President Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where topical issues of social and economic development of the country and foreign policy of the State have been reviewed. First, the floor was given to Deputy Chairman of the Cabinet of Ministers G. Myradov who reported on the situation in the spheres under his supervision and on fulfilment of the assignments given by the Head of the State. Having reported on the work for study of opportunities of financing of directions oriented to import production as well as beneficial banking services for local exporters, the Vice-premier presented relative proposal for review by the Head of the State. In addition, the information on implementation of custom fees for certain production imported to Turkmenistan was presented. Summing up the report, the Head of the State pointed out the importance of activation of measures for further reformation of the activity of ministries and departments of financial and economic sector, intensification of work for the realization of Presidential programme of the country development. The necessity of improvement of work of the State Statistic Committee has also been highlighted. Deputy Chairman of the Cabinet of Ministers O. Gurbannazarov reported on the activity of trade complex and on the work carried out by the Union of Industrialists and Entrepreneurs on the development of production infrastructure in food industry. First of all, this is foundation of the enterprises making import substitutive production as well as export oriented including poultry farms, which activity allows comprehensive provision of internal market with chicken meat and eggs and export of the surplus oversea. The entrepreneurship is given with the leading role in transition to market economy system, in appearance of new forms of economic activity, hence it is important to make the most favourable conditions for operation and development of small and medium business in the country, the Head of the State said. In his turn, Deputy Chairman of the Cabinet of Ministers M. Babayev reported on the situation in the structural divisions of fuel and energy complex of the country as well as on modernization of number of the facilities of Turkmenbashy Refinery Complex. Having listened to the report, President Gurbanguly Berdimuhamedov focused on the objectives of further steadfast development of national fuel and energy complex, which solution would provide the diversification of national economy and integrated industrialization of the country. Improvement of the infrastructure of fuel and energy complex, accumulation of power production of petrochemical sphere making wide variety of competitive products are among these objectives. Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported in seasonal field works in the country. Draft document regulating the volume of green plantation works in the country in 2018 was presented for review to the Head of the State. Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the importance of organization of agricultural complex activity following time requirements and focused of number of actual issues in agriculture. The President of Turkmenistan requested to expedite the works for repair of water reserves, to arrange properly the system of water management and to take measures for cleaning of collecting, drainage and irrigation networks. It is necessary also to expedite the realization of scientific projects on rational water use, to implement improved methods of fertilizing, irrigation and crops rotation as well as to prepare agricultural equipment to sowing season. President Gurbanguly Berdimuhamedov ordered Vice-premier E. Orazgeldiyev together with the Union of Industrialists and Entrepreneurs to elaborate the subject of transition of farmers associations to private form of ownership in all velayats and after to spread such practice in other farmers associations. Heads of agricultural complex together with hyakims of the velayats have to develop the programme of activities to be held in agricultural industry for provision of planned volumes of wheat and cotton production. The Head of the State highlighted great importance of nation-wide greening programme held in the country, first of all, from ecological point of view. Having signed the Resolution of plantation of seeding in Turkmenistan in 2018, President Gurbanguly Berdimuhamedov requested to pay attention to the formation of new forest and park zones near cities and villages where it will make great use for people as well as in new districts of rapidly growing Turkmen capital. Deputy Chairman of the Cabinet of Ministers K. Durdymyradov reported in the construction of modern living houses by Turkmendemirbetononumlery Business Entity of the Ministry of Industry. Due to reconstruction of large-panel plants of Turkmendemirbetononumlery Business Entity with high technology equipment of European make, new opportunities for considerable increment of living construction volumes including comfortable multi-storey living buildings have been made. Production made by the plants is on high demand in the capital and velayats. The Vice-premier reported about the construction of number of living houses in Byuzmeyin etrap of Ashgabat; these facilities are under final