Meeting of the Cabinet of Ministers of Turkmenistan

Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system to sum up the work results in the economic sectors over eleven months of the current year, to hear relevant reports, and to discuss priority objectives for the country’s socio-economic development.

The floor was first given to Chairwoman of the Mejlis D. Gulmanova, who informed on the results of activities carried out by the national parliament over eleven months to strengthen the domestic legal framework.

During the period under review, 5 meetings were held, during which 49 Laws of Turkmenistan and 51 Resolutions of the Mejlis were adopted. These include 3 Constitutional Laws, as well as the Laws of Turkmenistan “On the Mejlis of Turkmenistan”, “On the City of Arkadag”, “On the State Budget of Turkmenistan for 2024”, “On the Legal Protection of Topologies of Integrated Circuits”, as well as a number of legal regulations on accession to international conventions and introducing amendments and addenda to some laws of Turkmenistan.

Working groups set up at the national parliament continue to prepare bills, in particular, the revised Civil Code, legal documents on energy saving and efficient use, on hydrometeorological activity, etc.

The report included information that relations with international organizations, primarily with the UN and its bodies, are consistently developing. During the indicated period, 83 meetings were held at the Mejlis on issues of strengthening bilateral ties, including the reception of 27 credentials from Ambassadors Extraordinary and Plenipotentiary of foreign states. In order to study best international practices, representatives of the national parliament made 36 working trips, and took part in 110 seminars held by ministries and sectoral departments of the country jointly with international organizations on improving legislative activity and supporting the implementation of government programs.

Mejlis deputies are carrying out appropriate explanatory awareness-raising work about the country’s policy, the ongoing progressive reforms, the historical significance of the legal status of the permanent neutrality of the Homeland, and the goals of the laws adopted.

Summing up the information presented, President Serdar Berdimuhamedov highlighted the importance of further improving the legislation. At the same time, emphasis was placed on the need to be guided by best international practices when carrying out this work.

Then Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on macroeconomic indicators for January-November 2023.

Sustainable development is maintained in all the economic sectors and in the regions, the population’s living social and standards are improved. This is confirmed by GDP growth, which during the reporting period totaled 6.3 percent. Production increased by 6.6 percent in aggregate, as compared with the similar period of previous year.

Based on the outcomes of this year’s eleven months, the retail trade turnover was 9.9 percent higher compared to the same period in 2022. Due to the foreign economic strategy being implemented based on the principles of mutually beneficial international cooperation, the foreign trade turnover plan was fulfilled 96 percent, as compared with the similar period of previous year.

The execution of the State Budget in January-November 2023 in terms of the revenues amounted to 109.8 percent, and expenditures to 98 percent.

As for large and medium-sized enterprises, the average monthly salary increased by 9.9 percent compared to the same period last year. Wages, pensions, government benefits and student scholarships have been funded in a timely manner.

In January-November this year, 52 social facilities, 34 water treatment plants, 491.1 thousand square meters of housing, as well as engineering systems were under construction throughout the country as part of implementing the National Rural Program.

Summing up the report, President Serdar Berdimuhamedov emphasized the importance of the systematic monitoring of the country’s economic condition. Having placed special emphasis on the need to pay attention to increasing State Budget revenues and attracting investments, the head of state gave the deputy prime minister relevant instructions.

Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the outcomes of activities in the supervised industries in January-November of the current year as part of implementing the Oil and Gas Industry Development Program for the period up to 2030.

Information was provided on the technical and economic indicators achieved in the field of oil and gas condensate production, including by the State Concern “Türkmennebit”, oil supply and refining, as well as polypropylene production.

It was reported that during the period under review, the production plans were fulfilled 103 percent for gasoline, 102.8 percent for diesel fuel, 104.5 percent for lubricating oils, and 116.1 percent for liquefied gas.

Based on the outcomes for 11 months, the plans were fulfilled 107.6 percent for the production of natural and associated gas, and 113.8 percent for gas exports.

Furthermore, the deputy prime minister reported on preparations for the upcoming celebrations of the Day of Oil and Gas Industry and Geology Workers. Several events are planned in the capital and velayats of the country on the occasion of the professional holiday.

Having heard the report, President Serdar Berdimuhamedov emphasized the importance of carrying out the necessary work pursuant to the Development Program for the domestic fuel and energy complex. Special attention must be paid to the issues of developing the deep oil and gas resources, the head of state said, ordering to take appropriate measures to increase oil and gas production.

It is also critical to properly prepare for the celebration of the Day of the Oil and Gas Industry and Geology Workers, and to ensure a high level of scheduled events, the President of Turkmenistan said, having given the deputy prime minister relevant instructions.

Then Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the results of work carried out in the sector under his supervision over eleven months.

As was reported, in general, the production growth rate in the agricultural sector amounted to 102.6 percent, as compared with the similar period of previous year.

