President of Turkmenistan Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where priority issues of the state policy have been discussed. Having announced the agenda, the Head of the State gave floor for report on the situation in the spheres under his supervision to Deputy Chairman of the Cabinet of Minister G. Myradov. Reporting on the fulfilment of the assignment of the Head of Turkmenistan on privatization of the system of consumer unions of the Ministry of Trade and Foreign Economic Affairs, the Vice-premier presented the proposal on cancellation of the activity of this structure according to the order set out in relative Law of Turkmenistan. It was also informed that it is planned to make gradual privatization of the enterprises and facilities of the capital and regional branches, which list has been reviewed at the session of Interdepartmental Central Commission of the Ministry of Finances and Economy. Having listened to the report, the Head of the State noted the importance of the measures for accelerating the rates of the realization of large-scale regional and national investment projects as well as reformation of different branches of the economy of the country. Next, Deputy Chairman of the Cabinet of Ministers O. Gurbannazarov made report on the situation in the spheres under his supervision. The Vice-premier informed about the work carried out according to the assignments given by the Head of the State to the Union of Industrialists and Entrepreneurs on construction of potassium complex and highway during the meeting with the members of this organization on March 16. According to the Resolutions of the President of Turkmenistan, beneficial bank credit was granted to the UIET for the construction of Mining and Ore-dressing Complex for production of potassium fertilizers in potassium deposit in Lebap Velayat as well as for the construction of high-speed road Ashgabat – Turkmenabat. President Gurbanguly Berdimuhamedov requested the Vice-premier to draft and present detailed documents for the construction of Mining and Ore-dressing complex and highway, having highlighted the importance of these projects for Turkmen economy and the necessity of their thorough elaboration. Deputy Chairman of the Cabinet of Ministers M. Babayev reported on the work for realization of large petrochemical projects, which completion would allow establishing import substitutive production and diversifying of fuel and energy complex. Particularly, technical and commercial specification of the construction of number of new facilities are under development. In addition, the projects for further increment of the production output of Turkmenbashy Refinery Complex and Seydi Refinery are also developed. The Head of the State addressed the Vice-premier with relative instructions on realization of the Programme of development of oil and gas industry of the country until 2030, modernization and technical rearmament of petrochemical facilities, construction of new super modern complexes specialized in natural gas processing. In this context, the President of the country noted the importance of wide implementation of resource-saving technologies in the structures of fuel and energy complex, innovative scientific and technical developments, establishment of beneficial cooperation with the leading oil and gas world companies in this sphere. After, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on seasonal agricultural works in the region. Having listened to the report, President of Turkmenistan Gurbanguly Berdimuhamedov addressed the Vice-premier with the instructions to hold under permanent control timely cotton sowing. It was highlighted that this important agricultural campaign is very important for further improvement of the potential of agricultural complex, for provision of textile industry with the material and hence, for the realization of export capabilities of the country. Deputy Chairman of the Cabinet of Ministers K. Durdymyradov reported on the situation in the branches under his supervision, measures for improvement of production infrastructure of chemical industry. Particularly, the Vice-premier reported on the course of construction of carbamide plant in Garabogaz, Balkan Velayat. New petrochemical complex is equipped with advanced technologies from the world-known manufacturers. Technology equipment for production of carbamide and ammonia has been installed, commissioning works on gas turbine generator of the plant, in nitrogen and oxygen production workshops and at the auxiliary steam units of the facility have been completed. At present time, construction and mounting works in storage and other relative facilities and installation of the furnace for technical gas preparation are carried out. Completion of the project of construction of new plant for production of carbamide is very important for the consolidation of rapidly growing petrochemical branch and for national economy of Turkmenistan in general, President Gurbanguly Berdimuhamedov highlighted. The President requested the Vice-premier to hold under permanent control the course of construction of carbamide plant and reconstruction of the port in Garabogaz according to the schedule. Speaking of the training of professional personnel for the work at the chemical industry facilities, the President gave specific orders to relative leaders. Deputy Chairman of the Cabinet of Ministers D. Amangeldieyv reported on the preparation of the project of construction of living estate in Berkarar etrap of Ashgabat, which was developed taking into account the instructions and recommendations of the Head of the State. New complex of facilities is planned to be built in the southern part of Gurbansoltan Eje Avenue on the territory of 25.5 hectares. According to the project, it is planned to build 8 9-storey 54-apartment and 9 9-storey 36-apartment buildings for 756 families, kindergarten for 160 children, secondary school for 720 students, two multilevel parking for 400 vehicles and 7 double-storey shopping centres. The project is to be completed in two phases within 5 years. The model of new living estate was presented to the Head of the State for visual impression. Looking around the model of future living complex, the Head of the State made some directions on the architectural ideas and creation of comfort conditions for people, having made special mention that high quality, modern building materials meeting the highest requirements including from ecological and aesthetical points of view have to be used at all construction sites of the capital. After, Deputy Chairman of the Cabinet of Ministers B. Annameredov reported on the situation in the branches of transport and communication sphere and on the