March events indicate the activation of versatile international cooperation

Unanimous adoption of the Resolution on international efforts for support of Afghanistan during regular session of the Security Council on March 8, 2018 is among the most importance events of the month. This important document gives the main role to the measures taken by Turkmenistan for restoration of social and economic infrastructure of the neighbouring state. Particularly, based on the proposed initiatives, the Security Council supported further efforts for the improvement of economic cooperation in the region and urged all countries to do necessary work in this direction. These initiatives include such projects as Turkmenistan – Afghanistan – Pakistan – India gas line, the Agreement of Establishment of Transit, Trade and Transport corridor Afghanistan – Turkmenistan – Azerbaijan – Georgia – Turkey (Lapis Lazuli), construction of Turkmenistan – Afghanistan railroad. On March 1 – 3, Ashgabat hosted XIV specialized exhibition of the production of the Islamic Republic of Iran. This review, which has become traditional, is an efficient ground for the presentation of huge potential of bilateral trade and economic cooperation and definition of the most perspective directions of its development and consolidation of partner’s relations. Regular session of Interstate Turkmen – Iranian Committee on consulate, border and custom issues in the Ministry of Foreign Affairs was dedicated to the cooperation of two countries. Heads and representatives of relevant ministries, departments and law enforcement agencies took part in the work of the session. During the meeting, the sides analysed the fulfilment of the decisions of the previous session, the biggest part of which has been already accomplished. The sides noted the importance of the development of border and custom infrastructure for the increment of trade turnover volumes between the countries, the necessity of exchange of information about the smuggling and illegal drug trafficking as well as challenges and threats of modern time. Specifying of perspective directions of trade and economic cooperation taking into account national plans of development and regional partnership was the outcome of Turkmen – Iranian business forum held in Ashgabat on March 27. Going back to the chronology of events, it is worth mentioning that the session of High-Level Trade and Investment Support Group under the Intergovernmental Turkmen – Russian Economic Cooperation Committee was organized in the capital of our country on March 5 – 6. The main purpose of the meeting is to outline new vectors of productive cooperation between Turkmenistan and Russian Federation and expansion of bilateral contacts between business structures. On March 7, the capital hotel Yildyz hosted the fifth session of Joint Turkmen – Tatar Work Group on Trade, Economic, Scientific, Technical and Cultural Cooperation. The agenda of the session included the issues of the development of beneficial partnership in trade, oil and gas field, industry, agriculture, science, education, health protection, environmental protection, culture and tourism. On March 5 – 6, VII Turkmen – German Health Protection Forum was held in Berlin. It discussed the results of bilateral cooperation in practical medicine and reviewed future partnership. Special attention was paid to the orthopaedics including the children one and to physiotherapy as well. Presented reports reflected the condition of these directions of medicine in Turkmenistan and Germany, modern solutions in orthopaedic methods including training of personnel and other subjects. It is worth mentioning in this regard that the meeting with representative of the germen Senior Experts Service, Professor Wolfgang Kaschka was organized in Turkmen State Medical University in the end of the month. The Professor shared his experience and vision of the development of neurology as both the scientific discipline and in practical health protection as well with the students and lecturers of the University. On March 28, Scientific and Clinical Centre of Mother and Child Health Protection hold the seminar “Early Child Development and Intervention” organized by the Ministry of Health Protection and Medical Industry. The WHO experts and national medics – practitioners and scientists specialized in this field, took part in the forum. On the day before, round table meeting with the WHO specialists on the issues of the formation of national platform of early intervention allowing detecting the problems of the development at early stage took place in the conference hall of the United Nations office in Turkmenistan under targeted programme of the Ministry of Health Protection and Medical Industry realized with the participation of the UNICEF. Future expansion of bilateral partnership was discussed at the 14th session of the Joint Turkmen – Uzbek Committee for trade, economic, scientific, technical and cultural cooperation in Tashkent in the beginning of March. During the visit to friendly country, Turkmen delegation was received by President of the Republic of Uzbekistan Shavkat Mirziyeyev abd by Foreign Ministry Abdulaziz Kamilov. The fact that the largest government and private structures of neighbouring country became the participants of the first National Industrial Exhibition of the Republic of Uzbekistan on 29 – 31 of March indicates high interest of Uzbek producers in long-term cooperation with Turkmen partners. Seminar “Caspian Sea. Stable development and Management” organized by the Ministry of Foreign Affairs and the State Office on Caspian Sea Affairs under the President of Turkmenistan together with International Oceanic Institute (IOI) was held in Avaza National tourism zone on March 5 – 15. Specialists of different ministries and departments from Azerbaijan, Iran, Kazakhstan, Russia and our country as well as the experts – the IOI scientific consultants in marine economy, policy, management, ecology, law and other disciplines took part in the event. The Programme of the forum included wide range of subjects related to economic, social and ecological aspects of cooperation of Caspian states. The Foreign Ministry conducted the third session of authorised representatives of Caspian states on March 12 – 13, during which the elaboration of