Today, President Gurbanguly Berdimuhamedov has held a regular online meeting of the Cabinet of Ministers, in the course of which a number of issues of state life were considered and drafts of documents aimed at further progressive development of sectors of national economy were discussed.
Turning to the agenda, the leader of the nation gave the floor to Deputy-Chairman of the Cabinet Serdar Berdimuhamedov, who reported on preparation of the draft of the Decree on presentation of monetary gifts to women of the country on behalf of the President of Turkmenistan on the occasion of International Women’s Day.
As head of the state Gurbanguly Berdimuhamedov noted, creation of all conditions for happy life of our women compatriots, who make a worthy contribution to further development of our country, implementation of large-scale transformation programs, education of the younger generation of Turkmen nationals in the spirit of true patriotism, diligence, high intellectual and moral values, preservation and popularization of age-old traditions of our ancestors in the modern epoch, is one of the priorities of the policy pursued by our state.
Having signed the submitted document, the leader of the nation sent it online to the Deputy-Chairman, commissioning him to ensure a proper control over fulfilment of the given Decree.
Further, in the meeting, the Deputy-Chairman reported on the results of the qualifying review held in public institutions with participation of deputies of ministries, sectoral departments for financial and economic affairs, heads of related departments and chief accountants.
Further, Deputy-Chairman of the Cabinet Sh.Abdrahmanov reported on preparation for the international forum, the main aim of which is an active involvement of foreign investment in the oil and as sector of Turkmenistan.
The given even is planned to be held on March 29-30, the current year in Ashgabat. Taking into account a great interest shown by foreign companies and leading financial institutions in expansion of mutually beneficial cooperation with our country, organization of the forum simultaneously via television space bridge in the National pavilion of Turkmenistan at the EXPO-2020, which goes on in Dubai (United Arab Emirates), is also envisaged.
Speaking of significance of the upcoming forum, the head of Turkmenistan commissioned the Deputy-Chairman to ensure its high-level organization.
Deputy-Chairman of the Cabinet E.Orazgeldiyev reported on the state of affairs in the sphere he supervises, in particular, the activities carried out to further develop national silkworm breeding, strengthening of raw materials base and increase in the volume of production of high quality cocoons.
So, measures are taken to expand the fodder supplies, acreage of mulberry plantations in regions. «Türkmenýüpek» Joint-Stock Association carries out preparatory work to supply producers with high quality silkworm eggs.
In this connection, for consideration of the head of the state was submitted the draft of the Resolution, in accordance with which the Ministry of Agriculture and Environmental Protection jointly with khyakimliks of regions should conclude agreements on production of valuable raw silk and provide producers with high quality silkworm eggs. This year, as a whole by Turkmenistan it is planned to produce 2 thousand 300 hundred tons of silkworm cocoons, including by Akhal region -300 tons, by Balkan region -50 tons, Dashoguz region -500 tons, Lebap region -1 thousand 10 tons, Mary region -440 tons.
Having signed the submitted document on production of cocoons in Turkmenistan for 2022, the head of the state sent it online to the Deputy-Chairman, commissioning him to create all conditions for successful realization of contractual obligations on production of valuable raw silk material by tenant silkworm breeders.
Further, Deputy-Chairman of the Cabinet Ch. Purchekov reported on the state of affairs in the sectors under his supervision, in particular, the work carried out by the Ministry of Energy and «Türkmenhimiýa» State Concern in terms of the instructions given earlier by the head of the state.
At present, the Memorandum of Understanding on conversion of Akhal and Dashoguz power stations from usual one into a combined control between the Ministry of Energy of Turkmenistan and Asian Development Bank has been signed.
The possibility of conversion of Lebap power station with a capacity of 432 megawatts built in Charjev district by Japanese company «Sumitomo Corporation» into a combined control is also explored.
In the given context, the Deputy-Chairman submitted for consideration of the head of the state the proposals prepared by the outcome of conducted analytical work.
Further, the Deputy-Chairman of the Government, reported on the work carried out by «Türkmenhimiýa» State Concern in accordance with the approved program for 2022 on ensuring sustainable development of the country and reduction of impact of economic complications emerged in the world economy on the national economy.
In this connection, a special emphasis is made on establishment of cooperation with foreign commodity producers. Measures for regular operation of Garabogaz urea plant and Akhal plant for manufacture of petrol from natural gas are taken.
