Today, President Gurbanguly Berdimuhamedov has held a regular online meeting of the Cabinet of Ministers, in which priority issues of state life as well as drafts of a number of documents were considered.

Turning to the agenda of the meeting, the head of the state gave the floor to Chairwoman of the Mejlis of the Milli Gengesh G.Mammedova, who informed on the work carried out with a view of improvement of the legal basis of large-scale socio-economic transformations implemented in the year “Epoch of people with Arkadag” as well as on program tasks set before deputies to bring the national legislation into compliance with modern requirements and generally recognized standards of international law.

Further, Deputy-Chairman of the Khalk Maslakhaty of the Milli Gengesh K.Babaev informed on the activities carried out to improve the legislative basis. In accordance with the Resolution on the holding of an extraordinary meeting of the Khalk Maslakhaty of the Milli Gengesh, measures for organization of the nationwide forum, which has a great significance in the life of the state and society, are taken.

Further, Deputy-Chairman of the Cabinet Serdar Berdimuhamedov reported on preparation for the extraordinary meeting of the Khalk Maslakhaty of the Milli Gengesh of Turkmenistan and activities carried out to sum up the outcome of 2021.

In accordance with the instructions of the head of the state, development of the draft of the Program for development of the country for upcoming 30 years is carried out. A well-coordinated work is carried out jointly with ministries, sectoral departments, khyakimliks of Ashgabat city and regions to prepare accounting data and forecasting information to this end.

Deputy-Chairman of the Cabinet Sh.Abdrahmanov reported on the state of affairs in the fuel and energy complex and the course of realization of the Program for development of oil and gas industry of the country for 2030.

Having reported on the results of newly conducted analysis of distribution of volumes of petrochemical goods used by local consumers of Turkmenistan for the current year, the Deputy-Chairman of the Cabinet submitted the draft of the relevant Resolution for consideration of the head of the state.

Having signed the relevant document and having sent it online to the Deputy-Chairman of the Cabinet, the President of the country commissioned him to ensure proper fulfilment of its provisions.

Further, Deputy-Chairman of the Cabinet E.Orazgeldiyev reported on the course of agricultural reforms and seasonal activities carried out in the fields. 

The Deputy-Chairman of the Cabinet submitted the draft of the Decision on payment of expenses from the special account of the Ministry of Agriculture and Environmental Protection for consideration of head of the state Gurbanguly Berdimuhamedov.

The leader of the nation, having signed the submitted document and having sent it online to the Deputy-Chairman of the Cabinet, gave him relevant instructions.

Deputy-Chairman of the Cabinet Ch. Purchekov reported on the measures taken for increase in the capacities of local chemical enterprises.

As a result of the ongoing strategy for industrialization of the country, powerful plants equipped with innovative technologies are built and commissioned into operation regularly and thousands of work places are created. So, relevant work has been carried out in «Maryazot» production association, «Marykarbamid» plant and Akhal gas-to-gasoline plant of «Türkmenhimiýa» State Concern. 

With a view of increase in the production potential of plants of «Türkmenhimiýa» State Concern for production of mineral fertilizers, due work for their proper equipment and supply with spare parts is carried out. 

Deputy-Chairman of the Cabinet Ch.Gylyjov reported on the course of realization of the socio-economic strategy in the trade complex and the measures taken for solution of top priority tasks in textile industry as well as in the private sector.

Deputy-Chairwoman of the Cabinet M.Mammedova reported on the activities of subordinate institutions within the framework of implementation of the Program for development of the sphere of culture for 2019-2025.

Further, Deputy-Chairman of the Cabinet S.Toyliev reported on the activity carried out in the sphere of sports and youth affairs, in particular, on the measures taken for promotion of successes of our fatherland in the given sphere in the world as well as augmentation of achievements of national sportsmen in various sports and further development of their potential in the given area.

The Deputy-Chairman also reported on the work carried out for establishment of the Information centre for sports and youth policy within the framework of transformation of printed mass media into the electronic format and digital system with a view of expansion of presence of Turkmenistan in the information and news space of internet, development of sites and other web resources as well as improvement of activities of newspapers and journals.

The Deputy-Chairman of the Cabinet was also commissioned to take proper measures for placement of infrastructures of social projects, in particular, medical and service spheres in accordance with presented requirements and strict observation of sanitary standards. Having underlined that the key vector of the socially oriented policy pursued by the state is to take care of people and their wellbeing, the leader of the nation made an emphasis on necessity of establishment of well-coordinated work with related institutions, including with khyakimliks in this area.

Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the work carried out to develop international cooperation of Turkmenistan in hydrogen energy. 

The energy diplomacy realized by the leader of the nation assumes a wide support of important international organizations. Adoption of relevant resolutions by UN General Assembly unanimously in 2008 and 2013 at the initiation of Turkmenistan serves a visual evidence of this fact.

The proposal of the head of the state on development of the Strategy for development of low-carbon energy and international roadmap for development of hydrogen energy made at the 76th session of the UN General Assembly has a great significance for ensuring global energy security.

As is expected, intensification of work for transition to low-carbon energy and hydrogen fuel lately in the world will lead to the change of structure of demand for energy carriers. In this connection, as well as guided by the initiatives of President Gurbanguly Berdimuhamedov the draft of the Roadmap for development of international cooperation of Turkmenistan in the sphere of hydrogen energy for 2022-2023 has been developed. 

