On October 18, President Gurbanguly Berdimuhamedov held an online working meeting with the participation of some Deputy Chairmen of the Cabinet of Ministers, khyakims of velayats and Ashgabat city.
The priority tasks of the country’s socioeconomic development, results of the work accomplished, measures undertaken to ensure well-organized implementation of the agri-seasonal works, preparation measures to the winter season and upcoming festive events, other topical issues were included into the agenda of the meeting.
As was noted, to strengthen the material-technical base of the communal services enterprises, maintain cleanness and conduct land improvement works in the capital, a new consignment of hardware and technical equipment were delivered to Ashgabat by order of the President of the country.
Construction works are at the final stage at the new objects of the capital projected for commissioning in the jubilee year – “Garagum” hotel, “Erkin” public garden, Magtymguly Fragi Monument in the Kopetdag foothills.
In the regions, comprehensive measures are being taken to ensure qualitative and well-organized implementation of the winter crop-seeding and cotton-harvesting campaigns, to produce potato, rice, sugar beet, and other vegetable and cucurbitaceous agri-crops.
Given a particularly important role of the AIC in strengthening of the national economy and enhancing of the country’s export potential, President Gurbanguly Berdimuhamedov has necessitated creation of the conditions for widespread adoption in the sector of the latest achievements in th4 agrarian science.
All the objects under construction in the regions are to meet high standards of quality and to be commissioned in due time, the leader of nation has highlighted.
Special assignments were given on ensuring well-timed and qualitative preparation of the heating systems to the winter season and proper organization of the holiday measures.
On October 19, President of Turkmenistan Gurbanguly Berdimuhamedov received Vagit Alekperov, the head of the Public Corporation “Lukoil”.
The sides exchanged opinions on the major trends of the bilateral cooperation advancement in the oil/gas sphere, having paid particular attention to the hydrocarbon resources development in the Turkmen section of the Caspian Sea. In this regard, the Memorandum of Understanding, which was signed in January of the running year between the Governments of Turkmenistan and the Republic of Azerbaijan, opens wide possibilities for joint prospecting, exploration, and development of hydrocarbon resources of the “Dostluk” deposit in the Caspian Sea.
Having informed President of Turkmenistan Gurbanguly Berdimuhamedov about “Lukoil” activity in our country, including implementation progress of the projects in the Caspian water area, the Company’s leader has highlighted the Russian partners’ interest in the future-orientated cooperation.
That same day, President of Turkmenistan Gurbanguly Berdimuhamedov received chairman of the Turkish Company “Rönesans Holding” Governing Board Erman Ylycak.
In the course of 12-year work in Turkmenistan, “Rönesans Holding” was entrusted to build a number of important infrastructure objects. One such is the “Marykarbamid” enterprise for manufacturing of the synthetic gasoline from the natural gas built in Akhal velayat together with Japanese partners; and another one is a power plant built in Charjev etrap, which is out of parallel in the region.
Erman Ylycak informed President Gurbanguly Berdimuhamedov about development of new projects and proposals, having thereto expressed intention toward invariable strengthening of the by-now constructive cooperation.
On October 21, President of Turkmenistan Gurbanguly Berdimuhamedov made a working tour to Akhal velayat to inspect construction progress of the region’s administrative center with application of advanced technologies and special modern hardware and equipment.
The head of state got acquainted with the projects under construction, notably – with the drafts of the child recreation-rehabilitation center and the Local History Museum, resembling by its counters the near-at-hand historical monument Paryzdepe – one of the masterpieces of the ancient civilization’s architectural art and an object of the Turkmen people’s material national property.
Besides, the drafts and designs of the 115-meter-high flagpole, objects of the road-transport infrastructure, State Circus building and the patterns of materials for its interior finishing were among other new objects, which were submitted to the leader of nation for consideration.
