Meeting of the Mejlis Milli Gengesh of Turkmenistan

On April 2, the seventeenth meeting of the Mejlis Milli Gengesh of the sixth convocation was held via the digital system, which considered and adopted a number of laws and regulations developed in accordance with the priorities of the state policy of the President of Turkmenistan Serdar Berdimuhamedov and a comprehensive program to modernize the legislative and legal framework of the country .

Representatives of a number of ministries and departments, as well as mass media were invited to participate in the meeting.

According to the agenda, the deputies considered the draft laws: “On introducing amendments and modifications to the Criminal Code of Turkmenistan and approving its new edition”, “On ratification of the Treaty between Turkmenistan and the Republic of Kazakhstan on the delimitation of the Turkmen-Kazakhstan state border and the delimitation of adjacent sections of fishing zones on Caspian Sea”, “On the ratification of the Agreement between the Government of Turkmenistan and the Government of the Republic of Kazakhstan on the regime of the Turkmen-Kazakh state border”, “On the ratification of the Agreement establishing the International Islamic Trade and Finance Corporation”, “On the ratification of the Act on Amendments to the Charter of the International Labor Organization” , “On the Ratification of the Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property”, “On Accession to the Framework Agreement for the Facilitation of Procedures for Cross-Border Paperless Trade in the Asia-Pacific Region”, and to the “Convention on the Recognition and Enforcement of Foreign Arbitral Awards”, “On Accession to the United Nations Convention on Contracts for the International Sale of Goods”.

In addition, the deputies considered the draft laws: “On making additions to the Law of Turkmenistan “On courier communications”, “On making modifications to the Customs Code of Turkmenistan”, “On making amendments and modifications to the Tax Code of Turkmenistan”, “On making amendments and modifications to The Law of Turkmenistan “On Auditing”, “On Amendments to Certain Legislative Acts of Turkmenistan”, as well as “On Amendments and Modifications to the Land Code of Turkmenistan”.

The report of the authorized representative for human rights in Turkmenistan Ya. Gurbannazarova, who reported on the work done, was presented to the deputies for consideration.

An important item on the agenda of the meeting was the discussion of the draft Resolution of the Mejlis Milli Gengesh “On the election of the Ombudsman.”

As noted, the activities of the Commissioner for Human Rights in Turkmenistan are regulated by the relevant law that meets the international obligations of the country in the humanitarian sphere, taking into account the practice of developed democratic states of the world, and creating strong guarantees for the protection of the rights and freedoms of man and citizen by the Ombudsman.

In accordance with the Law “On the Ombudsman”, 3 candidates were submitted for consideration by the deputies, from which the participants of the meeting made their choice by secret ballot Ya. Gurbannazarova was elected to the post.

The meeting also considered the draft Resolution of the Mejlis Milli Gengesh of Turkmenistan and “On the plan of legislative activity of the Mejlis Milli Gengesh of Turkmenistan for 2022”.

The draft legislative acts submitted for consideration at the regular meeting of the Mejlis Milli Gengesh of the sixth convocation were unanimously approved and adopted.

In conclusion, the deputies expressed confidence that the above legal documents, having supplemented the current system of legislation of independent neutral Turkmenistan, will provide the necessary positive conditions for the further successful implementation of large-scale socio-economic and democratic reforms under the leadership of President Serdar Berdimuhamedov aimed at the progressive development of various spheres of life of independent neutral Turkmenistan.
