In the Epoch of the Revival of a new era of powerful state, under the wise leadership of President Serdar Berdimuhamedov, Turkmenistan continues to confidently move along the path of comprehensive socio-economic transformations and democratic reforms, which is a visible embodiment of the inseparable connection of times and the continuity of generations, the aspiration of our independent neutral Motherland to new heights of creation and progress.

On January 30th, the head of state held a working meeting via the digital system, at which the course of seasonal agricultural campaigns in the regions of the Motherland was discussed.

The President of Turkmenistan ordered to take all measures for proper preparation for cotton sowing, including land cultivation, supplying tenants with quality seeds and ensuring the functionality of the technical park.

The heads of regional administrations were given specific instructions regarding the strict observance of agricultural standards when caring for wheat crops, planting potatoes and other vegetable and melon crops.

Along with this, it is necessary to pay unremitting attention to the issues of stable operation of heating systems in residential buildings and other social facilities, as well as uninterrupted supply of electricity, gas and water to settlements, the head of state said.

Separate instructions concerned ensuring the successful implementation of the tasks outlined in the programs of the country's socio-economic development.

On January 30th, President Serdar Berdimuhamedov received Chairman of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin, who arrived in our country on a visit at the head of the parliamentary delegation of the Russian Federation.

During the meeting, it was noted that Turkmen-Russian relations, built on the principles of equality and mutual respect, are traditionally friendly and strategic. The high level of mutual understanding and trust inherent in interstate relations is a solid basis for building up fruitful cooperation across the entire spectrum of areas.

Among the priorities were the trade and economic sphere, including such sectors as energy, industry, transport, etc. As noted, the multifaceted bilateral partnership also complements the established direct ties between Turkmenistan and with the regions and subjects of the Russian Federation.

A separate topic of the conversation was inter-parliamentary cooperation, considered as another important tool for rapprochement and strengthening mutual understanding between the two states and their peoples. At the same time, the need was emphasized to develop this area in order to provide legislative support for the agreements reached and decisions taken at the highest level.

There was also a meeting between the Chairwoman of the Mejlis of Turkmenistan G. Mammedova and the Chairman of the State Duma of the Federal Assembly of the Russian Federation V. Volodin, which was held in an expanded format with the participation of members of the delegations of the two countries.

The subject of an interested discussion was the prospects for further bilateral inter-parliamentary cooperation of contacts within the framework of relevant committees, expanding the fruitful exchange of experience in the legislative field.

The head of the Mejlis of Turkmenistan invited Russian parliamentarians to take part in the upcoming parliamentary elections in our country as international observers. In response, the speaker of the State Duma of the Federal Assembly of the Russian Federation confirmed that the State Duma would send its representatives to Turkmenistan.

Speaking to the deputies of the Mejlis of Turkmenistan, the Chairman of the State Duma of the Federal Assembly of the Russian Federation confirmed the commitment of the Russian side to the traditionally friendly, good-neighborly dialogue with Turkmenistan, which is of a strategic nature.

Stressing that the dynamics of the development of bilateral relations are set by the heads of state, the guest spoke about the need to do everything necessary to ensure the legislative implementation of the agreements reached at the highest level. At the same time, the importance of further intensifying inter-parliamentary relations was noted, which is one of the tasks outlined in the Declaration on deepening strategic partnership, signed by the Presidents of Russia and Turkmenistan in June 2022.

On February 3rd, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov, held an extended off-site meeting of the State Security Council, at which the results of the activities of the military and law enforcement agencies for 2022 were summed up.

The agenda also includes issues of ensuring security and tranquility in our independent state, strengthening the material and technical base of law enforcement agencies and further improving their activities.

During the meeting, a number of organizational issues were considered. New heads of the Supreme Court, the Ministry of National Security and the State Migration Service were appointed by the relevant Decrees of the President of Turkmenistan.

Secretary of the State Security Council, Minister of Defense B. Gundogdyev, heartily congratulating the head of state on behalf of the personnel and employees of the military and law enforcement agencies on the assignment, in accordance with the decision of the Mejlis of the country, in accordance with Article 81 of the Constitution of Turkmenistan, a high military rank - army general, assured that the defenders Fatherland will continue to selflessly serve, being devoted to the Fatherland, native people, the President of Turkmenistan.

In a solemn atmosphere, the Supreme Commander of the Armed Forces of Turkmenistan Serdar Berdimuhamedov was awarded a badge of the military rank of army general.

– Assignment in accordance with the Constitution of Turkmenistan by the Mejlis as the Supreme Commander-in-Chief of the Armed Forces of the country of the military rank of General of the Army, imposes on me the responsibility to continue to work tirelessly in the name of further strengthening the defense capability of my native Motherland, ensuring tranquility and peace in the country, a happy and prosperous life of citizens, – said President Serdar Berdimuhamedov. In this regard, firm confidence was expressed that together with the Turkmen people, in unity and solidarity, all the goals set will be achieved.

The results of the work of the branches of the national economy for January of this year were summed up at the regular meeting of the Cabinet of Ministers, which was held by the President of Turkmenistan on the digital system on February 3.

As noted, for the reporting month, GDP growth amounted to 6.2 percent. Compared to the same period last year, the indicator of manufactured products increased by 5.8 percent. Positive indicators are observed in all sectors of the economy.