President Gurbanguly Berdimuhamedov has strongly recommended applying of high-quality, durable and practical materials with a glance to climate conditions of our country, ecology and aesthetic factors. The best achievements in modern architecture and design in ensuring harmonious blending with ancient traditions of the national building and decor art are to be replicated in the interior and exterior decoration of new buildings.
Special accent the leader of nation made on such a significant aspect as ecology. The new administrative center of Akhal velayat is built in the picturesque place – in the foothills of the Kopetdag Mountains. To preserve the beauty of local nature, it is advisable to widely use ‘green’ technologies.
The head of state Gurbanguly Berdimuhamedov has also highlighted that key factor of the within-named project is self-sufficiency in the urban environment proper organizing on the basis of digital technologies and intellectual systems, in order to ensure every possibility for comfortable living of the people, productive work and studies, full-fledged recreation, doing sports, and creative work. Thus, we’ll build a smart-city – a ‘clever city’, with maximum comforts for life of the people, the head of state said.
On October 22, President Gurbanguly Berdimuhamedov conducted a regular online session of the Cabinet of Ministers to give consideration to the priority issues of state policy and to the drafts of a number of documents.
The agenda of session incorporated the following issues: strengthening of the country’s legal base; work over drafting of the State Budget; preparation to the Mejlis upcoming session; completion of the first phase of the country’s ring energy system project; implementation of the landscaping campaign; development of the Measures Plan of the upcoming festivities and holidays on the occasion of commissioning of new objects of social and cultural purposes.
Information was also presented on preparation measures to the state visit to Turkmenistan of the President of the Republic of Kazakhstan Kasym-Jomart Tokayev scheduled on October 24-25.
Diplomatic relations between our countries were established on October 5, 1992. In this context, the upward dynamics was inherent to the Turkmen-Kazakh cooperation advancement in every direction. As of now, the contract-legal basis of the bilateral interaction rests on 120 documents. The upcoming top-level meeting is assigned to promote optimum realization of the solid potential of partnership available in all spheres and reach new topical directions of cooperation with a glance to a long-term perspective.
The head of state was informed about the schedule of XXVI International Conference “Oil and gas of Turkmenistan – 2021” to be held in Ashgabat on October 27-28. At present, via the digital system, representatives of about 100 companies, international organizations and large banks from 32 countries expressed desire to take part in the forum.
In the frames of the Conference, the participants will exchange opinions on the topical issues of cooperation in the oil/gas sphere and realization of the joint investment projects. One of the sessions dedicated to the low-carbonic energy is planned to be organized via the TV-bridge from the World Exhibition “EXPO-2020”, which is ongoing in the city of Dubai (UAE).
The annual specialized forum is assigned to motivate further strengthening and enhancement of the productive interaction with foreign partners in the strategic oil/gas sector, where Turkmenistan disposes of huge resource and economic potential, President Gurbanguly Berdimuhamedov noted. Promoting actively energy diplomacy advancement, neutral Turkmenistan stands for optimization and diversification of the interest-based cooperation in the FEC sphere notable for its vast possibilities for realization of large infrastructure projects with enactment of innovatory technologies and advanced developments.
Participation of our country in the World Exhibition “EXPO-2025”, which will be held on the man-made island Yumesima in the town of Osaka (Japan) under the slogan “Create the society of the future for our life”, will open broad prospects for demonstration of Turkmenistan’s export possibilities and enhancement of cooperation with all interested sides.
In this regard, the proposals on creating of the relevant Steering Committee and appointing a responsible representative of Turkmenistan for implementing of the necessary preparatory works in association of the “EXPO-2025” Steering Committee were submitted to the leader of nation for consideration.
Being an initiative participator of global processes, Turkmenistan not only announces its intention to invest in solution of urgent problems, but it also offers to use its huge potential in the name of common interests, avowing its vision of global goals and its possibilities for their achievement.
Today, the advanced methods and digital technologies are actively adopted in the work of military and law enforcement agencies. Thus, to further improve the activity of security structures, it is advisable to convert to the electronic format the printed matters of the Defense Ministry – “Milli goşun», Interior Ministry – «Asudalygyň goragynda», State Border Service – «Serhet abat – döwlet abat».
