President Gurbanguly Berdimuhamedov has held video conference session of the Cabinet of Ministers. Outcomes of work of the branches of national economy for two months of the year have been summed up and current issues of home and foreign policy of the country have been reviewed.
Coming over to the agenda, the head of the state gave floor to Deputy Chairman of the Cabinet of Ministers G. Mushshikov who reported on macroeconomic indicators for January – February 2021.
For the period under review, the GDP was 5.9 percent. Comparing with the same period of the last year, the production has increased by 3.3 percent.
The volume of retail trade has grown by 17.6 percent by the outcomes of two months comparing with the same period of 2020. Fulfilment of the revenue of the State budget was 152.9 percent while the expenditure part by 85.2 percent.
Average salary rage in big and medium facilities has been increased by 10.4 percent comparing with the same period of the last year. Salaries, pensions, state allowances and student scholarships have been paid on time.
Construction of facilities and living, water treatment and engineering systems have been carried out in January – February under implementation of the new edition of National rural program.
Summing up the report and addressing the vice-premier, President Gurbanguly Berdimuhamedov has emphasized the necessity to accelerate the rates of works in ministries and departments of financial and economic complex.
The head of the state has noted that issues related to the branches of the economy have been reviewed in details recently, measures required for solution of these issues have been planned but many of these measures have not been implemented yet.
It has been two months since the beginning of the year, however, financial resources allocated for these purposes are not developed until today. The works for digitization, privatization of the facilities and transformation of these facilities into joint stock ventures for formation of securities markets are very slow, the President stated.
The head of Turkmenistan has also pointed out that it is necessary to accelerate the process of implementation of digital system to the government organizations, transfer of various services to electronic format.
At the same time, it is necessary to analyze the condition of the world economy and situation in neighboring countries. Following this, it is necessary to make correction in the indicators of this year and to make forecasts. In general, the situation of sectors of national economy of the country would be analyzed again next week taking into account current situation if the world economy, Turkmen leader said.
Further, Deputy Chairman of the Cabinet of Ministers Sh. Abdrahmanov has reported on fulfilment of the Program of development of oil and gas industry of the country until 2030 since the beginning of the year.
It was noted that the plan of oil refinery has been executed by 100.5 percent, production of gasoline by 105.9 percent, diesel fuel by 102.3 percent, polypropylene by 103.3 percent, lubricating oils by 104.5 percent, production of natural and associated gas by 110.2 percent, export of gas by 105.8 percent, development of investments by 118.8 percent.
Having listened to the report, the President noted that despite necessary support provided by the government to oil and gas complex, there is no positive dynamics in work of these branches.
The State Concerns Türkmengaz and Türkmennebit as well as Turkemnbashy Refinery Complex and almost all profile departments cannot fulfil planned objectives stably.
The head of the state has requested the vice-premier to analyze current situation thoroughly and to make proposals on improvement of work of the branches under his supervision. If necessary, it is required to find new young managers who are able to work hard and would put all efforts for the benefits of the country, Turkmen leader said.
Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on the outcomes of work of the branches under his supervision from the beginning of the year.
It was reported that production and service plan in construction and industrial complex has been executed by 129.8 percent with the growth rate of 116.5 percent in January – February.
The Ministry of Construction and Architecture has fulfilled the plan of work by 105.9 percent with the growth rate of 102 percent from the beginning of the year.
The Ministry of Industry and Construction Production has executed the production and work plan by 118.8 percent, having reached the growth rate of 113 percent.
The Ministry of Energy has performed the work and service plan by 119.2 percent for the period under review. The growth rate of indicators in this structure was 111.4 percent.
The plan of electricity production has been fulfilled by 105.2 percent for the period under review, the plan of export of electricity by 132.6 percent. The growth rate was 105.2 and 122.7 percent respectively.
The State Concern Türkmenhimiýa has executed the plan of production and services by 171.1 percent since the beginning of the year with the growth rate of 148.7 percent.
The plan of production and services of Ashgabat Administration has been executed by 113.3 percent in January – February this year.
Having listened to the report, President Gurbanguly Berdimuhamedov has noted that numerous events related to the opening of various facilities, which construction has to be accelerated, are planned for this anniversary year.
In this context, the head of the state has focused on the necessity to accomplish implementation of big projects of establishment of circular energy system inside the country and construction of Turkmenistan – Afghanistan – Pakistan power line, having highlighted that implementation of these projects would require big efforts and proper organization of works.
The vice-premier has also been requested to elaborate the subjects of attraction of more investments to construction and industrial branches and privatization of the facilities. In this regard, the head of the state has requested to analyze current situation and take measures for its correction.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov has reported on the outcomes of work of trade and textile branches and entrepreneurship sphere for two months of the year.
The growth of trade of the Ministry of Trade and Foreign Economic Relations was equal to 111 percent, the growth rate of production to 125.1 percent comparing with the same period of the last year.
