We are proud of it and respect our Constitution, which announce human as the highest value of society and state, and the State flag as everlasting symbol of independence and neutrality, Congratulation message of President Gurbanguly Berdimuhamedov to his compatriots says. The Main Law and fling high State flag are national heritage, which embodied glorious past, magnificence of current age and light future. After adoption of the Constitution and institution of the State flag 28 years ago, foundation of democratic, legal and temporary state order of the country, its democratic, social and economic, public and cultural development have been laid. In modern age, our social and political life has been fundamentally changed under the staged transit to market economy, which resulted in reformation of legislation base. Gradual improvement of social and living conditions of people have been improved, new constitutional standards have been developed and new edition of the Constitution has been adopted in 2016. At the historical session of the People’s Council of Turkmenistan on September 25, 2019, we announced new state of constitutional reforms and initiated the reform of the Main Law of the country. It is highlighted in the message that modernization of the People;s Council and transformation of the Mejlis as a legislative authority into two-chamber system are the main goals of this initiative taking into account success and achievement of our society and world practice. Therefore, amendments and addendums of the Constitution f Turkmenistan has turned in historical event in social and political life of the country. Based on fundamental standards of the Constitution, we take forward our sovereign state. We successfully implement adopted targeted state and profile programmes for provision of further dynamic development of the country, modernization of equipment and facility base of the economy, especially for provision of peaceful, prosperous and happy life of Turkmenistan citizens. In international relations, we follow the main provisions and goals of positive neutrality, which is recognized by the Resolutions of the United Nations and laid out in the Constitution of Turkmenistan. We steadily intensify political, economic, cultural and humanitarian relations with the UN, European Union, Commonwealth of Independent States and other competent structures and countries. We never turn from chosen way! – the message highlights.