President Gurbanguly Berdimuhamedov has noted that active spreading of new forms of periodicals distribution is stipulated by the ever-increasing possibilities of information technologies.

At the session, the President of Turkmenistan has approved the Turkmen side’s composition in the Turkmen-Uzbek Commission for development of the transport-transit communication.
As a result of the work conducted by the transport-communication complex agencies on increasing of the country’s trade turnover and maximum unleashing of its transit potential, the January-September international railway cargo traffic reached 6.1 million tons, including export and import of cargoes with the Republic of Uzbekistan – 885,6 thousand tons.
Over the within-named period of 2021, the territory of our country was transit-crossed by 7,485 foreign cargo trailers and semi-trailers, including via the border checkpoints with Uzbekistan – 2,914 cargo trucks, importation – 2,046 cargo trucks.
The head of state has also approved: the Procedure of allotting investments from the Stabilization Fund; the Regulations of the state-run professional educational institutions; the National Program of Turkmenistan on the Aral for 2021-2025; and signed the Order on sending the delegation of Turkmenistan to the town of Tehran of the Islamic Republic of Iran to participate in the political consultations between the Ministries of Foreign Affairs of the two countries and in the work of the 16th session of the Joint Turkmen-Iranian Commission for Economic Cooperation..
On October 23, President of Turkmenistan Gurbanguly Berdimuhamedov received Ambassador Extraordinary and Plenipotentiary of the Chinese People’s Republic in Turkmenistan Qian Naicheng.
In the course of meeting, via the Plenipotentiary representative of the friendly country the head of state conveyed to the CPR Chairman Xi Jinping a Message, in which the leader of nation has highlighted that the by-now strategic partnership-based Turkmen-Chinese relations advance successfully in different directions and are enriched with new content.
The leader of nation and the diplomat have noted the interest Turkmenistan and China evince in furthering joint work in the important segments of the two countries’ national economies, particularly in the transport-communication complexes, energy, textile, chemical and food industries, AIC, health, information, high technologies, and many other spheres, in which integration of efforts is most perspective.
On October 23, President Gurbanguly Berdimuhamedov took part in the ceremony (via the digital system) of commissioning of the Akhal-Balkan high-voltage power transmission line (PTL) – the first phase of the country’s ring energy system project.
The PTL project, which bridged the two regions, was implemented by local builders of the energy sector. Commissioning of the new high-voltage PTL will not only increase the reliability of energy supply to local energy consumers, but it will also create technical possibilities for increasing volumes of energy export.
In his online Address to the industrious workers of the energy branch and all countrymen, the leader of nation has noted that in the epoch of power and happiness, much attention is given to the development of the energy sector. A great deal of work is ongoing in the country to ensure the reliable and trouble-free supplies of energy to domestic consumers, export of energy success, and enhancement of export routes.
In the development of the branch, not the least significant is successful realization of the “Concept of Turkmenistan’s energy branch development in 2013-2020”. In compliance with the document, the eight modern gas-turbine power plants were built in Akhal, Lebap and Mary velayats. At present, all of them work efficiently and generate the ecology-pure energy, ensure reliability of energy supply in the region, and created new workplaces.
President Gurbanguly Berdimuhamedov has congratulated the energy industry workers and the entire Turkmen people on commissioning of the new power transmission line Akhal-Balkan – the first phase of the country’s ring energy system project, and extended wishes of splendid health, family well-being, and great success in putting into life of the independent neutral Motherland’s energy policy.
On October 24, President of the Republic of Kazakhstan Kasym-Jomart Tokayev arrived in Turkmenistan on the two-day state visit. In the International Airport of the capital decorated with State Flags of the two friendly countries, the President of Kazakhstan was welcomed by Deputy Chairman of the Cabinet of Ministers S. Berdimuhamedov.
