Regular ministerial meeting Central Asia – European Union has been held in video conference format. Heads of the Foreign Ministries from Turkmenistan, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, the Republic of Uzbekistan as well as the High Representative of the Union for Foreign Affairs and Security Policy, the Vice-President of European Commission and he European Commissioner for International Cooperation and Development took part in the webinar. Huge importance of peace-making foreign strategy of the President of Turkmenistan Gurbanguly Berdimuhamedov in combating global challenges and strengthening of multidimensional cooperation has been noted during the meeting. Security and stability issues in Central Asia and neighbouring regions have been reviewed at the session. In this context, the delegation of Turkmenistan has paid special attention to the necessity of joint solution of crisis situation caused in the result of political, economic, humanitarian, natural, human made and other factors. It was highlighted that Turkmenistan intends to activate its participation in international programs, funds and projects implemented for prevention of crises and minimization of their negative impacts. In particular, the efforts of Turkmen side for solution of humanitarian and social issues by participation in the formation of the Central Emergency Response Fund (CERF), which was founded by the United Nations General Assembly. Foreign participants of the meeting have been informed that Turkmenistan would officially announce about its financial contribution to this humanitarian Fund on December 8 at the High-level event on announcement of investments to the CERF, which is convened by the UN Secretary General. Turkmen side has noted the activation of cooperation between the country and the United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA), under which it is planned to initiate implementation of new projects in 2021. Turkmenistan’s delegation has also urged the participants to pay special attention to the problem related to the climate change, having informed about the intent to announce about its obligations for implementation of the Paris Treaty at the Summit on Climate Change on December 12. The desire to achieve zero level of greenhouse gas emissions has been highlighted as one of the component of the complex of national efforts in this field. It was said that it is planned to adopt the Law of Turkmenistan on Renewable Sources of Energy and National Strategy for development of renewable energy, which was developed at the initiative of President Gurbanguly Berdimuhamedov, soon. Large-scale national campaign for planting of trees, under which more than 90 million trees have been planted in the country for the last 20 year, while this year the number of trees will be 25 million, has been highlighted. The foreign ministers of the EU and Central Asia countries have also reviewed the opportunities for expansion of relations in educational, scientific, cultural, technology and innovation spheres, recovery after the COVID-19 pandemic and its social and economic impacts. Joint communique has been adopted by the outcomes of the 16th ministerial meeting in Central Asia – European Union format. The importance of Turkmenistan’s initiatives for enhance of the role of the policy of neutrality as an efficient tool of peace-making process and achievement of consensus solutions in international relations have been mentioned in the document in a separate article. In particular, the ministers have welcomed Turkmenistan’s initiative about organization of International Conference “Policy of Neutrality and its Role in Provision of Global Peace, Security and Sustainable Development” in Ashgabat on December 12, 2020. In addition, the initiative of President Gurbanguly Beerdimuhamedov on organization of the High-level Forum in 2021, which is dedicated to International Year of Peace and Trust announced by the Resolution of the UN General Assembly by proposal of Turkmenistan, have been supported by the participants. The participants of the ministerial meeting have also welcomed the establishment of the Group of Friends of Neutrality, which members include number of Central Asian and European countries, on the UN platform.
