President Gurbanguly Berdimuhamedov has held regular video conference session of the Cabinet of Ministers where priority matters of the state life have been discussed.
Coming over to the agenda of the session, the head of the state has given the floor to Deputy Chairman of the Cabinet of Ministers G. Mushshikov who reported on work carried out in the structures under his supervision. Relative proposal, which was developed based in analysis made by the Ministry of Finances and Economy with Ashgabat city administration, has been presented to Turkmen leader for review.
In particular, it is proposed to hand over shopping centers to the members of the Union of Industrialists and Entrepreneurs through direct (addressed) privatization. All facilities, which are proposed to be privatized, have been reviewed in set order at the session of Interdepartmental Central Commission under the Ministry of Finances and Economy.
Having listened to the report, the President noted that dynamic growth of the economy is provided in the result of integrated measures in the country. Steadfast transit to market relations is one of the main objectives of the government course. In this regard, staged privatization of the facilities in carried out to intensify fundamental reforms based on introduction of modern management methods, establishment of various structures of properties for management of facilities.
It is necessary to carry out necessary work together with the Supreme Control Chamber on the presented proposal, the head of the state ordered.
Further, the vice-premier has presented proposal of residents of S. A. Niyazov district, Dashoguz Region on construction of modern recreation park for children to President Gurbanguly Berdimuhamedov for review.
The sponsorship of the project would be made at the account of monetary prize given to the district by the outcomes of 2020 according to the Resolution of the head of the state from February 12 this year. It is planned to build administrative building, café, shop, car parking and various amusements in new park complex, which would be located on 1.5 hectares.
Having approved the proposal on construction of children park in S. A. Niyazov district, Dashoguz Region, the President addressed the vice-premier with number of certain instructions.
Further, Deputy Chairman of the Cabinet of Ministers Sh. Abdrahmanov has reported on the situation in fuel and energy complex under his supervision.
Special attention has been paid to the measures for steadfast modernization of production infrastructure and strengthening of equipment and facility base of the industry under implementation of the Program of social and economic development of the country for 2019 – 2025 and Program of development of oil and gas industry until 2030.
Having listened to the report, the head of the state addressed instructions for diversification of oil and gas sector, modernization of its infrastructure, increment of volumes of petrochemical production, which is on high demand in the country and abroad.
President Gurbanguly Berdimuhamedov has ordered to hold the increment of production and processing of hydrocarbon resources, export of energy carriers and high-quality production as well as implementation of major national and international projects under strict control.
Next, the floor was given to Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev who reported on seasonal agricultural works, measures for further strengthening of food abundance in the country.
The vice-premier has also reported on preparation to the coming season of cocoon production. In this regard, draft Resolution, according to which the Ministry of Agriculture and Natural Protection together with regional administrations plan to enter into contract on production of valuable silk raw material and to provide farming associations and other producers with high-quality grain, has been presented to the head of the state for review. It is planned to produce 2,100 tons of silk cocoons in Turkmenistan in general this year.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the importance of successful solution of objectives for provision of food abundance in the country. At the same time, the emphasis has been made on importance of qualitative care of the winter crops and integrated preparation to the cotton sowing.
Having signed the presented Resolution on production of cocoon in Turkmenistan in 2021, President Gurbanguly Berdimuhamedov sent it to the vice-premier by electronic document management system ordering to make all conditions for successful fulfilment of contractual obligations by silk producers.
Further, the floor was given to Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev who reported on work for increment of production capacities of cement factories.
Based on the Resolutions of Turkmen leader on construction of the 2nd phase of Baherden Cement Factory in Baherden District, Ahal Region and 2nd phase of Lebap Cement Factory in Koytendag district, Lebap Region, the Ministry of Industry and Construction Production has entered into relative contracts with Beýik-Bina individual entity and Türkmen enjam business entity.
At present time, issues related to the project design of these facilities according to the world standards, their provision with advanced technologies to ensure high quality of production are under study.
Summing up the report, the President has noted that Turkmenistan, which steadily implements the open door and wide international cooperation policy, is interested in attraction of the leading reliable foreign companies, which has significant experience of work and innovative technologies, to development of all branches of national economy including to the process of formation of powerful construction industry.
In this context, the head of the state has requested Vice-premier Sh. Durdiliyev and Deputy Chairman of the Cabinet of Ministers, Chairman of the Supreme Control Chamber S. Berdimuhamedov to analyze the subject of construction of new cement plants in details.
Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on work related to the organization of regular contest of innovative projects “Digital Solution 2021”.
It was mentioned that Digital Solution 2020 contest has been organized for successful realization of youth policy, making of conditions for stimulation to additional and uninterrupted education, improvement of professional level, introduction of digital education and attraction of innovative resources to the economy and other spheres of our country last year. Students of universities and specialists who presented more than 100 projects took part in the contest. At present time, the work for realization of the projects in various spheres of national economy, which won the contest, is carried out.
