
After listening to the report, the head of state instructed to hold all the planned events at a high organizational level. Focusing on further improvement of the activities of cultural institutions in accordance with the requirements of the time, President Serdar Berdimuhamedov gave the Deputy Prime Minister a number of specific instructions.
Deputy Chairman of the Cabinet of Ministers S. Toylyev, who spoke next, reported on the preparations for the opening ceremony of a multidisciplinary hospital for 400 beds in the city of Turkmenbashi, Balkan velayat, built by the individual enterprise Ussat Inžener.
In this regard, the Deputy Prime Minister reported on the readiness for commissioning a new world-class medical facility.
The hospital, designed to provide the population with high-quality medical care for the prevention and treatment of diseases, has 27 departments where the necessary opportunities have been created to restore the health of citizens in inpatient and outpatient settings.
Separate instructions were given on preparations for the upcoming celebrations on the occasion of the opening of a multidisciplinary hospital in Turkmenbashi, which should be held at a high organizational level.
Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the preparations for the Summit of the Heads of State of Turkmenistan, the Republic of Azerbaijan and the Republic of Turkey, which occupies a special place in the Plan of International Events to be held in our country in 2022.
Today, as part of a multi-vector partnership with these countries, large-scale joint work is being carried out in various fields.
Here, energy, transport and logistics, trade and economic spheres are among the priority areas.
Great importance in trilateral cooperation is also attached to the summing up of efforts in the field of introducing high technologies.
Along with this, special attention is paid to interstate cultural and humanitarian cooperation.
Relevant work is currently being carried out to prepare the forthcoming Summit at a high organizational level.
President Serdar Berdimuhamedov instructed the Deputy Prime Minister, head of the Foreign Ministry to ensure the high organizational level of the Summit, which is designed to give a new impetus to the intensification of fruitful interaction that meets both the interests of the three friendly states and peoples and the goals of prosperity in the regional and global dimensions.
General Director of the Agency for Transport and Communications under the Cabinet of Ministers M. Chakiev reported on the preparations for the laying ceremony of a complex of residential buildings for workers in the transport and communications industry in the city of Turkmenbashi, Balkan Velayat.
In this regard, proposals have been developed for organizing a laying ceremony for 5 four-story 60-apartment luxury buildings, which were submitted for consideration by the head of state.
After listening to the report, President Serdar Berdimuhamedov stressed that the construction of residential areas with appropriate infrastructure is an important requirement for the implementation of projects for the development of cities and villages in our country.
In continuation of the meeting, the reports of the heads of regional administrations were heard.
Hyakim of the Balkan velayat T. Atahallyev was the first to report on the state of affairs in the western region, the work carried out within the framework of the implementation of the Program of the President of Turkmenistan on the socio-economic development of the country for 2019-2025 and the National Rural Program.
A report was provided on preparations for the opening of a multidisciplinary hospital for 400 beds, as well as for the ceremony of laying the foundation of five 4-storey 60-apartment residential buildings for employees of departments of the transport and communication complex in the city of Turkmenbashi.
Along with this, information was given on the relevant work on organizing celebrations and on the cultural program on the occasion of the National Day of the Turkmen Horse.
Further, Hyakim of Ahal Velayat Ya. Gurbanov reported on the state of affairs in the region, the implementation of the Program of the President of Turkmenistan on the socio-economic development of the country for 2019-2025 and the National Rural Program.
Along with this, appropriate steps are being taken to prepare for the events planned on the occasion of the National Day of the Turkmen Horse.
In turn, the Hyakim of the Dashoguz Velayat N. Nazarmyradov reported on the situation in the northern region, the practical steps taken to successfully fulfill the tasks outlined in the Program of the President of Turkmenistan for the socio-economic development of the country for 2019-2025 and the National Rural Program.
A report was also made on the events scheduled on the occasion of the National Day of the Turkmen Horse, which is annually celebrated on the last Sunday of April.

After listening to the reports, President Serdar Berdimuhamedov stressed the need to keep all the work carried out in the regions of the country, including in the agricultural sector, under unremitting control. Here, special attention should be paid to the quality care of wheat fields and the completion of cotton sowing at the optimum time, which is the key to obtaining abundant harvests. At the same time, in order to fully meet the needs of the population in domestic food products, it is also necessary to increase the production of various fruit and vegetable crops.
Touching upon the implementation of the National Rural Program, which provides for the construction of social, industrial and other facilities, the head of state noted the importance of ensuring the high quality of all new buildings and their timely commissioning.
President Serdar Berdimuhamedov also instructed the regions to comprehensively prepare for the celebrations on the occasion of the National Day of the Turkmen Horse and hold all planned events at a high organizational level.
Then, addressing the participants of the meeting, the head of state addressed a number of instructions to increase the potential of the Avaza National Tourist Zone, develop the service sector here, and, taking into account the approaching summer period, ordered to properly prepare for the holiday season for adults and children.
As the head of Turkmenistan further noted, at today's offsite meeting of the Cabinet of Ministers, issues of the socio-economic development of the Balkan velayat were considered, a number of documents aimed at developing industries were adopted.