In the second half of that same day, on arrival to the Akhalteke Equestrian Complex of the President of Turkmenistan, President Gurbanguly Berdimuhamedov has invited his Kazakhstan colleague to visit one of the country’s largest equestrian centers notable for availability of every condition for breeding Akhalteke racers, their training, conducting of the representative horse races.
The high-ranking guest has expressed admiration for the performance of the famous National Equestrian Games Group “Galkynysh” – the winner and laureate of numerous international contests and festivals.
In the course of the Ashgabat negotiations scheduled for October 25, consideration will be given to a broad range of issues of reciprocal interest, as well as a set of documents will signed aimed at intensification of the many-aspect cooperation, further strengthening of trust and understanding between the two fraternal nations and states.
The priority directions of the constructive inter-parliamentary dialogue advancement were discussed in the course of the telephone talk between the Chairperson of the Mejlis of Milli Gengesh of Turkmenistan G. Mammedova and the Federation Council Chairperson of the Federal Assembly of the Russian Federation V. Matviyenko. The sides have also discussed the possibility of conducting in Turkmenistan of the next year’s inter-parliamentary top-level forum.
The Federation Council Chairperson of the Federal Assembly of the Russian Federation has also extended invitation to the delegation of the Milli Gengesh of Turkmenistan to take part in a regular (53rd) session of the CIS Inter-Parliamentary Assembly in November of the running year, which will be held in St. Petersburg.
Organized by the two countries’ Chambers of Commerce and Industry, VIII Turkmen-Russian Economic Forum (in the online format) was aimed to discuss the joint investment and industrial projects, the issues of strengthening and enhancement of cooperation in the industrial sector, production of construction materials, textile industry, agriculture, in the spheres of logistics, tourism, digital technologies.
In the frames of forum, consideration was also given to the conditions and possibilities of expanding export and investment potential, cooperation in the spheres of industry and construction, housing construction, agri-industrial complex, production of equipment, textile industry.
In the business proposals exchange particular accent was placed on the use of the International Seaport Turkmenbashy as a logistics center in the Caspian region and on the possibilities of investing in the shipbuilding branch.
By results of VIII Turkmen-Russian Economic Forum, a number of documents were signed.
The Ministry of Finance and Economy hosted the 20th session (in the online format) of the “Turkmenistan-EuroUnion” Joint Committee. The session was attended by the chief heads and representatives of the relevant structures, business circles of our country and the EU.
At the session, consideration was given to the macroeconomic indicators of Turkmenistan and the EU; the results of joint activity were analyzed; particular attention was centered on integration of efforts to efficiently combat the pandemic and mitigate its negative impact on the economy.
Having identified the priority directions of interaction, including the spheres of energy, transport and trade, the sides have agreed on exchange of technological and information resources.
Attended by representatives of Chambers of Commerce, ministries, departments and business circles of the two countries, the online Turkmen-Swiss business-forum was aimed at the development of new approaches and solutions for efficient unleashing of the untapped potential of cooperation and strengthening of the trade-economic ties. Considered were also the possibilities of increasing export to Switzerland of the made-in-Turkmenistan produce.
Swiss Confederation was represented by some 40 companies specialized in the oil/gas sector, energy, construction, architecture, machine-building, railway construction, and communications.
In the course of meeting, the foreign partners were familiarized with major directions of the ‘open doors’ policy pursued by President of Turkmenistan Gurbanguly Berdimuhamedov, which (the policy) creates the advantageous conditions for economic and investment cooperation. Thus, Swiss companies are successfully doing business in our country in the oil/gas and textile industries, in the sphere of renewable energy sources, construction, transport, and logistics.
The forum enabled to outline the ways of intensifying the two countries’ economic and business activity, exchange opinions between representatives of the governmental and business structures on the interest-based conditions for the trade, investments, and economic integration.
Thus, the past eventful week has mirrored the most important directions of the state policy pursued by President Gurbanguly Berdimuhamedov, the major goal of which is to create the best conditions for the happy life of Turkmen people.