This indicator made up 102.7 percent for the Ministry of Agriculture, 100.1 percent for the Ministry of Environmental Protection, 102 percent for the State Water Management Committee, and 101.9 percent for the State Association “Türkmen atlary”. The investments assimilation plan was fulfilled 227 percent.

The deputy prime minister also reported on the progress of seasonal agricultural work in the velayats. It was reported that every effort is made to strengthen food security in the Homeland.

Currently, wheat sown fields are treated in accordance with agro-technical standards. Cotton harvesting continues in all regions, and sugar beet is gathered in the Mary Velayat.

Along with this, lands are plowed for next year’s cotton crop, while the machinery and equipment to be operated in agricultural campaigns are made ready.

Steps are taken to develop livestock farming, increase the number of animals, as well as to ensure a warm and well-fed wintering for them.

Summing up the report, President Serdar Berdimuhamedov emphasized the importance of conducting seasonal agricultural campaigns in compliance with the agro-technical requirements, with high quality and within the established deadlines. In this regard, the head of state ordered to keep under strict control the preparatory work, on which the next year’s crop depends, as well as to take the necessary measures to improve the land reclamation condition.

At the same time, the President of Turkmenistan instructed the deputy prime minister to pay special attention to the development of livestock farming, increasing the number of animals, and creating warm and well-fed wintering conditions for them.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the outcomes of activities carried out by the institutions and enterprises in the and industrial complex under his supervision, including the State Concern “Türkmenhimiýa”, the State Agency for Motorways Construction Management and the Ashgabat City Khyakimlik in January-November 2023.

Thus, the Ministry of Construction and Architecture had fulfilled the work plan 111.9 percent.

Over the eleven months of the current year, the Ministry of Industry and Construction Production had fulfilled the manufacturing and work plan 110.1 percent.

During the reporting period, the Ministry of Energy fulfilled the manufacturing, work and services plan 112.6 percent. The electricity production growth rate totaled 102.7 percent.

Since the beginning of the year, the State Concern “Türkmenhimiýa” has manufactured products and provided services to the amount of 2 billion 176 million manats.

In January-November this year, the State Agency for Motorways Construction Management and the Ashgabat City Khyakimlik fulfilled work and services plans 103.7 percent and 122.3 percent, respectively.

Having heard the report, President Serdar Berdimuhamedov focused on the importance of taking appropriate measures for high-quality construction and timely delivery of buildings and facilities.

The head of state pointed out the need to increase industrial production, strengthen control over the construction and operation of roads, and go on attracting investments in the construction, energy and industrial sectors. Particular attention must be paid to the introduction of advanced methods and innovation technologies into these industries.

Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the indicators achieved in January-November this year by the supervised ministries and departments, as well as in the business sector.

As for the Ministry of Trade and Foreign Economic Relations, the trade turnover growth rate was 100.7 percent, and increase in production totaled 100.7 percent compared to the same period last year.

Performance indicators of enterprises of the Ministry of Textile Industry totaled 107.1 percent for cotton fabric, 104.5 percent for garments and knitwear, and 100 percent for leather products, as comparison with the similar period of previous year. In 11 months, investments were assimilated in the amount of 444 million 974 thousand manats.

The State Association “Türkmenhaly” fulfilled the carpet products making plan 103.9 percent in January-November this year.

Since the beginning of the current year, the State Commodities and Raw Materials Exchange has held 275 trades, at which 27 thousand 762 contracts were registered.

The growth rate in work carried out by the Chamber of Commerce and Industry during the period under review totaled 109.9 percent. Twenty six exhibitions and seventy eight forums were held in January-November this year.

As for the Union of Industrialists and Entrepreneurs, the increase in the production of agricultural and food goods and industrial commodities over the indicated period amounted to 109 and109.4 percent, respectively.

Summing up the report, President Serdar Berdimuhamedov pointed out the need to increase production of goods in demand among the population, giving instructions to keep under constant control the issue of maintaining a sufficient supplies of food and various other products in the country’s markets and shopping centers, especially during holidays.

Then Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on the outcomes of activities in the areas under her supervision in January-November of the current year.

During the period under review, various events were organized in the country, including festivals, creative competitions, media forums, exhibitions, conferences on the 300th anniversary of the birth of Magtymguly Pyragy, declaring 2023 the year “Happy youth with Arkadag Serdar”, and other significant occasions in the national calendar.

As was reported, the 4th International Theater Festival “Bagtyýarlyk döwrüniň teatr sungaty” was successfully held on November 14-16.

Days of Culture of the Republic of Turkiye and European Culture were also organized in our country, as well as Days of Culture of Turkmenistan in the Islamic Republic of Iran.