According to the Resolution of the President of Turkmenistan from February 12, 2021 it is planned to organize the events and celebration activities on occasion of the 30th anniversary of independence, announcement of 2021 as a year “Turkmenistan – Home of Peace and Trust”. The State Program of development of digital economy in the country in 2021 – 2025 and the Action Plan for its realization have also been approved.
It is planned to conduct another Digital Solution 2021 contest for fulfilment of set objectives, finding and encouraging young people who are engaged in development and implementation of innovative software. The results of the contest will be summed up under International Exhibition Türkmentel-2021.
Having approved the proposal on conducting innovative project contest Digital Solution 2021, the President of Turkmenistan focused on the importance of this review in finding abilities of the youth.
Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported on preparation of the events dedicated to National Spring Holiday – International Nowruz Day.
Nationwide action of tree planting will be held in the country on the threshold of the holiday. It is planned to hold the events, which will reflect the customs and traditions of Turkmen people, including those traditions that were registered in the UNESCO Intangible Cultural Heritage List, modern achievements of the country in development of cultural and art sphere, in wonderful natural places of the capital and regions on the day of celebration.
Exhibitions of visual, decorative and applied art items, museum values, agricultural production and textile industry will be organized. The Celebration of Peace concert will be held in honor of National Spring Holiday in the Mukams Palace.
Having listened to the report and focused on international significance, ethical, philosophic and cultural components of Nowruz celebration, which goes deep into the centuries, President Gurbanguly Berdimuhamedov highlighted its consolidating role on modern world.
All celebration events have to be organized on high level, the head of Turkmenistan said giving specific instructions to the vice-premier.
Deputy Chairman of the Cabinet of Ministers M. Geldiniyazov has reported on work carried out in the spheres under his supervision and presented proposal for improvement of activity of some structures to the head of the state for review.
The proposal on opening of the department of digital system and informational security in the structure of the central offices of the ministries of education, health protection and medical industry, sports and youth affairs as well as the Academy of Sciences of the country has been given. In this regard, it is planned to improve the Provision of these structures.
Having listened to the report, the President has noted the importance of development of the system of digital economy, which is an efficient management tool in modern conditions, which directly supports better organization, coordination of all processes, control of the efficiency and quality of works.
The President has requested the vice-premier to hold implementation of planned measures in this direction under strict control, having given number of certain instructions for further introduction of modern digital technologies.
Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov has reported on work for preparation to the celebration of remarkable dates of national calendar and conduct of important international activities in the current year.
It was noted that Turkmenistan has a function of the vice chairing country of the 75th UN General Assembly in 2021. In addition, our country has also been unanimously elected as the chairing country of the Economic Cooperation Organization.
President Gurbanguly Berdimuhamedov has presented the Concept of chairing of Turkmenistan, outlined the main objectives for intensification of efficient interstate partnership at the XIV Summit of ECO on March 4 in video conference format. The next, XV Summit of the Economic Cooperation Organization is planned to be held in Ashgabat on November 28.
It is also planned to hold the VI Summit of the heads of Caspian states and trilateral meeting of the Presidents of Turkmenistan, the Republic of Azerbaijan and the Republic of Turkey in our country this year.
It is planned to organize high-level International conference dedicated to the strengthening of multilateral cooperation for achievement of global peace and trust, universal security and sustainable development in Ashgabat in the end of the year. At present time, relative work is carried out for preparation to all above-mentioned events.
International activities, which are aimed at realization of the initiatives of the head of the state that meet national, regional and global interests, are planned during the year.
Summing up the report and addressing the participants of the session, President Gurbanguly Berdimuhamedov highlighted that independent Turkmenistan steadily purse foreign strategy, which is based on the principles of positive neutrality, peace-loving and wide international cooperation. Its main goal lies within the development of constructive bilateral and multilateral partnership with the states of the world, in particular with the countries of the region and neighboring states, in political, trade and economic, cultural and humanitarian spheres.
It is planned to hold number of important international events with participation of leaders of foreign states in the year of celebration of the 30th anniversary of independence, the head of the state noted. In this case, the VI Summit of the heads of Caspian states, XV Summit of the Economic Cooperation Organization, trilateral meeting of the Presidents of Turkmenistan, the Republic of Azerbaijan and the Republic of Turkey can be brought as an example.
In addition, numerous international forums and conferences with participation of high-level foreign delegations as well as celebration events will be held on occasion of the 30th anniversary of independence and the 140th anniversary of Ashgabat.
Number of big facilities, which construction is carried out in the southern part of the capital, will be opened in honor of these remarkable dates. Following this, the head of the state has requested the vice-premier, Foreign Minister R. Meredov to start preparation and organization work for conducting the conference with participation of the representatives from foreign states in new building of the Congress Center of Turkmenistan.
