Establishing Constitutional State: National Experience and Global Development

Last week Conference Hall of the Institute of International Relations of the Ministry of Foreign Affairs hosted the International Research-to-Practice Conference “Establishing Constitutional State: National Experience and Global Development”. Many foreign guests including scientists and parliamentarians from Afghanistan, Iran, Azerbaijan, Kazakhstan, Uzbekistan etc. were invited to take part in this representative forum devoted to the new edition of Turkmenistan’s Constitution adopted at the Council of the Elders. The forum was attended by senior officials and members of the National Parliament, staff of the Ministry of Foreign Affairs, representatives of international organizations, students, professors and lecturers from several universities of the Turkmen capital and experts from research institutions. Speakers at the Conference emphasized that the Main Law of the country, the revised edition of which was approved and adopted at the session of the Council of the Elders as the sign of the common will of the people, consolidated achievements of 25 years of holy Independence and defined key directions of progressive, democratic long-term development of the society. The renewed Main Law reflects democratic principles of separation of powers, development of socio-political relations, work of local administrative authorities and system of state and legal institutions. Speaking of growing interest shown by the global community in experience of our independent and neutral state, representatives of the UN special agencies and international organizations declared their comprehensive support for large-scale reforms pursued by the President of Turkmenistan and expressed appreciation for active encouragement and assistance in joint work towards reaching sustainable development goals. The neutrality status recognized by the United Nations is also enshrined in Turkmenistan’s Fundamental Law. With acquiring this status, our country assumed even higher obligations to implement international norms, thus outlining its approaches to integrate international legal norms into the national legislation. The UN highly appreciates the constructive nature of Turkmenistan’s permanent neutrality that serves as a cornerstone of the foreign policy pursued by the Turkmen Leader. Initiatives put forward by President Gurbanguly Berdymuhamedov demonstrate actual prospects of constructive cooperation in ensuring global peace and security, developing bilateral and multilateral dialog on important political, socio-economic and humanitarian issues. A special section of Turkmenistan’s Constitution focuses on human rights and freedoms. The Main Law proceeds from the fact that human dignity is absolute and inviolable, human rights and freedoms belong to every citizen at birth and are protected by law and court. In concluding the Conference, participants adopted the thanksgiving statement addressed to President Gurbanguly Berdymuhamedov to express their gratitude for the policy pursued towards further democratization of state institutions, the full protection of citizens’ rights and freedoms, prosperity of the nation, development of civil society and democracy principles, assuring that they would spare every effort for successful resolution of set tasks explaining to the people the nature and purpose of constitutional reforms.