Drafts of Resolutions on purchase of equipment and chemical agents by «Türkmenhimiýa» State Concern and on approval of the Provisions of the State Agency for management of construction of motorways were also submitted for consideration of the leader of the nation.
Having signed the submitted Resolutions, President Gurbanguly Berdimuhamedov sent them online to the Deputy-Chairman, giving him a number of concrete instructions for their strictly fulfilment.
Deputy-Chairman of the Cabinet Ch.Gylyjov reported on the work carried out in the sectors under his supervision, in particular, on the course of construction of the Ashgabat-Turkmenabat high-speed motorway.
The Deputy-Chairman informed that these days in the Akhal-Mary section of the Ashgabat-Turkmenabat high-speed motorway, roadwork is carried out with a great number of specialized machinery, trucks and railway-dumping wagons.
With a view of successful and timely completion of construction of the given infrastructure project of high quality, the proposal on purchase additional dump trucks of KAMAZ at the expense of «Türkmen awtoban» Joint-Stock Association was also mentioned.
Further, Deputy-Chairwoman of the Cabinet M.Mammedova reported on preparation of cultural events devoted to holidays and significant events of the month as well as the commissioning of social and cultural projects into operation planned for March.
On the occasion of declaration of the motto of the year 2022 “The Epoch of people with Arkadag” and in honour of International Women’s Day and national holiday of spring various cultural events are planned to organize in the capital and regions.
The main solemn events on the occasion of the national spring holiday are planned to organize on the venue «Nowruz ýaýlasy» in the territory of Ak bugday district of Akhal region as well as in front of the buildings «Türkmeniň ak öýi» in regions.
Further, the Deputy-Chairwoman reported on the organizational issues connected with the international conference and exhibition «Bagtyýarlyk baharynyň şekillendiriş sungatyndaky waspy». As was informed, representatives of fine art will take part in these events devoted to International Women’s Day.
Deputy-Chairman of the Cabinet S.Toyliev reported on preparation for organization of the online international Olympiad among higher educational establishments of the country in April-May, the current year.
Guided with the instructions given earlier by the head of the state and with a view of fulfilment of the goals outlined in the Conception of development of digital educational system in Turkmenistan and the plan for its realization, it is planned to organize the Second Open Mathematical Olympiad by the International University for the Humanities and Development, the International Internet Olympiad in chemistry by the International Oil and Gas University named after Yagshygeldi Kakayev and the First Open International Internet Olympiad in theoretical mechanics by the State Institute of Energy of Turkmenistan.
It is expected that along with Turkmen students, students of higher educational institutions of tens of foreign countries will take part in the upcoming international Olympiads.
The draft of the Resolution on approval of the National program on transformation of Turkmenistan into a tobacco free country for 2022-2025 and the plan of actions for its realization, which were developed by the Ministry of Health and Medical Industry jointly with related ministries, sectoral departments and international organizations at the instruction of the head of the state, were also submitted for consideration.
Having approved the Program, which is called to turn Turkmenistan into a tobacco free country until 2025, President Gurbanguly Berdimuhamedov underlined that realization of the target measures will directly serve improvement of health and it will mean further enhancement of wellbeing of people.
Having signed the relevant Resolution, the head of the state sent it online to the Deputy-Chairman, giving him a number of concrete instructions.
Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov, reporting on the work carried out by MFA, informed that at the instruction of the leader of the nation he met with Ambassador Extraordinary and Plenipotentiary of PRC to Turkmenistan Qian Naicheng, to whom the letter of President Gurbanguly Berdimuhamedov to Chairman of the People’s Republic of China Xi Jinping was handed.
The measures on practical realization of agreements reached by the outcome of high-level talks, which were held within the framework of the working visit of the President of Turkmenistan to PRC and have a great significance for progressive development of bilateral cooperation in multidimensional manner, were also reported.
The Deputy-Chairman, head of MFA also reported on the outcome of the visit of the delegation of Turkmenistan made to the Russian Federation at the instruction of the leader of the nation with a view of the holding of meetings and talks on priority areas for further development of interstate relations taking into account the existing potential.