The President has also requested to determine the name of the coming forum and prepare the list of its participants – heads of competent international organizations and foreign diplomatic missions accredited in our country and to present relative proposals before the next session of the Cabinet of Ministers.
Speaker of the Mejlis G. Mammedova has informed about the subjects, which would be reviewed at the next session of National Parliament, which is planned to be held on March 13 in video conference format.
Number of bills, which include new laws as well as laws related to amendments and addendums of existing legal documents, are brought out for discussion by deputies. It is planned to adopt the draft Resolutions of the Mejlis as well as the Plan of law-making activity of National Parliament in 2021 is planned to be adopted for legal support on international initiatives of Turkmenistan.
President Gurbanguly Berdimuhamedov has highlighted the importance of legal works of the deputies as well as importance of expansion on international cooperation and inter-parliamentarian relations.
Deputy Chairman of the Cabinet of Ministers, Secretary of the State Security Council Ch. Amanov has reported on work for improvement of social and living conditions of military personnel and their families.
It was informed that social facilities, in particular, modern residential complexes in Balkan and Legap Regions as well as medical facilities in Koytendag and Baherden districts, have been built at the frontier outposts of the State Border Guard Service.
The report on construction of residential buildings, cultural center, school, kindergarten and health center in Balkan Region by the Ministry of Defense, which are planned to be commissioned in the nearest future, has been presented.
Summing up the report, Turkmen leader has noted that creation of maximum favorable conditions for service of military personnel and life of their families is one of priority directions of military reform in the country. Having noted the necessity of strict control of realization of plans for development of the infrastructure of military and law enforcement agencies, the President addressed the vice-premier, the Secretary of the State Security Council with number of specific instructions.
Deputy Chairman of the Cabinet of Ministers, Chairman of the Supreme Control Chamber S. Berdimuhamedov has reported on the results of analysis of works for construction of hothouses in the country, which is planned to be finished in March.
According to relative Resolution of the President of Turkmenistan, construction of the facilities, which opening is planned to be timed to the 30th anniversary of independence as well as on announcement of 2021 as a year “Turkmenistan – Home of Peace and Trust”, is carried out at high rates. At present time, the construction is finished and works for development of surrounding territory of the hothouses in Kaahka district and Ak Bugday distric, Ahal Region, Turkmenbashy district, Balkan Region, Gyorogly district, Dashoguz Region, Charjew district, Lebap Region and Sakarchaga district, Mary Region are carried out. New complexes, which are designated for cultivation of vegetable and cucurbitaceous crops, are provided with modern technological automatic equipment.
Having listened to the report, the head of the state noted that opening of new facilities is to support further steadfast economic growth, having requested the vice-premier, the Chairman of the Supreme Control Chamber to provide high level of preparation to the commissioning of hothouse complexes.
The head of Turkmenistan has also requested to hold under control the construction of facilities, which opening in planned on remarkable dates of national calendar.
Further, Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on the preparation to the opening ceremonies of modern hothouses in Kaahka district, Ahal Region and other regions of the country.
The vice-premier has reported that draft program of the opening of the hothouse, which was built by Oguz ýol business entity, the member of the Union of Industrialists and Entrepreneurs of the country, in Gaygysyz Atabayev Farming Association, Kaahka District, Ahal Region on March 25 has been developed.
On the same day, the opening ceremony of the hothouses in all regions is planned to be held in video conference format. Total area of the hothouses is 35 hectares and annual output production is 8,750 tons of fruit and vegetable production.
The head of the state has given certain instructions to the vice-premier on high-level organization of the opening ceremonies of modern hothouses, which are planned to be opened on occasion of the celebration of the sacred independence.
Further, the vice-premier has reported on measures undertaken for provision of big textile complexes, which are under construction in Kaahka and Babadayhan districts, with relative specialists.
Training of relative personnel is conducted for uninterrupted work of profile facilities to full design capacity, make of high quality production, efficient use of installed equipment.
In this context, it is planned to open 2- and 3-month course on the base of number of professional elementary and secondary educational facilities in Ashgabat and Ahal Region.
The work for development of educational plans as well as for attraction of youth with higher education in such specialties as technologists, engineers and other professions is carried out together with the Ministry of Education and administration of Ahal Region.
Having listened to the report, the President highlighted that textile industry has become a sample of dynamic development of processing sector of Turkmenistan’s economy owing to huge resource potential.
Measures undertaken in this sphere allowed attracting young personnel and to improve labor occupancy of the population, the President said. Having highlighted the importance of training of qualified specialists for textile industry, the head of the state requested the vice-premier to take measures for efficient use of the capabilities of educational facilities for these purposes.
Finishing the session of the Cabinet of Ministers held in video conference format, President Gurbanguly Berdimuhamedov wished strong health, family wealth and big success in work to the participants of the session.