The volume of retail trade turnover increased by 9.5 percent compared to the same period in 2022.

In January, the revenue side of the State Budget was executed at the level of 115.7 percent, and the expenditure side - 97.4 percent.

For large and medium-sized enterprises, the average monthly salary is 10 percent higher than in the same period last year. Wages, pensions, state benefits and student scholarships have been financed in a timely manner.

The volume of disbursed capital investments from all sources of financing is 9.1 percent higher compared to the corresponding period of 2022.

Indicators were also announced based on the results of the work carried out within the framework of the National Rural Program.

At a government meeting, President Serdar Berdimuhamedov noted the importance of implementing comprehensive measures to significantly increase natural gas and oil production this year, maintain the operational state of hydrocarbon deposits and production facilities, as well as repair wells with a reduced flow rate and improve the efficiency of geological exploration and drilling .

The head of state stressed the need to begin preparations for the reconstruction and strengthening of the banks of the Karakum River, develop a project for the upcoming activities and find a contractor for its implementation.

In addition, it is necessary to analyze the state of affairs in the water sector, take measures to modernize the country's water supply system.

It was also instructed to implement a major investment project for the construction of desalination plants in the Caspian Sea, to take steps to purchase modern dredgers and special equipment.

President Serdar Berdimuhamedov focused on the importance of achieving efficient work of the enterprises of the construction and industrial complex, bringing chemical production to full capacity, uninterrupted supply of the population and industrial facilities with electricity.

It was also pointed out the need to implement effective measures for the construction of new and reconstruction of existing roads, the construction of buildings of oncological and other medical centers in the velayats, the Turkmen State Pedagogical Institute named after S. Seidi.

The head of state focused on the issues of consistently increasing passenger and cargo turnover, increasing the volume of transit and international cargo transportation, scaling up the digitalization of the industry, arranging the production of ships of modern modifications and dredgers at the Balkan shipbuilding and repair plant.

Summing up the meeting, the President of Turkmenistan stated that according to preliminary results, the GDP growth rate in January amounted to 6.2 percent, sustainable development was achieved in the sectors of the national economy.

Among the priority tasks, the head of state outlined an increase in production volumes in the industrial sectors, efficient use of existing capacities, expansion of the scale of activities in the field of trade and services, ensuring positive dynamics of foreign trade turnover.

It is also necessary to continue work on the execution of the revenue and expenditure parts of the State budget in the planned volumes.

Last month, the volume of capital investments in the country, utilized from all sources of financing, amounted to over 2 billion manats, which is 9.1 percent more than in the corresponding period of last year.

The development of large volumes of investments since the beginning of the year made it possible to launch new industrial facilities and increase production potential. This will provide an opportunity to further improve the social and living conditions of the population, as well as create additional jobs in the regions, the head of Turkmenistan emphasized.

At the meeting, President Serdar Berdimuhamedov signed a Resolution authorizing the Ministry of Agriculture and Environmental Protection to conclude contracts with foreign companies for the purchase of spare parts, wheels, lubricating oils and consumables for combine harvesters, tilled tractors and cultivators.

The head of state signed Resolutions, in accordance with which the procedure and conditions for conferring the title of “People's” to amateur art groups, as well as the Plan of events scheduled for holding on the occasion of the announcement of the motto of 2023 – “Happy youth with Arkadag Serdar” were approved.

The President of Turkmenistan signed the Decree, according to which the Türkmengaz State Concern was ordered to transfer the corresponding volume of liquefied gas to the Republic of Uzbekistan free of charge as friendly and fraternal assistance.

On February 4, the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov made a working trip to the capital and the city of Arkadag, Akhal velayat.

During a trip around the capital, Hero-Arkadag got acquainted with the progress of work on the modernization of the Health Path, laid along the slopes of the mountains on the southern outskirts of Ashgabat, the features of the finish and the quality of materials of the modern bridge at the intersection of N. Andalib and Archabil avenues, through which heavy traffic is carried out, and also with area lighting.

In the city of Arkadag, Akhal velayat, the Chairman of the Halk Maslakhaty got acquainted with the projects of the Children's Rehabilitation Center, then held a working meeting here with the participation of the head of the Office of the President of Turkmenistan Kh. Maslakhats of Turkmenistan K. Babaeva.

During the meeting, issues of the urban development program were discussed, taking into account the basic principle “The state is for the person!”. The National Leader of the Turkmen people noted the importance of building buildings for various purposes in accordance with international standards, equipping them with the latest technological equipment, especially institutions whose activities are aimed at protecting the health of the younger generation.

Among other events of the past week was the regular meeting of the Interdepartmental Commission on Ensuring the Implementation of Turkmenistan's International Obligations in the Field of Human Rights and International Humanitarian Law, held at the Ministry of Foreign Affairs of the country, at which the results of activities for 2022 were summed up and tasks for this year were determined.

During the discussion of further steps to implement the Commission's Work Plan, it was noted that in order to study the best world experience in the field of human rights protection, a cycle of seminars, working meetings, consultations with the participation of international experts is envisaged.

In the city of Kerki, Lebap velayat, a ceremony was held to open a new pharmacy built as part of the implementation of state reform programs.

Thus, the events of the past week have become yet another evidence of the effectiveness of large-scale programs and projects implemented under the leadership of President Serdar Berdimuhamedov aimed at the economic progress of the Motherland and raising the standard of living of the people.