stage in Mary, Bayramaly, Turkmenabat and Dashoguz, while construction of other is carried out on high rate. Almost all construction materials used on the construction sites are made by the enterprises of the Ministry of Industry. The Vice-premier also presented Draft Resolution on Cocoon Production in 2018 for review by the Head of the State. Summing up the report, President Gurbanguly Berdimuhamedov highlighted the necessity of serious and responsible approach to the construction of social facilities. At present, our construction industry has considerable multidimensional potential, which needs to be implemented with maximum return developing the production of new building materials from local resources and attracting private business companies, the President of Turkmenistan said. Having signed the Resolution defining the volumes of cocoon production for every velayat of the country, President Gurbanguly Berdimuhamedov requested to provide the fulfilment of the obligations undertaken by the cocoon producers. Deputy Chairman of the Cabinet of Ministers B. Abdiyeva reported on the preparation to the events planned on February 14 on occasion of the opening of administration and shopping buildings of the Union of Industrialists and Entrepreneurs on G. Kuliyev Street in Ashgabat and Türkmen aýna önümleri enterprise in Ovadendepe, Ahal Velayat. Professional and amateur artists' groups of the country and art masters will take part in the opening ceremonies. The Vice-premier also reported on new findings of the archaeologists discovered in Dandanakan Stronghold in Mary Velayat. Archaeological researches at this medieval monument located 30 kilometres west of Mary city are carried out under the work on the study of historical and cultural heritage of the Great Silk Road. The group of specialists and archaeologists of National Department of Protection, Study and Restoration of cultural and historical monuments, historical and cultural reserves Ancient Merv and Old Serakhs started new researches in the spring of last year. Autumn archaeological season resulted in unique findings discovered in large area of south-eastern part of the stronghold. Part of the fortress wall of tempered bricks and several rooms have been discovered there, water line made of tempered bricks and ceramic pipes were found outside the stronghold. In addition, medieval constructions made of tempered bricks distinguished from normal houses by rooms planning have been discovered during archaeological excavations. Numerous fragments of glassware and remained original glass items as well as several metal tools have been found in one of the rooms. The results of laboratory tests have proven that these items were medical instruments of mediaeval doctors. Having demonstrated new archaeological findings from Dandanakan Stronghold on the slideshow including the instruments of doctors of the age of the Great Seljuks, the Vice-premier informed that they would be unique priceless items of the museums of our country after necessary restoration and conservation works. At present time, these artefacts are kept in the State Historical and Cultural Reserve Ancient Merv where initial conservation works are carried out. President Gurbanguly Berdimuhamedov noted that findings from Dandanakan Stronghold are very important and shed the light on ancient history of our country being important evidence of high culture of Turkmens, their contribution to the development of sciences and human civilization. The President of the country drew the attention of the Vice-premier on the subject entrusted to the Academy of Sciences of our country on the development of new state programme Digital Turkmenistan. Its main purpose is the stimulation of the development of information and communication technologies and improvement of the contribution of this sector to the GDP of the country. This Programme is to support the transition to innovative ways of national economy, the increment of work involvement in scientifically based industries, the implementation of advanced technologies in production, total transition to electronic documentation and the system of digital identification of individuals. At present time, Turkmenistan citizens are well provided with Internet services but it is necessary to implement widely high-speed internet, the Head of the State said. Next, Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on the activity of the Ministry of Energy on the improvement of reliability of the energy system of the country. The Vice-premier informed that at present time, 13 power station work in the country. It is planned to make annular energy system for the fulfilment of the assignment of the head of the State on uninterrupted supply of the consumers with electricity. It was informed that it is planned to build the Electrical Equipment Maintenance Centre for the provision of required and timely service. Summing up the report, President Gurbanguly Berdimuhamedov highlighted that the government energy policy is aimed at full satisfaction of the requirements of industry, agriculture and social sector of Turkmenistan as well as at the increment of export volumes. In this regard, the Vice-premier received specific instructions on expediting the rates of infrastructural