“Construction and Architecture of Turkmenistan” magazine published by the Ministry of Construction and Architecture is assigned to give coverage to modern processes and tendencies ongoing in the national construction and designing spheres. The magazine features the national best practice, application of the latest technologies in construction, the most interesting architectural projects, which have been realized and are well under way in the country. On its pages, special consideration is given to the advanced technological and engineering developments, ecological and aesthetic aspects, and a number of other issues about the potential and prospects of Turkmenistan’s construction sector. The second issue of the magazine has been recently released. It opens with an article “Ideas and spirit of the epoch – in the monumental embodiment” about the sculptural compositions, whose inauguration in this year’s May was timed to Ashgabat City Day. The monuments are a life-size incarnation of the symbolic images of modern times - the solidarity of the people with the leader of nation (“Arkadag” Monument); progress and peaceful development (“Abadançylyk”); aspiration for new goals and high achievements (“Ýyldyz”); priority of a scientific approach (“Ylym”); increasing food products abundance (“Ak bugdaý”); health and sport as essential life-style principles (“Sagdynlyk”). Another article of the edition - “To build and create – the main motto of the epoch of power of our independent state” - focuses on the recently-launched large construction project. The talk is about the 15th phase of the Ashgabat Redevelopment Program – a new residential area that in all respects meets the most modern standards. Thus, local construction companies are to erect scores of buildings along the Seidi and Mollanepes Streets against the order of the country’s various ministries, agencies, and Ashgabat city’s khyakimlik. Among them are 18 twelve-story, 16 three- and four-story dwelling houses, 208 two-story cottages, as well as the buildings of social institutions and enterprises. The project includes also creation of park zones and construction of roads in the neighborhood of new objects. A separate article discusses the issues of improving the legislative mechanisms of regulating relations in the cost-sharing construction projects, the guarantees of proprietary rights and interests of builders and shareholders. It explains the meaning of some amendments and additions to the Law “On the cost-sharing construction of apartment houses and other capital facilities”, improvement of a number of provisions on registration of property rights. Development of the cost-sharing construction system in Turkmenistan as a form of investment activity will create better options for the citizens for housing property purchase, make it more economically affordable, as well as boost construction in the country. An article “Miracle performed by skillful hands” informs the readers about the professional contest –“A skillful builder”, co-organized by the National Trade Unions Center and the Ministry of Construction and Architecture of Turkmenistan. The demonstration of proficiency was not only interesting, but it also became an effective way of introducing and employing the advanced construction practices and methods, progressive technologies, as well as popularizing the building-related jobs. The main trends of international cooperation in the construction sector are in the focus of an article “Construction industry: achievements and development prospects”. The two large exhibitions held in Ashgabat in the running year’s spring showcased a tremendous scope of construction under way in the country under the guidance of the nation’s leader Gurbanguly Berdymuhamedov. They are - the International Construction Exhibition with participation of more than 125 exponents, including 107 foreign companies, as well as the XIV International Universal Exhibition – “White city – Ashgabat”, which brought together some 130 companies and enterprises, including 40 foreign ones, oriented, first of all, towards the construction industry as the Turkmen economy’s fast-developing sector. Not the least important theme, that will be of interest not only to specialists, but also to the general reader, is addressed in the article “Ways of increasing energy-savings in the residential sector”. In particular, the article considers the implementation progress of the UNDP/GEF project - “Improvement of energy efficiency in the Turkmenistan’s housing construction sector”, which is being realized jointly with the “Turkmengas” State Concern. Another article is devoted to unleashing the water-supply system potential in Turkmenistan through the sustainable and efficient use of underground fresh water as a reserve source of potable water for the large cities and industrial centers. The specialist-oriented article “Ways of reaching higher quality standards in the construction industry” discusses the accumulated experience of using artificial sandy gravel in construction of various facilities, new calculation techniques for the prospective foundation settlement caused by external load, etc. The magazine’s issue also includes the article “Dynamics of seismic characteristics of water-bearing soils”, which substantiates the necessity of special investigations for making a map of the predictive micro-seismic zoning of Ashgabat’s new etraps. Of apparent interest to the readers will be an article “Tourist complex ‘Ancient Merv’”, illustrated with sketch layouts for building tourist infrastructure in the landscapes of the “Ancient Merv” State Historical and Cultural Preserve. By the number of the unique historical monuments, this archeological park is ranked as the most significant one in the territory of Turkmenistan, which since 1999 is included into the UNESCO World Heritage List. The edition closes with an article “Contribution to science”, which is focused on the book “Dehistanyň binagärlik medeniýeti” devoted to the wonderful architectural monuments in the historical area in the South-Eastern Caspian Sea region. In ancient times, the area was known as Hyrcania, Dehistan or Mashat-Misrian – in the Middle Ages. Thus, the new issue of the magazine not only covers a number of present-day tendencies of the country’s construction industry, but it also offers the opportunity to get an insight into the future, and turn back to the past that has preserved the unique heritage of the national art of building, great engineering and artistic discoveries.
