Today, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov held a regular meeting of the State Security Council to consider the results of the work of the military and law enforcement agencies for January-August of the current year. The agenda also included issues of ensuring security and peace in independent Turkmenistan, strengthening the material and technical base of law enforcement agencies, and further improving their activities.

The first to speak was Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the work carried out in the National Army since the beginning of the year, the fulfillment of the instructions given by the head of state to strengthen the country’s defense capability. A report was also made on the measures being implemented to develop the activities of subordinate structures in accordance with the realities of the time, creating appropriate conditions for the service and life of military personnel.

Along with this, a report was made on the successful conduct of entrance exams to specialized educational institutions of military and law enforcement agencies, on the ongoing preparations for the military parade on the occasion of a significant date – the 33rd anniversary of the independence of the Fatherland.

The Secretary of the State Security Council, the Minister of Defense noted that recently, a ceremonial opening of a new complex of buildings of the Specialized Military School named after Berdimuhamed Annayev of the Ministry of Defense took place with the participation of the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov. As it was emphasized, all the conditions and opportunities have been created in the new complex for the formation of the young generation of defenders of the Fatherland, the development of their abilities and talents, mastering the skills of various military professions, fruitful studies, comfortable life and useful leisure of cadets, physical education and sports.

Summarizing the report, President Serdar Berdimuhamedov noted that the being implemented Military Doctrine, which is purely defensive in nature, serves as a reliable guarantor of a peaceful and calm life in Turkmenistan. Among the key tasks carried out in the military sphere of reforms, the head of state identified the improvement of the activities of the accountable structures of the defense department, as well as the modernization of the material and technical base of all branches of the armed forces.

Having focused on the upcoming ceremonial military parade in honor of the next anniversary of the sacred independence of the Fatherland, the Supreme Commander-in-Chief of the Armed Forces of the country assigned the Secretary of the State Security Council, the Minister of Defense to ensure a high level of its implementation. An instruction was also given to take appropriate measures to improve the professionalism of officers, educate soldiers serving in the military in the spirit of boundless love for the Homeland.

Prosecutor General B. Muhamedov reported on the results of activities for the first eight months of the current year, practical steps taken to supervise the implementation of legislative provisions in ministries and industry departments. A separate topic of the report was the progress of the implementation of the digital system, as well as the corresponding Development Program.

After hearing the report, the President of Turkmenistan emphasized the importance of strengthening the rule of law and order in a sovereign state, protecting the rights and freedoms of citizens. It is necessary to promptly identify, suppress and prevent violations related to the implementation of regulatory legal acts, said the Supreme Commander-in-Chief of the Armed Forces of the country, addressing a number of specific instructions to the head of the Prosecutor General’s Office.

Then, Minister of Internal Affairs M. Hydyrov reported on the results of the work of accountable structural units for the specified period, the measures taken to introduce digital technologies and best practices in the Ministry of Internal Affairs system, as well as to prevent offenses, ensuring fire safety in all corners of the country.

It was also reported about the beginning of the month “Road Safety – Peace of Our Life” and the events planned within its framework to optimize the traffic flow in the capital and velayats, increase the awareness of pedestrians and drivers about traffic rules.

Summarizing the report, President Serdar Berdimuhamedov named the maintenance of law and order, as well as the prevention of offenses among the priority tasks.

Noting the importance of the month of “Road Safety – Peace of Our Life”, traditionally held in September to mark the beginning of the new academic year, the Supreme Commander-in-Chief of the Armed Forces of the country ordered to ensure an organized and high level of all planned events. Concrete steps should be taken to improve the quality of work on compliance with fire safety and road traffic rules, the head of Turkmenistan emphasized, addressing the relevant instructions to the head of the Ministry of Internal Affairs.

Chairman of the Supreme Court B. Hojamgulyev reported on the results of the activities of the structure he heads for January-August of this year, including the progress in improving the national justice system through the use of digital technologies. A report was also made on the ongoing work to train specialized specialists and fulfill the tasks defined by the Judicial System Development Program.