Within the framework of the visit, a number of meetings with Russian partners were held. The subject of interested discussion included cooperation in the Caspian Sea and interaction within the format of the Commonwealth of Independent States. In the given context, special attention was attached to the issues of preparation for the 6th Caspian Summit planned for the current year in our country as well as organization of activity of the mission of observers from CIS at the upcoming elections of the President of Turkmenistan on March 12.
The consultations between foreign affairs offices of Turkmenistan and the Russian Federation were also held.
By the outcome of the visit of the delegation of Turkmenistan to Moscow and bilateral talks held there, the Joint statement of ministers of foreign affairs of Turkmenistan and the Russian Federation in connection with the 30th anniversary of establishment of diplomatic relations between two countries was adopted and a number of documents, including the Plan of actions devoted to the above-mentioned significant date were signed.
In addition to it, the work carried out on fulfilment of the instructions of the leader of the nation for further development of mutually beneficial business contacts with American partners was also reported. Promising areas of cooperation were considered in the course of telephone conversation between President Gurbanguly Berdimuhamedov and Executive Director of “Turkmenistan-USA” Business Council Eric Stewart on February 24.
Further, the Deputy-Chairman of the Cabinet, head of MFA reported on the online meeting with Director of the Electoral Assistance Division of the Department of Political and Peacebuilding Affairs of the United Nations Secretariat Craig Jenness. At the meeting the strategic partnership of our country with the UN and its specialized agencies was highly appreciated.
Besides it, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs reported on the issues of development of Turkmen-Kazakh partnership in the light of practical implementation of agreements reached at high levels, including the outcome of the state visit of the President of the Republic of Kazakhstan to our country on October, last year. In it, a significant role is given to the Intergovernmental Commission for economic, scientific, technical, and cultural cooperation.
Further, he reported on the measures taken to intensify fruitful Turkmen-Turkish cooperation taking into account the existing multidimensional potential and outlook. In realization of the agreements reached by the outcome of meetings and high-level talks, in particular, in the course of the state visit of the President of Turkmenistan to Turkey in November 2021, important role is attached to the Intergovernmental Commission for economic cooperation.
The leader of the nation commissioned the Deputy-Chairman, Minister of Foreign Affairs to continue a comprehensive work on further development of mutually beneficial Turkmen –Russian partnership in the context of realization of reached agreements and existing potential. At that, the head of the state also underlined necessity of ensuring of high organizational level of the events devoted to the 30th anniversary of establishment of diplomatic relations between Turkmenistan and the Russian Federation.
In the light of large-scale democratic reforms developed in Turkmenistan in the modern epoch, the strengthening of constructive dialogue with the UN, including exploration of advanced experience in the field of organization of election process and conduction of elections are also topical, the head of the state said, giving him instructions to establish regular contacts in this area.
Deputy-Chairman of the Cabinet, Secretary of the State Security Council Ch. Amanov, who spoke further, reported on the state of affairs in military and law enforcement bodies. The digital services provided by the State Migration Service became a separate topic of the report.
According to the Resolution of the head of the state approved on February 27, 2020, «On establishment of the system of electronic document circulation and internet sites as well as their commissioning into operation in Turkmenistan», the official site of the given institution has been opened and through which population of the country is offered relevant online services. It includes registration of citizens with queue management system for obtaining international biometric passports, making an appointment for clarification of issues within the competence of the Service. This service is available in Turkmen, Russian and English and enables Turkmen nationals to save their time and submit documents at the convenient time for them.
Director General of the Transport and Communications Agency of the Cabinet of Ministers M.Chakyev reported on the state of affairs in the sphere under his supervision and the work on designation and application of zones of railway branch lines.
It was informed that in accordance with the instruction of the head of the state, the draft of the document was reconsidered and according to it, the land areas where zones of railway branch lines are located are transferred for permanent use. Their application should be carried out in accordance with the legislation of Turkmenistan on land, city planning, ecologic and fire safety with observance of sanitary standards. Regulations on the quantity of zones of railway branch lines were also introduced with reference to construction standards of Turkmenistan.
In this connection, the draft of the relevant Resolution was submitted for consideration of the leader of the nation.
Having signed and sent the submitted document online to the Director of the Agency, the head of the state commissioned him to ensure a regular control over operation of infrastructure projects, including zones of railway branch lines.
At the meeting other important issues of state life, on which relevant decisions were made, were also considered.