A separate topic of the report was the participation of domestic specialists in various cultural events held in tens of foreign countries. In particular, the report included information that creative groups of Turkmenistan successfully performed at the 1st “TURKSOY” International Festival in Baku, and the concert of the CIS Youth Symphony Orchestra in St. Petersburg. The report also covered the presentation of Hero Arkadag’s book “Türkmeniň döwletlilik ýörelgesi” that took place in the city of Venice (Italy).

Having heard the report, President Serdar Berdimuhamedov focused on the work to be carried out to widely publicize the events being organized on the occasion of holidays and significant occasions which are celebrated in the country.

The head of Turkmen state gave the deputy prime minister instructions to prepare for the celebration of the International Day of Neutrality and the New Year’s Holiday, and ensuring a high level of scheduled festive events.

Deputy Chairman of the Cabinet of Ministers of Turkmenistan N. Amannepesov reported on the results of work carried out in January-November this year in the areas under his supervision.

As was reported, measures were taken in the period under review to improve the quality of educational activities, professional qualification of specialized personnel, update academic curricula and programs, and publish books.

Pupils and students demonstrated good performance, actively participating in international subject internet contests.

International scientific conferences, exhibitions, presentations and other events were organized in the country and abroad to celebrate the 300th anniversary of the birth of outstanding Turkmen poet and thinker Magtymguly Pyragy.

Reporting on the work done to improve the national healthcare system, the deputy prime minister informed that wide positive experience had been gained during the indicated period in introducing advanced methods of prevention and treatment of various diseases into practical medicine.

Young Turkmen citizens received various surgical operations and treatment funded from the Charitable Foundation for Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov.

During the period under review, work was carried on to develop physical education, sports and the Olympic movement, and train professional athletes. On November 23-28, the 14th World Kurash Championship was held in an organized manner and at a high level, as well as other events that drew a wide response in the international sports world.

Since the beginning of the current year, domestic athletes have taken participation in various international competitions and won a total of 739 medals, thereby enhancing the sporting prestige of Turkmenistan.

Public organizations also make a significant contribution to dynamic development of our country. During the 22nd ministerial conference of the Central Asia Regional Economic Cooperation Program (CAREC) of the Asian Development Bank, the Central Council of the Women’s Union of Turkmenistan was awarded a medal and the appropriate certificate of this Program for services in promoting gender equality.

During the reporting period, awareness-raising and explanatory activities were actively carried out, and various scientific and practical conferences were held on the state policy being pursued by President Serdar Berdimuhamedov and other significant occasions. Much attention is paid herein to expanding international cooperation. Thus, the Youth Forum of the Countries of Central Asia and China “New Epoch of the Great Silk Road” and thematic events were organized in the city of Mary on November 16-18.

Summing up the report, President Serdar Berdimuhamedov instructed the deputy prime minister to go on working to improve the performance of institutions under his supervision. The head of state emphasized that special attention must be paid to the training of highly qualified personnel for all sectors and industries.

The floor was then given to the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov, who announced the good news received from the headquarters of the United Nations and its bodies, including from the UN specialized Educational, Scientific and Cultural Organization (UNESCO). As was reported, the nomination “The Akhalteke Horse Breeding Art and Horse Decoration Traditions” proposed by Turkmenistan has been included in the UNESCO’s Representative List of the Intangible Cultural Heritage of Humanity. This decision was taken on December 5 at the 18th session of the UNESCO’s Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage, held in the city of Kasane (Republic of Botswana).

Furthermore, during the regular meeting of the UN Economic and Social Council (ECOSOC), our country was unanimously elected to the Commission on Population and Development for the period 2024-2028.

Heartily congratulating the President of Turkmenistan and National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov on these significant occasions testifying to the high international reputation of the Homeland, worldwide recognition of the importance of its rich historical and cultural heritage, the deputy prime minister, Foreign Minister wished Arkadag Hero Serdar, as well as the Hero Arkadag sound health and new outstanding successes in their large-scale activities for the benefit of the Homeland and the people.

Then the Deputy Chairman of the Cabinet of Ministers, Foreign Minister reported on the outcomes of work done by the Ministry of Foreign Affairs in January-November of the current year.

In order to achieve the goals set and fulfill the instructions given by the head of state, appropriate steps were undertaken during the period under review to consistently carry out the foreign policy of Independent Neutral Turkmenistan.

Since the beginning of the year, President Serdar Berdimuhamedov has made state, official and working visits to the People’s Republic of China, the Kingdom of Bahrain, the Republic of Azerbaijan, the State of Qatar, Great Britain, the Russian Federation, the Republic of Tajikistan, the Republic of Turkiye, the Kingdom of Saudi Arabia, Hungary, the United States, the Republic of Kyrgyzstan, the Republic of Uzbekistan and the United Arab Emirates.

During the reporting period, the head of state participated in the 78th session of the United Nations General Assembly, as well as online in the regular Summit of the Shanghai Cooperation Organization.