After hearing the report, the head of state highlighted that the main responsibilities of this structure include ensuring legality, justice, law and order. At the same time, the role of the judicial body as an effective mechanism for state protection, which includes all areas of legal regulation, was noted. In this regard, it is necessary to organize advanced training courses for judges on a systematic basis, the President of Turkmenistan noted, addressing specific instructions to the head of the Supreme Court.

In continuation of the meeting, it was signed the Decree “On the appointment and dismissal of judges of the courts of Turkmenistan, as well as on assigning them qualification classes”.

The Minister of National Security N. Atagarayev, who spoke next, reported on the results of activities for eight months, as well as on the comprehensive measures implemented to protect state interests, fulfilling the instructions previously given by the Supreme Commander-in-Chief of the Armed Forces of the country.

After hearing the report, President Serdar Berdimuhamedov emphasized the need to intensify the introduction of modern working methods and digital technologies, study and practical application of advanced world experience in this area. Emphasis was also placed on the importance of ensuring control over the implementation of the priority tasks outlined in the MNS Development Program within the established timeframes and in a proper manner.

Then the head of the State Border Service Ya. Nuryev reported on the practical steps taken since the beginning of the year to ensure the protection of the sacred borders of the Homeland, the technical re-equipment of the Border Troops, and the events organized to improve the level of theoretical and combat training of military personnel.

Summarizing the report, the head of Turkmenistan emphasized that the work to maintain peace on the border of the Homeland should be based on the principles of the legal status of neutrality of our state. Noting the importance of strengthening the material and technical base of the Border Troops, the Supreme Commander-in-Chief of the Armed Forces of the country addressed a number of instructions to the head of the Service, including those related to ensuring reliable protection of the State Border.

Then the Minister of Justice M. Taganov reported on the results of the activities carried out in January-August of this year, in particular, on bringing national legislation into line with the requirements of the time, introducing a digital system in structural divisions, as well as organized events to explain to citizens the purposes of the adopted legal documents.

After hearing the report, President Gurbanguly Berdimuhamedov noted that one of the pressing issues of our time is the comprehensive strengthening of the legislative framework. In this regard, the Minister was assigned to take an active part in the preparation of draft regulatory legal acts, which is being carried out within the framework of improving the country’s legislation in accordance with generally accepted norms of international law.

Then, the Chairman of the State Customs Service M. Hudaykulyev reported on the results of the work done during the period under review, the practical steps taken to successfully solve the problems arising from the Development Program of the department, as well as on the implementation of the instructions previously given by the President of Turkmenistan.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of the country noted the need to take measures to ensure proper clearance of goods imported into the territory of our state at customs checkpoints. In this regard, the head of the Service was given a number of specific instructions.

Then, Chairman of the State Migration Service A. Sazakov reported on the work carried out since the beginning of the year, the measures taken to effectively solve the priority tasks facing the department.


Summarizing the report, President Serdar Berdimuhamedov emphasized the need for continuous improvement of the activities of all departments of this body. In order to successfully fulfill the powers assigned to the Service, it is important to combine positive world experience in this area and the fundamental principles of national legislation, the Supreme Commander-in-Chief of the Armed Forces of the country noted, ordering more active use of advanced information technologies in work.


Summing up the meeting, the head of Turkmenistan said that in accordance with the defensive Military Doctrine of the Fatherland, measures are being taken to ensure a high level of security and integrity of the independent, permanently neutral Homeland. Much attention is paid to strengthening the defense capability of a sovereign state, improving the social and living conditions of the defenders of the Fatherland and their families, the Supreme Commander-in-Chief of the Armed Forces of the country continued, noting that work in this direction will be continued in the future.


At the meeting of the State Security Council, there were also considered a number of other issues, on which relevant decisions were made.


At the end of the meeting, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov wished its participants good health and great success in their responsible service in the name of a peaceful and happy life of the people.
