The next edition of the quarterly scientific and practical magazine “Democracy and Law” of the Institute of State, Law and Democracy of Turkmenistan has been published in Turkmen, English and Russian.

The publication begins with a speech by President of Turkmenistan Gurbanguly Berdimuhamedov at the meeting of the Khalk Maslakhaty, held on September 25 this year.

In his keynote speech, the leader of the nation paid special attention to the achievements of our country in various fields over 30 years of independence. It was highlighted that during this period there have been significant changes in the socio-political and cultural life of the Turkmen people, new social relations have been established. State independence has revived the primordial material and spiritual values and principles of the nation’s high humanism, passed down from generation to generation.

Among the materials offered to readers is the article “General Characteristics and Features of the Civil Procedure Code of Turkmenistan” on the development trends and adaptation of the Code to the needs of the state and society in accordance with the present-day requirements.

The publications in the magazine include the articles “Youth: Realization of the Right to Education” and “Realization of Children’s Rights in Turkmenistan”, which deal with the topics related to education and fully revealing the potential of the young generation, consider national programs aimed at the protection and promotion of children’s rights.

As is highlighted in the material “Bringing the Legislation of Turkmenistan in Line with International Standards”, great importance in this area is attached to the study of positive world experience. In this context, the firm adherence of our country to compliance with international obligations and treaties is emphasized, which is due to its membership in the UN and other international organizations.

The article “The Role of Alternative Sources in Ensuring Energy Security” leads on the relevance of cooperation in this area in the context of addressing issues related to ecology and environmental protection. The development of alternative energy was specified as one of the important aspects of the state policy being pursued by President of Turkmenistan Gurbanguly Berdimuhamedov, which was reflected in the relevant programs and strategies, including those concerning cooperation in this area with international organizations. At the same time, the significance of the adopted in our country Law “On Renewable Energy Sources” is stressed.

The efficient use of alternative energy sources is an important factor in providing the country’s energy security and dealing with the problem of energy conservation. Due to its natural and climatic conditions, Turkmenistan has a huge potential for solar and wind energy and wide opportunities for utilizing it. As an example, the authors cite studies of the favorable conditions available for the implementation of these goals in the northwest of the country, including the Caspian region. The construction of power stations in these regions will contribute to uninterrupted power supply to farms located far from the central power supply system.

The material “Legal Guarantees of Human Rights” will also attract the attention of readers. It deals with the priorities of the state policy of Turkmenistan aimed at protecting the rights and freedoms of citizens and individuals. The current and newly adopted laws and regulations in the country, as well as large-scale socially-focused programs are aimed at their provision. Thus, under the leadership of President Gurbanguly Berdimuhamedov, the comprehensive policy is consistently pursued, the main principle of which is “State for People!”. 

The publication closes with an informational selection “Chronicle”, which highlights meetings, seminars and sessions, including those held online, with the participation of representatives of reputable international organizations.