legal framework of long-term cooperation was continued. Particularly, the sides was working on coordination of technical aspects of the Draft Agreement on trade and economic cooperation between Caspian states. On March 13, the capital hotel Yildyz held regular session of the Coordination Committee on Energy Direction of “Regional Economic Cooperation in Central Asia” programme (CAREC) of Asian Development bank. Representatives of the Islamic Republic of Afghanistan, Azerbaijan Republic, Georgia, Japan, the Republic of Kazakhstan, Kyrgyz Republic, the People’s Republic of China, Mongolia, the Islamic Republic of Pakistan, the Republic of Tajikistan, the Republic of Uzbekistan as well as Asian Development Bank, the World Bank, the UNDP and the USAID took part in the forum. Such subjects as the analysis of current directions of the CAREC activity, introduction of new technologies to energy sector, review of Work Plan, and forecast of the development of energy sphere in Central Asian and in the world were discussed during the meeting. Delegation of our country participated in working meeting of the Heads of Central Asian states in Astana on March 15. The agenda included the subjects of the expansion of the cooperation in economic, trade, logistics, transport and communication spheres. The partnership between Turkmenistan and the UN in the achievements of the Goals of Sustainable Development was the subject of discussion of the participants of the seminar held on March 30 in the capital hotel Yildyz. The forum was organized by the Ministry of Finances and Economy together with the UN Development Programme. The presentation gave the samples of the achieved success in all subjects of the Agenda until 2030 particularly, in the improvement of the wealth of the population, education, health protection, economic activity, gender equality, ecological stability and other. In March, the Foreign Ministry had bilateral meetings aimed at the improvement of constructive dialog with all interested countries. Therefore, on March 6, the development of trade and economic cooperation, collaboration in industry, energy, construction, agriculture and fishery as well as scientific and technical partnership were discussed with the members of Russian delegation chaired by Deputy Minister of Economic Development A. V. Gruzdev. Perspectives of cooperation in economy, investments, agriculture, chemical industry and science were discussed on March 9 with the Head of Foreign Ministry of the People’s Republic of Bangladesh Shakhriyar Alam. The partnership under international organizations especially under the UN and the ICO was named among the priority directions of cooperation. Turkmen – Turkish foreign departments political consultations took place on the same day. The proposals on consolidation of peace-making initiatives in combating such challenges of modernity as terrorism and extremism have been given during the meeting. Turkmenistan and the Islamic Republic of Iran shared the visions of current situation, perspective of the expansion of trade, economic and energy cooperation and activation of the contacts between government and private structures during the talks with Iranian delegation chaired by Minister of Oil and Gas Bidjan Namdar Zangane held in the Ministry of Foreign Affairs on March 19. On March 23, the Foreign Ministry of the country had meeting with Chairman of the Executive Committee, executive Secretary of the CIS Sergey Lebedev who was in Turkmen capital chairing the observation mission of the CIS for the assessment of the Parliamentary elections. Besides the issues related to the election campaign held on March 25, priority directions of the partnership under the Commonwealth of Independent States have been discussed. Special attention was paid to the realization of the initiatives of President Gurbanguly Berdimuhamedov proposed at the session of the Assembly of the Heads of the CIS countries in Sochi in October 2017. On March 24, the MFA of Turkmenistan had the negotiations with Deputy Secretary General of Shanghai Cooperation Organization N. Akkoshkarov who arrived to Turkmenistan as the Head of international observers of the elections on the Mejlis deputies, which were the main subject of the discussion. Meeting with the delegation of the Republic of Korea chaired by the Chancellor of National Diplomatic Academy of the Foreign Ministry Jo Beng Jae was held in foreign department on March 28. The proposals on the expansion of the cooperation between diplomatic institutions of two countries were given during the meeting. Continuing the subject, it is worth mentioning that the Programme of Cooperation between the Ministry of Foreign Affairs of Turkmenistan and the Ministry of Foreign Affairs of the Republic of Korea in 2018 - 2020 has been signed in Seoul. Representatives of our country abroad continued conducting various events dedicated to the introduction of the key aspects of Turkmenistan strategy in transport and logistic sphere, energy diplomacy and the achievements of the country in different spheres to the world community. Such events include round tables, briefings and conferences, which were held in Great Britain, Japan, Romania, the Republic of Belarus, the Kyrgyz Republic, the Azerbaijan Republic and Turkey. On occasion of International Nowruz Day, our students organized the exposition in Kyrklarely University of Turkey on March 14 presenting rich culture and ancient history of Turkmenistan. The kushtdepdy dance made big impression on the guests. Artistic review dedicated to the 80th anniversary of outstanding Turkmen composer Nury Halmamedov took place in Moscow on March 28. The Embassy of our country in the Russian Federation and P. I. Tchaikovsky Moscow State Conservatory organized the event. Deputies of the State Duma of the Federal Assembly of the Russian Federation, high-rank representatives of the state offices, ambassadors and diplomats of foreign countries, businessmen, journalists, art and cultural personnel, our compatriots living in Russia as well as Turkmen students studying in Moscow took part in the event held in Rahmaninov Hall. Presented review of various events in March reflects the work carried out by the ministries and departments of the country for activation of international cooperation for universal peace and progress.
