President Gurbanguly Berdimuhamedov held video conference working session with the participation of the hyakims of the velayats and the capital where objectives of social and economic development of the regions and situation in agricultural complex were discussed. Opening the session, the Head of the State called Hyakim of Ashgabat Sh. Durdiliyev who reported on the fulfilment of the assignments on the capital development given by the Head of the State earlier. Information on the construction of the facilities and systematic measures taken for the improvement of social and living conditions of the population was presented. The Hyakim also reported about the work for the modernization of urban infrastructure, keeping parking zones on proper level and arrangement of coordinated activity of municipality services. Having noted the importance of elaborated approach to further development of the capital, the President highlighted that the Hyakim is personally accountable for the situation in the capital’s divisions and has to express better interest in population requirements, to visit the construction sites more often and to inspect the course of works. Focusing on the activity of capital municipal services, President Gurbanguly Berdimuhamedov demanded to provide uninterrupted operation of heating, electricity and gas supply systems in living houses, schools, kindergartens and to hold under control this subject. After, Hyakim of Ahal Velayat Sh. Amangeldiyev reported on the situation in the region including on the measures for timely and organized preparation of the fields and agricultural equipment to spring works and for fertilization of the lands. The Head of regional administration informed on the measures for the improvement of social provision of the population of the velayat and on increasing of the work rates at the facilities under construction. Having listened to the report, President Gurbanguly Berdimuhamedov requested the Hyakim to organize coordinated cooperation of the structures involved in coming cotton sowing and to provide activation of agrotechnical activities and expansion of the lands for vegetables, fruits and berries. The Head of the State noted the necessity of control of the schedule of the construction of the facilities built under National rural programme. The issues of social provision of the population have to be under have to be in the focus of the head of administration, Turkmen leader highlighted and requested to hold under control proper operation of heating systems of living houses and social and cultural facilities. The President of the country also requested the Hyakim to visit the etraps more often and to get into the details of the works held in farmers associations for maintenance of arable lands and for the fulfilment of National rural programme. In his turn, Hyakim of Balkan Velayat S. Satlykov reported on agrotechnical works at the fields of the region and measures for improvement of social level of the population. Information about the situation at the construction sites of different facilities on the territory of the velayat. Having focused on the condition of the springs, President Gurbanguly Berdimuhamedov requested to enforce the requirements to the work of etraps’ heads of the velayat. The Head of the State noted the importance of timely and quality performance of all planned agricultural activities as per the schedule what should provide the efficiency of spring sowing campaign. In this regard, the President gave instructions to develop special plan on expansion of lands for sowing of vegetables, fruits and berries as well as addressed the Hyakim with number of assignments on this account. After, Hyakim of Dashoguz Velayat M. Bayramguliyev reported on the situation in the region, measures for care of the agricultural fields in accordance with technical standards. The Head of administration also informed about the measures for realization of National rural programme. Summing up the report, the Head of the State ordered the Hyakim to hold under control the issues of social provision, particular the creation of necessary conditions for productive work and good rest of people. The Head of the State highlighted the importance of compliance to scientific recommendations during the field works as well as proper preparation of the lands to cotton and other crops sowing. Speaking of coming spring field campaign, Turkmen leader addressed the Hyakim with number of specific instructions for improvement of crops productivity. Speaking to the Hyakim of Dashoguz Velayat, the Head of the State requested him to express more interest in social and living conditions of the velayat’s population and to hold under control the works in farmers associations as well as to adhere to the schedule of construction of the facilities built under National rural programme. Special emphasis was made on the issues of stable provision of living houses, schools and kindergartens with heating. After, Hyakim of Lebap Velayat T. Atahalliyev reported on the course of seasonal works and the situation at the construction sites of the facilities in the velayat, steadfast improvement of social and economic indicators. Summing up the report, the Head of the State addressed the Hyakim with number of assignments on the efficiency of agricultural works, rational use of land and water resources, active implementation of innovations in the development of agriculture. The Head of the State requested to hold under control the issues of heating and uninterrupted provision of social facilities with electricity, water and gas. President Gurbanguly Berdimuhamedov demanded the Hyakim to pay more attention to the situation in farmers associations and personally inspect the lands under crops for personal familiarization with their condition as well as with the construction works of the facilities built under National rural programme. In addition, the Head of the State noted the importance of quality agrotechnical works carried out at present at the fields prior to cotton and other crops sowing. The President requested to analyse the opportunities of expansion of agricultural lands in the velayat for sowing of vegetables and fruits. After, Hyakim of Mary Velayat D. Annaberdiyev was called for report. Speaking of the situation in the region, large-scale activity for proper agrotechnical works, the Hyakim informed about the plans that are realized for the development of social and economic infrastructure, increment of the rates of construction of various facilities and improvement of social and living conditions of the population. Having noted that it is necessary to adhere to all agrotechnical standards and requirements during the field works, the Head of the State addressed the Haykim with number of instructions related to the expansion of arable lands for different crops. Having highlighted the importance of the communication of the regional administration with the population of the velayat, the President of Turkmenistan pointed at the necessity of personal control of all works under National rural programme by the Hyakim, having paid special attention to the heating of living houses and social facilities. Summing up the outcomes of the conversation, President Gurbanguly Berdimuhamedov wished great success in realization of large-scale reformations to all participants.