The growth of volume of production made by the facilities of the Ministry of Textile Industry including cotton yarn and fabrics was equal to 115.8 and 100.1 percent respectively, sewing and knitted items to 121.7 percent, leather production to 104.5 percent.
The production plan of the State Association Türkmenhaly has been executed by 109.9 percent.
The State Commodity and Raw Material Exchange has held 48 trade sessions and signed 5,157 contracts in January – February. The growth rate of works of the Trade and Industrial Chamber was 103.1 percent.
The growth rate of agricultural and food production of the Union of Industrialists and Entrepreneurs was 122 percent while industrial production – 101.7 percent.
Summing up the report, President Gurbanguly Berdimuhamedov has focused the attention of the vice-premier on the need to analyze the duties of the managers of the complex under his supervision in the near-term period, having given instructions on acceleration of works planned in this direction.
Further, Deputy Chairman of the Cabinet of Ministers M. Geldiniyazov has reported on the activity of the spheres under his supervision for the past two months of the year.
It was noted that 45 types of guidebooks and learning manuals have been published for the period under review. Fulfilment of 469 scientific works on priority scientific directions have been agreed. The Institute of Chemistry of the Academy of Sciences of the country has completely changed to self-sustained format.
Measures for implementation of new preventive and treatment methods of various diseases are taken in healthcare sphere. IX Turkmen – German forum as well as 2nd session of Turkmen – Korean Working Commission have been held in video conference format. Sputnik V and EpiVacCorona vaccines made in Russian Federation have been registered and received relative certificates.
The State Program in the sphere of the youth affairs of Turkmenistan for 2021 – 2025 and the Program of support and development of physical culture and sports in Turkmenistan in 2021 – 2025 have been approved.
Meetings with international organizations and ministries of number of foreign countries, scientific conferences and events timed to the slogan of this year “Turkmenistan – Home of Peace and Trust” and celebration of the 140th anniversary of Ashgabat have been held in video conference format.
Summing up the report, President Gurbanguly Berdimuhamedov has noted the currency of improvement of scientific and educational work. It was noted that special attention has to be paid to modernization of equipment and facility, scientific and methodological bases taking into account the best national and international practice, to update guidebooks and manuals.
Highlighting the importance of rapid development of scientific and educational sphere, the President has requested the vice-premier to analyze the work and take immediate measures for correction of the situation.
Deputy Chairman of the Cabinet of Ministers B. Ovezov has reported on the outcomes of activity of the ministries and departments of transport and communication sphere in January – February this year. The production plan of these organization has been executed by 111.7 percent.
The growth rate of the Türkmendemirýollary Agency was 110.8 percent, Türkmenawtoulaglary Agency – 109.3 percent, Türkmendeňizderýaýollary Agency – 114.5 percent. Relative work has been carried out by the Türkmenhowaýollary Agency.
The plan of cargo transportation and cargo turnover by road, railway, air and maritime transport was executed by 104.5 and 111.8 percent respectively. The growth rate of the Türkmenaragatnaşyk Agency has been equal to 107.4 percent.
Having listened to the report, the President noted that the situation is not the best in the complex supervised by the vice-premier, therefore, it is necessary to focus on objectives, which require immediate actions. This is about the modernization of railways, construction of new airports, and introduction of electronic services and establishment of electronic document management system.
The head of the state has requested to analyze work in this direction and take measures for solution of set objectives.
Deputy Chairman of the Cabinet of Ministers M. Mammedova has reported on activity of the structures under her supervision for two months of the year.
It was mentioned that various cultural events dedicated to the holidays, remarkable dates and opening of social and cultural facilities have been carried out in the period under review. Capabilities of digital system are used more actively in work of the facilities of cultural sphere.
Relative work is made for high-level organization of events and activities provided in the Plan, which was approved by the head of the state on occasion of the 140th anniversary of Ashgabat.
The production plan of Turkmen State Publishing Service has been executed by 125.4 percent from the beginning of the year.
Summing up the report and having highlighted further development of cultural sphere and mass media according to time requirements, President Gurbanguly Berdimuhamedov addressed the vice-premier with specific instructions.
Slogan of this year “Turkmenistan – Home of Peace and Trust”, anniversary of the country’s independence provide wide opportunities for work in many directions including in economics, politics, history, the head of the state noted. In this regard, the necessity to activate work for popularization of the achievements of the country for the years of sovereign development. Special attention has to be paid to privatization of the state property, introduction of digital technologies and improvement of infrastructure of the branches of the economy, the President Gurbanguly Berdimuhamedov said.
The head of the state has ordered to pay special attention to improvement of quality of programs broadcasted on TV and radio channels.
In his turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev has reported on the outcomes of activity of the branches under his supervision in January – February this year, course of reforms in agricultural sphere and seasonal agricultural works in the regions.
In general, the growth rate of production volumes, performed works and services of agricultural complex was 104.1 percent including the Ministry of Agriculture and Natural Protection with 104.1 percent, the State Water Management Committee with 103.7 percent, the State Association «Türkmen atlary» with 104.1 percent. The plan of investment development has been executed by 163.8 percent.
