The fourth meeting of the Mejlis of the seventh convocation was held today to discuss a number of important regulatory and legal documents. These documents were developed in accordance with the priorities of the state policy of the President of Turkmenistan Serdar Berdimuhamedov and the comprehensive program for modernizing the country's legislative framework. The meeting was attended by Deputy Chairmen of the Cabinet of Ministers of Turkmenistan, heads and representatives of ministries and departments, and representatives of mass media.
One of the main agenda items was the consideration by the deputies of the draft Law "On the State Budget of Turkmenistan for 2024", as well as the draft resolution of the Mejlis "On the Execution of the State Budget of Turkmenistan for 2022", which were preliminarily discussed in all committees of the Mejlis, as well as in the ministries and departments of the country.
As emphasized during the consideration of the draft law, as a result of the progressive reforms initiated by the Hero-Arkadag and successfully continued by President Serdar Berdimuhamedov, there is an unprecedented rise in the national economy, which is facilitated, in particular, by the implementation of large-scale state programs, including the Program "Revival of a New Era of a Powerful State: National Program for Socio-Economic Development of Turkmenistan for 2022-2052".
The meeting of the Mejlis was preceded by the analysis and specific recommendations of President Serdar Berdimuhamedov regarding the draft Law "On the State Budget of Turkmenistan for 2024" at the meetings of the Cabinet of Ministers, and reflected in the program speech at the Halk Maslahaty held on September 24 of the current year. The head of state emphasized that "the State Budget is the most important mechanism for planning the economy. In this regard, large amounts of funds from the main financial plan are directed towards the development of education, healthcare, culture, social security, housing and communal services, public services, construction of industrial and social facilities, including housing and new settlements in the regions of the country".
As noted, a necessary part of the State budget will be allocated to increasing the wages of employees of organizations funded by the budget, self-financing enterprises and public associations, pensions, state benefits, scholarships for students and trainees, as well as for the implementation of projects in this area.
The key priorities of the main financial document for the upcoming year are to support socially-oriented state policy and high economic growth rates through intensive development of all sectors and investments in fixed assets, as well as the introduction of modern market mechanisms.
Segments of the national economy such as the oil and gas industry, agro-industrial complex, transportation, communication, construction, textile and food industries will receive further development next year, thanks to President Serdar Berdimuhamedov's successful course of diversifying the national economy. The construction of important transportation, communication, and production infrastructure facilities will continue at a high pace.
The indicators of local budgets provided for in the draft main financial and legal document for the coming year were considered at the meeting.
As reported, measures to support entrepreneurship, small and medium-sized businesses, increase the volume of domestically produced goods, and ensure food abundance in domestic markets are planned for 2024.
According to the conclusion of the deputies, who unanimously voted in favor of adopting the draft Law "On the State Budget of Turkmenistan for 2024", this document is based on careful calculations, supported by the resource potential of the state and society, and will undoubtedly serve the interests of the people and the well-being of their lives.

Then the parliamentarians discussed the draft laws: " On Accession to the International Convention on Civil Liability for Bunker Oil Pollution Damage", "On Amending and Supplementing Certain Legislative Acts of Turkmenistan"; "On Amending and Supplementing Certain Legislative Acts of Turkmenistan"; "On Amending and Supplementing the Law of Turkmenistan "On the Protection of Objects of National Historical and Cultural Heritage"; "On Amending and Supplementing Certain Legislative Acts of Turkmenistan".
The draft legislative acts submitted for consideration at the regular meeting of the Mejlis of Turkmenistan of the seventh convocation were unanimously approved and adopted.
In conclusion, the deputies of the Mejlis of Turkmenistan expressed confidence that the adopted legal documents, complementing the existing system of legislation of independent Turkmenistan, will contribute to further solving the tasks set by President Serdar Berdimuhamedov for the progressive development of various spheres of the homeland's life through large-scale socio-economic and democratic reforms.
