Turkmenistan – UN: For the sake of solidarity and peace on the planet

“We think that the United Nations Organization is to play the main and resolving role in protection of international order on the principles of mutual respect, equality and political dialog. The legitimacy of this UN mission cannot be questionable. The UN is the only universal international organization, which is to provide multidimensional cooperation for strengthening of global security and sustainable development”, - President Gurbanguly Berdimuhamedov highlights. The agenda of the 75th session of the United Nations General Assembly includes number of subjects related to almost all spheres of international relations including provision of peace and security on the planet, combating global challenges and threats, promotion of sustainable development, ecological aspects and many other. At the same time, combating the pandemic and recovery after the impact by efficient multilateral activities remains the subject of special attention. In this regard, it is worth to mention that the main event in the UN, the week of common discussions of regular session of the General Assembly with participation of the heads of the states and governments is held in such unusual format, which is caused by coronavirus pandemic, which is continued in the world. Turkmenistan has been elected as a Vice-chairman of current anniversary session of the UN General Assembly. It indicates high international authority of the country, which also marks a remarkable date this year – the 25th anniversary of the status of permanent neutrality, and wide support and recognition of creative foreign course pursued by President Gurbanguly Berdimuhamedov. This is the sixth time when our country is elected as a Vice-chairman of the session of the United Nations General Assembly, previously Turkmenistan participate in work of the 58th, 62nd, 64th, 68th and 71st sessions in this role. Having proven itself as reliable UN partner, our country practically confirms the orientation toward further strengthening and expansion of long fruitful cooperation, which has strategic character. Development of multidimensional partnership with the United Nations is defined by the Head of the State as one of the main vectors of Turkmenistan’s activity in the world arena. Based on gained experience of cooperation, this traditional dialog expands its border at the modern stage absorbing new directions and actual subjects of global significance. The participants of special session dedicated to the 75th anniversary of the UN have expressed firm support of the Organization and said that they would keep promises given to its founders back in 1945. Making a speech to the participants, the Secretary General have urged them to use multilateral approach to problems the world faces today. It is worth the mention that President of Turkmenistan Gurbanguly Berdimuhamedov has repeatedly spoken of the necessity of systematic integrated and multilateral cooperation in combating global challenges and threats, foe which the world community has to use mechanism of scientific diplomacy. Speaking of the achievements of the UN, Antonio Guterres has highlighted that there was no such a long period in the modern history without conflicts between big powers: “This is an outstanding achievement, which the UN State members can be proud of and which we all have to keep, - the United Nations Secretary General said”. The Secretary General has noted activity of the UN for support of peace, movement for decolonization, development of standards and compliance mechanisms in human right sphere, victory over apartheid, provision of vital humanitarian aid to millions victims of conflicts and disasters, elimination of diseases, continual reduction of starvation, development of international law, elaboration of historical agreements of environment protection of the planet. At the same time, approaching climate catastrophe, loss of biological diversity, growth of poverty, spread of hatred, enforcement of geopolitical tension, presence of nuclear threat, devastating potential of new technologies and finally, COVID-19 pandemic have disposed the main vulnerable factors of the modern world. The Head of the UN said that “today, we have too much of multidimensional problems and not enough multidimensional solutions”. Therefore, Antonio Guterres has reminded again of the necessity of efficient multilateral approach to solution of global problems. “Nobody wants to have world government but we have to work together in order to improve global governance”, - the UN Secretary General said. The principle of multidimensional approach, which was unanimously declared by both President of Turkmenistan Gurbanguly Berdimuhamedov and the United Nations Secretary General has been supported by the majority of participants of the global questionnaire on the future of the UN and entire world: - They were saying that international cooperation is vitally important for solution of current problems, - the United Nations Secretary General said. They have highlighted that the requirement in such solidarity became more urgent in the conditions of COVID-19 pandemic. Chairman of the 75th session of the UN General Assembly, Turkish diplomat Volkan Bozkyr, thinks that COVID-19 is a global crisis, which the world never knew since the UN has appeared from the ashes of the World War II. This is not just a crisis in health protection sphere but also social and economic crisis, which aggravated the problems, which UN tries to recover using such instruments as follows: - Sustainable development agenda 2030 and the Goals of sustainable development; Reminding of the slogan of the 75th session of the UN General Assembly “The Future We Want; the United Nations Organization We Want: Confirmation of our commitment to multilateralism”, current Chairman highlights: “Entire humankind participates in combating the pandemic. It is a time for solidarity. The UN state members have never had more valid reasons for close cooperation for the common sake. I am confident that we will recover this crisis and become stronger than we were”; - The principle of multilateral and integrated approach to solution of global problems including COVID-19 pandemic, which has changed even the format of anniversary session of the UN General Assembly is also strongly and steadily supported by Turkmenistan, which has been elected as its Vice-chairman. In the telephone conversation with the United Nations Secretary General in April, President of Turkmenistan Gurbanguly Berdimuhamedov expressed confidence that combating the pandemic has to be supported by search for new forms and methods of work allowing all states providing activity of financial and economic systems and global economy in general in normal mode. For this purpose, it is necessary to provide high level of consolidation in international community, develop and introduce new models of cooperation between countries, regions and continents. During August video conference meeting with General Director of the World Health Organization Tedros Ghebreyesus, Turkmen leader has spoked for soonest consolidation of efforts of all countries for correct diagnostics of this disease under the patronage of WHO and proposed number of initiatives aimed at solution of the problems related to coronavirus pandemic, in particular the proposal on systematic scientific works revealing complex etymology of virus and its ability to mutate rapidly. After the meeting, where proposed initiatives were supported by the Director of WHO, Head of the State Gurbanguly Berdimuhamedov have requested relative officials to organize coordinated work with profile structures of WHO, activate cooperation in scientific diplomacy, make necessary conditions for systematic exchange of opinions between medical experts, scientists and specialists of other directions. These initiatives and proposals have been systematically compiled in Priority positions of Turkmenistan at the 75th session of the United Nations General Assembly, which are based completely on multilateralism, constructive consolidation of efforts of the world community in solution of the most important problems of humanity under coordinating role of the UN. The document is started with the section about consolidation of efforts on international community in combating the pandemic, which says: “Today, when the world has faced new global threat – pandemic of coronavirus infection, Turkmenistan supports coordinated efforts of international community in combating coronavirus, political, social and economic consequences of its spread. In this regard, we welcome the initiatives of the United Nations Secretary General on seizure of fire in armed conflicts situations for combating coronavirus as well as on strengthening of global partnership based on developed UN strategies and plans for combating coronavirus infection. Turkmenistan believes it is unacceptable to politicize the subject of spreading of coronavirus. While fully adjusting its measures in this direction with activity of the world community, Turkmenistan has proposed the initiative of activation of multilateral cooperation in scientific diplomacy, making of necessary conditions for systematic communication of medical scientist experts and specialists of other relative fields. Building of multilateral professional dialog aimed at thorough study of nature of the origin of new type of coronavirus, forms of disease expression caused by this infection as well as methods of prevention and treatment is the main goal of this idea. During the 75th session of the General Assembly, President Gurbanguly Berdimuhamedov will propose to review the development and institution of entire number of international instruments and hopes for support of his proposals by the United Nations state members and specialized UN agencies for achievement of significant level of consolidation of multilateral efforts.