It was mentioned that special land funds have been made under the reforms in agricultural complex, from which land plots are given to private producers for growing wheat, cotton and other agricultural crops.
At present time, care of winter wheat is taken at the fields in the regions, vegetation irrigation and mineral fertilization are carried out according to agricultural standards. At the same time, preparation to the cotton sowing is ongoing.
Draft Resolution on nation-wide action for tree planting in Turkmenistan has been presented to the head of the state for review.
Addressing vice-premier E. Orazgeldiyev, President Gurbanguly Berdimuhamedov has pointed out that management of the ministries and departments of agricultural sphere have to work more directly with farming associations.
The government invest significant resources to agricultural complex, procures the latest tractors and other equipment, and provides the industry with seeds and mineral fertilizers. New settlements are built in rural area. However, despite this, we cannot provide ourselves with own agricultural production in necessary volumes, Turkmen leader said.
The head of the state has instructed the vice-premier to analyze the situation in the sphere and to take measures for correction of deficiencies and to present the report on accomplished work.
Further, Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov has made a report on activity of the Ministry in January – February 2021.
Relative works has been carried out for development of fruitful cooperation in bilateral and multilateral format and under competent regional and international organization for implementation of foreign course of independent neutral Turkmenistan.
At present time, relative work is continued for organization of meetings between the head of the state with leaders of foreign countries.
264 various level meetings have been held in online format in the period under review. 16 documents have been signed for strengthening of legal base of international relation of Turkmenistan within this year. Bilateral contacts between foreign ministries have regular character.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that implementing foreign course, which is based on the principles of positive neutrality and open doors, Turkmenistan steadily increases fruitful cooperation with countries – close neighbors, states of the world and region, activates constructive dialog with competent international organizations.
The head of the state has noted that many constructive proposal for cooperation in different spheres come to the country from foreign partners, which indicates growing international authority of the country. The Foreign Ministry has to study these proposals and following this, to coordinate the work, the head of the state said, having addressed certain instructions to the vice-premier, the Foreign Minister.
Summing up what was said, the head of the state has noted that we have reviewed all issues related the activity of the Foreign Ministry and requested the vice-premier to solve these issues according to time requirements.
Further, having focused the attention of the participants of the session of outcomes of work of certain branches of national economy, the President of Turkmenistan stated with delight that they indicate that our country continue to be developed dynamically. From the beginning of the year, the growth of the GDP remains on 6.9 percent level. The growth rate in agricultural complex is equal to 3.1 percent, in trade to 12.8 percent, in transport and communication sphere to 4.7 percent.
The head of the state has noted that at present time, the construction of numerous facilities is carried out in Turkmenistan to total amount of more than 38 billion US dollars. The majority of them are social and living facilities. At the same time, the fact that the works to more than 18 billion US dollars are made by local construction and installation companies.
However, taking into account the condition of global economy, it is important to keep achieved growth rates, the President emphasized.
Deficiencies existing in all branches of national economy have been thoroughly analyzed recently, mandatory efficient measures have been planned for correction of these deficiencies. It is necessary to continue political and economic reforms, changes in educational, healthcare spheres, in digital system and ecology in future, Turkmen leader pointed out.
Therefore, Deputy Chairmen of the Cabinet of Ministers especially vice-premiers who are in charge of the regions and Ashgabat and heads of administrations have to hold current reforms under strict control.
At the same time, construction of facilities, especially the construction of anniversary facilities, fulfilment of programs for provision of the population with living and drinking water have to be under attention. Special importance have to be paid to further improvement of life level of the population, President Gurbanguly Berdimuhamedov said.
Having signed the Resolution on nation-wide tree planting campaign and sent it to Vice-premier E. Orazgeldiyev by electronic document management system, the head of the state highlighted that this ecological action would take place in Turkmenistan on March 20. Taking into consideration the current situation, the tree planting campaigns and events on occasion of National Spring Holiday would take place in Ashgabat and all regions.
International Women Day will be celebrated widely in the country on Monday, March 8. Speaking of this, Turkmen leader has cordially congratulated all women of the country on coming holiday wishing them strong health, family wealth and prosperity.
Further, the President of Turkmenistan has signed the Decree on conferring of honorary title of Turkmenistan «Ene mähri» to mothers with many children.
Continuing video conference session, the head of the state has informed on his decision to give apartments to families with many children. Speaker of the Mejlis G. Mammedova was requested to present the gifts and awards to mothers who were conferred with honorary title «Ene mähri» in Ashgabat in the Center of Public Organizations and the head of Ashgabat Administration to hand over the keys from apartments in the capital’s administration. The President has also requested the heads of the regions to present the awards and keys from apartments on sites.
Having congratulated all country fellow women on International Women Day, the head of the state gave specific instructions for preparation and high-level conduct of all planned events to relative officials.
Other current subjects of the state life, on which relative decisions have been made, were reviewed at the session.