measures taken for the improvement and modernization of equipment and facilities base of this sphere. The Head of the State focused on the necessity of permanent introduction of new technologies, exchange of practice, useful innovative developments with foreign partners and, having made special mention of dynamic development of all spheres of transport, addressed the Vice-premier with specific orders. Having pointed out that technology renovation of communication facilities is one of the priority objectives for the improvement of the potential of communication sphere, President Gurbanguly Berdimuhamedov ordered the Vice-premier to take necessary measures for organized and quality service and efficient operation of existing modern equipment and technical facilities. Deputy Chairperson of the Cabinet of Ministers B. Abdiyeva reported on the activity carried out in accordance with the State Programme of scientific and research works and archaeological excavations for studying of historical and cultural monuments located on the territory of Turkmenistan along the Silk Road in 2018 – 2021. Specialists of National Historical and Cultural Monuments Protection, Study and Restoration Department of the Ministry of Culture and the Academy of Science commenced new season of archaeological excavations, studies and restorations of historical and cultural monuments of the country. Having listened to the report, President Gurbanguly Berdimuhamedov pointed out the necessity of further continuation of these studies by national scientists and specialists as well as making of integral innovative system for study of national heritage based on related information. The Head of the State noted the importance of systematic approach to the protection of the monuments as integral part of cultural heritage of humankind, unique source of valuable knowledge, introduction of the outcomes of the field studies to scientific turnover. In this regard, the importance of the improvement of professional training of personnel, museum and popularization activity, establishment of international scientific contacts and development of cooperation with foreign scientific and research centres, activation of the measures for inclusion of tangible and intangible values of Turkmen nation to the UNESCO World Heritage List has been highlighted. Reporting on the activity of the Ministry of Foreign Affairs, Deputy Chairman of the Cabinet of Ministers, foreign Minister R. Meredov informed on the preparation to international forum on transport on May 2. It was noted that consolidation of versatile cooperation in strategic important issues of global agenda is one of the key factors of foreign course of neutral Turkmenistan. For these purposes, our country carries out large-scale work for practical realization of international documents adopted on number of special urgent directions including the transport sphere. In this area, President Gurbanguly Berdimuhamedov made constructive proposals that were reflected in special Resolutions of the UN General Assembly. Systematic work is carried out by the initiative of the Head of the State on creation of several transport and communication corridors in Eurasian continent what is very important for the development of regional and international economic cooperation. At the same time, actual measures for further modernization and accumulation of the potential of relative infrastructure are taken in the country. The construction of new International Seaport is under completion in Turkmenbashy. The port is given with the important role of connecting link in the system of transport communications between Asia and Europe. At present, the Ministry of Foreign Affairs together with branch ministries work on organization of celebration events timed to the opening of this large super modern facility planned for the beginning of May. In this relation, it is proposed to hold international forum in the Congress Centre of Avaza National Tourist Zone, which agenda will include wide spectrum of subjects of the development of beneficial partnership in transport and logistics sphere, particularly by efficient involvement of the ports’ potential as well as by activation of the contacts in tourism industry, stimulation of investment activity and other subjects. The Vice-premier, the Foreign Minister also proposed to hold regular IX session of the ministers of transport of the ECO members in Avaza National tourism zone on May 3. Having noted that in modern realities, the cooperation in transport sphere is an integral factor of sustainable development that directly influence the efficiency and balance of the world economic relations, President Gurbanguly Berdimuhamedov highlighted active position of neutral Turkmenistan in this subjects. Proposing specific initiatives including in the UN format and implementing large-scale infrastructural projects with foreign partners, our country makes considerable input to the development of international cooperation in this strategic direction. Favourable geographic location of the country is leading to its growing role as an important transit and transport hub of regional and continental significance, the Head of the State said. Trying to realize maximally the existing potential in this sphere. Turkmenistan, crossed by the Silk Road centuries ago, takes steadfast steps for the restoration of this historical route in new format, for the improvement of beneficial trade and economic relations meeting the objectives of universal wealth. In the last years, our country was the place of big events of international importance for several times, which agendas included the priority aspects of the partnership in the above-mentioned field. It includes the first Global Sustainable Transport Conference in Ashgabat in November 2016 under the UN aegis. Important document – the Ashgabat declaration, has been adopted by its outcomes. Speaking of this, President Gurbanguly Berdimuhamedov requested the Vice-premier, the Head of the MFA to provide high organizational level of coming forum that is to support further improvement and accumulation of fruitful cooperation in transport and communication sector. Chairperson of the Mejlis G. Mammedova informed on the formation of the structure and activity of National Parliament of the sixth convocation. It was noted that the compositions of the committees were adopted, decisions on number of organizational issues were taken. At present, development of the plan of law-making work as well as the activity for popularization and explanation of the importance of foreign initiatives of our state, social oriented home policy held under the leadership of the Head of the State and large-scale reforms in the country are carried out. Plans for work and regular meetings of he deputies with the population are elaborated for studying the proposals and requests of the electorate and for support of the provision of favourable social and living conditions of Turkmen citizens. Having listened to the information, President Gurbanguly Berdimuhamedov highlighted that systematic improvement of national legislation and regulatory framework is one of the key factors of successful stable social and economic development of modern Turkmenistan and consolidation of its democratic and legal base. Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on the measures taken for the development of social sphere and on the preparation to the events dedicated to the world Health Day on April 7, 2018. Celebration programme is planned to open in Ashgabat with mass cycling run. Having started from the intersection of Kopetdag and Archabyl avenues, it will run along the main streets of the city. The length of this track will be 15 km and 15 thousand people will take part in the event. Performances of art masters, youth, folk and dance groups and young sportsmen will be expanded along the track. Cycling and running marathons will be organized on the avenues of the capital and regions, sport complexes and sport grounds, parks and public gardens will host various sport competitions. Mass climbing of the Path of Health will be held in Kopetdag foothills. Speaking of the World Health Day traditionally widely observed in the country, President Gurbanguly Berdimuhamedov highlighted that various events timed to this date have to be aimed at active popularization of healthy life principles in the society, development of physical training and sports, moral and physical education of young generation. The Head of the State focused on the provision of mass participation of the citizens in planned events as care of the health of the nation is one of the priority social objectives of the state. After, Chairman of the Central Bank M. Annadurdiyev, who was invited to the session, reported on the activity of crediting departments and on the fulfilment of the assignments of Turkmen leader on the development of securities market as well as on the income of foreign currency from the export of goods and rendered services to the accounts of the ministries and departments. The main function of banking sphere is to provide the stability of purchasing power and exchange rate of national currency, efficiency and reliability of payment system, the Head of Turkmenistan noted, having pointed out the importance of the improvement of the accessibility of financial services for citizens and representatives of small and medium business. Speaking of the importance of the development of the securities market, President Gurbanguly Berdimuhamedov noted that practical measures in this direction are to support the attraction of additional resources to the budget, income of the capitals for modernization of production and for provision of the stability of financial system in general. Chairman of the State Commodity and Raw Material Exchange of Turkmenistan A. Ishanov reported on the work of his structure. Having listened to the report, the Head of the State instructed relative leaders to analyse the wishes of the exchange clients and to take immediate measures for further improvement of the activity of the SCRMET including the sale of goods demanded in the world market and wide advertisement of production made in the country. After, Chairman of the Trade and Industrial Chamber B. Gylyjov reported on the work of his department on the support of the modernization of the economy of the country and on the attraction of the investments. Having noted that activity of the Trade and Industrial Chamber is not carried out on proper level, President Gurbanguly Berdimuhamedov expressed his discontent, having focused on the main objectives given to this department. Support of the economic development of the country, its integration to the world economic relations are the main aspects of work of the Chamber, which lead to the formation of modern industrial, financial and trade infrastructure. The Trade and Industrial Chamber also has the objective to provide favourable conditions for entrepreneurship activity, support of complex development of all types of such activity, provision of actual support to the organizations and individual entrepreneurs including in foreign markets and development of new ways of trade and economic, scientific and technical cooperation. However, there is not results in this directions, the President stated. Having expressed the discontent with the promotion of Turkmen goods to the world markets and with the work with foreign partners, the Head of the State demoded the head of the Trade and Industrial Chamber to analyse the situation and take appropriate measures. In his turn, Minister of Health Protection and Medical Industry N. Amannepesov, who was invited to the session, reported on the situation in sanatorium and resort sphere and informed on the course of construction of Avaza sanatorium in the resort on the Caspian coast and health improving centre in Bagabat settlement, Ak Bugday etrap, Ahal Velayat. Focusing on the development of Avaza National tourism zone, which is by right considered as resort pearl of our country, the President highlighted that the main goal of its creation is to realize colossal recreation potential of the seaside and to provide the most comfortable conditions of the holidays of Turkmenistan citizens. In this context, it was requested to take under strict control the construction of health improving facilities as per the schedule, provision of them with advanced technologies and equipment, training of the specialist and personnel for work in these facilities. After, Chairman of Supreme Control Chamber Ch. Gylyjov reported on the outcomes of the inspections conducted in some branches of national economy. The work for efficient involvement of existing capacities in production structures of the State Concern Turkmenhimiya has also been analysed. The inspections revealed number of the deficiencies. Having noted that each sector of National economy has important objectives, President Gurbanguly Berdimuhamedov made orders to control the realization of the profile programmes. After, Prosecutor Gneral B. Atdayev reported on the controlling activity for the compliance with the legislation and on the fulfilment of the assignments on systematic control of the law and order. The President of Turkmenistan gave number of specific orders to the Prosecutor General. Other subjects of the state life, on which relative decisions were made, have been reviewed at the session of the Cabinet of Ministers.