The document comprises large-scale strategic goals and a set of measures connected with establishment and strengthening of partnership in this sphere as well as development of high-tech and export-oriented national sector of hydrogen energy provided with highly qualified specialists.

In particular, it concerns continuation of constructive cooperation with the International Renewable Energy Agency (IRENA), International Energy Agency (IEA), International Energy Charter, International Atomic Energy Agency (IAEA) and other important organizations as well as exploration of opportunities for opening the IRENA centre for hydrogen energy in Turkmenistan.

Along with it, it is proposed to take measures for further improvement of the political and legal basis of intentional cooperation of our country in the given area, in particular, preparation of the National strategy for development of hydrogen energy in Turkmenistan as well as attraction of foreign experts to this activity.

With a view of establishment and development of the given sector in the country, the training of highly qualified personnel is envisaged as well as establishment of scientific relations with foreign partners in this connection is planned. In this regard, it is proposed to establish the Centre for hydrogen energy at the Intentional Oil and Gas University named after Yagshygeldi Kakayev. One of its main goals will be development of proposals on realization of experimental projects on production and application of hydrogen energy in Turkmenistan. 

It is also necessary to work to develop the relevant infrastructure for production, storage and transportation of the above-mentioned type of energy carriers and attraction of large investments to the sector. With this end, it is proposed to set up the interdepartmental working group for development of hydrogen energy in Turkmenistan.

Besides it, expansion of cooperation and exchange of experience in the given field also envisages organization of consultations with profile institutions of such countries as Japan, Russian Federation, the Republic of Korea and Great Britain. 

Further, Deputy-Chairman of the Cabinet, Secretary of the State Security Council Ch. Amanov reported on the measures taken in the light of instructions of the President of Turkmenistan at border check points with a view of organization of their work in accordance with the requirements of time as well as prevention of possible spread of infectious diseases into the territory of our country. In this connection, a tightened control is ensured and regular relevant disinfection measures are carried out at frontier zones, customs points.

Director General of Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on the work carried out in the sphere of transport and logistics.

It was marked that President Gurbanguly Berdimuhamedov attaches a great significance for strengthening of cooperation of our country with foreign countries in the sphere of transport. Constructive initiatives of the head of Turkmenistan, which have a wide support of the world community, are aimed at intensification of cooperation in this sector. Resolutions adopted by the UN General Assembly in this field also speaks of this fact.

With a view of increase in railway container cargo transportation in the direction of China-Kazakhstan-Turkmenistan-Iran, favourable competitive pricing policy is implemented and conditions for development of logistics are created. 

At present, in connection with the joining of Kazakhstan, Qatar and India the transit transport corridors of Afghanistan-Turkmenistan-Azerbaijan-Georgia-Turkey and Uzbekistan-Turkmenistan-Iran-Oman, it is planned to transport goods by motor and railway transport with appointment of national operators for solution of existing issues on intensification of movement by these routes, organization of pilot cargo trips and ensuring of regular cargo transportation.

The planned work on increase in container cargo transportation by international transport corridor of Europe-Caucuses-Asia as well as the international route of Caspian and Black seas with an access to Europe is carried out. 

Pakistan, Afghanistan and India show a great interest in transit cargo transportation in the direction of Russia, Kazakhstan and countries of Europe as well as in container cargo transportation by route of China-Tajikistan-Uzbekistan-Turkmenistan-Iran-Turkey. In this connection, within the framework of negotiations between transport companies, it is planned to use the transit potential of Turkmenbashi international seaport.

Further, in his report, the head of the Agency reported on supplementation of the national trade fleet with modern vessels, including ferries of mark «RO-PAX» for transportation of vehicles and passengers, which have a great significance for increase in the dynamics of trade turnover between Europe and Asia.

At the instruction of the head of the state, Open Joint Stock Association «Shipbuilding and Repair plant «Balkan» of «Türkmendeňizderýaýollary» Agency plans to build ships of various classes and types. Among them are two ferries «RO-RO» for carriage of railway cars and one dry cargo ship.

The information on application of mainly open, semi-open and closed deck vessels of “RO-RO” type in world practice was also provided. Taking into account simplicity of handling operations and conformity of safety standards, these ferries with open decks that meet requirements of International Maritime Organization for transportation of some types of dangerous goods by open deck vessels, are expected to be built. At the same time, it will be possible to carry railway cargo cars with foodstuffs, building materials, agricultural and other produce on the lower decks. In relation to the technical features of the dry cargo ship, it was informed that its lifting capacity makes up 5 thousand and 100 tons.

In this connection, for consideration of the head of the state were submitted designs of vessels and their technical features. 

Making an emphasis on the designated construction of train ferries «RO-RO», the leader of the nation noted that it is a highly demanded mode of transport for long distance transportation and it also opens great opportunities for transit.

Having underlined that Open Joint Stock Association «Shipbuilding and repair Plant «Balkan» serves a basis for development of national shipbuilding, President Gurbanguly Berdimuhamedov commissioned him to make all out efforts in the given area, including in the training of relevant personnel, operators and profile specialists.

Having approved designs and having given relevant instructions to the Director of the Agency, the head of Turkmenistan pointed out to the necessity of increase in the national fleet by learning manufacture of new types of vessels that will help growth of cargo turnover in the sector of water transportation.

A number of other topical issues of state life were considered and relevant decisions on them were made at the meeting.

Having concluded the online meeting of the Cabinet, President Gurbanguly Berdimuhamedov wished its participants sound health, and great successes in their work aimed at further progress of our sovereign fatherland.