This year, National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov visited the United Arab Emirates, the Republic of Turkiye, the Federal Republic of Germany, the Islamic Republic of Iran, the Kingdom of Saudi Arabia, the Republic of Tajikistan, the People’s Republic of China and the Republic of Kazakhstan.

The Presidents of the Republic of Tajikistan and the Republic of Uzbekistan, as well as the Chairman of the Government of the Russian Federation and the Prime Minister of Hungary, visited our country.

The President of Turkmenistan had telephone conversations with the heads of a number of states.

The visits of foreign delegations to our country, as well as the visits of our delegations abroad in January-November testify to the dynamic nature of cooperation with foreign partners.

During the indicated period, different-level meetings and negotiations were held, including online. 250 documents were signed, which supplemented the legal framework of Turkmenistan’s international cooperation.

Contacts are maintained between foreign policy departments on a regular basis. A series of consultations took place between Ministries of Foreign Affairs in January-November.

In order to further expand the country’s foreign economic relations, regular meetings of bilateral Intergovernmental Commissions, business forums and meetings have been organized this year.

Having heard the report, President Serdar Berdimuhamedov pointed out the need to ensure a high organizational level of celebrations on the occasion of the International Day of Neutrality. Emphasizing that it is also necessary to properly prepare for other international events scheduled till the end of the year, the head of state gave the deputy prime minister, the head of the foreign affairs department relevant instructions.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M. Chakyev reported on the results of activities of institutions under his supervision over eleven months of the current year.

During the reporting period, the growth rate in terms of works performed and services provided in the complex totaled 121.3 percent.

In January-November, the growth rates amounted to 103.9 percent for freight traffic by motor, rail, air, sea and river transport, and 105.1 percent for passenger transportation.

During the indicated period, the services growth rate totaled 106.5 percent for the “Türkmendemirýollary” Agency, 117 percent for the “Türkmenawtoulaglary” Agency, 199 percent for the “Türkmenhowaýollary” Agency, 105.2 percent for the “Türkmendeňizderýaýollary” Agency, and 111.5 percent for the “Türkmenaragatnaşyk” Agency.

The report included information on the work carried out in the framework of implementing the Concept for the Development of the Digital Economy in Turkmenistan for 2019–2025.

The report also covered the construction progress of industrial and social facilities for the transport and communications complex in various regions of the country.

A separate topic of the report was the outcomes of the meetings held by joint working commissions on issues of transport and logistics cooperation with foreign countries.

The head of the Agency also informed on the exhibitions, forums and other events related to the development of the transport and communications complex that took place during the period under review.

Summing up the report, President Serdar Berdimuhamedov instructed to continue work to enhance efficiency of supervised institutions, and pay special attention to improving the quality of services provided to the population.

Addressing the meeting participants, the head of state pointed out with satisfaction that the outcomes of work carried out over the 11 months of the ongoing year clearly illustrate the great achievements of the Independent Neutral Homeland.

The adopted programs are consistently implemented, and social, industrial and production facilities are well under construction in the country. These include new villages, residential buildings of enhanced comfort, schools, kindergartens, medical institutions, recreation centers, and other new buildings.

Reforms are successfully carried out in the fields of education, science, culture and healthcare. Advanced methods and modern technologies are introduced into the production industries. Appropriate steps are taken to improve the wellbeing of Turkmenistan citizens.

Summing up the above-said, President Serdar Berdimuhamedov pointed out that there is very little time left till the end of this year. Therefore, the necessary work must be done to complete it and enter 2024 with good performance.

Furthermore, addressing members of the Cabinet of Ministers and all compatriots, the head of Turkmen state emphasized that we have had the good news recently. At the 18th session of the UNESCO’s Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage in the city of Kasane, the Republic of Botswana, a unanimous decision was taken to include the Akhalteke horse breeding art and horse decoration traditions in the Representative List of the Intangible Cultural Heritage of Humanity of this UN body.

Then the head of state drew attention to another good news. At a meeting of the UN Economic and Social Council (ECOSOC) Turkmenistan was elected to the Commission on Population and Development for the period 2024-2028. This clearly testifies to the recognition of our country’s efforts aimed at creating conditions for the prosperous life of citizens. This fact also confirms the wide support from the international community to the humane and socially oriented policy of the Homeland, where every day marks new important achievements.

Specifying that the necessary measures will also be taken henceforth to ensure the happy and peaceful life of the people and the prosperity of the Homeland, the head of Turkmen state warmly congratulated the compatriots on these wonderful occasions, expressing his best wishes to everyone.

A number of other issues of public life were also discussed at the meeting, on which appropriate decisions were taken.

Concluding the meeting of the Cabinet of Ministers via digital system, President Serdar Berdimuhamedov wished all participants sound health, family wellbeing and great success in their work for the further prosperity of the sovereign Homeland.