projects in electrical energy industry in near future for creation of annular energy system. Having approved the proposal on opening of Energy Equipment Maintenance Centre, the Head of the State noted the necessity of implementation of progressive forms of management. After, Deputy Chairman of the Cabinet of Ministers B. Annamerdov supervising transport and communication complex reported on the work for further improvement of the activity of the organizations of this sphere, their modernization and consolidation of equipment and facilities base. Having listened to the report, President Gurbanguly Berdimuhamedov noted that the formation of ramified transport and transit infrastructure, involvement of new territories are not only the growth of cargo turnover but also the correspondence with global tendencies and historical mission of Turkmen land to serve as the intersection of the civilizations. In this regard, focusing on the development of modern transport and communication system of the country, the President of Turkmenistan demanded to use all capabilities for this and addressed the Vice-premier with number of specific instructions. Deputy Chairman of the Cabinet of Ministers, Foreign Minister R. Meredov reported on the activity of the ministry and on the work for further expansion of the cooperation with foreign organizations what is one of the priority directions of foreign course of neutral Turkmenistan steadily implemented under the leadership of President Gurbanguly Berdimuhamedov. At present, our state is the member of 46 international organizations. In addition, Turkmenistan participates in the conventions, agreements and other multilateral documents. It is planned to implement 95 projects for their practical realization in 2018 together with representatives of international structures operating in our country. At the same time, great importance is paid to close cooperation with the UN, which has a character of strategic partnership and in this context, to consolidation of fruitful relations with its largest specialized agencies. Cooperation with the Organization for Security and Cooperation in Europe (OSCE) and European union is also actively developed. It is planned to implement number of specific joint projects in different spheres in 2018 under the activity of the Committee Turkmenistan – EU. Special attention is paid to the cooperation with the United Nations in education, science and culture (UNESCO). In this context, it was highlighted that owing to large-scale initiative activity of the Head of the State, such unique historical and cultural monuments of Turkmenistan like Ancient Merv, Kunyaurgench and Old Nisa were included to prestigious UNESCO World Heritage List. Turkmen national art of singing and dancing kushtdepdy was included to the Representative List of Non-material cultural heritage in December 2017. At present time, relative measures for inclusion of Turkmen carpet art and ahalteke horse breeding to this prestigious list and on inclusion of Koytendag ecosystem and State Reserve Badhyz to the UNESCO World Heirtage List. In addition, it was noted that in November last year, Turkmenistan was elected to the UNESCO Intergovernmental Committee for Physical Education and Sport in 2017 – 2021. According to the final Declaration of International Sport Congress in April of the last year in Avaza National tourist zone, Turkmenistan plans to hold the UNESCO VII International Conference of Ministers and Senior Officials Responsible for Physical Education and Sport (MINEPS VII) in 2021. Following what was said above, the Vice-premier, Foreign Minister presented new composition of National Commission of Turkmenistan for UNESCO Affairs for review by the Head of the State. In this regard, President Gurbanguly Berdimuhamedov confirmed the intent of our country to develop comprehensively this fruitful dialog, under which considerable practice of cooperation has been acquired, joint programmes and projects have been successfully realized and currently under implementation. After, Chairperson of the Mejlis A. Nurberdiyeva informed on the activity of the Parliament for the modernization of legislative and regulatory base of the country and drafting of new bills. Organizational works for the elections of the Mejlis deputies of the sixth convocation, members of People’s Council and Gengeshys are continued. The deputies of National Parliament explain the provisions of new legislation documents. Having listened to the information, the President of Turkmenistan highlighted the importance of further improvement of national legislation base in the context of modern realities and the reforms expanded in the country. Having noted that efficient realization of the authorities by the parliamentarians is based on the support of the relation with the electorate, the President recommended the deputies to participate in the work for education of young education and propaganda of healthy life style more actively. Speaking of the preparation of coming elections on high level, the Head of the State noted the necessity of thorough elaboration of the subjects related to this important social and political campaign. Some other issues of the state life have been reviewed at the session of the Cabinet of Ministers.
