On February 11, President Gurbanguly Berdimuhamedov has held video conference extended joint session of the Cabinet of Ministers and State Security Council. Heads of ministries and departments, higher educational institutes and mass media, regional and capital’s administrations have been invited.

The head of the state has noted that working session with heads of all branches have been held in the last few days. Outcomes of work in the last year have been summed up and organizational measures for elimination of admitted deficiencies have been planned at these sessions. 

The leader of the nation has also noted that personnel matters including appointments and termination of certain officials would be reviewed and as well drafts of some documents would be considered at the current session.

President Gurbanguly Berdimuhamedov has noted that large-scale political and economic reforms starting from the establishment of National Council, industrialization of the branches to introduction of digital systems to scientific and educational spheres, agriculture, oil and gas complex, law enforcement structures and other fields are carried out at present time.

The goals of the reforms is to bring the economy to fundamentally level, the reforms are also to support steadfast development of Turkmenistan as a socially oriented, democratic, temporal state, which has taken a steady course of market economy, gradual improvement of life level of native people, the leader of the nation said.

In this regard, having pointed out the necessity of further modernization of the government administration, the President of the country informed about the decision to introduce the position of another Deputy Chairman of the Cabinet of Ministers for improvement of work of the Government and to appointed the above mentioned official as a member of the State Security Council and Chairman of the Supreme Control Chamber. 

The duties of new vice-premier will include work for introduction of digital system and technologies to the government administration authorities and public organizations, educational and health protection spheres, financial and economic complex as well as the control over this activity.

Speaking of importance of digitization of production and management system of the economy and public life, the head of the state has brought construction industry as an example. There are many deficiencies, for elimination of which proper measures are not taken and reforms are not implemented, in construction sphere. 

In this regard, leader of the nation Gurbanguly Berdimuhamedov has pointed out the relevance of foundation of the Single Customer Service on the base of the Ministry of Construction and Architecture, which would give opportunity to solve many of the above-mentioned issues as well as to relieve other ministries and profile departments from work, which is not specific for these establishments.

The foundation of the Single Customer Service in construction industry will enhance the efficiency of capital investments allocated from the State budget. This organization will act as the government contracting authority and developer directly or with involvement of other parties as well as to perform as technical contracting authority and control the construction.

There are many issues, which require special attention of the Government, therefore, the leader of the nation has expressed his confidence that introduction of another post of the Deputy Chairman of the Cabinet of Ministers would support to solution of big objectives that our state is facing today.

Having appointed Serdar Berdimuhamedov to the post of the Deputy Chairman of the Cabinet of Ministers, Chairman of the Supreme Control Chamber and member of the Security Council, the head of the state has released him from the post of the Minister of Industry and Construction Production.

Having noted that the main duties of new vice-premier would include the work for introduction of digital systems and innovative technologies to all production branches, to management and public life, the President of Turkmenistan wished him success in responsible position.

Addressing the members of the Cabinet of Ministers and State Security Council of Turkmenistan as well as to the heads of regional and capital’s administrations, head of the state Gurbanguly Berdimuhamedov has announced the decisions on some personnel movements.

Having appointed B. Annamammedov as the Minister of Industry and Construction Production, the President of Turkmenistan has released him from the post of the Deputy Minister of this establishment.

R. Charyguliyev has been released from the post of the Acting Chairman and Deputy Chairman of the Supreme Control Chamber due to transfer to another work.

The head of the state has appointed D. Tashliyev to the post of the Deputy Chairman of the Supreme Control Chamber, having released him from the post of the Deputy Prosecutor General.

Having appointed T. Myalikov to the post of another Deputy Chairman of the Supreme Control Chamber, the President of Turkmenistan signed relative documents. 

Leader of the nation Gurbanguly Berdimuhamedov has released M. Meredov from the post of the Deputy Chairman of the Cabinet of Ministers for serious failures admitted in his work.

Having appointed Sh. Abdrahmanov to the position of the Deputy Chairman of the Cabinet of Ministers in charge of oil and gas complex, the head of the state has released him from the position of the head of International Oil and Gas University.

Further, the President of the country has informed about the decision to appoint B. Atamanov to the post of the head of International Oil and Gas University, having released him from the position of the Head of Turkmen State Construction and Architecture Institute.

The head of the state has appointed P. Orazov as the Head of Turkmen State Construction and Architecture, having replaced him from the post of the Deputy Director of this institute.

Continuing the session, the President of Turkmenistan has addressed vice-premier Sh. Abdrahmanov with number of specific assignments.

First, it is necessary to introduce advanced technologies developed based on the latest scientific and technical achievements to the production as well as to attract foreign investments on beneficial terms for improvement of work of oil and gas complex.

The State Concern Türkmennebit has to implement new forms of cooperation with international companies in survey, exploration and development of oil and gas deposits, to attract foreign investments for drilling of new wells and production of remained and tight oil from old wells

It was also highlighted that the State Concern Türkmengaz has to expand the geography of sale of natural gas and petrochemical production, to study logistic capabilities of entry to new international markets. 

Leader of the nation Gurbanguly Berdimuhamedov has ordered to accelerate the rates of construction of Turkmenistan – Afghanistan – Pakistan – India gas pipeline and to accomplish the construction according to the set timeframe. 

It was mentioned that it is necessary to ensure stable use of new petrochemical complexes and to bring the production output to designed capacity. At the same time, the development of planned projects of construction of new gas processing plants has to be activated. 

The vice-premier has also been instructed to ensure the training of highly qualified personnel and young specialists for work at modern production facilities and petrochemical complexes. 

The leader of the nation has requested to accelerate the rates of geological survey and drilling works carried out by the State Corporation Türkmengeologiýa for the increment of oil and gas reserve of the country.

Speaking of Turkmenbashy Refinery Complex, the President of Turkmenistan has pointed out that it is necessary to study new methods of management of production of petroleum commodities. Having arranged the production of new petrochemical commodities, the routes of entry of these products to international markets should be expanded. It is also necessary to provide use of digital technologies in production process, to increase the quality and added values of production. 

Having requested the introduction of developments of scientific and research institutes, leader of the nation Gurbanguly Berdimuhamedov emphasized that these institutes have to master advanced practice and latest achievements of the world science in this direction. It is important to establish cooperation with the leading profile scientific organizations of other countries for training of qualified specialists in this sphere. 

Further, the President of Turkmenistan has informed about the decision to release B. Amansarieyv from the post of the Chairman of the State News Agency due to his retirement.

Having expressed gratitude to the head of TDG for big fruitful work for the state, leader of the nation Gurbanguly Berdimuhamedov informed about the award of B. Amansariyev with the Order of «Garaşsyz Türkmenistana bolan beýik söýgüsi üçin» wishing him strong health and prosperity.

The head of the state has appointed M. Gazakbayev as the Chairman of the State News Agency, having released him from the post of the Chief Editor of Watan Newspaper. 

S. Kakyshov has been appointed as the Deputy Chairman of the State News Agency and T. Kakayeva to the post of the Chief Editor of Watan Newspaper.

The President of Turkmenistan has ordered Deputy Chairman of the Cabinet of Ministers M. Mammedova to hold the meeting of personnel of the State News Agency and to award the state Order to B. Amansarieyv and to organize his retirement ceremony in ceremonial atmosphere.

Further, the head of the state has appointed B. Gochmollayeva as the Deputy Minsiter of Trade and Foreign Economic Affairs, having released him from the post of the Department Head of the Cabinet of Ministers as well as appointed S. Kuljanov as Deputy Chairman of the State Association Türkmenhaly.

Further, the President of Turkmenistan has informed that M. Bayramdurdiyev is released from the post of the Minister of Agriculture and Natural Protection for deficiencies admitted in his work.

The Head of the State has appointed A. Altiyev as the Minister of Agriculture and Natural Protection, having relased him from the post of the Deputy Minister. 

Wishing success to new minister on his responsible post, leader of the nation Gurbanguly Berdimuhamedov have switched to organizational issues in the regions, having started with Ahal Region. 

The President has released D. Gedlimamadova from the post of the Deputy Governor of Ahal Region due to the transfer to another work.

The head of the state has appointed A. Toporova to this position, having released her from the post of the Deputy Head of Ak Bugday District.

A. Orazova has been appointed as new Deputy Head of this etrap.

Further, having released G. Annayev from the post of the head of Baherden district for the deficiencies admitted in his work, the President of Turkmenistan appointed to D. Hojayev to this post, having released him from the position of the Deputy Head of this district.

A. Gurbanov has been terminated for deficiencies admitted in his work from the post of the head of Kaahka District and P.Orazov has been appointed to this post.  

The head of the state has also terminated D. Babayev from the post of the head of Babadayhan District for failures in his work.

P. Ishanguliyev has been assigned as the head of the above-mentioned district after releasing from the post of the head of Tejen District. 

Further, personnel issues of Balkan Region have been reviewed. 

The President of Turkmenistan has terminated D. Atayev from the position of the Deputy Governor of the Region for failures in his work. 

Having appointed D. Annayev to this post, the Head of the State has released him from the position of the Deputy Minister of Agriculture and Natural Protection.

O. Gurbanguliyev has been released from the post of the Deputy Head of Turkmenbashy Dsitrict due to the transfer to another work. A. Arazmammedova has been appointed to this post. 

Having released S. Sahetov from the position of Deputy Head of Serdar District due to the transfer to another work, leader of the nation Gurbanguly Berdimuhamedov has assigned N. Hojamov to this post. 

Coming over to personnel issues of Dashoguz Region, the President of the country has terminated Deputy Head of Gyorogly District G. Akiyev for deficiencies in his work, having appointed Sh. Annayev to this position. 

In addition, D. Baydakov has been released from the post of Deputy Head of Boldumsaz District for failures in his work. K. Bayramgeldiyev has been assigned to this post. 

Continuing the session, the head of the state has informed on the decision on personnel movement in Lebap Region.

M. Durdiyeva has been released from the post of Deputy Governor of Lebap Region due to transfer to another work. J. Geldymamedova has been assigned to this post. 

Leader of the nation Gurbanguly Berdimuhamedov has terminated Head of Charjew District J. Masharipov for deficiencies in his work. A. Roziyev has been appointed to this position. 

The President of the country has released B. Gylyjov from the post of the head of Dovletly District for failures in his work. E. Achilov has been appointed to this post after release from the post of Deputy head of this district. 

Further, coming over to the appointments and terminations of the officials of Mary Region, the head of the state has terminated Head of Karakum District M. Gurbanmuhammedov. B. Balliyev has been appointed to this post. 

Due to the transfer to another work, G. Atanov has been released from the post of the Deputy Head of Bayramaly district, m. Nurklycheva has been assigned to this position. 

It was also announced that A. Syitliyev has been released from the post of Oguzkhan District due to the transit to another work. A. Akmyradova has been assigned to this position.

Other issues of the state life, on which relative decisions have been made, were reviewed at the session.

Summing up the outcomes of the session, the leader of the nation has requested the Deputy Chairmen of the Cabinet of Ministers and governors to hold the meetings on sites and to introduce new officials.
